Contract Mechanism of Water Environment Regulation for Small and Medium Sized Enterprises Based on Optimal Control Theory

The small and scattered enterprise pattern in the county economy has formed numerous sporadic pollution sources, hindering the centralized treatment of the water environment, increasing the cost and difficulty of treatment. How enterprises can make reasonable decisions on their water environment behavior based on the external environment and their own factors is of great significance for scientifically and effectively designing water environment regulation mechanisms. Based on optimal control theory, this study investigates the design of contractual mechanisms for water environmental regulation for small and medium-sized enterprises. The enterprise is regarded as an independent economic entity that can adopt optimal control strategies to maximize its own interests. Based on the participation of multiple subjects including the government, enterprises, and the public, an optimal control strategy model for enterprises under contractual water environmental regulation is constructed using optimal control theory, and a method for calculating the amount of unit pollutant penalties is derived. The water pollutant treatment cost data of a paper company is selected to conduct empirical numerical analysis on the model. The results show that the increase in the probability of government regulation and public participation, as well as the decrease in local government protection for enterprises, can achieve the same regulatory effect while reducing the number of administrative penalties per unit. Finally, the implementation process of contractual water environmental regulation for small and medium-sized enterprises is designed.

Mechanism of Impact of Entrepreneurial Spirit on the Development of Small and Medium-sized Private Enterprises in China

As a necessary factor for a successful business,entrepreneurial spirit is an important means for enterprises to survive in the unstable environment of fierce competition. Under the circumstance of mass entrepreneurship and innovation,a large number of small and medium-sized private enterprises have emerged in all walks of life in China. This paper examines the differences in the definition of entrepreneurial spirit by different scholars,the influence of Chinese entrepreneurship on the development of small and medium-sized private enterprises,the origin of the spirit of private entrepreneurs with Chinese characteristics,and the disadvantages of the spirit of small and medium-sized private entrepreneurs in China. It is necessary to further improve entrepreneurial spirit to contribute to the development of small and medium-sized private enterprises and help China to build the national economic system.

Mechanism of Interaction between Entrepreneurial Spirit and Growth of Small and Medium Sized Private Enterprises

In the context of government appeal of " mass entrepreneurship and innovation",all areas launched the movement of " mass entrepreneurship" and " grassroots entrepreneurship". Investigation and Analysis of Henan Province Focused on Small and Medium-sized Private Enterprises Financial Present Situation

PERFORMANCE-DRIVEN BUSINESS PROCESS MANAGEMENT METHODOLOGY FOR SMALL AND MEDIUM SIZED-ENTERPRISES

Based on the analysis of the common limitations of business processmanagement (BPM) methodologies and the requirements of small and medium sized-enterprises (SMEs),the importance of a 'performance construct' of BPM methodologies is identified, a six-phaseperformance-driven BPM methodology for the production and operation processes of Chinese SMEs isdeveloped. A case study on the process management of a medium-sized enterprise shows a successfulexample of running the methodology.

Analysis on Profit Quality of Small and Medium-sized Agricultural Enterprises:A Case Study of YM Industrial Co.,Ltd in Guang'an City of Sichuan Province

For a long time, under the influence of system and environment and other factors, some small and medium-sized agricultural enterprises in China only seek growth of profit in quantity, but neglect the growth of profit in quality, leading to low profit quality. This study reasonably defines the concept of profit quality of small and medium-sized agricultural enterprises, and expounds general characteristics of high quality profit. On the basis of general factors influencing profit quality of enterprises, it builds indicator system for evaluating the profit quality of small and medium-sized agricultural enterprises. Also, it conducts an empirical analysis on profit quality of Chinese small and medium-sized enterprises with YM Industrial Co., Ltd in Guang'an City of Sichuan Province as an example.

