China is the world's second largest economy and yet it has not j...Negotiations for the Trans-Pacific Partnership (TPP) Agreement have concluded, but the TPP still must be ratified by each of the 12 member countries. China is the world's second largest economy and yet it has not joined the TPP. This has provoked much debate in China as to the best strategic approach to the TPP This paper analyzes China's possible strategy for the TPP agreement. We make three key points. First, the security of market access should be China's main concern in any free-trade agreement negotiations, regrettably, it is not included in TPP. The second point is that the present TPP agreement is somewhat diminished from its ambitious original claims. We suggest four strategies for China. The first is to promote the development of China's remaining regional and bilateral free trade agreements (FTAs). The second is to negotiate a bilateral FTA with the United States. However...Liangshan Prefecture in Sichuan province, China, has a high prevalence of HIV infection, which is reflective of a change in the mode of transmission from injection drug use (IDU) to heterosexual intercourse. However, few studies focus on HIV-related heterosexual risk behaviours among the majority Yi population. The objectives of this study were to explore the characteristics of an egocentric sexual network and estimate the prevalence of casual sexual behaviour. Yi villagers (n= 108), aged 15-35 years, who reported having had sex within the previous year were interviewed as to their sexual behaviours and networks. In-depth interviews and focus group discussions provided supplementary information on sexual norms. Logistic regression analysis was used to calculate unadjusted odds ratios (ORs) and 95% confidence intervals (CIs). Most of the respondents reported having had casual sex at some time in their life, and 66.7% reported multiple sexual partnerships. Only 21.3% reported ever having used a condom. During the study year, a total of 137 partners were involved in 153 sexual partnerships. Among the reported sexual partnerships, 67.3% originated from a casual sexual relationship. For network members in components of size ≥3, 56,9% were involved in concurrent sexual partnerships. Having never been married (OR: 2.11; 95% CI: 1.03-4.33) and younger age (OR: 0.89; 95% CI: 0.83-0.95) were both associated with being in a component of size ≥3. Size (OR: 2.99; 95% Ch 1.17-7.66), pair (OR: 0.54; 95% Ch 0.039-0.74), the number of weak components of the egocentric sexual network (OR- 30.04; 95% Ch 6.47-139.46) and gender (OR. 0. 19; 95% Ch. 0.06-0.67) were all associated with being in concurrent sexual partnerships. The result has been constant water crisis and shortages over the years. The objective of this paper is to explore the possibility of partnering for sustainable water provision, to identify potential partners and to propose an appropriate partnership framework. Two hundred and seventy-five (275) questionnaires were administered in the three (3) wards of the town from where respondents were drawn at random. Findings revealed that the centralized system of water management, the location of Wukari on a basement rock and the scarcity of state financial resources are some of the greatest obstacles to sustainable water supply. However, about (90%) of the respondents are willing to collaborate with other stakeholders while the community members are ready to provide land and labor for the partnership arrangement. This study recommends a paradigm shift from the centralized water management to a partnership approach between service providers, recipients of services and other related stakeholders.展开更多

