Relevant State Agencies Will Conduct a Joint Annual Inspection on Foreign Invested Enterprises

The Ministry of Foreign Trade and Economic Coop-eration (MOFTEC),the State Administration forIndustry and Commerce (SAIC),the State Economicand Trade Commission (SETC),the Ministry of Finance(MOF),the State Administration for Exchange Control(SAEC),the State Taxation Bureau (STB) and the GeneralCustoms Administration (GCA) (hereinafter referred to asCompetent Joint Annual Inspection Agencies) have jointlyissued a circular a few days before which stipulates that,from the year 1997 onwards,a joint annual inspection willbe conducted on FIEs in order to further improve and stan-dardize China’s investment environment,lessen the burdenson the shoulders of enterprises and enhance the level of ad-ministration over FIEs.

Management Procedures for Data Collected via Intelligent Transportation Systems

Addressing transportation planning, operation and investment challenges requires increasingly sophisticated data and information management strategies. ITS （intelligent transportation systems） and CV （connected vehicle） technologies represent a new approach to capturing and using needed transportation data in real time or near real time. In the case of Michigan, several ITS programs have been launched successfully, but independently of each other. The objective of this research is to evaluate and assess all important factors that will influence the collection, management and use of ITS data, and recommend strategies to develop integrated, dynamic and adaptive data management systems for state transportation agencies.

State Fragmentation and Rights Contestation:Rural Land Development Rights in China

The functionalist reasoning of institutional changes builds on individual rationality and explains institutional changes from the demand side. While insightful, a comprehensive understanding also needs to take into account the supply side, The state, as the ultimate supplier of institutional changes, plays the pivotal role of agency; therefore, its willingness and ability decide how such regime change occurs and what partieular form the new regime takes. Since the mid-1990s, the Chinese economy has embarked on a path of rapid industrialization and urbanization. The contestation over rural land development rights in China offers an excellent case to illuminate the importance of state agency in institutional changes. Drawing on case studies in China＇s three major urbanizing regions, this article analyzes how villages brought their own land directly to the land market and reaped handsome profits. We argue that the three successful cases, Nanhai in Guangdong, Kunshan in Jiangsu and Zhenggezhuang in Beijing, all represent a product of active agency on the supply side. The Chinese state＇s fragmented authority provides a favorable institutional environment for such changes.
