This paper presents an operational framework of unstructured decision-making approach involving quality function deployment(QFD)in an uncertain linguistic context.Firstly,QFD is extended to the multi-enterprise paradigm in a real-world manufacturing environment.Secondly,hesitant fuzzy linguistic term sets(HFLTSs),which facilitate the management and handling of information equivocality,are designed to construct a house of quality(HoQ)in the product planning process.The technique of computing with words is applied to bridge the gap between mechanisms of the human brain and machine processes with fuzzy linguistic term sets.Thirdly,a multi-enterprise QFD pattern is formulated as an unstructured decision-making problem for alternative infrastructure project selection in a manufacturing organization.The inter-relationships of cooperative partners are directly matched with a back propagation neural network(BPNN)to construct the multi-enterprise manufacturing network.The resilience of the manufacturing organization is considered by formulating an outranking method on the basis of HFLTSs to decide on infrastructure project alternatives.Finally,a real-world example,namely,the prototype manufacturing of an automatic transmission for a vehicle,is provided to illustrate the effectiveness of the proposed decision-making approach. 展开更多

Building a Business and Strategic Intelligence Policy as a Strategy for Promoting Congolese Business Progress and Healthy Economic Development in Eastern DRC

The aim of this study was to verify the existence of business and strategic intelligence policies at the level of Congolese companies and at the state level, likely to foster progress and healthy development in the east of the DRC. The study was based on a mixed perspective consisting of objective analysis of quantitative data and interpretative analysis of qualitative data. The results showed that business and strategic intelligence policies have not been established at either company or state level, as this is an area of activity that is not known to the players in companies and public departments, and there are no units or offices in their organizational structures responsible for managing strategic information for competitiveness on the international market. In addition, there is a real need to establish strategic information management units within companies, upstream, and to set up a national strategic information management department or agency to help local companies compete in the marketplace, downstream. This reflects the importance and timeliness of building business and strategic intelligence policies to ensure economic progress and development in the eastern DRC. Business and strategic intelligence provides companies with an appropriate tool for researching, collecting, processing and disseminating information useful for decision-making among stakeholders, in order to cope with a crisis or competitive situation. The study suggests a number of key recommendations based on its findings. To the government, it is recommended to establish the national policy of business and strategic intelligence by setting up a national agency of strategic intelligence in favor of local companies;and to companies to establish business intelligence units in their organizational structures in favor of stakeholders to foster advantageous decision-making in the competitive market and achieve progress. Finally, the study suggests that studies be carried out to fully understand the opportunities and impact of business and strategic intelligence in African countries, particularly in the DRC. 展开更多

However, it is not enough to understand the whole picture merely from a domestic perspective. The concept of new quality productive forces was put forward due to the changes in the international environment, including the emergence of anti-globalization trends and the economic policies of some major economies that are less open than before. With the changes in the global economic concept, China's economic development needs its innovative theory. As the world's second-largest economy, China is committed to the development of new quality productive forces and will make significant contributions to global development. In theory, it shows direction for the development of new quality productive forces on a global scale. In practice, it provides experiences for other economies to develop new quality productive forces. It also helps address the common challenges facing global development. The competition between major countries in traditional fields will continue, but in the case of the development of new quality productive forces, it will show some new characteristics. It will be more reflected in the field of strategic emerging industries, the confrontation risk in major country rivalry will be reduced, and strategic planning and design will become more important. 展开更多

This paper reviewed the development of Strategic Environmental Assessment (SEA) in China, expounded its functions and regional characteristics, and discussed the targets of SEA in the process of urbanization,and the main assessment indicators, procedures, techniques and methodologies of SEA. It concluded that SEA could be improved by the following recommendations: incorporating SEA in decision-making process, selecting experimental units for SEA trial run, and developing strategic evaluation tools and techniques. SEA can provide appropriate and up-to-date information on the impact of human activity on environment in the process of urbanization, and develop a plan of action targeting implementation of intervention for the rehabilitation and preservation of the ecological stability of a city. Therefore, SEA can be a supporting tool for decision-making toward achieving sustainable development. 展开更多

