The Tenth Anniversary of Free Trade Pilot Zones in China:Fundamental Experiences and Enhancement Strategies

Since the 18th National Congress of the Communist Party of China,the country has established 21 Free Trade Pilot Zones(FTZs),achieving significant pioneering results in reform and opening up and creating a strong demonstrative effect nationwide.The basic experience from a decade of FTZs includes:adhering to the centralized and unified leadership of the CPC Central Committee;combining top-level design with encouragement of grassroots innovation;leveraging the distinct characteristics and strengths of FTZs to form a differentiated development pattern;maintaining the integration of opening up with domestic reforms;using openness to drive reforms;and organically combining openness with national security assurance.Under the current and future new circumstances,China’s FTZs face new challenges and tasks.In accordance with the directives of the 20th National Congress of the Communist Party of China,an enhancement strategy for the FTZs needs to be implemented.This involves the following:First,accurately understanding and responding to the changing situation to create strategic opportunities.Second,shifting paradigms to implement innovation-driven strategies,using the new development pattern concept to guide the reform experiments and construction of the FTZs.Third,granting more autonomy to FTZs for reforms,pursuing progress while maintaining stability,and solidly advancing the reform experiments in the FTZs.Fourth,orderly expanding the opening up of the service sector and cautiously advancing the internationalization of the renminbi.Fifth,promoting innovative development in trade to build a strong trade nation.Sixth,establishing synergy with bilateral FTZs,Belt and Road cooperation,and national diplomatic strategies to enhance the linkage effect.

The Main Ecological Issues of Water-Level -Fluctuating Zone and The strategies in Three Gorges Reservoir Area

After the completion of the Three Gorges dam, a 30 m high water-level-fluctuating zone （WLFZ） will appear along the banks, and will form a seasonal wetland ecosystem. According to the program of storing water in the Three Gorges reservoir, the main ecological and environmental problems probably incurred in WLFZ are discussed, such as formation of contaminated belt along banks, appearance of epidemic diseases in the reservoir region （including urban districts）, aggravation of geologic disasters, degradation of biodiversity and exacerbation of the ecosystem vulnerability. Six items of strategies are put forward according to the causes, distributed features and trends of these problems in this paper.

Problems of Land Use and Management in Development Zones and Enlightenment to Implementation of "Construction up to the Mountains" Strategy in Yunnan

ln the research, problems of land use and management in development zone were concluded, and analysis was made on the causes in order to draw lessons from land use and management in development zones. Furthermore, enlight-enment to implementation of ＂construction up to the mountains＂ strategy in the ar-eas similar to Yunnan was explored, which provides references for developing of＂construction up to the mountains＂ strategy and protecting of highly-qualified cultivat-ed lands in dam regions.

LAND USE STRATEGIES IN SPECIAL ECONOMIC ZONES OF CHINA:THE CASE STUDY OF HAINAN PROVINCE

Special economic zones are important bridges between Chinaand intemational market. Their economic structure is being transformed andnew land use strategies should be taken correspondingly. HainanProvince, as the biggest special economic zone, has great superiorities andpotentialities for the development of land use. In order to realize the goal,the present land use decision should be mainly guided by market, moreattention should be paid to tropical agriculture and aquatic productindustry, the principle of sustainable development should be strengthened,and the area of farmland for grain production should be stabilized.

Numerical analysis of water-alternating-CO_(2) flooding for CO_(2)-EOR and storage projects in residual oil zones