Study on Electronic Commerce Maturity of Small and Medium-sized Agricultural Enterprises

This article advances the concept of electronic commerce maturity of small and medium-sized agricultural enterprises,and establishes the indicator system of electronic commerce maturity of small and medium-sized agricultural enterprises.This indicator system includes 4 first-level indicators(infrastructure,transaction process,operation management,and transaction safety),which are divided into 11 second-level indicators(hardware equipment,computer network,e-procurement,logistics distribution,supply chain management,customer relationship management,and payment security).We use analytic hierarchy process(AHP) to determine the weight of indicator at all levels,and establish fuzzy comprehensive evaluation mathematical model of electronic commerce maturity of small and medium-sized agricultural enterprises.Finally,through examples,we verify the rationality and reliability of evaluation method of electronic commerce maturity of small and medium-sized agricultural enterprises combining analytic hierarchy process(AHP) and fuzzy comprehensive evaluation.

A Novel Lifecycle Model for Web-based Application Development in Small and Medium Enterprises

Software engineering＇s lifecycle models havc proven to be very important for traditional software development. However, can these models be applied to the development of Web-based applications as well？ In recent years, Web-based applications have become more and more complicated and a lot of efforts have been placed on introducing new technologies such as J2EE, PhP, and .NET, etc., which have been universally accepted as the development technologies for Web-based applications. However, there is no universally accepted process model for the development of Web-based applications. Moreover, shaping the process model for small medium-sized enterprises （SMEs）, which have limited resources, has been relatively neglected. Based on our previous work, this paper presents an expanded lifecycle process model for the development of Web-based applications in SMEs. It consists of three sets of processes, i.e., requirement processes, development processes, and evolution processes. Particularly, the post-delivery evolution processes are important to SMEs to develop and maintain quality web applications with limited resources and time.

The role of e-readiness assessment criteria in accepting e-commerce for small and medium size enterprisesmDevelopment of technology acceptance model

This paper develops Davis technology acceptance model by adding two criteria of e-readiness assessment. For small and medium size enterprises, the paper evaluates the credit of developed model in studying the efficient factors in internet technology acceptance, which is one of the most applicable communication tools in e-commerce. The added factors, taken from models and means of e-readiness assessment, are ＂existing information technology infrastructures＂ as well as ＂organization＇s training＂. The authors study 45 small and medium size enterprises in the city of Tehran, which are active in information technology products and services. Using Lisrel structural equation modelling, it is shown that there is a meaningful relationship between the added factors and the variables indicating internet network usage. Therefore, the better factors of e-readiness assessment lead to the higher acceptance level of electronic communication tools in e-commerce.

The Study on the Problem of the Relationship between the “Heterogeneity” of the Neighbor Enterprise and the Financing Efficiency of SMEs in China<br/>—Empirical Data from China Industrial Enterprises Database

This article tries to introduce the perspective of the “heterogeneity” of the neighbor enterprise into the research on the problem of the financing efficiency of the small and medium sized enterprises (SMEs). It takes enterprises in the China industrial enterprises database from 2005 to 2007 as the object of the research and defines the neighbor enterprise at a town (village, street) scale. This article selects the financing efficiency, enterprise scale, technical innovation of enterprise as the indexes to measure the “heterogeneity” of the neighbor enterprise, and examines whether they have a significant relationship with the enterprises themselves or not. Through building panel data model and the empirical analysis, this article finds that the financing efficiency and the degree of technological innovation of the neighbor enterprise are positively related to the financing efficiency of enterprises themselves, and the scale of the neighbor enterprise has a negative correlation with the financing efficiency of enterprises themselves. What’s more, this paper distinguishes the neighbor enterprise from the industry unusual neighbor according to whether enterprises are belong to the same industry or not at the same town(village, street), finding the neighbor enterprises which are the same industry have a great more relationship with the financing efficiency of SMEs than the neighbor enterprises which are the non trade.

