Pathways to Enhancing the Quality of Agricultural Statistical Services in the Context of Rural Revitalization

In the strategic context of rural revitalization,optimizing the quality of agricultural statistical services is a crucial element for advancing agricultural modernization and sustainable rural economic development.This paper focuses on the significance of enhancing agricultural statistical service quality under the backdrop of rural revitalization.It addresses current issues such as inadequate implementation of agricultural statistical survey systems,an imperfect data quality control system,and a shortage of statistical service personnel.Proposals are made to improve the statistical survey system,enhance the data quality control framework,and strengthen personnel training.These pathways offer references for elevating the quality of agricultural statistical services and implementing the rural revitalization strategy in the new era.

Research on Smart Meteorology Serving Agriculture under the Rural Revitalization Strategy—Taking Mingshan Tea as an Example

It is imperative to prioritize the development of agriculture and rural areas and improve the efficiency of smart meteorological services for agricultural products under the strategy of rural revitalization. In this article, we take Mingshan tea, one of the characteristic industries in Sichuan Province, as an example to explore the related issues of smart meteorology serving agriculture. The status, value, and demand of tea smart meteorological services have been analyzed in this article. In addition, in response to the increasing demand for meteorological services in agricultural production, we have proposed to solve problem of tea meteorological service by strengthening talent, technology, product refinement, and dissemination. We have also proposed specific measures for tea intelligent meteorology to serve agriculture, in order to provide reference for future service practices. We need to continuously improve the methods and content of meteorological services, and improve the level of meteorological services. At the same time, utilizing smart meteorological service methods provides strong support for rural revitalization. This not only increases the income of tea farmers, but also maximizes the technical support role of meteorology in disaster prevention and reduction.

Issues of "Agriculture, Rural Areas and Farmers" from the Perspective of Economy and Ideological System : Based on the Background of All-round Well-off Society

Based on CNKI core journals and CSSCI database, "agriculture, rural areas and farmers" were used as the key words to summarize 20 core articles and CSSCI articles with "agriculture, rural areas and farmers" as the key words from 2015 to 2020, so as to let more researchers have a deeper understanding and grasp of China s current problems of "agriculture, rural areas and farmers". Through the method of comparative analysis of studies, the problems that need to be solved in the work of "agriculture, rural areas and farmers" were discussed, so that other scholars can further clarify the research results and experience of "agriculture, rural areas and farmers", so as to deepen the reform of rural land system and steadily promote the work of "agriculture, rural areas and farmers" in the future. This study can provide thinking and reference for deepening the reform of rural land system and steadily promoting the work of "agriculture, rural areas and farmers".

Stakeholders’ Participation in Agricultural Farmers’ Extension Services Programmes in Sub-Saharan Africa: A Case of the Operation Wealth Creation (OWC) Programme in Uganda

The paper presents findings from a study carried out to assess the contribution of stakeholders’participation on the performance of the national agricultural farmers’extension services programme in Uganda known as Operation Wealth Creation(OWEC).Specifically,the study sought to establish how participatory planning,budgeting,monitoring and evaluation(M&E)respectively contributed to the performance of OWC in selected district in central Uganda.The study adopted a cross-sectional survey design using both quantitative and qualitative data collection and analysis techniques and employed both questionnaires and interview guides on key participants in the programme.Findings of the study indicated positive relationships between stakeholders’participation and programme performance with participatory planning,budgeting and M&E all having positive significant effects on the performance of OWC programme.The study concluded that indeed stakeholders’participation contributed to improved performance of the OWC programme.The study recommends increased funding and M&E of the agricultural extension programmes for improved performance.

