Biological Evaluation Based Quality Management of Water Resources in Small Xingkai Lake

Taking the water ecosystem of Small Xingkai Lake as research object,through the survey and analysis of aquatic organism indicators,this paper established an ecosystem integrity evaluation system with the biological integrity as the criterion layer. Using the index of biological integrity and comprehensive health index,it evaluated the health status of water ecosystem of Small Xingkai Lake.

Energy-Efficient Resource Allocation for Small-Cell Networks：A Stable Queue Perspective

The small-cell technology is promising for spectral-efficiency enhancement. However, it usually requires a huge amount of energy consumption. In this paper, queue state information and channel state information are jointly utilized to minimize the time average of overall energy consumption for a multi-carrier small-cell network, where the inter-cell interference is an intractable problem. Based on the Lyapunov optimization theory, the problem could be solved by dynamically optimizing the problem of user assignment, carrier allocation and power allocation in each time slot. As the optimization problem is NP-hard, we propose a heuristic iteration algorithm to solve it. Numerical results verify that the heuristic algorithm offers an approximate performance as the brute-force algorithm. Moreover, it could bring down the overall energy consumption to different degrees according to the variation of traffic load. Meanwhile, it could achieve the same sum rate as the algorithm which focuses on maximizing system sum rate.

COMPREHENSIVE PLANNING FOR WATER RESOURCES EXPLOITATION AND WATER POLLUTION CONTROL FOR CHANGLI COUNTY-A CASE STUDY FOR SMALL TOWNS OF CHINA

One of the major characteristics about the water resources and water pollution in China is that the southem part of the country is endowed with abundant water resources with serious water pollution occurring in some areas, whereas the northem part is endowed with limited water resources with relatively more serious water pollution existing in some areas. Urban areas have been mainiy affected by point source pollution while ecological damage is most serious in rural areas and small towns. With rapid development of socio-ecomony and urbanization, many new small towns have occurred in China, and the concemed ecological problems such as water pollution and soil erosion have been gradually changed into local point source pollution. Water envirormental problems are geding more and more serious. To resolve the above mentioned problems and to provide a mode for towns in North China, the Research Center of Water Problems of Chinese Academy of Sciences undertook the research project of comprehensive planning of urban environment of Changli County, Hebei Province. Conceming the limited financial strength of the county and its relatively low level of socio-economic development, the planning is aimed to protect and to improve Changli's environment with the least cost, to promote the suitable development of socio-economy of Changli County, and to carry out effective environmental regulations, control and managemeat.

Utilization and Management of Small Fishery Population Resources in Coastal and Offshore Areas of China

There are numerous types of living resources in coastal and offshore areas of China. In recent years,both the population type and quantity structure have significant changes,and the stock of small fishery population resources is increasing. This population is precious protein resource. It is urgent to study how to take prompt and effective fishing and take full advantage of processing,utilization and management. Traditional utilization methods are limited by many factors. The utilization efficiency is extremely low. The feed conversion rate of some mariculture fishes with fresh small trash fishes as feeds is even as low as 0. 2. Innovative production and management organization model with aquatic enterprises as leaders greatly increases the utilization efficiency of small fish resources with the aid of marine processing mother ship. In order to further accelerate developing and utilizing small fishery population resources in coastal and offshore areas,China should launch survey and utilization researches of small fishery population resources in coastal and offshore areas,formulate practical and feasible laws,regulations and policies,actively encourage and support autonomous innovative management mode of enterprises,and promote effective utilization and management of coastal and offshore fishery resources.

An Optimal Resources Configuration Scheme for Caching-Based Content Distribution in BackhaulLimited Small Cell Networks

In this paper, we study the problem of resource allocation in small cell networks with distributed caching, that is, how to divide the spectrum resources for backhaul and access in order to improve network performance. We formulate our concerned problem by using multi-dimensional Markov model. Our problem considers that each user may access multiple small cell base stations. We conduct simulation experiments to evaluate the performance of our proposed resource allocation scheme. Our simulation results show that the appropriate spectrum resource allocation is important to improve network performance.

