This paper is concerned with the global stabilization of state-dependent switching neural networks(SDSNNs)viadiscontinuous event-triggered control with network-induced communication delay.Aiming at decreasing triggeri...This paper is concerned with the global stabilization of state-dependent switching neural networks(SDSNNs)viadiscontinuous event-triggered control with network-induced communication delay.Aiming at decreasing triggering times,a discontinuous event-trigger scheme is utilized to determine whether the sampling information is required to be sent outor not.Meanwhile,under the effect of communication delay,the trigger condition and SDSNNs are transformed into twotractable models by designing a fictitious delay function.Then,using the Lyapunov–Krasovskii stability theory,someinequality estimation techniques,and extended reciprocally convex combination method,two sufficient criteria are established for ensuring the global stabilization of the resulting closed-loop SDSNNs,respectively.A unified framework isderived that has the ability to handle the simultaneous existence of the communication delay,the properties of discontinuousevent-trigger scheme,as well as feedback controller design.Additionally,the developed results demonstrate a quantitativerelationship among the event trigger parameter,communication delay,and triggering times.Finally,two numerical examples are presented to illustrate the usefulness of the developed stabilization scheme.展开更多

The models were adjudged r...This paper investigated the growth and policy implications of Global System for Mobile Communication in Nigeria. Stochastic economic modeling was used to analyze Nigeria's time series data. The models were adjudged reliable before they were used. The components of the model were defined and a prior expectation of the relationship among the variables explained for the purpose of giving the reviewers and users a deep insight into the phenomenon under study. The secondary data used for the study were processed using the E-View for windows electronic packages. The outcome of the empirical and stochastic investigations shows that Global System for Mobile Communication has a positive relationship with output growth in Nigeria. The impact is of a higher magnitude. The usage of Global System for Mobile Telecommunication led to 17 percent rise in the output growth. The findings suggest the need for the Nigerian Communication Commission (NCC) and the federal government of Nigeria to expand tele-density and directly make telephone communications cheap and accessible. To achieve this goal, more licenses should be given to GSM operators in order to allow for healthy competition among them. This will lead to improved quality of services, quality of product and consequently sustain the growth and development of the country.展开更多

Reducing stunting can be a challenge, especially in populous countries where families are dispersed, as is the case in Indonesia. This paper describes how one government project (Indonesia’s National Nutrition Communication Campaign [NNCC]) delivered effective behavior change communications interventions that reached 40 million people. This paper focuses on four challenges that nutrition campaigns often face and provides useful lessons for similar campaigns, based on the experience of NNCC, which include the following: 1) Fully engaging stakeholders at all levels in campaign design and implementation ensured broad-based support for stunting reduction efforts;2) Pro-actively involving journalists in nutrition campaigns improved public opinion about stunting and positively influenced decision-making in policy formulation;3) Use of humorous public service announcements with limited technical information was effective in engaging priority populations;and 4) Social media (YouTube ads, web advertorials, Facebook pages, Twitter, Instagram) extended the campaign’s reach and reinforced messaging from other sources. The impact of ICT has accelerated the progress of the United Nation’s Sustainable Development Goals (UN SDGs) and influenced the evolution of smart, sustainable, stable society development. Making the trustworthy information and communication technologies infrastructure widely available will promote the community innovation needed to stimulate domestic economics, provide decent work, and reduce inequalities. This article attempts to outline a big picture about the International Telecommunication Union (ITU)’s trust provisioning framework, including its motivation, current status, and application for achieving the UN SDGs by 2030. This article first describes the purpose of the UN SDGs and the evolution of the industrial revolution, then demonstrates the challenges of global risks affecting the fourth industrial revolution and the need for trustworthy ICT infrastructures. Subsequently, the article evaluates the ITU trust provisioning framework and assesses its applications in the future knowledge society, trust provisioning ecosystem, and cyber, physical, and social infrastructure toward achieving UN SDGs. Use cases are also presented in this article to show the effectiveness of the ITU trust provisioning framework on achieving UN SDGs.展开更多

