The global system for mobile communication(GSM)is planned to meet the needs of the whole subscribers.The number of subscribers increased as the population increased due to the acceptance of GSM services by the subscri...The global system for mobile communication(GSM)is planned to meet the needs of the whole subscribers.The number of subscribers increased as the population increased due to the acceptance of GSM services by the subscribers.Thus,there should be a way to monitor base stations that will meet the increasing demand of subscribers in any area as a population surge will lead to more subscriptions.This will allow GSM network operators to serve their subscribers better and ease network congestion.This work presents a review of mobile evolution from the first generation to the fifth generation.A review of global positioning system(GPS)technology and its applications to geographic information systems(GIS)was done.The coordinates of these base stations were taken using a GPS device.These base station coordinates were then exported to QGIS for the design of the map.Thereafter,the output map was then integrated into the website.The discussions on the results followed and some useful suggestions given will go a long way to help the operators of GSM in Nigeria and in general.If the propositions given are adhered to,it will go a long way to help the operators reduce congestion on their network and thereby increase the satisfaction of the subscribers.展开更多

Reducing stunting can be a challenge, especially in populous countries where families are dispersed, as is the case in Indonesia. This paper describes how one government project (Indonesia’s National Nutrition Communication Campaign [NNCC]) delivered effective behavior change communications interventions that reached 40 million people. This paper focuses on four challenges that nutrition campaigns often face and provides useful lessons for similar campaigns, based on the experience of NNCC, which include the following: 1) Fully engaging stakeholders at all levels in campaign design and implementation ensured broad-based support for stunting reduction efforts;2) Pro-actively involving journalists in nutrition campaigns improved public opinion about stunting and positively influenced decision-making in policy formulation;3) Use of humorous public service announcements with limited technical information was effective in engaging priority populations;and 4) Social media (YouTube ads, web advertorials, Facebook pages, Twitter, Instagram) extended the campaign’s reach and reinforced messaging from other sources. The impact of ICT has accelerated the progress of the United Nation’s Sustainable Development Goals (UN SDGs) and influenced the evolution of smart, sustainable, stable society development. Making the trustworthy information and communication technologies infrastructure widely available will promote the community innovation needed to stimulate domestic economics, provide decent work, and reduce inequalities. This article attempts to outline a big picture about the International Telecommunication Union (ITU)’s trust provisioning framework, including its motivation, current status, and application for achieving the UN SDGs by 2030. This article first describes the purpose of the UN SDGs and the evolution of the industrial revolution, then demonstrates the challenges of global risks affecting the fourth industrial revolution and the need for trustworthy ICT infrastructures. Subsequently, the article evaluates the ITU trust provisioning framework and assesses its applications in the future knowledge society, trust provisioning ecosystem, and cyber, physical, and social infrastructure toward achieving UN SDGs. Governments and health agencies have time to develop social marketing strategies and specific messages that have the potential to minimize fear, refute or inoculate against misinformation that the public may encounter, and enhance the likelihood of the public taking the recommended preventive and remedial actions should these become necessary. This paper presents an overview of how social marketing can be used to tackle the global challenge of pandemic influenza. The potential pandemic influenza poses a major challenge for social marketers (along with governments, health services, and businesses). There are a number of critical factors about a potential pandemic influenza that make it fundamentally different to the majority of issues to which social marketing has previously been applied. The underlying principles of social marketing are equally applicable to a global infectious disease outbreak (such as pandemic influenza). Even if the current strains do not become pandemic, social marketers should use this impetus to develop the skills and resources to address future communicable disease outbreaks. GSD is a contractual relationship between client and vendor organizations in which a client outsources all or some part of its software development activities to a vendor. The vendor in return provides the agreed services in lieu of certain amount of remuneration. The main reasons to select the GSD technique include reduced cost, faster development and access to skilled manpower. Though GSD is emerging as an effective technique, but it suffers from many challenges like poor communication, lack of trust and coordination. These challenges pose serious risk to the smooth execution of the GSD projects. In this paper, we present a comparative study on GSD to highlight its merits and demerits. Our findings reveal that much of the research in this area has been focused on addressing issues faced by client organizations, however, vendor side in the GSD relationship is much ignored due to which this area is still immature;and, hence, further research work is required to be undertaken to address the issues faced by the vendor organizations.展开更多