知识搜寻与重构如何促进专精特新中小企业绿色技术创新——战略柔性与激励型环境规制的调节作用

专精特新中小企业的创新实力和发展韧性较强,如何促进其绿色技术创新对于实现“双碳”目标和企业可持续发展具有重要意义。基于组织搜寻与知识管理理论,引入知识重构作为中介变量,战略柔性与激励型环境规制作为调节变量,探究知识搜寻对专精特新中小企业绿色技术创新的内在作用机制。基于272家专精特新中小企业调查数据,通过层次回归、Bootstrap等方法进行分析。结果表明:市场知识搜寻与技术知识搜寻均对专精特新中小企业绿色技术创新具有显著影响;知识重构在市场知识搜寻、技术知识搜寻与专精特新中小企业绿色技术创新之间起部分中介作用;战略柔性正向调节知识搜寻对知识重构的影响;激励型环境规制正向调节知识重构对专精特新中小企业绿色技术创新的影响。

可持续供应链管理对中小制造企业朴素式创新的影响研究

基于可持续供应链管理视角,对6家企业进行定性探索和295家制造业中小企业进行实证检验,分析制造业中小企业朴素式创新的主要影响因素。研究表明:在可持续供应链内部管理方面,内部环境管理与内部社会责任管理会促进中小制造企业的朴素式创新;在可持续供应链外部管理方面,企业与供应商进行可持续合作会促进企业朴素式创新的开展,而企业监督评价供应商的可持续发展行为并不影响企业的朴素式创新;公司规模仅在可持续供应链内部管理对企业朴素式创新的影响中发挥正向调节作用。

混合增强型机器学习算法在稀土供应链金融中评价中小企业信用风险的研究

稀土是支撑高端技术创新和新能源产业发展的关键原材料之一,研究解决稀土供应链中小企业融资困难的问题,做强我国稀土产业链,更好地维护国家战略利益是当务之急。供应链金融作为创新型融资方式成为实现中小企业融资授信的一种主要手段,但其中信用风险问题成为融资决策中需解决的最关键问题之一。本文提出了一种混合增强型机器学习算法,首先采用动态透镜成像反向学习改进的海洋捕食者算法(IMPA)对支持向量机算法(SVM)进行优化,再采用AdaBoost算法对优化后的SVM进行集成,建立AdaBoost-IMPA-SVM模型。采用该模型对供应链金融风险进行评价,重新建立供应链金融风险体系指标,通过相关性分析进行特效选取,并从计算机通信及其他制造业选取52家中国上市中小企业2019—2021年期间140个样本作为特征变量输入模型。仿真实验结果验证了该模型相较于其他信用风险评价模型具有更好的分类识别性能。

民营粮食收购企业供应链融资模式选择的影响因素研究

论文针对东北三省中小民营粮食收购企业存在融资难的问题,选取东北三省中小民营粮食收购企业收储供应链为研究对象,首先,通过问卷调查得出:一是这类企业选择供应链融资模式频率由小到大依次为“应收账款类融资模式”“信用类融资模式”“存货类融资模式”;二是在下游购销企业主导的粮食收储供应链金融中,以其自身资质向中小民营粮食收购企业提供担保的意愿不高;三是中小民营粮食收购企业认为政商关系总体在合格以上。其次,运用多变量Probit模型,得出供应链融资模式选择影响机理:贷款期限对信用类融资模式选择有显著的正向影响,政府对这类企业的服务水平正向影响着存货类融资模式选择。最后,得出政策启示:政府应提高服务水平精准到选择存货类融资模式的企业,通过优质中小企业梯度培育政策鼓励中小民营粮食收购企业兼并,鼓励银行扩大资产负债率的融资条件到8%—20%。

我国民营银行的发展现状、问题与对策建议

进入新时代以来,基于解决我国金融业发展不平衡不充分问题与优化金融市场结构体系的现实需要,国家出台了一系列政策支持民营银行的发展,民营银行由试点阶段进入到常态化经营阶段,资产负债规模和盈利能力大幅提升,逐渐成为服务中小企业的主力军。然而,由于战略定位不清晰、公司治理机制待完善、资本金支撑不足、抗风险能力较弱等问题,目前民营银行正面临严峻的挑战。因此,在未来的发展中,民营银行应坚定差异化经营,注重小微、民营、普惠等领域;完善公司治理机制,拓展资本金来源渠道;加强人才队伍建设,提高金融服务质量;借助金融科技,加快数字化转型,提升风险识别、防控和化解能力。同时,政府部门要强化政策引导,完善监管措施,助力民营银行更好地服务于实体经济。
