Reasons for Dealing with a Particular Bank in the State of Libya

This section uses the results of a survey to find out how consumers evaluate banking services in the State of Libya.The survey contained a large number of variables,most of which are correlated.This paper tries to examine the relationships among the interrelated variables and represent them in terms of a few underlying factors.This is done through the use of the technique of Factor Analysis.This study represents an inquiry into consumers’evaluation of the banking system in Libya.A survey was conducted to collect information on a number of issues relating to the consumer’s views on various aspects of the structure and performance of commercial banks operating in the State of Libya.The survey results were subjected to multivariate statistical analysis.The technique of factor analysis was used to analyze the relationships among the interrelated variables affecting consumers’choice of a particular commercial bank.The principal component method,with varimax rotation,is utilized to reduce the large number of explanatory variables to a few underlying factors.

Comparison of Earnings Power between State Commercial Banks and Stock Banks

As earnings power is one of the primary capacities for commercial banks, by analyzing several indexes on banks'o peration performance, this article compared the earnings power between the state banks and the stock banks in China. Through the analysis, some problems of domestic banks may be found and pointed out that the commercial bank should stress on the target of profit maximum to avoid the domancial risks. With enough earnings power,the domestic banks can take the challenge with those foreign banks entering domestic money market.

政府审计、管理层特征与国有非金融企业影子银行化

以2010—2018年国有非金融上市公司为研究对象,分析了政府审计监管下,国有企业高管政企合作特征和晋升特征与企业影子银行业务的关系。研究结果表明:国有非金融企业高管政企合作特征与企业影子银行业务规模显著负相关,高管晋升特征与企业影子银行业务规模显著正相关;政府审计对上述关系起到不同程度的监管和威慑作用。进一步研究发现,企业显性金融资产受缚会使影子银行业务增加。这对于防止国有企业实体经济“脱实向虚”和研究政府审计影响国企高管决策的路径提供了理论支持。未来应进一步加强党组织对国有企业的领导;国家审计机关应对存在晋升预期的高管所在国企,增加审计力度和审计资源供给;同时,国有企业方面应当合理配置金融资产,降低金融资产错配率。

基于PSD特征的FBCCA脑电信号识别方法

当前基于稳态视觉诱发电位(steady-state visual evoked potential,SSVEP)的脑机接口(brain-computer interfaces,BCIs)使用的都是单一识别算法,针对不同时间长度的识别准确率较低。提出了一种基于滤波器组的典型相关分析(filter bank canonical correlation analysis,FBCCA)与功率谱密度(power spectral density,PSD)分析相结合的SSVEP识别算法,可以提高SSVEP识别的普适性与准确率。该方法使用FBCCA寻找高相似度的参考频率信号,再通过多组PSD分析来锁定最终的响应频率,完成频率识别。该方法无需经过训练就能得到较高的识别准确率。实验结果表明:在刺激时长为1 s时,该方法能达到86.61%的准确率,比PSD分析方法提升了5.44%,比典型相关性分析方法(canonical correlation analysis,CCA)提升了10.38%的准确率,比FBCCA提升了8.86%的准确率。

金融监管与国有企业过度负债治理——来自资管新规的经验证据

保持国有企业合理的资本结构是经济高质量发展的重要保证。以资管新规实施这一准自然实验为契机构建双重差分模型,以2015—2021年沪深A股市场非金融行业上市公司为样本,实证考察了资管新规实施对国有企业过度负债的影响。研究结果显示,相比于民营企业而言,资管新规实施显著抑制了国有企业的过度负债水平,经过一系列稳健性检验后实证结果依然成立。机制分析表明,资管新规实施降低金融化水平,减少银行借款,进而抑制国有企业过度负债;异质性分析表明,资管新规实施对国有企业过度负债的抑制作用在竞争性行业、中央企业以及影子银行发展水平较高的地区中更为明显,而企业高管的金融背景却削弱了资管新规的实施效果。进一步研究发现,资管新规实施会抑制国有企业过度负债水平,进而提高实体投资水平和每股经济增加值。上述研究结果不但为治理国有企业高杠杆的问题提供了新视角,还对加强金融监管和促进国有企业高质量发展具有重要的理论和现实意义。

