Dynamic Update Scheme of Spectrum Information Based on Spectrum Opportunity Incentive in the Database-Assisted Dynamic Spectrum Management

To solve the problem of delayed update of spectrum information(SI) in the database assisted dynamic spectrum management(DB-DSM), this paper studies a novel dynamic update scheme of SI in DB-DSM. Firstly, a dynamic update mechanism of SI based on spectrum opportunity incentive is established, in which spectrum users are encouraged to actively assist the database to update SI in real time. Secondly, the information update contribution(IUC) of spectrum opportunity is defined to describe the cost of accessing spectrum opportunity for heterogeneous spectrum users, and the profit of SI update obtained by the database from spectrum allocation. The process that the database determines the IUC of spectrum opportunity and spectrum user selects spectrum opportunity is mapped to a Hotelling model. Thirdly, the process of determining the IUC of spectrum opportunities is further modelled as a Stackelberg game by establishing multiple virtual spectrum resource providers(VSRPs) in the database. It is proved that there is a Nash Equilibrium in the game of determining the IUC of spectrum opportunities by VSRPs. Finally, an algorithm of determining the IUC based on a genetic algorithm is designed to achieve the optimal IUC. The-oretical analysis and simulation results show that the proposed method can quickly find the optimal solution of the IUC, and ensure that the spectrum resource provider can obtain the optimal profit of SI update.

Whole-Process Project Cost Management Based on Building Information Modeling (BIM)

The whole-process project cost management based on building information modeling(BIM)is a new management method,aiming to realize the comprehensive optimization and improvement of project cost management through the application of BIM technology.This paper summarizes and analyzes the whole-process project cost management based on BIM,aiming to explore its application and development prospects in the construction industry.Firstly,this paper introduces the role and advantages of BIM technology in engineering cost management,including information integration,data sharing,and collaborative work.Secondly,the paper analyzes the key technologies and methods of the whole-process project cost management based on BIM,including model construction,data management,and cost control.In addition,the paper also discusses the challenges and limitations of the whole-process BIM project cost management,such as the inconsistency of technical standards,personnel training,and consciousness change.Finally,the paper summarizes the advantages and development prospects of the whole-process project cost management based on BIM and puts forward the direction and suggestions for future research.Through the research of this paper,it can provide a reference for construction cost management and promote innovation and development in the construction industry.

Application of Electronic Information Engineering in Hospital Management

To further enhance the overall service quality of China’s hospitals and improve the trust of the majority of patients in hospitals,this paper takes intelligent hospital management as the object of study,analyzes the importance of electronic information engineering technology applied in hospital management,and discusses the specific application methods of electronic information engineering in hospital management.This aims the existing problems in the current hospital management,such as insufficient degree of informatization,data sharing difficulties,lack of professionals,etc.Corresponding improvement measures are proposed,including strengthening the construction of informatization,promoting data sharing,and cultivating professionals.It is hoped that this study will enable the majority of hospital managers to make better use of electronic information engineering technology to effectively solve the current problems faced by hospitals and to continuously improve the comprehensive competitiveness of China’s hospitals.

An Application of a Multi-Tier Data Warehouse in Oil and Gas Drilling Information Management

Expenditure on wells constitute a significant part of the operational costs for a petroleum enterprise, where most of the cost results from drilling. This has prompted drilling departments to continuously look for ways to reduce their drilling costs and be as efficient as possible. A system called the Drilling Comprehensive Information Management and Application System (DCIMAS) is developed and presented here, with an aim at collecting, storing and making full use of the valuable well data and information relating to all drilling activities and operations. The DCIMAS comprises three main parts, including a data collection and transmission system, a data warehouse (DW) management system, and an integrated platform of core applications. With the support of the application platform, the DW management system is introduced, whereby the operation data are captured at well sites and transmitted electronically to a data warehouse via transmission equipment and ETL (extract, transformation and load) tools. With the high quality of the data guaranteed, our central task is to make the best use of the operation data and information for drilling analysis and to provide further information to guide later production stages. Applications have been developed and integrated on a uniform platform to interface directly with different layers of the multi-tier DW. Now, engineers in every department spend less time on data handling and more time on applying technology in their real work with the system.

CONSTRUCTION OF INTEGRATIVE INFORMATION MANAGEMENT SYSTEM FOR RADIATION ONCOLOGY BASED ON IHE-RO FRAMEWORK

How to construct integrative information management system for radiation oncology is a new practice in China based on new technical framework and the profile of integrating the healthcare enterprise in radiation oncology （IHE-RO）. This paper presents the research progress for constructing the system in the department of the radiation oncology at Cancer Hospital of Chinese Academy of Medical Sciences, and its system diagram based on IHE-RO technical framework, digital imaging and communication in medicine with radiotherapy （DICOM RT） data flow standard, and emphasizes the importance of DICOM RT in constructing the system and describes the generation process of DICOM RT objects. Finally, the related international standards are suggested on RT devices adopted by China State Food and Drug Administration （SFDA） when the system is constructed.

