With advancements in information technology and the increasing demand for data-driven governance,the openness of public data has become essential for global governance and social innovation.However,legal risks related to privacy protection,data security,intellectual property,liability allocation,and legal adaptability pose significant challenges to data governance in China.This paper analyzes these risks and proposes three strategies:enhancing the legal framework through clear data classification and accountability mechanisms,establishing regulatory bodies to monitor data usage,and promoting public education on data privacy.These strategies aim to address gaps in legal discourse and guide effective data governance,contributing to the secure development of open data initiatives in China and beyond.

Research on the Strategy of Information Resource Sharing between Governments in the Perspective of Game Theory

In order to improve the operational efficiency, the government can realize the streamlining policy through the mode of government information resource sharing. By building government information resources sharing, the government breaks the inter-departmental data island. The government realizes the development direction and trend of “Internet government”. This paper also takes the information resource sharing as the game process between the government management department and the information resource sharing body, and analyzes the policy and suggestion of the information resource sharing in the perspective of game theory by constructing the sharing model of the government information resource in the perspective of game theory.

On the‘ENGO+focal firm’governance strategies of pollution of small and medium suppliers

Presently,the environmental pollution problem,especially that of the small and medium-sized enterprises,has become a bottleneck restricting the high-quality development of China’s economy.It is imperative to accelerate the construction of a collaborative governance system with multiple subject participation.The behavior modes of Environmental Non-governmental Organizations(ENGOs),a key player in environmental care,in collaborating with core enterprises to control pollution from small and medium-sized suppliers should be explored.Therefore,we constructed a collaborative governance system consisting of ENGOs,focal firms and small and medium-sized suppliers.Then a two-stage game model was established to analyze the strategies of the governance system.Specifically,we studied the collaborative green cooperation strategy and antagonistic pressure supervision strategy between ENGOs and focal firms,analyzed factors influencing the strategic choices of each subject,and gave the advantages of the cooperation strategies through further comparisons.The results showed that:Under the cooperation strategy,ENGOs provided knowledge of environmental protection to the focal firms,then both the audit efforts of focal firms and the environmental protection efforts of small and medium-sized suppliers were effectively improved.Since ENGOs could not fully obtain the pollution information of small and medium-sized suppliers or accurately trace it from their downstream focal firms,it was difficult to drive the supply chain’s endogenous governance by this external monitoring of ENGOs,making the effect of pressure supervision strategy limited.The effectiveness of green cooperation strategy was positively correlated with the knowledge absorption capacity of focal firms,the unit product revenue,and the focal firms'violation penalties for small and medium-sized suppliers.When ENGOs'violation penalties for small and medium-sized suppliers were higher,or the reputation loss of focal firms was higher,more unfavorable conditions of green cooperation strategy could be achieved.Accordingly,ENGOs should choose to cooperate with focal firms with strong knowledge absorption ability and high profit per product;focal firms should learn environmental protection knowledge to improve the screening standards and review capabilities,and promote the achievement of green cooperation strategy conditions by strengthening active information disclosure;the government should promote the collaboration between ENGOs and focal firms by issuing environmental guidelines.

Comparison of Global Governance Strategies of China and the United States

With the profound changes taking place in the international power structure and the accelerated changes occurring in the world that have not been seen in a century,the discord between China and the United States(US)in the realm of global governance is becoming increasingly prominent.Moreover,the raging COVID-19 pandemic has aggravated the divergences between the two countries in terms of global governance strategy.Since the end of World War II,although the diplomatic strategies of the US and their implementation have varied from administration to administration,such strategies have generally been defined by the US desire for hegemony in global governance.China’s engagement in global governance,by contrast,has undergone twists and turns,and its strategies and policies have kept pace with the times,which has gradually led to a global governance strategy that highlights extensive consultation,joint contribution,and shared benefits.The divergences between China and the US in terms of global governance strategy are embodied in governance values,areas,and approaches,relations among governance entities,and balance between national and global governance,which have resulted mainly from the two countries’different cultural backgrounds,historical traditions,realistic goals,and national strength.In the context of intensifying competition among major countries today,these strategic divergences between China and the US have exerted a profound impact on global governance cooperation and the reform of the global governance system,and exacerbated the fragmentation of global governance and the competition over leadership.Therefore,a comparison of the global governance strategies pursued by China and the US will help enhance mutual understanding,avoid confrontation and conflict,properly manage disagreements,and promote a healthy and stable development of bilateral relations between China and the US.

Modi's great power strategy is deeply influenced by the Indian realistic international political outlook and, to a certain extent, reflects the governing philosophy of the Bharatiya Janata Party. The great power strategy is Modi's governing foundation and governing style, embedding Modi distinctive personal style. Under the influence of the great power strategy, China and India have increased their economic cooperation scope, widening the forms of public diplomacy, with an obvious geopolitical collision; India is taking more measures to check China.