多BTT导弹滚转通道姿态约束下的固定时间姿态协调控制

针对多倾斜转弯(bank-to-turn,BTT)导弹在姿态约束下的滚转通道一致性安全控制问题,提出一种分布式固定时间姿态协调控制器。BTT导弹气动参数变化强烈、对机动要求高,对控制器提出了响应速度快、抗干扰能力强、且需满足姿态受限约束等要求。针对上述问题,基于固定时间控制技术、障碍Lyapunov函数,结合多智能体系统协调控制理论,对多枚BTT导弹滚转通道提出一种分布式固定时间姿态协调控制律。在所提协调控制律下,所有BTT导弹的滚转角可在固定时间一致收敛至给定的参考指令信号,且在控制过程中满足姿态约束条件。仿真结果表明了所提方法的有效性。

基于FPGA的支持切换Bank的SDRAM控制器设计

介绍了一种高效使用SDRAM的方法———切换BANK存取操作,并提出了一种基于FPGA的SDRAM控制器的设计方法,不仅支持对SDRAM进行普通的存取操作,而且还支持切换BANK存取操作。通过使用切换BANK存取操作,大大提高了SDRAM的使用效率,增大了数据吞吐量。

Does Property Rights Reform Improve the Efficiency of China's State-owned Banks?

China ＂s state-owned banks have undergone radical changes over the past two decades, including partial privatization and listing in both the Hong Kong Stock Exchange and the Shanghai Stock Exchange. This paper evaluates the effects of these changes by analyzing the efficiency of Chinese banks over the period 1998-2012 using two frontier techniques and comparative analysis. The findings suggest that the performance and technical efficiency of the Big Four banks improved considerably after property rights reform, but this improvement is not sufficient to keep the banks at the production frontier. Tobit regressions confirm that static ownership effects are negative but that the property rights reform has had significant and positive effects on the technical efficiency of state-owned commercial banks. GDP growth and the financial crisis have had positive effects on the efficiency of Chinese banks, which is more significant for joint stock commercial banks than state-owned commercial banks. The results indicate the value of ownership reforms of state-owned asset management companies and insurance companies and the establishment of a countercyclical capital buffer.

我国国有商业银行财务绩效研究——基于Bankscope 2003-2007年数据的分析

本文以Bankscope数据库2003-2007年我国5家国有商业银行的财务数据为样本,从盈利能力、资本充足性、资产安全性、流动性和经营管理能力等方面对国有商业银行的财务绩效进行分析。结果表明,我国国有商业银行的财务绩效在此期间有明显改善,但距国外银行的先进水平仍有一定差距。本文据此提出改进建议,以期有助于我国国有商业银行的健康发展。

The Reform of State-owned Commercial Banks in China: A Political Economy Perspective

This paper analyzes the logic of the reform of state-owned commercial banks during 1997-2006 from a political economy perspective, mainly by discussing three fields of the reform: shareholding system reform, marketization, and financial restructuring. It also points out the existing problems in each field. The conclusion is that although the reform is heading in the right direction and has already made great progress, it has largely been conducted at the technical level and the Government has avoided dealing with the core issue of the reform. More importantly, the consequences of the Government's policy—pursuing short-term objectives, like improving the short-term financial status of banks—puts the entire system in danger by accumulating long-term risks. This paper also provides some policy proposals and points out potential directions for further studies.

Study on fuzzy control of dynamic equalization based on state prediction

A new method of using dynamic equalization technology to realize the maximum energy storage uti-lization was presented to overcome the influence of the disaccord among units of series super capacitor(SC) bank and ensure that the units could work safely.By considering in combination with the high spe-cific power,low working voltage,wide voltage working range and nonlinear external characteristics,wepresent constant duty ratio pulse frequency modulation mode and fuzzy control method based on state pre-diction in the active equalization circuit and accomplish the software and hardware design for the equaliza-tion system.The simulation analysis and experiment results of constant current multi-cycle and variablecurrent multi-cycle charge-discharge process verify the validity of the design.