THE PLANNING AND MANAGEMENT INFORMATION SYSTEM FOR SMALL TOWN (TOWNMIS)——A CASE STUDY AT XIAOLAN TOWN, SOUTH CHINA

Now, GISs are popular at most major cities along the coast in China. The lack of available digital geographic data is a serious bottleneck problem. This article first analyses the development characteristics of urban planning and management information system in China, and proposes a method for establishing a planning and management information system for small town. By using GIS as core and integrating with microcomputer network, office automation (OA), computer aided design (CAD), and multimedia technology, a microcomputer information system (TownMIS) is implemented after 3 year design and development. It may be a first comprehensive system for the planning and management of small towns. Since the January of 1996, TownMIS has been actually used in Xiaolan Town, a coastal rich town in South China. This has provided perfect technical, managerial, operational and institutional references for resolving the contradiction of the fast growing installation of GIS sites and fewer actually running system.

STUDY OF SETTING UP THE FOREST RESOURCES MANAGEMENT INFORMATION SYSTEM BASED ON WEBGIS

Based on an analysis of the characteristics of the Forest Resources Management Information System of each development phase, and consideration of the technical trend in Geographic Information System (GIS) in the Internet Age, this paper explores the importance and the feasibility of setting up Forest Resources Management Information System based on the WEBGIS. At the same time, based on the experience of our study, the paper explores the function, structure and method of developing the Forest Resources Management Information System based on WEBGIS. With the technology of WEBGIS, the Forest Resources Management Information System with data from Huoditang Farm was set up, which makes a great impact on forest resources management. So setting up the Forest Resources Management Information System based on WEBGIS is a trend of forest resources management. In the course of setting up this system, we must pay attention to following questions: 1) unify data standard and information encoding; 2) change mind.

Sensor management based on fisher information gain

Multi-sensor system is becoming increasingly important in a variety of military and civilian applications. In general, single sensor system can only provide partial information about environment while multi-sensor system provides a synergistic effect, which improves the quality and availability of information. Data fusion techniques can effectively combine this environmental information from similar and/or dissimilar sensors. Sensor management, aiming at improving data fusion performance by controlling sensor behavior, plays an important role in a data fusion process. This paper presents a method using fisher information gain based sensor effectiveness metric for sensor assignment in multi-sensor and multi-target tracking applications. The fisher information gain is computed for every sensor-target pairing on each scan. The advantage for this metric over other ones is that the fisher information gain for the target obtained by multi-sensors is equal to the sum of ones obtained by the individual sensor, so standard transportation problem formulation can be used to solve this problem without importing the concept of pseudo sensor. The simulation results show the effectiveness of the method.

Research on Maintenance Information Management System for Distributed Manufacture System

An architecture and design of a maintenance information management system for distributed manufacture system is presented in this paper, and its related key technologies are studied and implemented also. A frame of the maintenance information management system oriented human-machine monitoring is designed, and using object-oriented method, a general maintenance information management system based on SQL server engineering database and adopted client/server/database three-layer mode can be established. Then, discussions on control technologies of maintenance information management system and remote distributed diagnostics and maintenance system are emphasized. The system is not only able to identify and diagnose faults of distributed manufacture system quickly, improve system stability, but also has intelligent maintenance functions.

Design of User Interface for Tractor Cab Real-time Information Management System

In this paper,the user interface of tractor cab real-time information management system was designed. Based on the principle of "user friendly",it reasonably arranged spatial position of information management system according to spatial distribution of tractor cab. Then,it analyzed operation habits and thinking ways of drivers,and formulated design principle meeting demands of drivers. Besides,it used LabView software to design user interface,including interface layout and interface design. User interface includes basic information interface,job information interface,camera monitoring interface,and fault diagnosis interface. Finally,it made evaluation of the user interface from color,indicator lamp,dial,and pointer. Results indicate that the designed user interface layout conforms to cognition mentality and operation habits and easy to get familiar and grasp; graphical interface is vivid and easy to stimulate pleasure of drivers in operation; interface color matching is coordinated; the layout of controls is hierarchical and logic,and operating mode is consistent with Windows system.