In this paper,an optimal secondary control strategy is proposed for islanded AC microgrids considering communi-cation time-delays.The proposed method is designed based on the data-driven principle,which consists of an...In this paper,an optimal secondary control strategy is proposed for islanded AC microgrids considering communi-cation time-delays.The proposed method is designed based on the data-driven principle,which consists of an offine training phase and online application phase.For offline training,each control agent is formulated by a deep neural network(DNN)and trained based on a multi-agent deep reinforcement learning(MA-DRL)framework.A deep deterministic policy gradient(DDPG)algorithm is improved and applied to search for an optimal policy of the secondary control,where a global cost function is developed to evaluate the overall control performance.In addition,the communication time-delay is introduced in the system to enrich training scenarios,which aims to solve the time-delay problem in the secondary control.For the online stage,each controller is deployed in a distributed way which only requires local and neighboring information for each DG.Based on this,the well-trained controllers can provide optimal solutions under load variations,and communication time-delays for online applications.Several case studies are conducted to validate the feasibility and stability of the proposed secondary control.Index Terms-Communication time-delay,global cost function,islanded AC microgrid,multi-agent deep reinforcement learning(MA-DRL),secondary control.展开更多

Though GSD is emerging as an effective technique, but it suffers from many challenges like poor communication, lack of trust and coordination. These challenges pose serious risk to the smooth execution of the GSD projects. In this paper, we present a comparative study on GSD to highlight its merits and demerits. Our findings reveal that much of the research in this area has been focused on addressing issues faced by client organizations, however, vendor side in the GSD relationship is much ignored due to which this area is still immature;and, hence, further research work is required to be undertaken to address the issues faced by the vendor organizations.
文摘Global health concerns about the health of the global population and the concepts of global health are gradually being accepted by all of the countries in the world.China health and quarantine at points of entry(POEs) is an integral part of global health,and its duty of prevention and control of the communicable diseases in POEs is consistent with the duty of global health to promote the health of global population.Under the principle of "prevention first",health and quarantine organ carries out the work of disease prevention and control and international travel health care,the reinforcement of core capacity at POEs,and focuses on human rights protection.All the same,there are some gaps with the requirements of global health,such as the inadequate of health promotion planning capacity,ethics awareness and legal protection.The future work of health and quarantine should change ideas on communicable diseases prevention at POEs,focus more on ethical consideration,and should optimize system architecture and human resources,strengthen cooperation,maintain core capacity at POEs,thus to build points of entry public health system with Chinese characteristics,meanwhile to apply the concepts of global health deeply into every aspects of health and quarantine at POEs.

文摘In this paper,an optimal secondary control strategy is proposed for islanded AC microgrids considering communi-cation time-delays.The proposed method is designed based on the data-driven principle,which consists of an offine training phase and online application phase.For offline training,each control agent is formulated by a deep neural network(DNN)and trained based on a multi-agent deep reinforcement learning(MA-DRL)framework.A deep deterministic policy gradient(DDPG)algorithm is improved and applied to search for an optimal policy of the secondary control,where a global cost function is developed to evaluate the overall control performance.In addition,the communication time-delay is introduced in the system to enrich training scenarios,which aims to solve the time-delay problem in the secondary control.For the online stage,each controller is deployed in a distributed way which only requires local and neighboring information for each DG.Based on this,the well-trained controllers can provide optimal solutions under load variations,and communication time-delays for online applications.Several case studies are conducted to validate the feasibility and stability of the proposed secondary control.Index Terms-Communication time-delay,global cost function,islanded AC microgrid,multi-agent deep reinforcement learning(MA-DRL),secondary control.