Present Situation of Rural Regional Development and Agricultural Extension Policy

The formulation of agricultural extension policy and the development of rural regional economy present the relationship of mutual existence,mutual influence and mutual promotion.Therefore,it is necessary to study the agricultural extension policy according to the current situation of rural regional development.Agricultural technology extension system is an organization set up at county and township levels to provide farmers with scientific research achievements and practical technical services on planting,animal husbandry,fishery,forestry,agricultural machinery and water conservancy,and it is an important carrier for implementing the strategy of developing agriculture through science and technology.On the basis of expounding the value and significance of rural regional economic development,this paper analyzes the problems existing in China s rural regional development from the aspects of rural infrastructure and public services,rural labor force s cultural and scientific level,rural grass-roots extension system,etc.,and puts forward corresponding measures against the problems.This study has certain theoretical reference value for promoting the all-round development of China s rural economy and realizing the great strategy of rural revitalization in China.

The Impact of China's Fiscal Expenditure in Agriculture on Farmer's Income

Based on the account of the vital role which the national finance played in supporting agriculture,the thesis presents the current situation of financial support for agriculture in China,in terms of the limited scale and irrational structure of financial support expenditure in agriculture.On the basis of the brief introduction of the current level of Chinese farmers' income,the thesis discusses the effects of scale and irrational structure of financial support expenditure in agriculture on the farmers' income,according to the related data of financial support expenditure in agriculture and rural per capita net income.The results indicate that the calculating regression equation has a remarkable explanation power,reflecting the positive role of financial support expenditure in agriculture played by national finance in increasing the farmers' income.As regards the structure of financial support expenditure in agriculture at present,according to the proportion from high to low,the expenditure primarily consists of three parts from high to low in sequence as follows:productive expenditure and funds for public undertakings,capital construction expenditure,and rural relief expenditure plus science and technology funds.Such sequence deviates from the marginal production effects of financial support expenditure in agriculture and the correlation of farmers' income,which demonstrates the severe irrationality of the structure of financial support expenditure in agriculture.Corresponding countermeasures are put forward as follows:on one hand,we should continue intensifying the efforts to support agriculture financially in order to form a regular increase mechanism;on the other hand,we should adjust and optimize the structure of financial support expenditure in agriculture,and further crystallize the investment flows.

Impact of COVID-19 on Agriculture,Countryside and Farmers and Countermeasures

COVID-19 outbreak has great impact on agricultural and rural farmers.In order to effectively cope with the impact of COVID-19 epidemic and promote agricultural and rural development,this paper expounds the impact of the epidemic from three aspects of agricultural production,farmers and rural development,and puts forward corresponding countermeasures:building development platform for rural electric business,implementing the development mode of"Internet plus agriculture",strengthening the input and publicity of agricultural insurance to benefit farmers,and increasing support for local employment and entrepreneurship of migrant workers.

Implications of NIE Project to Development of Newspapers about Agriculture,Countryside and Farmers

Through analyzing current situations of newspapers about agriculture,countryside and farmers and problems impairing development of these newspapers,this paper presents constructive recommendations for combination with NIE project at operational level.In China,NIE project should not copy foreign experience,but should proceed from rural realities,expend its intension and enrich its extension,and extend coverage of newspaper to all levels in rural areas.In addition,it is recommended to explore new approaches and find a new development road of newspapers about agriculture,countryside and farmers through transforming the publishing mode.

Agricultural Extension in Balochistan, Pakistan:Date Palm Farmers' Access and Satisfaction

This study analyzed information gathered from 200 date palm households in the mountainous Panjgur District of Balochistan in Pakistan with the aim of determining date farmers＇ access to and satisfaction with agricultural extension services. Information was collected through a structured questionnaire survey, group discussions and semi- structured personal interviews. The findings of the analysis revealed very poor access to extension services. The results of logistic regression analysis identified five variables out of six which significantly influence date farmers＇ access to extension services： household bead＇s age, household bead＇s literacy, number of date palm trees owned, mostly inherited date palm trees, and percentage of dead date palm trees. The overwhelming majority of farmers were dissatisfied with all three main types of extension services being provided by public extension officials. Explanations for this as well as for associations between access to extension services and the six independent variables are provided. Important policy conclusions are drawn based on the findings.