Problems for water resources development in typical small karst drainage basins and countermeasures

In karst area water deficit is one of the main factors constraining sustainable economic development. In 1979 the comprehensive karstic observational field station was set up in Houzhai drainage basin located,\ in Puding county of Guizhou Province, which can represent most of the small karst drainage basins on the dividing line of the Guizhou Plateau. Geomorphology, water resources and water chemistry were investigated and observed. Based on comparisons of water supply with water demand and analysis of the main problems in water exploitation and utilization. it is found out that the water deficiency was not directly caused by the scarcity of natural water resources. The true reason is the insufficient capacity of water supply caused by the dismatch of the water and soil water resources which can be dealt with by building more irrigation works. Some solutions such as to build scientific basis for water exploitation and utilization and sustainable economic development in karst drainage basins on dividing line of the Guizhou Plateau.

A Distributed User Association and Resource Allocation Method in Cache-Enabled Small Cell Networks

Cache-enabled small cell networks have been regarded as a promising approach for network operators to cope with the explosive data traffic growth in future 5 G networks. However, the user association and resource allocation mechanism has not been thoroughly studied under given content placement situation. In this paper, we formulate the joint optimization problem of user association and resource allocation as a mixed integer nonlinear programming(MINLP) problem aiming at deriving a balance between the total utility of data rates and the total data rates retrieved from caches. To solve this problem, we propose a distributed relaxing-rounding method. Simulation results demonstrate that the distributed relaxing-rounding method outperforms traditional max-SINR method and range-expansion method in terms of both total utility of data rates and total data rates retrieved from caches in practical scenarios. In addition, effects of storage and backhaul capacities on the performance are also studied.

Study on Resource Status and Protection Countermeasures of Wild Plant Species with Extremely Small Populations(PSESP)in Xinjiang

In recent years,the protection of PSESP has gradually become a hot issue in biodiversity research.Through the investigation and analysis of PSESP in Xinjiang,it is shown that:①there are 75 species of PSESP in Xinjiang,including 22 species of trees,18 species of shrubs and 35 species of herbs.The habitats are mainly in extremely cold,extremely dry or extremely narrow conditions such as snow line,desert,mountain,wetland and so on.②53 species(70.67%)are listed as national or autonomous region protected plants,and 22 species of PSESP are not listed in the protection;there are 70 species of PSESP listed in the red list,accounting for 93.33%.③The PSESP in Xinjiang are mainly distributed in the Altai Mountains,western Tianshan Mountains,Pamir Plateau and Karakoram Mountains;they are distributed in all kinds of nature reserves,forest parks,wetland parks and other natural ecological protection areas in Xinjiang.Ammopiptanthus nanus(M.Pop.)Cheng F.,Cistanche tubulosa(Schenk)Wight,Calligonum roborovskii A.Los.and Prunus cerasifera Ehrhart have not been found in the literature,indicating that they are distributed in protected areas.In order to provide a theoretical basis for the conservation of biodiversity in Xinjiang,this paper puts forward some suggestions on the protection of PSESP.

Efficient Resource Allocation Scheme to Maximise Number of Users with Quality of Service Demands in Small Cells

Small cells have been regarded as an appealing technique to boost resource reuse ratio.On the other hand,their large-scale and self-organised tendency would complicate the interference environment of mobile networks.Meanwhile,traffic class is booming in recent years,which leads to higher demand for network designers on Quality of Service(QoS)provision,and therefore users' diverse requirements may not be guaranteed in such an interference limited scenario.To maximise the number of users with QoS demands as well as resource reuse ratio,we formulate the resource allocation problem into a multi-objective l0norm form.It is shown to be NP hard,and an iterative method is employed to approach the optimal solution.Because of its limit of being not adaptive to large-scale networks,we also design a heuristic method based on chordal graph,which,however,could result in performance loss when the size of networks is small.Finally,by combining these two methods,we devise a hybrid algorithm such that the allocation performs both efficiently and effectively.Simulation results illustrate the performance of our proposed methods in terms of outage probability and resource reuse ratio.