基于三方演化博弈的充电桩规范运营治理研究

以充电桩为代表的充电基础设施是新型基础设施建设的重要内容,充电桩的规范运营关系到新能源汽车产业链的安全和韧性。针对充电桩市场上的违规运营问题,构建动态奖惩机制下充电桩运营商、地方政府和新能源汽车消费者三方参与的博弈模型,对模型中可能存在的策略均衡点进行稳定性分析,并且利用数值仿真模拟主要参数变化对系统演化的影响。研究结果表明:第一,净收益的提高有利于激发充电桩运营商规范运营的积极性。第二,加大地方政府对充电桩运营商的奖励和惩罚力度均可以促进充电桩的规范运营,地方政府可以通过提高奖惩上限和扩大奖惩比例两种手段加大对充电桩运营商的奖惩力度。第三,地方政府实施奖惩结合政策的效果优于单独实施奖励性政策或惩罚性政策的效果,更为重要的是,在动态奖惩机制下,地方政府对充电桩运营商的奖惩力度存在临界值。当奖惩力度小于临界值时,惩罚性政策的激励效果优于奖励性政策;当奖惩力度大于临界值时,奖励性政策的激励效果优于惩罚性政策。第四,加大违规运营商对新能源汽车消费者的赔偿力度和降低消费者的投诉难度不仅能倒逼充电桩运营商规范运营,而且能引导消费者参与充电桩的规范运营治理。

新兴科技的良性发展亟待伦理治理的框架支撑,这一点已成为学界共识。当前科技伦理治理体系建设有三个关注点:风险治理、敏捷治理和全球治理,通过对这三个关注点的分析可以看出,目前仍存在科技伦理治理应急能力不足、治理效能不高、全球协作有待加强等现实问题。本文认为,科技伦理治理的试探性策略有助于解决这些现实问题。试探性策略具有以谨慎、动态、灵活和渐进方式处置问题的特征,包括自上而下和自下而上两种治理方法,特别注重先兆、反馈并据此调整策略,以寻求最佳效果,其治理过程更适用于新兴科技发展的“上游”阶段。作为对不确定性的回应,试探性策略有助于完善科技伦理治理体系,但其策略本身也存在一定问题,需要灵活性与稳定性的平衡、临时性与长远性的兼顾、本土化与全球化的协同等实践智慧。

On 7 October,2022,the Biden administration released an updated version of the National Strategy for the Arctic Region based on new developments in the Arctic region and global affairs.This strategy emphasizes traditional security issues in the Arctic,attaches great importance to climate governance in the region,and advocates for restoring American leadership through international cooperation.In view of the strong influence of the United States(U.S.)in the Arctic region,the changes of the U.S.Arctic strategy will inevitably have an impact on China’s scientific researchrights,economic interests,and governance rights in the Arctic region.To respond to the new situation brought about by the changes in the U.S.Arctic strategy,China should take the initiative to maintain positive relationships with all Arctic countries,and continue its active participation in Arctic affairs.

Mainstream industrial policy research cannot fully explain how government interventions have helped China’s mobile communications industry catch up with and overtake those of advanced nations.China’s mobile communications industry made breakthroughs in 3G,caught up with advanced nations in 4G,and gained a leadership position in 5G due to the implementation and improvement of a strategy of industrial competition that accommodates mainstream standards and prioritizes the mid-band spectrum based on the integrated“technology,standard and industry”deployment system and swift decision-making.The introduction of a perspective of a strategy of industrial competition may supplement industrial policy research in the following ways:First,when the concerted actions of numerous innovators are important for industrial competition performance,an effective strategy of industrial competition can be devised and overall coordinated by the government provided that is compatible with the catch-up development of emerging technological industries.Second,an industrial policy becomes effective when it is complementary with the strategic factors for long-term industrial performance such as the strategy of industrial competition and avoids serious disruptions to market-based mechanisms.

Impact of risk management strategies on the credit risk faced by commercial banks of Balochistan

This study aims to identify risk management strategies undertaken by the commercial banks of Balochistan,Pakistan,to mitigate or eliminate credit risk.The findings of the study are significant as commercial banks will understand the effectiveness of various risk management strategies and may apply them for minimizing credit risk.This explanatory study analyses the opinions of the employees of selected commercial banks about which strategies are useful for mitigating credit risk.Quantitative data was collected from 250 employees of commercial banks to perform multiple regression analyses,which were used for the analysis.The results identified four areas of impact on credit risk management(CRM):corporate governance exerts the greatest impact,followed by diversification,which plays a significant role,hedging and,finally,the bank’s Capital Adequacy Ratio.This study highlights these four risk management strategies,which are critical for commercial banks to resolve their credit risk.