This study proposes a Watershed-based Adaptive Knowledge System(WAKES) to consistently coordinate multiple stakeholders in developing sustainable partnerships for ecosystem management.WAKES is extended from the instit...This study proposes a Watershed-based Adaptive Knowledge System(WAKES) to consistently coordinate multiple stakeholders in developing sustainable partnerships for ecosystem management.WAKES is extended from the institutional mechanism of Payments for Improving Ecosystem Services at the Watershed-scale(PIES-W).PIES-W is designed relating to the governance of ecosystem services flows focused on a lake as a resource stock connecting its inflowing and outflowing rivers within its watershed.It explicitly realizes the values of conservation services provided by private land managers and incorporates their activities into the public organizing framework for ecosystem management.It implicitly extends the "upstream-to-downstream" organizing perspective to a broader vision of viewing the ecosystems as comprised of both "watershed landscapes" and "marine landscapes".Extended from PIES-W,WAKES specifies two corresponding feedback:Framework I and II.Framework I is a relationship matrix comprised of three input-output structures of primary governance factors intersecting three subsystems of a watershed with regard to ecosystem services and human stakeholders.Framework II is the Stakeholder-and-Information structure channeling five types of information among four stakeholder groups in order to enable the feedbacks mechanism of Framework I.WAKES identifies the rationales behind three fundamental information transformations,illustrated with the Transboundary Diagnostic Analysis and the Strategic Action Program of the Bermejo River Binational Basin.These include(1) translating scientific knowledge into public information within the Function-and-Service structure corresponding to the ecological subsystem,(2) incorporating public perceptions into political will within the Serviceand-Value structure corresponding to the economic subsystem,and(3) integrating scientific knowledge,public perceptions and political will into management options within the Value-and-Stakeholder structure corresponding to the social subsystem.This study seeks to share a vision of social adaptation for a global sustainable future through developing a network to adopt contributions from and forming partnerships among all ecosystem stakeholders.展开更多
A competent nursing workforce is important for an effective healthcare system.However,concerns on the poor quality of nursing care and poor competencies among nursing students,nurses,and midwives are increasing in Mal...A competent nursing workforce is important for an effective healthcare system.However,concerns on the poor quality of nursing care and poor competencies among nursing students,nurses,and midwives are increasing in Malawi.Anecdotal notes from stakeholders show shortfalls in nursing education.Furthermore,a large gap between theory and practice exists.This study described the role of academiceclinical partnership in strengthening nursing education.A search of ScienceDirect,PubMed,Medline,and PsychINFO on EBCSOhost and Google Scholar was conducted using the following key words:academic eclinical collaboration,academiceclinical partnership,academic practitioner gap,and college hospital partnership or/and nursing.Furthermore,peer reviewed reports on academiceclinical partnership in nursing were included in the search.Thirty-three records from 2002 to 2016 were reviewed.Six themes emerged from the review:mutual and shared goals,evidence-based practice,resource sharing and collaboration,capacity building,partnership elements,and challenges of academic clinical partnership.The review highlighted that academicepractice partnerships promote shared goal development for the healthcare system.The gap between theory and practice is reduced by the sharing of expertise and by increasing evidence-based practice.Academic clinical partnership improves competencies among students and the safety and health outcomes of patients.The study concluded that the nursing education implemented within an academic clinical partnership becomes relevant to the needs and demands of the healthcare system.展开更多

After aggregating with the weighted arithmetic averaging operator, the result is still in the form of interval number. To achieve the priorities of alternative partners we take the possibility method for ranking interval numbers into account which could derive priorities from inconsistent attribute values, thus eliminating the adjustment to the inconsistent attribute values. Moreover, this method is very simple and needs less calculation. An illustrative example is given out to demonstrate this smart method.展开更多

The Garífuna, a minority ethnic population, is at risk for HIV. This study uses survey data from Garífuna men and women to examine the frequency of multiple partnerships as well as sociodemographic characteristics and behavioral constructs correlated with having multiple partners. A high proportion of respondents reported having multiple partners, but rates were significantly higher for men, and men had a higher mean number of partners than women. A high proportion of respondents reported having a sexually transmitted infection (STI) in the last year, with more men reporting a history of STIs than women. Regression results show the importance of improving men and women’s perceived susceptibility for HIV and encouraging them to know their HIV status. Reinforcing a social norm for partner reduction would also benefit men. Study findings support the need for HIV counseling and testing in Garífuna communities as well as STI prevention, diagnosis and treatment. This study demonstrates that reducing multiple partnerships among Garífuna men and women is critical for reducing the spread of HIV in Belize.展开更多
Public-private partnerships(PPPs) have reshaped the institutional structure of global governance.They have advanced collaboration on core issues such as health, clean energy, the rights of women and children, and acce...Public-private partnerships(PPPs) have reshaped the institutional structure of global governance.They have advanced collaboration on core issues such as health, clean energy, the rights of women and children, and access to infrastructure, among others. But which actors create and finance public-private partnerships in global governance to advance such objectives? What are the implications of the agency behind such collaboration for influencing the global agenda on sustainable development? While some scholars and advocacy groups see the growing role of private actors as a powershift away from public institutions, others argue that such arrangements tend to be complementary to public mandates and indeed may provide a new means for international institutions to pursue such mandates. The article probes this debate by analyzing the type of actors that finance global health partnerships, an area in which the influence of hybrid initiatives is particularly prominent. It reveals that public financing remains a core and necessary condition for the emergence and functioning of PPPs. The growing share of private financing,nonetheless, has important implications for shaping partnerships agendas and steering global health and sustainability governance. Rather than a powershift or abdication of responsibilities by the state, there is rather a tendency of deliberate diffusion of power by donors toward hybrid structures.展开更多

