The coordinated evolution of ecological environment,public service,and tourism economy along the Silk Road Economic Belt,using the Dual-Carbon Targets

Carbon peak and carbon neutrality(dual-carbon)are important targets for the international response to climate change.The Silk Road Economic Belt is a strategic resource region and is important for future ecological environment and tourism development.Based on the“dual-carbon”targets,the Single index quantification,Multiple index synthesis,and Poly-criteria integration evaluation model were used in this study to measure the coordinated development index of the ecological environment,public service,and tourism economy along the Silk Road Economic Belt and to analyze its spatial and temporal evolution.Further,it explores the dynamic evolution and development trend of the three systems using the Kernel Density and Grey Markov Prediction Model.The results show that the coordinated development index along this region needs to be improved during the study period.Furthermore,the coordinated development index of the Southwest region is relatively higher than that of the Northwest region.From the development trend of the three systems,all of them develop in a stable manner;however,the tourism economy system is easily affected by external disturbances.The coordinated development index of the three systems changes dynamically and tends to be in a good state of coordination.There is a certain spatial and temporal heterogeneity.The gravity center of the coordinated development index has been in the Southwest region.During the forecast period,the coordinated development index along this region will improve significantly,while insufficient and unbalanced development will continue.

Vital Nodes Evolution Study on Railway Network of Silk Road Economic Belt

In order to study the nodes importance and its evolution process of the railway network of SREB (Silk Road Economic Belt), we construct the network (RNSREB) based on Graph Theory, which focuses on the time intervals according to actually railway network, railway project under construction and the national railway network of medium-and long-term plan. The algorithms for vital nodes evaluation are analyzed, the evaluation method on nodes importance of RNSREB is proposed, the quantized values of each node are calculated with Pajek, and TOP20 core nodes of the network with different coefficients and time intervals are determined respectively. Then the evolution process of TOP20 critical nodes with 4 periods is contrasted and analyzed. It is indicated that some vital nodes newly discovered (Geermu, Maduo, Ruoqiang) should be concerned.

Vital Nodes Study on Airway Network of Silk Road Economic Belt

In order to study the nodes importance of the aviation network of SREB (Silk Road Economic Belt), we construct the network (ANSREB) based on Graph Theory that focused on the actually situation of civil aviation transportation of SREB. We analyzed the evaluation algorithms for nodes importance, proposed the evaluation method for nodes importance of ANSREB;the quantized values of each node (Degree, Betweennesss, Closeness) are calculated with Pajek and traffic data, and determined TOP 20 critical nodes of the network on two different conditions respectively (without and within International routes). Then we contrasted and analyzed the reason that affects the ranking of those vital nodes, which has the character of highly concentration of business and dominant status.

丝绸之路经济带能源生态效率测度及影响因素

党的十八大以来,生态文明建设被提升到前所未有的战略高度,能源生态效率研究也备受关注。丝绸之路经济带作为我国重要的能源基地和对外开放新前沿,对我国经济发展具有重要意义。基于丝绸之路经济带沿线省份2006—2019年数据,运用Super-SBM和ML指数对能源生态效率分别进行静态和动态测度,并运用Tobit模型对其影响因素进行研究。实证结果显示:丝绸之路经济带能源生态效率未达到有效水平,在趋势上有所下降;人口规模、产业结构、科学技术水平对能源生态效率具有积极的推动作用;而能源消费结构和对外开放水平则起到了抑制作用。据此,提出促进产业结构优化升级、大力发展清洁能源、调整进出口商品结构、完善创新驱动发展战略等建议。

“一带一路”视域下丝绸产业数字传播应用现状与发展对策研究——以浙江省为例

丝绸是“一带一路”倡议富含的鲜明元素,是中华文明、民族工业的重要承载,但正面临着市场萎缩、产品单一等产业发展瓶颈。数字传播作为基于互联网技术的新型传播模式,对于丝绸产业响应“一带一路”倡议,实现产品链接、文化交流、形象升级大有裨益。文章以素有“丝绸之府”美誉的浙江为例,探究丝绸产业运用数字传播的现状,立足“一带一路”视域,聚焦思维、表达、内蕴等方面存在的短板,从四个维度出发,提出构建“政府育导、行业引导、市场利导、文化先导”的四位一体数字传播发展模式。

“一带一路”北极航道开发:动力、趋势及中国应对

全球气候变暖优化了北极航道的开发条件,在国际局势动荡导致全球贸易不确定性上升的背景下,中俄共建“冰上丝绸之路”,以北极航道为主要发展对象开发国际航运新通道,将成为中国对外贸易高质量发展的新路径。目前,北极航道在港口、船舶、货运、航运制度等方面初具规模,且中俄已在北极航道国际运输合作中打下了坚实基础,中国正面临打通对外经贸往来新通道的重要机遇,但也面临着国际航运业市场低迷、北极航道航行成本波动性较大、俄罗斯北极地区投资环境不佳、北极地区生态环境保护急迫、北极治理制度不完善等多重挑战。为此,中国应积极参与北极航道基础设施建设、建立针对性投资风险管理制度、参与北极生态环境治理工程、推动搭建更合理的北极治理机制,以提高北极开发质量和效率,并巩固中国在北极开发中的地位。

丝绸之路经济带旅游生态效率的时空演变及影响因素研究

以丝绸之路经济带沿线9个省份为研究对象,基于非期望产出的超效率SBM模型和ML指数,对研究区域的旅游生态效率和全要素生产率进行测度,同时采用ArcGIS空间分析方法对旅游生态效率空间分布特征进行分析,并利用地理探测器对旅游生态效率的驱动因素进行分析。结果表明:丝绸之路经济带旅游生态效率总体呈上升趋势,对综合效率贡献最大的是纯技术效率;整体ML指数大于1,呈“中间高两边低”的分布特征;旅游生态效率空间分异特征明显,西南四省和西北五省差异较大;丝绸之路经济带旅游生态效率的影响因素存在显著差异。基于研究结果,提出以下建议:重视区域差异,加强省份之间的合作;提升生态文明意识,倡导低碳环保的绿色旅游发展模式;加快旅游产业结构升级,实现资源的合理配置;提高文化自信,开发多元化文化旅游线路。

冰上丝绸之路与图们江大通道建设共同推进“一带一路”向北经济发展研究

冰上丝绸之路与图们大通道建设紧密相连,彼此相辅相成,是“一带一路”向北经济发展的重要构成部分,对于深化向北地区区域合作、打通“一带一路”向北开放的新通道、深化“双循环”新发展格局、推进向北经济绿色发展具有重大战略意义。从研究视角看,将冰上丝绸之路、图们江大通道建设、“一带一路”向北经济发展纳入统一分析框架,深入剖析二者建设共同推进“一带一路”向北经济发展的重要性及理论逻辑,为相关学者研究提供了新的视角。从研究内容看,基于重要性及理论逻辑分析,审视和剖析了二者建设共同推进向北经济发展的有利条件和制约因素,提出了二者建设共同推进向北经济发展的布局思路及实现路径,丰富了“一带一路”相关研究内容。研究认为,冰上丝绸之路与图们江大通道共同建设能够通过向北地区现代农业合作、数字经济合作、能源产业合作、绿色经济合作实现北极国家(地区)与东北亚国家(地区)区域合作,进而推进“一带一路”向北经济发展。
