Predicament and Countermeasure Analysis of Intellectual Property Management for Strategic Emerging Industry

Intellectual property is the core support and important driving force for the sound development of strategic emerging industry. This paper makes an analysis on the current predicament of intellectual property management for strategic emerging industry from the four stages of the process,including creation and development management,business management,revenue management and disposal management on intellectual property,and finally explores the solutions and gives some countermeasures.

Analysis of the Tendency and Characteristics of the Cluster Development of the Strategic Emerging Industry in China

It is an important strategy to accelerate the cluster development of the strategic emerging industry for the economic and social development in China,which is also carried out in the transformation process at both the central and provincial levels.The cluster development of the strategic emerging industry embodies spatial agglomeration,being innovation- driven and industry convergence and so on,taking on such characteristics as the external promotion of the government policies,the internal promotion of the market mechanism.support of culture and tradition and the continuous impetus of innovation.In the backdrop of the present national conditions of China,we are proceeding from the primary stage to the mature stage of the cluster development of the strategic emerging industry.As for the advanced stage,the innovation- driven,cross- region and international cluster development will be realized.

Expansion of Technical Innovation and Demand Determines Production Organization Pattern in Strategic Emerging Industries——Taking Example of TFT-LCD Industry

Taking the evolution process of TFT-LCD industry as an example,this paper applied history-friendly model to analyze the effect of technology innovation and learning,and market demand growth and fluctuation on the evolution of production organization pattern in strategic emerging industries.Our research indicates that:(1) when market demand maintains linear growth,continuous technology innovation capabilities of vertically integrated enterprises in leading position of an industry are the key factor in deciding whether dominant production organization pattern will shift from vertical integration to specialization;(2) when market demand is in cyclical fluctuation,the technology learning capabilities of specialized enterprises in catch-up position are the key factor in deciding whether dominant production organization pattern will shift from vertical integration to specialization;(3) when market demand growth is under cyclical fluctuation,if the relative gap between technology innovation capabilities of vertically integrated enterprises and technology learning capabilities of specialized enterprises remains constant,the phase when industry cycle moves from trough to plateau is the best time window for specialized enterprises to catch up with and overtake vertically integrated enterprises.Hence,policy design supporting the development of strategic emerging industries should give full consideration to factors like market demand environment and technology innovation and learning capabilities of domestic enterprises.

Market Demand,Technological Innovation and Development of China's Strategic Emerging Industries

Strategic emerging industries have become an important engine of economic growth and main power to boost improvement.We gather panel data of 31 provinces and cities in China from 2003 to 2013,and empirically analyze the impact of market demand,R&D investment,technology innovation and new products output on the development of China's strategic emerging industries. The results suggest the growing domestic and international market demands are main factors to the development of strategic emerging industries.R&D investment,technology innovation and new products output also play important roles in promoting the development of strategic emerging industries. The objective conclusions are obtained through theoretical and empirical analyses.

Evaluation of strategic emerging industrial enterprises growth in Henan Province

Since the State Council issued The Decision of the State Council on Accelerating the Cultivation and Development of Strategic Emerging Industries and the construction of the Central Plains Economic Zone was regarded as a national strategy, accelerating the cultivation and development of strategic emerging industries has been placed to a prominent position to promote the upgrading of the strategic adjustment of the economic structure and industrial transformation. In this paper, three primary indexes and eight secondary indexes are selected to construct the growth evaluation index system in Henan's strategic emerging industries; Based on Factor Analysis, the enterprise growth of strategic emerging industries in Henan Province was evaluated comprehensively. The conclusion provides a reference for the overall development of strategic emerging industries in Henan.

Mapping the Layout of China's Strategic Emerging Industries

Currently,technology,human resources,economic development level and resource endowment determine the spatial layout of China's strategic emerging industries,whose development is dominated by large state-owned enterprises and leading firms.Disparities in the layout of strategic emerging industries are limited for economically developed regions in China but significant for less developed regions.In this context,the Chinese government should be alarmed of repetitive development and excessive input of industrial resources;encourage the development of private capital and prevent the monopoly of state-owned enterprises;adopt a strategy of complementary advantages,and promote industrial relocation for the multi-tiered and non-equilibrium development of strategic emerging industries in China.