Governments and health agencies have time to develop social marketing strategies and specific messages that have the potential to minimize fear, refute or inoculate against misinformation that the public may encounter, and enhance the likelihood of the public taking the recommended preventive and remedial actions should these become necessary. This paper presents an overview of how social marketing can be used to tackle the global challenge of pandemic influenza. The potential pandemic influenza poses a major challenge for social marketers (along with governments, health services, and businesses). There are a number of critical factors about a potential pandemic influenza that make it fundamentally different to the majority of issues to which social marketing has previously been applied. The underlying principles of social marketing are equally applicable to a global infectious disease outbreak (such as pandemic influenza). Even if the current strains do not become pandemic, social marketers should use this impetus to develop the skills and resources to address future communicable disease outbreaks. This paper applies the concepts of social marketing to a unique health issue which has the potential to become one of the largest global public health crises in history, but which can be tackled with effective global social marketing.展开更多

Considering these conditions, the local and global cultural interface seems an important issue which needs to be clarified in the materials and books used for learning English. Thus, the focus of this study was to explore the language learning policy of the new Iranian English course book at high schools, Prospect 1, recently published and taught for a year in Iran, in light of globalization and culture. This qualitative study was conducted through carrying out semi-structured interviews. The participants of this study were 30 teachers of Ministry of Education, who had the experience of teaching Prospect I for a year and they were mostly chosen from Mashhad and the rest from other cities of Khorasan province, Iran. The interview contained four main questions which were posed to the teachers. The findings of the study indicate that the language learning policy of Iran need to pay more attention to the learners' intercultural communicative competence because it mainly attempts at teaching English language focusing on the home culture in the Iranian context. The article ends with some pedagogical implications and more recommendations for developing research studies.展开更多

文摘This work reviews the opportunities to make the communication of Carbon Footprint more effective,starting from the experience of CFI(Carbon Footprint Italy)and moving in the direction of CFIA(Carbon Footprint International Alliance).In view of the implementation of the ambitious policies set globally,requiring a quick and irreversible decarbonization of all the sectors,it is crucial to guarantee that transparent,reliable,and effective information is provided to the public.The analysis is built on CFI,the Italian initiative,and is focused on the global initiatives that are evolving worldwide.To ensure the best communication possible of carbon footprints all around the world,it becomes necessary for all the programmes to apply the same,credible rules and collaborate in view of a mutual,multilateral recognition.Built upon the experience of MLA(Multi-Lateral Agreements)among accreditation bodies,the CFIA aims at gathering the existing initiatives to create a strengthened international network to boost the global recognition of carbon footprints,thus facilitating the enhancement of virtuous companies in the global market.
文摘The advancement of the fourth industrial revolution has shaped the integration and interaction of different information, communication and technologies (ICTs) in the merging cyber, physical, and social infrastructures. The impact of ICT has accelerated the progress of the United Nation’s Sustainable Development Goals (UN SDGs) and influenced the evolution of smart, sustainable, stable society development. Making the trustworthy information and communication technologies infrastructure widely available will promote the community innovation needed to stimulate domestic economics, provide decent work, and reduce inequalities. This article attempts to outline a big picture about the International Telecommunication Union (ITU)’s trust provisioning framework, including its motivation, current status, and application for achieving the UN SDGs by 2030. This article first describes the purpose of the UN SDGs and the evolution of the industrial revolution, then demonstrates the challenges of global risks affecting the fourth industrial revolution and the need for trustworthy ICT infrastructures. Subsequently, the article evaluates the ITU trust provisioning framework and assesses its applications in the future knowledge society, trust provisioning ecosystem, and cyber, physical, and social infrastructure toward achieving UN SDGs. Use cases are also presented in this article to show the effectiveness of the ITU trust provisioning framework on achieving UN SDGs.

