An Overview of Government-Market Relationships:Evolving Perceptions,Role of the Market,and Government Functions

Building a high-level socialist market economy is conducive to giving full play to the market’s decisive role in resource allocations and bringing the government into better play.Correctly handling the market and the government relationships has been a central issue in China’s economic structural reform.Giving a comprehensive review and summary of the research findings achieved by the theoretical and academic circles in China,we generalize the evolution and working mechanisms of China’s socialist market economy system,following the developing trajectory and logic of relevant literature,focusing on the three aspects of evolving perceptions,the role of the market,and the functions of the government.Based on our literature overview,we also induced and extracted the basic conclusions and evolutionary features of relevant research and made suggestions for the future direction of theoretical research regarding China’s socialist market economy.

With the startup and execution of new socialistic countryside construction in Heilongjiang Province,the transition from castoff to resource is strengthened in the countryside,aiming at neat appearance of the countryside,clean production and saving energy.People produce biogas and provide the countryside with new energy by means of turning livestock＇s dejection into resources,composting of the plant and animal＇s leavings in the courtyard and even in the factory.It is helpful for the countryside to conserve the energy and reduce emission of the waste.And it also plays an important role in protecting the eco-environment,beautifying homestead and developing the ecological agriculture and so on.The liquid and solid residue in the biogas production can be reused as fertilizer for crops or food for animals after pretreatment,which is propitious to accelerate the development of the circular economy in Heilongjiang Province.

Rural Infrastructure Construction in New Socialist Countryside Construction

In the background of new socialist countryside construction,rural infrastructure construction is favorable to consolidating fundamental position of agriculture,expanding rural job opportunities,increasing farmers' income,and favorable to development of rural economy and the national economy. Rural infrastructure construction mainly includes construction of agricultural basic production conditions,construction of rural ecological environment,construction of agricultural service system,and construction of rural living facilities. Finally,we put forward approaches and methods for strengthening rural infrastructure construction: firstly,increase fund input to provide financial support for rural infrastructure construction; second ly,make scientific village planning to ensure sustainability of rural infrastructure construction; thirdly,arouse farmers' enthusiasm and initiative to promote stable development of rural infrastructure construction.

On the Relation between Agricultural Informationization and Rural Informationization

3 development phases of rural tourism in Zhejiang Province since the reform and opening up in 1978 were analyzed:initial development phase,rapid expansion phase,quality promotion phase.The functions of its rural tourism development in driving the construction of new socialist countryside was summarized as:facilitating the infrastructure construction and image improvement of rural areas,pushing forward the transition of its rural economic development mode,improving and guaranteeing the rural people's livelihood,promoting the balanced development of regions,urban areas and rural areas,protecting natural environment of rural areas,and improving public service level of rural areas.Successful experience of its rural tourism development in supervising,political institution,production,standardization and marketing was proposed,that is,provincial government paying much attention to it,applying institutional innovation and standardized management,government at all levels supporting the rural tourism development,promoting the transformation and upgrade of rural tourism products,making rural tourism more competitive,enhancing the marketing and promotion of tourism product.On this basis,enlightenment from the successful rural tourism development in Zhejiang was summarized as 5 aspects:bringing forth new ideas into the organization and supervision system of rural tourism development,promoting the overall social and economic development of rural areas,devoting more in supporting rural tourism development,implementing effective marketing strategies,guiding the exploration of new tourism products and modalities.