An Analysis of Knowledge Sharing Approaches for Emerging-technology-based Strategic Alliances in Electronic Industry

Emerging technologies are now initiating new industries and transforming old ones with tremendous power. They are different games compared with established technologies with distinctive characteristics of knowledge management in knowledge-based and technological-innovation-based competition. How to obtain knowledge advantage and enhance competences by knowledge sharing for emerging-technology-based strategic alliances （ETBSA） is what we concern in this paper. On the basis of our previous work on emerging technologies＇ distinctive attributes, we counter the wide spread presumption that the primary purpose of strategic alliances is knowledge acquiring by means of learning. We offers new insight into the knowledge sharing approaches of ETBSAs - the knowledge integrating approach by which each member firm integrates its partner＇s complementary knowledge base into the products and services and maintains its own knowledge specialization at the same time. So that ETBSAs should plan and practice their knowledge sharing strategies from the angle of knowledge integrating rather than knowledge acquiring. A four-dimensional framework is developed to analyze the advantages and disadvantages of these two knowledge sharing approaches. Some cases in electronic industry are introduced to illustrate our point of view.

中国稀散金属矿资源概况

中国稀散金属资源丰富,在全球占有重要的战略地位。对中国542处矿产地(包括759个矿床/点)的稀散金属资源调查数据分析表明,目前中国已查明稀散金属资源储量102.82万t,其中,镓矿44.65万t,锗矿1.39万t,铟矿2.52万t,铊矿2.96万t,镉矿47.12万t,硒矿2.56万t,碲矿1.53万t,铼矿893.00 t。中国稀散金属资源具有如下特征:①分布广泛,但主要集中在西南地区、中南地区和华北地区,云南、河南、广西、内蒙古、山西、贵州、广东等是稀散金属资源较丰富的省(区);②独立矿床极少,但资源储量占到全国稀散金属资源总量的6.64%;③矿床规模以中、小型为主,但大型矿床和超大型矿床资源储量占全国稀散金属资源总量的80%以上;④主要伴生在铅锌多金属矿、铝土矿和煤矿中,3类矿床中的稀散金属资源储量占全国稀散金属资源总量的80%左右;⑤总体综合利用率较低。中国镓、锗、铊资源的储备充足,但硒、碲、铼、铟、镉资源相对缺乏。

新质生产力的基本意涵、实现机制与实践路径

习近平总书记创造性地提出了“新质生产力”这一全新概念,随着新质生产力日渐成为产业变革和社会发展的重要驱动力,有必要对新质生产力的基本意涵、实现机制与实践路径进行研究。新质生产力是生产力要素全新质态的生产力,由新质劳动者、新质劳动资料、新质劳动对象构成,主要表现为以数字技术为基础的数字生产力、以低碳绿色为核心价值的绿色生产力、以发展海洋经济为主的蓝色生产力。新质生产力的持续催生,需要理念引领机制、动力机制、主体参与机制和保障机制共同发挥作用。当前及未来我国加速发展新质生产力,应不断调整生产关系以适应生产力的发展要求,协调好政府与市场的关系,夯实新质生产力的人才储备基础,壮大战略性新兴产业和未来产业。

中国铼资源特征及其勘查开发利用现状

铼(Re)是重要的战略性新兴产业矿产,在现代国防和工业及新兴领域具有广泛的用途。本文在《中国矿产地质志·稀散金属矿卷》研编的基础上,对中国铼矿资源特征和勘查开发利用情况进行进一步总结,认为我国铼矿资源分布比较集中,具有较大的成矿潜力和找矿空间。近年来,铼的矿产勘查取得了重要成果,据不完全统计,截至2021年底,共获得铼查明资源储量787.41 t。从世界上看,铼的规模生产开始于1930年。与世界相比,中国铼工业发展并未形成规模,仍处于初级阶段,且其开发利用严重依赖寄主矿床的开发利用。借鉴国外铼资源的开发利用史,铼的应用从添加剂到催化剂到航空发动机再到量子计算,每一次技术革新都带来对铼资源需求的增长。预测未来10~20 a国内铼的应用将更加多元化,需求也将达到高峰期,铼资源保障程度有待于进一步提高。建议开展全国铼矿资源潜力评价,查明铼的可用资源量和潜力,加强铼资源综合利用和回收产业化,建立铼的战略储备机制。
