A comparative analysis of information literacy curriculum standards in the educational programs of high schools in China and in the United States

Our study aims to take a closer look at China's current information literacy(IL) program standards at secondary schools and to analyze their level of success and/or failures in a comparative way with those of the United States in terms of fulfilling their each other's mission-oriented mandates. Our research findings show that China's current IL standards of high schools contain a disproportionate emphasis on information technology(IT). Moreover, the stipulations of these IL standards are narrowly construed and without being solidly grounded on a broad and comprehensive educational perspective. We also suggest that there are two underlying causes for this set of unsound IL standards in China.Firstly, there is a lack of collaboration between two major competing forces engaged in the curricular development and research of IL in China: Those professionals in educational IT discipline vis-à-vis those in Library and Information Science. Secondly, library professionals have a very limited influence on major socio-cultural policies, even at their own institutions. As a result, this paper recommends the following three possible measures,which may help remedy this situation strategically: 1) Establishing a set of new IL curriculum standards based on an IL-centered educational perspective; 2) establishing a teacher-librarian's training program to promote school librarians' role in IL education; and 3) strengthening the research and development of an online IL education program and an accompanied evaluation mechanism.

Evaluation of International Standards of Management of Communication and Information Technology (MCIT) in Khorasan Razavi Hospitals from the Perspective of Managers

The general goal of the management of communication and information technology (MCIT) in the health sector, is to accelerate collecting, achieving and supporting the health system processes, and effective decision-making for managing this system;because preparing and providing health care services for society is very complex, and highly dependent on the information system. The aim of this investigation is to determine the mean scores of the possibility of implementing the MCIT standards in Khorasan Razavi hospitals, from the perspective of managers. This was a cross sectional descriptive-analytic study conducted in two steps in all hospitals. In the first step, the applicability of the standards in hospitals was studied. In the second step, the current status of hospitals was compared with international standards MCIT. In order to determine the validity of the questionnaires, opinions of professors and experts were acquired. Regarding the reliability, the SPSS V. 12 calculated the value of Cronbach’s to be 0.95 for the first questionnaire and 0.86 for the second questionnaire. Data were analyzed using statistic tests of one way ANOVA and t-test. The level of significance was fixed at 0.5. In the 16 hospitals studied, the mean and standard deviation of MCIT were (57.25 ± 13.74). The MCIT standards are applicable in hospitals of Khorasan Razavi according to half (49.4%) of managers;nonetheless, their application requires greater efforts by the hospitals.

The Challenge of Implementing Information Security Standards in Small and Medium e-Business Enterprises

The dynamic nature of online systems requires companies to be proactive with thwarting information security threats, and to follow a systematic way for managing and evaluating the security of their online services. The existence of security standards is an important factor that helps organisations to evaluate and manage security by providing guidelines and best practices that enable them to follow a standard and systematic way to protect their e-Business activities. However, the suitability of available information security standards for Small and Medium e-Business Enterprises (e-SME) is worth further investigation. In this paper three major security standards including Common Criteria, System Security Engineering-Capability and Maturity Model and ISO/IEC 27001 were analysed. Accordingly, several challenges associated with these standards that may render them difficult to be implemented in e-SME have been identified.

ISO25000-Related Metrics for Evaluating the Quality of Complex Information Systems

Evaluating complex information systems necessitates deep contextual knowledge of technology, user needs, and quality. The quality evaluation challenges increase with the system’s complexity, especially when multiple services supported by varied technological modules, are offered. Existing standards for software quality, such as the ISO25000 series, provide a broad framework for evaluation. Broadness offers initial implementation ease albeit, it often lacks specificity to cater to individual system modules. This paper maps 48 data metrics and 175 software metrics on specific system modules while aligning them with ISO standard quality traits. Using the ISO25000 series as a foundation, especially ISO25010 and 25012, this research seeks to augment the applicability of these standards to multi-faceted systems, exemplified by five distinct software modules prevalent in modern information ecosystems.