数字普惠金融发展、资源错配抑制与中小企业景气提升

金融歧视下的资源错配,已成为中小企业健康可持续发展的掣肘。如何突破这一约束,融合“普”与“惠”的数字普惠金融被寄予厚望。本文基于数字普惠金融的内涵与中小企业健康可持续发展对金融资源的诉求进行理论分析,然后构建链式多重中介效应模型,利用江苏省13个地级市的数字普惠金融指数及中小企业发展调研数据,检验数字普惠金融发展对中小企业景气提升的作用及其机制。结果发现:数字普惠金融对中小企业景气提升具有显著的正向作用,覆盖广度、使用深度和数字化程度的提高都能促进中小企业景气指数上升。机制分析表明,数字普惠金融的发展能降低中小企业融资成本,从而提高融资匹配度,由此提升中小企业景气指数。特别地,数字普惠金融发展对中小企业景气的提升作用具有“均衡器效应”,景气状况较差的中小企业能够从中获益更多。为此,应当持续推动数字普惠金融发展,借助其抑制金融资源错配功能,破解中小微企业融资约束,提升其发展中的景气度。

沿海中小河流域地表-地下水库联合调控洪水资源利用研究:Ⅰ.方法与模型

针对沿海中小河流域地表-地下水库复杂工程系统,因缺少联合调控方法而导致洪水资源利用难的问题,解析地表-地下水库系统结构与功能,定量模拟地表水库调度、闸坝调控下河流和地下水动力过程,并利用智能替代模型提升水动力过程计算速度;在此基础上通过研发时/日/月多时间尺度模型耦合嵌套方法,构建了兼顾计算精度与效率的地表-地下水库联合调控模型。该模型实现了洪水、地表-地下水相互作用和供水等时间尺度差异明显的调节过程的统一调配,可为沿海中小河流域洪水资源利用提供新思路与技术支撑。

社会交往是个体或组织获取所需资源的重要途径。旅游小企业主在企业经营、日常生活和休闲过程中与不同群体开展社会交往,可从中获取经营所需资源。以旅游小企业集聚的皖南宏村为案例地,分析小企业主社会交往对资源获取的影响。研究发现:旅游小企业主社会交往类型可以分为情感性交往、混合型交往和工具性交往。旅游小企业主通过社会交往能获取到知识资源、运营资源、政策性资源和心理性资源,进而影响旅游小企业成长。研究结论丰富了社会交往的研究内容,也为旅游小企业的可持续发展提供参考。

长三角小三线红色资源融入区域高校思政课教学研究

长三角三省一市小三线建设紧密联系,并形成了区域小三线红色资源,包括物质资源和非物质资源两类,将其融入区域高校思政课教学具有多重价值。目前,小三线红色资源融入区域高校思政课教学存在一些困难,主要体现在三个方面:对相关价值的认识不足、缺少统筹协调机制、体系化实践路径发展滞后。小三线红色资源融入区域高校思政课教学的实践路径包括:组建区域教学研究团队、构建相应课程体系、利用工业遗产开展沉浸式教学、开展口述调研与社会实践、打造网络资源平台。

城市生活垃圾绝氧热解技术的应用现状与展望

城市生活垃圾绝氧热解技术物料适应性广,投资运行成本低,环保效益好,已成为破解小容量垃圾处理难题、实现“双碳”目标的重要技术手段。20世纪末以来,国外已经成功开发应用多个城市生活垃圾绝氧热解工艺,在国外工程实践的基础上,针对我国垃圾热值低和成分复杂的特点,提出适应我国中小容量城市生活垃圾绝氧热解处理技术的改进方案,以高效、安全地实现城市生活垃圾的减量化、无害化和资源化处理。