Decentralized Mobile SNS Architecture and Its Personal Information Management Mechanism

Mobile SNS popular topics of mobile is one of the most Internet. In order to fulfill the user demand for self-maintained independent social network and ensure the privacy of their personal information and resources, the paper proposes system architecture of decentralized mobile SNS.In the temporary scenarios, the system makes use of the existent specification of FOAF （Friend- of-a-Friend） to describe users＇ personal information and act as a certificate to be identified by SNS sites. Ticket-based Access Authorization System （TAAS） is provided to grant permission to acquire resources on personal portal. Meanwhile, the mechanism and algorithm are devised for user profile complete deletion when users are going to quit the service for the temporary scenarios.

THE MANAGEMENT AND RESEARCH OF GEOGRAPHICAL NAMES USING GEOGRAPHICAL INFORMATION SYSTEM

Based on the combination of Geographical information system(GIS)with the research ofToponymy,some foundational problems of the Geographical Name Information System(GINS)are discussed in this paper.The present situation of Toponymical research is anal-ysed and the necessity of introducing the GIS tools to the research of Toponymy is demon-strated.The conceptual model of the GNIS and the structure of Geographical name Database(GND)are discussed.The basic functions of the GNIS software for management and re-search of geographical name are suggested.Some issues are stated such as the applicationand potential of the combination of GIS with CAD in the management and research of To-ponymy,the combination of GNIS with other spatial information system and sharing the in-formation with each other,the research and development of GNIS, etc.

Developing a Geological Management Information System: National Important Mining Zone Database

Geo-data is a foundation for the prediction and assessment of ore resources, so managing and making full use of those data, including geography database, geology database, mineral deposits database, aeromagnetics database, gravity database, geochemistry database and remote sensing database, is very significant. We developed national important mining zone database （NIMZDB） to manage 14 national important mining zone databases to support a new round prediction of ore deposit. We found that attention should be paid to the following issues： ① data accuracy： integrity, logic consistency, attribute, spatial and time accuracy; ② management of both attribute and spatial data in the same system;③ transforming data between MapGIS and ArcGIS; ④ data sharing and security; ⑤ data searches that can query both attribute and spatial data. Accuracy of input data is guaranteed and the search, analysis and translation of data between MapGIS and ArcGIS has been made convenient via the development of a checking data module and a managing data module based on MapGIS and ArcGIS. Using AreSDE, we based data sharing on a client/server system, and attribute and spatial data are also managed in the same system.

Airport Information Systems—Airside Management Information Systems

Research on the intersection of the areas of aviation and management of information systems is scarce. Airports, more than ever before need to align their information systems to gain a competitive advantage and become more efficient in their operations. A proper classification is a prerequisite to systems alignment. The purpose of this paper is to provide descriptions of some of the airport management information systems, connections to or interoperability with other systems, and the key uses and users of each system. There are many types of management information systems and they can be organized or classified in a number of different ways. Furthermore, each system may or may not be necessary for a particular airport depending on the business goals and objectives and the certificate which the airport is operating under. Consequently, the system classification schema presented in this paper is neither all-inclusive nor exclusive;however, a number of leading aviation practitioners, business professionals, and educators in the industry were instrumental in both proposing and validating the schema. The study used interviews, documentation, and observation as the primary sources of data.

Component-Based Software Developing Method for Group Companies Management Information System

Considering the special requirements of group enterprise information management software, a new method of massive software development was put forward basing on the component technology and facing the ＂assemblage＂. It generalizes five key parts of the method system including the overall strategy, the application project method basing on the operation ＂assemblage＂, the field project method basing on component, the development method facing the component on the basis of the visible component platform, and the software development process model basing on the component ＂assemblage＂. Besides, this paper describes the process and principle of this method application with an example of the construction of a Communications Investment Group enterprise＇s management information system. The method provides a new idea for breaking away from the predicament appeared in the construction of present enterprise informatization and exploring the way of software industrialization.

Intelligent Multi-Agent Based Information Management Methods to Direct Complex Industrial Systems

In recent years, the increasingly complexity of the logistic and technical aspects of the novel manufacturing environments, as well as the need to increase the performance and safety characteristics of the related cooperation, coordi-nation and control mechanisms is encouraging the development of new information management strategies to direct and man- age the automated systems involved in the manufacturing processes. The Computational Intelligent (CI) approaches seem to provide an effective support to the challenges posed by the next generation industrial systems. In particular, the Intelligent Agents (IAs) and the Multi-Agent Systems (MASs) paradigms seem to provide the best suitable solutions. Autonomy, flexibility and adaptability of the agent-based technology are the key points to manage both automated and information processes of any industrial system. The paper describes the main features of the IAs and MASs and how their technology can be adapted to support the current and next generation advanced industrial systems. Moreover, a study of how a MAS is utilized within a productive process is depicted.