It is a common phenomenon in the urban centres of the developing nations where most houses are in deplorable conditions. The houses are overcrowded with little or no air space between them. There is no basic sanitation in the urban centres as they lack flush toilet, some of the few available flush toilets are piped into seasonal streams, most houses lack defined kitchen areas and healthy sewage disposal method. The cities lack good access roads and functional drainage system with a common practice of environmentally-unfriendly solid waste management methods that create various health challenges to urban dwellers. The aim of the study is to show how in-situ Housing method of slum rehabilitation can be applied through Public/Private Partnership to upgrade houses within a major slum area in Yenagoa. This shall be done with an agreement between the property owners, Real Estate investors and the state government. Basic Research Methodology was applied using questionnaire, direct observation and personal interview techniques to collect data. Both qualitative and quantitative techniques were applied to analyse data through the use of tables and charts. The findings in the study showed that poor housing condition seriously degrade the environmental quality of the study area. The standard of living in the area is very poor as the people lack access to decent accommodation, basic sanitation and social amenities.展开更多

Appropriate support is however essential ...Background: Effective ART with low viral loads and absence of STIs significantly reduce chances of sexual transmission of HIV. ART is therefore a key pillar in HIV prevention. Appropriate support is however essential for optimum treatment outcome, patient safety and HIV prevention benefit. The scale-up of ART continues to strain the already overstretched human resources in public facilities, impacts on the quality of care, and contributes to loss to follow-up. Task shifting is therefore a strategy to augment the limited human resources. Methodology: In partnership with the Livingstone General Hospital (LGH) and four private pharmacists, the COH III Project through Howard University is promoting quality HIV care by engaging the pharmacists in adherence counselling and treatment monitoring. The LGH ART pharmacist allocates consenting stable ART clients to pharmacies based on willingness to be referred and patient preference. Patients are given schedule of visits to pharmacies where the pharmacists provide medication/adherence counselling and monitor side effects. Patients with medication/treatment issues are referred back to the LGH ART clinic for follow-up. Results: Between October 2012 and August 2013, 280 patients were enrolled and followed up by the four pharmacists. 69% of patients visited the pharmacy at least once, 25% at least twice and 13% at least thrice. The 33 client referrals by pharmacists to LGH were related to adverse drug reactions, suspected treatment failure, pregnancy, and treatment monitoring. The intervention has reduced workload for the ART pharmacist;improved communication of treatment challenges and identification of patients with medication related problems, and reduced travel distances and waiting times. This has resulted in improved adherence and better patient outcomes. Conclusion: Private pharmacists present an opportunity to improve quality of HIV interventions in poor human resource capacity settings. The necessary legal and regulatory framework needs to however be developed to guide the process.展开更多