Based on service-oriented architecture(SOA),a Bellman-dynamic-programming-based approach of service recovery decision-making is proposed to make valid recovery decisions.Both the attribute and the process of services in the controllable distributed information system are analyzed as the preparatory work.Using the idea of service composition as a reference,the approach translates the recovery decision-making into a planning problem regarding artificial intelligence (AI) through two steps.The first is the self-organization based on a logical view of the network,and the second is the definition of evaluation standards.Applying Bellman dynamic programming to solve the planning problem,the approach offers timely emergency response and optimal recovery source selection,meeting multiple QoS (quality of service)requirements.Experimental results demonstrate the rationality and optimality of the approach,and the theoretical analysis of its computational complexity and the comparison with conventional methods exhibit its high efficiency. 展开更多

Understanding the dynamics of decision making in the right way is an important problem for the management of organizations.In today’s business life organizations are becoming more complex,and the environments they are operating in,are becoming increasingly uncertain.The aim of this paper is to contribute to the understanding of the dynamics of managerial decision-making process in complex internal and external environments by sharing the results of an empirical study(Onuk,2009).While taking the levels of the organizational structure as one of the important dimensions of complex internal environment,complex external environment is reflected within the study as economic crisis.Using the survey tool developed by Onuk(2009),the empirical study realized in the Turkish organization of a large global company investigated decision-making process to understand how decision-making authority for different types of decisions,identified as strategic,tactical,and operational level decisions,was distributed throughout the organization levels,and how this distribution was impacted by economic crisis.The results of the study confirmed the following common expectations:(1)Strategic decisions are mostly taken at upper hierarchical levels of the organizational structure;(2)during times of economic crisis strategic decision making is centralized;and(3)during times of economic crisis distribution of decision-making authority is concentrated at upper management levels. 展开更多

The linguistic-based approach can effectively manage the imprecise and multi-granularity information i;n quality function deployment and facilitate decision-making in deriving the importance ratings. Based on the linguistic weighted averaging (LWA) operator and the linguistic hybrid averaging (LHA) operator, a practical approach is proposed to first aggregate the individual judgments into a collective value for each technical characteristic under linguistic environment, and then measure the deviation degree of linguistic variables to obtain the importance ratings of technical characteristics. Background:Risk perception and COVID‑19 anxiety in pregnant women restrict access to health services,cause pregnant women to resort to alternative channels such as the Internet,and affect prenatal care quality(PCQ)negatively.Purpose:The purpose of this study was to examine the effect of risk perception and COVID‑19 anxiety in pregnancy on decision‑making via the Internet(DMI)and PCQ with multivariate analysis.Materials and Methods:This cross‑sectional study was conducted with 406 pregnant women selected using the convenience sampling method in a training and research hospital,in Turkey.The data were collected using the information form,the perception of pregnancy risk questionnaire,the Coronavirus Anxiety Scale,the DMI Scale,and the PCQ Scale.The data obtained were subject to descriptive analysis and the multivariate analysis of variance.Results:Approximately 24.9%of the pregnant women were found to have a high perception of risk and 18%had symptoms of COVID‑19 anxiety.Pregnant women with high COVID‑19 anxiety and a higher perception of risk perceived the Internet as less influential for decision‑making(P<0.05).Pregnant women with a high‑risk perception had lower PCQ(P<0.05).Conclusion:The findings can be used to enhance mental health and resilience in pregnant women and to formulate appropriate intervention strategies. 展开更多

