At present, in the supervision process of Chinese government, the phenomenon of strict approval and slack supervision still exists in some local governments. And the dynamic supervision mechanism and supervision restriction mechanism of some local governments are still not perfect. These problems directly lead to"regulatory vacuum"and service absence and other circumstances. The existence of these circumstances will block the process of China's administrative examination and approval system reform. As a result to explore how to promote government supervision innovation and optimize government services is the first important thing, and then to create conditions for the rapid, stable and orderly progress of the administrative examination, what's more to approval system reform.Based on this thesis, the author realizes legal supervision, implement informatization supervision. It not only has increased normalized supervision, improve the administrative examination and approval all-round supervision mechanism, but also established the third party assessment normalization mechanism, and optimize the administrative examination and approval policy advocacy mechanism as well.展开更多

More than half of the global maternal deaths (66%) are in sub-Saharan Africa with infant mortality of 51/1000 live births in the WHO Africa region [1]. There is potential to improve access and utilization of health services through investing in Primary Health Care (PHC) digital innovations [2] especially in underserved settings [3]. In the last quarter of the year 2021 after lifting of the COVID-19 restrictions, Tekeleza project, aims to integrate digital health innovations into MNCH care within PHC settings in Kenya. The project team undertook a baseline survey in three rural counties (Kisii, Kajiado and Migori) characterized with low social-economic status to identify opportunities to leverage on the use of evidence-based digital innovations to reverse the adverse trends in Maternal and Child Health. Methods: A cross-sectional and descriptive study was conducted in 15 Community Health Units (CHUs) in Kenya that were linked to selected Primary Health Care (PHC) facilities from three rural counties. Mixed methods were used to collect data from 404 Households (HHs) selected across the sampled CHUs on Probability Proportionate to Size (PPS). The selected households were assigned unique household or respondent identifiers. The sampling frame for household surveys consisted of all women 18 - 49 years of age, who were either pregnant or in their 18 months post-delivery. From the constructed sampling frame, a simple random sampling procedure was used to select the study sample. An audit was also carried out at the selected PHC facilities and sixty-two (62) Primary Health Workers (PHCWs) including facility managers were interviewed to establish challenges affecting ICT infrastructure and sustainable financing of MNCH services. Findings: The majority of the sampled women (64.9%) were lactating at the time of the study, with 34.4% being pregnant and 0.7% both pregnant and lactating. Despite the high proportions of mothers who received Skilled Birth Attendance, discontinuity in seeking antenatal and postnatal care services was observed in all three counties. The proportion of mothers (n = 404) who reported to have attended at least one ANC was 46.8%. This was attributed to limited access to health facilities, poor staff attitude, and negative cultural practices that got exacerbated by the COVID-19 pandemic. An average of 53.2% of the respondents started attending ANC clinics much later after 12 weeks of gestation to minimize the costs and time they will spend on attending ANC clinics. It also emerged that 68.7% of the respondents had low knowledge levels of selected perinatal and infant care practices. On the making of Sexual and Reproductive Health (SRH) health-seeking decisions, 54.7% of the respondents said, it is their husbands who decide. The PHCWs expressed limited access to Continuing Professional Development (CPDs), a situation that worsened with the COVID-19 Pandemic. Notably, only 54.9% of the PHCWs reported having access to either a Smartphone or desktop at the point of service delivery. Nearly the same proportion (54.8%) has access to the internet at their workstations. Facilities reported delayed reimbursement of National Hospital Insurance Fund (NHIF) and only 54% of the women interviewed had registered in Linda mama NHIF package meant to enable them to access free maternity care. Only one county (Migori) had significant utilization of CHVs. Conclusion: There is increasing access to Skilled Birth Attendance (SBA) in rural Kenya but discontinuous pregnancy care is still a problem and it got worse during the COVID-19 pandemic. Rural PHC facilities have poor ICT infrastructure and despite the 98% rural access to a phone by women, there is limited bankable usage of handheld technology to improve health information literacy on self and infant care among women of reproductive age. Recommendations: Feasibility studies to be conducted on how to sustainably deploy Primary Health Care digital solutions to improve the quality of, access to, and Utilization of Maternal and Child Health (MNCH) services.展开更多