国有资本参股能提升民营企业风险承担水平吗

随着混合所有制改革的不断深化,改革的参与主体逐渐从国有企业拓展到民营企业,国有资本参股民营企业能否助力民营企业健康发展成为亟待检验的问题。立足于民营企业发展混合所有制经济的现实背景,以2007—2020年沪深A股民营上市公司为研究样本,实证研究发现:国有资本参股能够显著提升民营企业的风险承担水平,且这一作用在行业竞争程度较高、地区金融发展水平较好以及经济政策不确定性较强地区表现得更为明显。该结论在考虑了反向因果、样本选择等内生性问题以及一系列稳健性检验后依然成立。进一步分析发现,国有资本参股通过增加政府补助和银行贷款促进了民营企业的风险承担。本文探讨了混合所有制改革背景下国有资本参股影响民营企业风险承担水平的作用机制与情境因素,不仅有助于加深关于民营企业风险承担问题的理解与认识,还为推进混合所有制改革、优化民营企业股权结构提供了借鉴。

国家审计能否抑制非金融国有企业影子银行业务?

抑制非金融国有企业开展影子银行业务,促进实体企业脱虚向实,推动实体经济发展,是新形势下国家审计的内在要求。选取2008-2018年非金融上市国有企业及其下属上市子公司作为研究样本,利用多重差分模型,验证了国家审计对非金融国有企业影子银行业务具有抑制效应,并且,国家审计通过连续监督和国家审计公告发挥抑制作用,且企业信息披露质量在抑制非金融国有企业影子银行业务过程中发挥中介作用。进一步研究发现,国家审计在内部控制水平更高、融资约束更强以及“子强母弱”型的非金融国有企业中对影子银行业务产生的抑制作用更为显著,审计协同机制对非金融国有企业影子银行业务产生的抑制效应更显著。

商业银行估值持续走低的成因与对策分析——基于五大国有商业银行股价的多案例研究

本文以当下我国证券市场五大国有商业银行的价格长期偏低现状、成因和对策为主线开展研究。首先,从分析师视角和学术界的讨论分析了国有商业银行低估值的具体表现,接着指出了“不良贷款的披露不充分、银行的未来成长乏力、存贷利差的持续收窄”等主要成因,最后结合中国特色社会主义估值体系建设,提出了持续优化商业银行估值模型以及区分不同资本业务分部的估值法,关注影响商业银行估值的非财务因素等多项举措。期待本文能够为我国国有大型商业银行的估值和定价回归合理水平提供一定的启发。

中国能源治理话语翻译资源库的构建研究

中国建设能源强国,参与全球能源治理,离不开能源话语实践特别是能源治理话语实践。中国能源治理话语以其特有的话语概念已经形成国家话语,但只有通过国家翻译与国家修辞转化为国际话语,才能够切实赢得全球能源话语权,提升中国参与全球能源治理的话语能力。从中国能源话语研究现状着手,阐明能源治理话语的内涵及特征,提出构建“三库合一”的能源治理话语翻译资源库,包括中国能源治理话语翻译术语库、翻译语料库、翻译修辞案例库,整理收集中国能源治理话语的相关资源,依托翻译这一跨语际实践规范能源治理话语,提升能源治理话语的认可度和传播力。

基于空间滤波器组典型相关分析的SSVEP信号处理

稳态视觉诱发电位(Steady-State Visual Evoked Potential,SSVEP)作为一种特征较为明显的脑电信号,有着训练迅速、数据集要求少、分类准确率高等优点,近年来广受关注。SSVEP信号采集的过程中会受到环境、设备、人工操作等因素的影响,因此模型对不同信噪比信号的稳定性显得尤为重要。本文提出一种空间滤波器组典型相关分析模型,在原始信号、人工合成信号、平均特征信号三者之间提取四种空间滤波器用于后续分类,并将该模型与另外四种模型在不同信噪比情况下进行对比分析。六组低信噪比数据集为采集数据、六组高信噪比数据集为清华数据集,实验证明该模型在使用高低信噪比数据时均有优秀的分类性能,最高可达99.24%,且对不同数据长度有较高鲁棒性,同时信息传递速率(Information Translate Rate,ITR)最高可达105.1bits/min。