文摘Cross-cultural storytelling is a primary way for humankind to seek mutual recognition of value orientations between cultures,which facilitates the ability to jointly address the problems of human existence in the context of globalization.In this study,we conducted an interview survey of 6,130 respondents who were college students or graduates from 107 countries.The results show that there were a number of cross-cultural values embodied in China’s stories seen by the respondents as part of a common vision for the future of humankind and widely identified guidance on collaborative responses to global challenges.These cross-cultural values are common prosperity,ecological harmony,individual-collective integration,the urgency of global peace,as well as respect for multicultural and indigenous development paths.
文摘Recent years have seen increased attention and concern regarding the potential for pandemic influenza, following large-scale outbreaks of swine flu and bird flu. Governments and health agencies have time to develop social marketing strategies and specific messages that have the potential to minimize fear, refute or inoculate against misinformation that the public may encounter, and enhance the likelihood of the public taking the recommended preventive and remedial actions should these become necessary. This paper presents an overview of how social marketing can be used to tackle the global challenge of pandemic influenza. The potential pandemic influenza poses a major challenge for social marketers (along with governments, health services, and businesses). There are a number of critical factors about a potential pandemic influenza that make it fundamentally different to the majority of issues to which social marketing has previously been applied. The underlying principles of social marketing are equally applicable to a global infectious disease outbreak (such as pandemic influenza). Even if the current strains do not become pandemic, social marketers should use this impetus to develop the skills and resources to address future communicable disease outbreaks. This paper applies the concepts of social marketing to a unique health issue which has the potential to become one of the largest global public health crises in history, but which can be tackled with effective global social marketing.
文摘The main purpose of this research is to draw insights from Nigeria to find out how language serves as the key to global research and challenges in the 21 st century. This research is necessitated by the fact that apart from the point that globalization will be very difficult if not impossible without language, language is also a major tool to fix every challenge of life since solution to problems of life arises through thought. The researcher draws her data from bill boards, television, posters, and other secondary sources of data like textbooks, journals, internet, etc. and adopts a descriptive framework for the analysis of data. The investigation portrays the fact that language is an indispensable tool not only for global research but for resolving all the challenges facing Nigerians in the 21 st century. The study shows that there are challenges in the health, security, educational, social, economic, and political sectors in Nigeria. It equally reveals that through language, solution to the health, security, educational, social, economic, and political challenges in Nigeria is provided.
文摘With the globalization of English, the macro and micro cultures of the users of English around the world interact intensively. Considering these conditions, the local and global cultural interface seems an important issue which needs to be clarified in the materials and books used for learning English. Thus, the focus of this study was to explore the language learning policy of the new Iranian English course book at high schools, Prospect 1, recently published and taught for a year in Iran, in light of globalization and culture. This qualitative study was conducted through carrying out semi-structured interviews. The participants of this study were 30 teachers of Ministry of Education, who had the experience of teaching Prospect I for a year and they were mostly chosen from Mashhad and the rest from other cities of Khorasan province, Iran. The interview contained four main questions which were posed to the teachers. The findings of the study indicate that the language learning policy of Iran need to pay more attention to the learners' intercultural communicative competence because it mainly attempts at teaching English language focusing on the home culture in the Iranian context. The article ends with some pedagogical implications and more recommendations for developing research studies.

文摘In today’s increasingly globalized world,study abroad programs are receiving unprecedented attention as a significant part of international education.The mission of Soka University of America(SUA)is in line with the trend of producing U.S.graduates in higher education who demonstrate intercultural and international competence.SUA has joined the academic world in this growing area of interest and requires all its students to study abroad.Learning from other institutions and exploring its own path,SUA has developed a comprehensive study abroad program that seamlessly integrated in the liberal arts curricular of the university,which positively affected foreign language learning,improved students’abilities to function as global citizens,and opened various opportunities worldwide for the students.To insure students’study abroad experiences fruitful,the following aspects need to be considered:1.systematic institutional support;2.designated staff to work on study abroad affairs;3.advising students about the courses to take while abroad;4.students need support from the entire home institution;and 5.connect study abroad with a given institution’s broader goals.