Innovation is not a new concept, but its perception as a process, detached from randomness, is. This understanding is what allows its management as a tool to improve results and competitiveness, and to the perpetuation of the company. The research had a qualitative approach that consisted in the content analysis of structured interviews held with 10 respondents of five different companies, using eight innovation-focused questions, adapted from the Brazilian National Quality Foundation (FNQ). After interviews, four categories were identified: innovation understanding, innovative ambience, innovation process management, and learning during the process--the first two regarding the subjective features of innovation and the latter two the objective features. Analysis outcome has shown that companies understand the concept and importance of innovation, but still do not see it as a process, which leads them to try isolated initiatives, usually executed by instinct only. Due to the fact that innovation is not considered as a process, most practices encourage generation of ideas, instead of goals, key performance indicators (KPIs), and learning--this latter one, only occurs informally and over time.展开更多

Based on our findings, we designed targeted services to help Alliance members support their document resources, information services for science and technology (S&T) decisions, and their knowledge transfer achievements. Furthermore, we offered training courses for provincial service teams, researchers, and administrators, to improve their information skills. These activities represent a new collaborative model for professional library consortia.Findings: To date, our service has been extended to all Alliance members, covering 19 provinces in China, and the NSLC service covers all aspects of knowledge services of Alliance members, from basic document delivery services to subject information analyses.Research limitations: Different PASs have different understandings of the role of the document and information services in the process of scientific research. These differences limit information service sharing of the NSLC with the PASs, and affect the service performance. For the sake of convenience, the original survey was conducted in only three provinces, which may not fully reflect the information needs of users in each Alliance institution. In addition, quantitative and qualitative analyses have been limited by the coverage of the sample.Practical implications: Document and information sharing has not only taken advantage of the NSLC knowledge service system and cooperation model, it has also enhanced the range of services of the NAAS in China.Originality/value: Based on knowledge service enhancements, the NAAS in China has formed a new kind of library consortium, which has broken the traditional library alliance model that was based mainly on the sharing of resources and services.展开更多

Recommendations: Feasibility studies to be conducted on how to sustainably deploy Primary Health Care digital solutions to improve the quality of, access to, and Utilization of Maternal and Child Health (MNCH) services.
文摘This study aimed to explore how processes of innovation are perceived and managed in micro and small service-oriented companies in Campinas, i.e., verifying how people in these companies understand, identify, and manage innovation (what tools or methodologies). Due to the fact that innovation is not considered as a process, most practices encourage generation of ideas, instead of goals, key performance indicators (KPIs), and learning--this latter one, only occurs informally and over time.

文摘Purpose: This paper documents an exploration of an innovative approach to the sharing of documents and information among the members of the National Alliance of Academies of Sciences (NAAS) in China, based on the practice initiated by the National Science Library of the Chinese Academy of Sciences (NSLC).Design/methodology/approach: Through interviews and user surveys, we analyzed the general information demands of users from provincial academies of sciences (PASs) and problems of their document and information service teams. In addition, quantitative and qualitative analyses have been limited by the coverage of the sample.Practical implications: Document and information sharing has not only taken advantage of the NSLC knowledge service system and cooperation model, it has also enhanced the range of services of the NAAS in China.Originality/value: Based on knowledge service enhancements, the NAAS in China has formed a new kind of library consortium, which has broken the traditional library alliance model that was based mainly on the sharing of resources and services.
文摘Looking at the development of subject librarians and subject services in Chinese libraries during the past decade, this paper highlights the innovative concepts and practices of subject librarians in National Science Library(NSL),Chinese Academy of Sciences(CAS).After a two-year trial period,NSL,CAS,with 39 full-time subject librarians, has begun to provide personalized,subject-specific,and knowledge-based services to the end-users since 2006.Such a practice manifests that subject librarians and subject services should be embedded into the research process and working environment. And,the subject service should be made available to the users beyond the space restriction and time limit, and finally create a congenial environment for users.Librarians should develop new expertise to offer the user-oriented service, changing the role from book keepers to research instructors, advisors, even chief information officer(CIO)or chief knowledge officer(CKO).