Analysis of the Standardization of Administrative Management in Colleges and Universities Under the Background of Information Technology

Information standardization for typical toxic and harmful algae in China's coastal waters——a case study of Karenia mikimotoi

To assist the researches of toxic and harmful algae and provide government workers with judgment basis for decision-making related events,we established a biological information management system for toxic and harmful algae in China’s of fshore to assist relevant research.In this study,Karenia mikimotoi was studied as a typical toxic and harmful algae species,and the basic biological information and biogeographic distribution information of K.mikimotoi were systematically studied and collected.In the part of basic biological information,the name,toxin,and molecular characteristic sequence of K.mikimotoi were sorted out by literature searching and website browsing.Through experimental means,the relevant information of morphological identifi cation,pigment composition,and lipid composition were obtained.In the part of biogeographic distribution information,this study sorted out the information of K.mikimotoi,analyzed the characteristics of its occurrence,and completed the standardized construction of biogeographic distribution information.Through the collation of basic biological information and biogeographic distribution information of K.mikimotoi,the standardization of related information was completed,which provided template and method reference for information collection of other toxic and harmful algae species,which was benefi cial to the database analysis and design.

Developing the information-seeking behavior scale for undergraduates

Purpose: The aim of this paper is to develop a standardized and reliable measurement tool for assessing information-seeking behavior of undergraduate students.Design/methodology/approach: Based on information literacy and information-seeking behavior theories, expert advice and students' interview, items of undergraduates' informationseeking behavior indicators were selected. With the analysis of homogeneity reliability, item analysis and factor analysis, this study constructs an assessment system to evaluate reliability and validity of the scale.Findings: The information-seeking behavior scale for undergraduates has divided undergraduates' information-seeking behavior into seven dimensions, which include 46 items. The reliability analysis of Cronbach's α was 0.910, and the coefficient of split-half reliability was0.817. The results of factor analysis showed that Kaiser-Meyer-Olkin(KMO) was 0.864,which indicates 55.536% of the total variation could be explained by the above seven dimensions.Research limitations: Due to a small sample size and limited sample distribution, further research need be conducted in an expanded sample size in order to explore the application scope of this evaluation system; in addition, the stability of the scale also need be confirmed.Practical implications: The paper sets up an information-seeking behavior evaluation system for undergraduates and explores the characteristics of their information-seeking behavior.This study provides guidance for the development of future information literacy education and the improvement of the information literacy level of undergraduates.Originality/value: An information-seeking behavior scale for undergraduates has been developed, which comprehensively covers information need, information source, information evaluation, information retrieval, information management, information utilization and information morality. The scale is proved to have good reliability, validity, popularity anddiscrimination that it is qualified to be an assessment tool of information-seeking behavior for Chinese undergraduates.

Studies on Agricultural Scientific and Technical Information Core Metadata Register System

To construct the Agricultural Scientific and Technical Information Core Metadata （ASTICM） standard and its expanding principles, and to develop a register system based on ASTICM, the policy and methods of DC （Dublin Core） and SDBCM （Scientific Database Core Metadata） were studied. The construction of ASTICM has started from the proposed elements of the DCMI （Dublin Core Metadata Initiative）, and has expanded the DC and SDBCM with related expanding principles. ASTICM finally includes 75 metadata elements, five expanded principles, and seven application profile creation methods. According to the requirement analysis of a large number of users of agricultural information, a register system based on ASTICM was developed. The ASTICM standard framework and its register system supported the search, sharing, integration exchange and other applications, effectively.

Combining Likelihood Information from Independent Investigations

Fisher [1] proposed a simple method to combine p-values from independent investigations without using detailed information of the original data. In recent years, likelihood-based asymptotic methods have been developed to produce highly accurate p-values. These likelihood-based methods generally required the likelihood function and the standardized maximum likelihood estimates departure calculated in the canonical parameter scale. In this paper, a method is proposed to obtain a p-value by combining the likelihood functions and the standardized maximum likelihood estimates departure of independent investigations for testing a scalar parameter of interest. Examples are presented to illustrate the application of the proposed method and simulation studies are performed to compare the accuracy of the proposed method with Fisher’s method.

Study on Shanghai Water Management Information Standard and its application

In Shanghai, three trades including water conservancy, water supply and water drainage are managed integratively by Shanghai Water Authority. However, trade division is apparent among them, and information sharing needs to be strengthened. Therefore, lack of information standard is becoming an urgent problem to be solved. According to the strategic objectives of "Golden Water Project" in China and "Digital City" in Shanghai, "Shanghai Water Management Information Standard" is made for normalizing information classifications, codes, terms, GIS symbols and attributed data structures. It not only coincides with national standards, ministerial standards and Shanghai local standards, but also embodies the characteristic of integrated water management in Shanghai. It provides "traffic rule" for resources integrating and information sharing. Some good research ideas such as omni-direction, multi-levels and facing application can be popularized in other provinces and municipalities of China.