Thoughts on Participation of Supply and Marketing Cooperative System in Agricultural Social Service

Agricultural social service is an important field in the development of modern agriculture. At present,agricultural social service should be based on the extension of the agricultural industrial chain and value chain. The supply and marketing system has important opportunity to participate in social services. It should be based on deep reform of supply and marketing system,rural industrial poverty alleviation,sustainable agricultural ecological development,development of farmers' cooperative organizations,and increase of organization efficiency. It is recommended to undertake works in construction of platform of supply of agricultural products,commercialization of agricultural technology services,scale development of community-supported agriculture,and market based agricultural social capital. Through improving the team system of supply and marketing system,it is recommended to create platform-based flattening environment and create cooperative ecology in PPP mode to guarantee.

Development Strategies for Rural Key Circulation Service Network

The rural key circulation service network is an important channel for ensuring agricultural products'entry to market and urban industrial products'entry to rural areas.Through in-depth survey and research,we took a look at development changes and current situations of three circulation service networks,namely,circulation of nondurable consumer goods,circulation of agricultural means of production,and circulation of agricultural products.Based on several key problems in rural circulation service network,such as logistics problem,delivery problem,backward transaction mode,and the last kilometer information,we put forward corresponding development countermeasures.

Regional Differences in the Demand for Agricultural Socialized Service

With the gradual deepening of China's agricultural modernization,establishing a sound agricultural socialized service system is of great significance to improving the efficiency of resource use and achieving sustainable agricultural development. On the basis of the micro survey data on China's 12 provinces,we analyze the intensity of demand for agricultural socialized service in different regions as well as the main factors influencing farmers' demand willingness. The results show that there are regional differences in farmers' demand for agricultural socialized service,and among multiple factors affecting the demand willingness of agricultural socialized service,farmers' individual characteristics,household economic characteristics and farmers' social communication behavior have varying degrees of impact on farmers' choice of service.

Construction of Innovative Rural Sci-tech Service System in China

At the background of structural regulation of agriculture and industrialized development of rural areas,systematic thought and constructive recommendations are put forward on building innovative rural sci-tech service system in China from following 5 aspects. (1) In organizational system,rural sci-tech service associations should become nonprofit organizations that have independent legal entities. (2) In service object,it should take farmers as subject,new rural economic organizations as carrier,agricultural leading enterprises as handle,little village officials as joint,sci-tech special commissioner as link,and agricultural brokers as medium. (3) In information resources,it should enhance practicality construction and sharing. (4) In service methods and reform measures,it should combine information technology,expert technical consulting service,and sci-tech model base. (5) In policy support and input mechanism,it should follow the principle of diversification,set up government special funds,and formulate preferential policies to attract sci-tech talents to join in rural sci-tech services,and protect legal rights and interests of sci-tech personnel in rural sci-tech services.

中国山区旅游地农户生计韧性评价指标体系的构建与实证——以湖北省恩施州为例

山区旅游地兼具旅游资源丰富、生态环境脆弱、贫困人口集聚等多重特性,对中国山区旅游地农户生计韧性的科学评价有助于守护脱贫攻坚成果.本研究在农户生计韧性理论认知的基础上,结合区域特征构建了中国山区旅游地农户生计韧性评价指标体系,采用均值法对恩施州18个旅游村进行实证分析.研究结果表明:①以Speranza为代表的生计韧性评价指标体系较好地表达了农户应对冲击、实现更好结果的特性,但存在评价对象不明晰、指标选取不够严谨、评价体系构建不完整及本土适应性不够等问题;②结合中国山区旅游地特性对Speranza的评价指标进行了在地优化,通过Ω系数检验发现优化后的评价指标体系具有合理性;③恩施州旅游地农户的生计韧性总体处于低水平.从3大维度来看,除缓冲能力处于中等水平之外,学习能力和自组织能力均处于低水平,自组织能力水平最低.从地域分布来看,农户的生计韧性水平在不同地区或者同一地区的不同村落间都存在较大差异,其中宣恩县的农户生计韧性水平整体最低.