文摘This study proposes a Watershed-based Adaptive Knowledge System(WAKES) to consistently coordinate multiple stakeholders in developing sustainable partnerships for ecosystem management.WAKES is extended from the institutional mechanism of Payments for Improving Ecosystem Services at the Watershed-scale(PIES-W).PIES-W is designed relating to the governance of ecosystem services flows focused on a lake as a resource stock connecting its inflowing and outflowing rivers within its watershed.It explicitly realizes the values of conservation services provided by private land managers and incorporates their activities into the public organizing framework for ecosystem management.It implicitly extends the "upstream-to-downstream" organizing perspective to a broader vision of viewing the ecosystems as comprised of both "watershed landscapes" and "marine landscapes".Extended from PIES-W,WAKES specifies two corresponding feedback:Framework I and II.Framework I is a relationship matrix comprised of three input-output structures of primary governance factors intersecting three subsystems of a watershed with regard to ecosystem services and human stakeholders.Framework II is the Stakeholder-and-Information structure channeling five types of information among four stakeholder groups in order to enable the feedbacks mechanism of Framework I.WAKES identifies the rationales behind three fundamental information transformations,illustrated with the Transboundary Diagnostic Analysis and the Strategic Action Program of the Bermejo River Binational Basin.These include(1) translating scientific knowledge into public information within the Function-and-Service structure corresponding to the ecological subsystem,(2) incorporating public perceptions into political will within the Serviceand-Value structure corresponding to the economic subsystem,and(3) integrating scientific knowledge,public perceptions and political will into management options within the Value-and-Stakeholder structure corresponding to the social subsystem.This study seeks to share a vision of social adaptation for a global sustainable future through developing a network to adopt contributions from and forming partnerships among all ecosystem stakeholders.
文摘A competent nursing workforce is important for an effective healthcare system.However,concerns on the poor quality of nursing care and poor competencies among nursing students,nurses,and midwives are increasing in Malawi.Anecdotal notes from stakeholders show shortfalls in nursing education.Furthermore,a large gap between theory and practice exists.This study described the role of academiceclinical partnership in strengthening nursing education.A search of ScienceDirect,PubMed,Medline,and PsychINFO on EBCSOhost and Google Scholar was conducted using the following key words:academic eclinical collaboration,academiceclinical partnership,academic practitioner gap,and college hospital partnership or/and nursing.Furthermore,peer reviewed reports on academiceclinical partnership in nursing were included in the search.Thirty-three records from 2002 to 2016 were reviewed.Six themes emerged from the review:mutual and shared goals,evidence-based practice,resource sharing and collaboration,capacity building,partnership elements,and challenges of academic clinical partnership.The review highlighted that academicepractice partnerships promote shared goal development for the healthcare system.The gap between theory and practice is reduced by the sharing of expertise and by increasing evidence-based practice.Academic clinical partnership improves competencies among students and the safety and health outcomes of patients.The study concluded that the nursing education implemented within an academic clinical partnership becomes relevant to the needs and demands of the healthcare system.

文摘By reviewing the current status and progress made by China and EU in ocean related fields in the changing world,this paper tries to identify the needs,characteristics and strategic importance of the China-EU Blue Partnership.The Blue Partnership proposed by the Chinese government is open and inclusive.It values mutual beneficial,and calls for broader cooperation.China-EU Blue Partnership is not only related to the development of both China and EU,but also will significantly contribute to the implementation of the UN 2030 Agenda for Sustainable Development.Some suggestions on the further development of the Partnership are proposed to facilitate the implementation.

文摘As an effective alternative approach to provide goods and services for public infrastructure, the Public Private Partnership (PPP) has been studied extensively over the past few decades. On a global scale, China and the United States have developed cooperation on PPP projects in various areas. To perform a comparative study, this paper analyzes how PPP projects work in both countries for public transportation. The basic features, types, and phases of PPPs in public transportation are introduced first, fol- lowed by a thorough discussion on their advantages and challenges. This paper adopts a case study method to analyze the achievements and problems of PPP projects in both countries and then proposes important findings and suggestions for future research.

文摘A new interval number ranking approach is applied for assessment of priorities of the alternative partners, where the attribute values are given out as interval numbers while the weight of each criterion is still exact numerical value pattern. After aggregating with the weighted arithmetic averaging operator, the result is still in the form of interval number. To achieve the priorities of alternative partners we take the possibility method for ranking interval numbers into account which could derive priorities from inconsistent attribute values, thus eliminating the adjustment to the inconsistent attribute values. Moreover, this method is very simple and needs less calculation. An illustrative example is given out to demonstrate this smart method.
文摘Belize has the highest rates of HIV infection in Central America and is experiencing a generalized epidemic. The Garífuna, a minority ethnic population, is at risk for HIV. This study uses survey data from Garífuna men and women to examine the frequency of multiple partnerships as well as sociodemographic characteristics and behavioral constructs correlated with having multiple partners. A high proportion of respondents reported having multiple partners, but rates were significantly higher for men, and men had a higher mean number of partners than women. A high proportion of respondents reported having a sexually transmitted infection (STI) in the last year, with more men reporting a history of STIs than women. Regression results show the importance of improving men and women’s perceived susceptibility for HIV and encouraging them to know their HIV status. Reinforcing a social norm for partner reduction would also benefit men. Study findings support the need for HIV counseling and testing in Garífuna communities as well as STI prevention, diagnosis and treatment. This study demonstrates that reducing multiple partnerships among Garífuna men and women is critical for reducing the spread of HIV in Belize.