Study on the Diffusion Performance of Standard E-Government Information Systems

Standard e-government information system(SEIS) including mobile-government applications are playing more and more important roles in the establishing of national e-government framework. It can be beneficial not only for avoiding redundant e-government IS development but also for improving collaboration among government agencies. Two research questions were explored: what are the factors influencing the performance of SEIS? Will mandatory SEIS create a better performance than non-mandatory SEIS? Specifically, the use of five categories of IS aspects--information system quality, online service quality, offline service quality, diffusion modes and standard network size—is proposed to understand the performance of SEIS through applying both survey study and simulation study. The results show that information system quality and online service quality of SEIS have strong effects on users' expectation and users' satisfaction, which thereafter promotes the performance of SEIS. Government agencies' offline service quality shows a significant effect on users' satisfaction while not on users' expectation. Furthermore, the diffusion speed of SEIS in non-mandatory and mandatory modes and the standard network size also have great influence on the utility of SEIS.

随着新能源发电、电动汽车的大规模发展,电网的调节能力持续下降,新能源消纳的压力日益增加,配电网的薄弱性逐渐暴露。电动汽车与电网互动技术的推广应用对于充电需求的满足、配电网建设压力的缓解、电动汽车灵活性资源的利用及新能源消纳都具有重要意义。文中从电动汽车与电网互动的技术研究、相关政策与标准制定、基础设施及能量管理等平台、信息安全以及示范应用五大方面入手,对电动汽车与电网互动领域的研究现状进行了系统总结,指出了现有研究中的不足之处,并进一步探讨了未来电动汽车与电网互动领域的潜在研究方向。

信息资源管理学科标准化人才培养模式研究——以“N+2+3”培养模式为例

信息资源管理学科与标准化领域关联密切,随着信息产业规模的不断扩大,标准化工作的重要性在信息资源管理领域逐渐凸显。本文旨在基于当前标准化人才培养的经验,优化信息资源管理标准化人才的培养模式。通过文献研究、网络调查对国内外人才培养的现状进行调查;采用访谈法和参与式观察对信息资源管理标准化人才培养的典型案例进行实地调研,继而进行案例分析。该典型案例中,信息资源管理标准化人才培养采用“N+2+3”模式,即“标准驱动、两层培育、三维协同”。通过比较该模式与国内外标准化人才培养的经验,发现该模式存在教学主体不够多元、忽略产业和市场需求的问题。基于此提出了优化模型,以促进更加全面的信息资源管理标准化人才培养。

The History, Trend, Types, and Mitigation of Distributed Denial of Service Attacks

Over time, the world has transformed digitally and there is total dependence on the internet. Many more gadgets are continuously interconnected in the internet ecosystem. This fact has made the Internet a global information source for every being. Despite all this, attacker knowledge by cybercriminals has advanced and resulted in different attack methodologies on the internet and its data stores. This paper will discuss the origin and significance of Denial of Service (DoS) and Distributed Denial of Service (DDoS). These kinds of attacks remain the most effective methods used by the bad guys to cause substantial damage in terms of operational, reputational, and financial damage to organizations globally. These kinds of attacks have hindered network performance and availability. The victim’s network is flooded with massive illegal traffic hence, denying genuine traffic from passing through for authorized users. The paper will explore detection mechanisms, and mitigation techniques for this network threat.

《药房自动化与信息技术标准》制订与解析

医疗机构药学部门以患者为中心的药事管理与药学服务能力的提升,离不开自动化与信息化。《医疗机构药事管理与药学服务》第4-4部分:药房自动化与信息技术标准是中国医院协会团体标准之一,对医疗机构自动化建设的基本要求、自动化硬件设备建设、智慧化信息平台建设、质量管理与持续改进4个方面32个关键要素进行了规范,可用于指导各级各类医疗机构对药房自动化设备与信息平台的选型与优化。该文介绍了《药房自动化与信息技术标准》的构建方法和内容,以加深同行对该标准的理解,促进该标准的落地执行。进一步推动医疗机构药学服务现代化、信息化与智慧化,提高整体医疗药事管理与服务的质量和效率。