面对复杂的国际政治环境和全球产业竞争,立足我国新发展阶段的新特征,我国亟需尽快优化调整重大生产力布局,在广大中西部内陆腹地拓展战略纵深,夯实国家安全基石。2023年12月中央经济工作会议首次提出“建设国家战略腹地”的战略构想,... 面对复杂的国际政治环境和全球产业竞争,立足我国新发展阶段的新特征,我国亟需尽快优化调整重大生产力布局,在广大中西部内陆腹地拓展战略纵深,夯实国家安全基石。2023年12月中央经济工作会议首次提出“建设国家战略腹地”的战略构想,为优化重大生产力布局,保障我国国家安全创造了条件。“国家战略腹地”是相对于前沿地区而言,能为前沿地区提供强大支撑的战略后方,主要是指围绕我国东部沿海起着稳定后方并服务国家战略安全的中西部内陆城市群或相应地区。“国家战略腹地”概念首次在国家层面提出,是党中央从国家发展大局去考量和谋划的,相比其他重大区域战略,国家战略腹地具备地理区位的枢纽性、经济发展的强大韧性、创新发展的引擎性、城市文化的凝聚性等基本特征。从我国区域经济发展史看,“三线建设”“区域协调发展战略”在不同历史时期承担了优化重大生产力布局、维护“大后方”的使命任务,国家战略后方作为新时代“大后方”概念,在新时代语境下自然也被寄予历史重任。进言之,加快推进国家战略腹地建设是当前应对百年大变局的应有之义、构建新发展格局的乘势之举和优化重大生产力布局的破题之策,唯有以自身的确定性应对外部的不确定性,才能把握战略主动。为把战略决策和预期目标变为现实结果,国家战略腹地建设必须系统推进。通过完善战略规划顶层设计、统筹战略物资储备建设、强化战略科技力量支撑、打造战略产业备份基地和建设战略运力空间网络,使之成为我国经济发展的新的增长极和动力源,不断推进新时代大后方高质量发展和高水平安全建设。 展开更多

新质生产力作为生产力发展的质变形态,体现了人工智能、大数据、云计算等新一代信息技术对传统生产方式和生产关系的根本性变革。人工智能对生产力的质性重塑集中体现在劳动者、劳动资料和劳动对象三大生产力要素上,即强化劳动者的劳动... 新质生产力作为生产力发展的质变形态,体现了人工智能、大数据、云计算等新一代信息技术对传统生产方式和生产关系的根本性变革。人工智能对生产力的质性重塑集中体现在劳动者、劳动资料和劳动对象三大生产力要素上,即强化劳动者的劳动能力,引领劳动资料智能化与数字化革新,拓展劳动对象的范围和边界。作为新一轮产业变革的核心驱动力,人工智能从微观、中观、宏观三个层面促进新质生产力的形成。在企业微观层面,人工智能通过劳动要素替代效应推动劳动力需求向高技能的“脑力化”转换、人机交互模式的生产协同性赋能企业智能制造水平的高效能跃升、自动化生产的智能运转促进资源配置效率优化等路径实现企业生产要素配置的智能化形塑;在产业中观层面,人工智能促进传统产业数实深度融合、赋能数字化战略性新兴产业实现乘数增长、规模化应用重构智能产业链和创新链等途径促进产业转型升级,实现产业结构的智能化进阶;在国家宏观层面,人工智能技术的加速发展与应用赋能国家治理体系建设,推动社会治理精准化、政府决策科学化、公共服务高效化,形成了一种与新质生产力相适应的新型生产关系,实现国家治理的智能化转型。在生成式人工智能技术进化加速的新形势下,我国应进一步加快推动人工智能驱动新质生产力形成。一是坚持科技自主创新,以人工智能优化生产要素。健全人工智能人才培养机制,培育高技能水平的新型劳动者;提升人工智能场景创新能力,促进科技创新成果广泛应用;加快人工智能关键技术攻关,充分激活数据要素乘数效应潜能。二是加速推进产业数实深度融合,以人工智能大力推进现代化产业体系建设。推动传统产业智能化改造,实现基础设施连接能力迭代;培育壮大战略性新兴产业,构建人工智能的产业生态圈;探索先行先试改革,前瞻布局未来产业。三是建立健全人工智能治理体系,助力国家创新体系建设提质增效。以数字政府建设驱动国家治理的智能化转型;以智能赋能推动市场经济体系提质增效;以智能化发展提升国家创新体系效能。 展开更多