文摘Public-private partnerships(PPPs) have reshaped the institutional structure of global governance.They have advanced collaboration on core issues such as health, clean energy, the rights of women and children, and access to infrastructure, among others. But which actors create and finance public-private partnerships in global governance to advance such objectives? What are the implications of the agency behind such collaboration for influencing the global agenda on sustainable development? While some scholars and advocacy groups see the growing role of private actors as a powershift away from public institutions, others argue that such arrangements tend to be complementary to public mandates and indeed may provide a new means for international institutions to pursue such mandates. The article probes this debate by analyzing the type of actors that finance global health partnerships, an area in which the influence of hybrid initiatives is particularly prominent. It reveals that public financing remains a core and necessary condition for the emergence and functioning of PPPs. The growing share of private financing,nonetheless, has important implications for shaping partnerships agendas and steering global health and sustainability governance. Rather than a powershift or abdication of responsibilities by the state, there is rather a tendency of deliberate diffusion of power by donors toward hybrid structures.
文摘The provision of decent accommodation is a major challenge to government in the developing nations. It is a common phenomenon in the urban centres of the developing nations where most houses are in deplorable conditions. The houses are overcrowded with little or no air space between them. There is no basic sanitation in the urban centres as they lack flush toilet, some of the few available flush toilets are piped into seasonal streams, most houses lack defined kitchen areas and healthy sewage disposal method. The cities lack good access roads and functional drainage system with a common practice of environmentally-unfriendly solid waste management methods that create various health challenges to urban dwellers. The aim of the study is to show how in-situ Housing method of slum rehabilitation can be applied through Public/Private Partnership to upgrade houses within a major slum area in Yenagoa. This shall be done with an agreement between the property owners, Real Estate investors and the state government. Basic Research Methodology was applied using questionnaire, direct observation and personal interview techniques to collect data. Both qualitative and quantitative techniques were applied to analyse data through the use of tables and charts. The findings in the study showed that poor housing condition seriously degrade the environmental quality of the study area. The standard of living in the area is very poor as the people lack access to decent accommodation, basic sanitation and social amenities.
文摘Background: Effective ART with low viral loads and absence of STIs significantly reduce chances of sexual transmission of HIV. ART is therefore a key pillar in HIV prevention. Appropriate support is however essential for optimum treatment outcome, patient safety and HIV prevention benefit. The scale-up of ART continues to strain the already overstretched human resources in public facilities, impacts on the quality of care, and contributes to loss to follow-up. Task shifting is therefore a strategy to augment the limited human resources. Methodology: In partnership with the Livingstone General Hospital (LGH) and four private pharmacists, the COH III Project through Howard University is promoting quality HIV care by engaging the pharmacists in adherence counselling and treatment monitoring. The LGH ART pharmacist allocates consenting stable ART clients to pharmacies based on willingness to be referred and patient preference. Patients are given schedule of visits to pharmacies where the pharmacists provide medication/adherence counselling and monitor side effects. Patients with medication/treatment issues are referred back to the LGH ART clinic for follow-up. Results: Between October 2012 and August 2013, 280 patients were enrolled and followed up by the four pharmacists. 69% of patients visited the pharmacy at least once, 25% at least twice and 13% at least thrice. The 33 client referrals by pharmacists to LGH were related to adverse drug reactions, suspected treatment failure, pregnancy, and treatment monitoring. The intervention has reduced workload for the ART pharmacist;improved communication of treatment challenges and identification of patients with medication related problems, and reduced travel distances and waiting times. This has resulted in improved adherence and better patient outcomes. Conclusion: Private pharmacists present an opportunity to improve quality of HIV interventions in poor human resource capacity settings. The necessary legal and regulatory framework needs to however be developed to guide the process.