Residual oil zones(ROZs)have high residual oil saturation,which can be produced using CO_(2) miscible flooding.At the same time,these zones are good candidates for CO_(2) sequestration.To evaluate the coupled CO_(2)-EOR and storage perfor-mance in ROZs for Water-Alternating-CO_(2)(WAG)flooding,a multi-compositional CO_(2) miscible model with molecular diffusion was developed.The effects of formation parameters(porosity,permeability,temperature),operation parameters(bottom hole pressure,WAG ratio,pore volume of injected water),and diffusion coeffcient on the coupled CO_(2)-EOR and storage were investigated.Five points from the CO_(2) sequestration curve and the oil recovery factor curve were selected to help better analyze coupled CO_(2)-EOR and storage.The results demonstrate that enhanced performance is observed when formation permeability is higher and a larger volume of water is injected.On the other hand,the performance diminishes with increasing porosity,molecular diffusion of gas,and the WAG ratio.When the temperature is around 100℃,coupled CO_(2)-EOR and storage performance is the worst.To achieve optimal miscible flooding,it is recommended to maintain the bottom hole pressure(BHP)of the injection well above 1.2 minimum miscibility pressure(MMP),while ensuring that the BHP of the production well remains sufficiently high.Furthermore,the tapered WAG flooding strategy proves to be profitable for enhanced oil recovery,as compared to a WAG ratio of 0.5:1,although it may not be as effective for CO_(2) sequestration.

Economic Development Strategies and Optimization of High-tech Development Zones from the Perspective of"Four-transform and Three-famous":Taking Nanchang High-tech Development Zone as an Example

In recent years,high-tech development zones(hi-tech zones)have always occupied a very important position in the strategy of promoting China's innovative development.The combination of the"four-transform and three-famous"coordinated economic development strategy pioneered by Zhejiang Province in 2015 and the coordinated economic development of high-tech zones is particularly important for modern China at a critical time for innovative economic development.In this article,based on the research on the coordination mechanism of economic activities and development of Nanchang High-tech Zone,the development course of high-tech zones in China is elaborated,the early economic models in high-tech zones of Nanchang and China are analyzed,the existing problems in the structure of economic development of high-tech zones are analyzed in depth,the main driving factors for promoting the economic development of high-tech zones are studied from the aspects of capital,space,industry,economic model,etc.,and corresponding development strategies for high-tech development zones in China are proposed.

Analysis of Development Regulation in Chinese Regulatory Planning towards the Main Function Zoning Strategy

China is in a process of rapid urbanization. However, along with the dramatically economic growth, there constantly emerges environmental and social constraints which may be great challenges of China＇s future sustainable development. In order to optimize the developmental mode, the latest national plan, ＂The 12th National Economic and Social Development Plan （2011-2015）＂, is establishing the ＂Main Function Zoning Strategy＂, which could be considered as a new prototype of national spatial plan and may cover all Chinese territories. Based on the latest ＂Main Function Zoning Strategy＂ stipulated in ＂The 12th National Economic and Social Development Plan （2011-2015）＂, the article builds main interlinks between the spatial development strategy and urban regulatory planning. Secondly, regulation factors in Chinese regulatory planning, which may implement the task of main function zoning, have been clarified and categorized. For each regulation factor, its regulation capability is defined by applying a coding method developed by the author. Finally, according to the output of the study, the spatial regulation approaches to implementing the ＂Main Function Zoning Strategy＂ in Chinese regulatory planning are analyzed.

Strategies to Promote Sustainable Development of Industrial Parks in Vietnam＇s Northern Key Economic Zone

Industrial Parks （IPs） in the Northern Key Economic Zone of Vietnam （NKEZ） have been making significant contributions to the development of the zone since the first two industrial parks--Noi Bai in Hanoi and Nomura in Hal Phong--were established 15 years ago. So far, there have been 51 IPs in the zone, covering a total area of 13,000 ha. Such IPs play a crucial role in mobilizing capital from domestic and international investors for investments in infrastructure enhancement, trade and production aimed at promoting the economic structure transition. However, besides the above benefits, there are a number of unstable factors preventing further development of the IPs. Thus, the objectives of this study are two-fold. The first is to analyze the unstable factors, and the second is to map out strategies to enhance sustainable development of industrial parks in Vietnam＇s northern key economic zone.

From strengthening the construction of an innovation system,adhering to the green development model of the industry,advancing the rural revitalization strategy,strengthening the protection and inheritance of cultural heritage,accelerating the development of social undertakings,and expanding the space for regional cooperation,this paper discusses the strategies for the construction of sustainable development experimental zone in Fumian District,Yulin City.It is intended to build Fumian District into a vibrant,economically prosperous,urban and rural integrated,characteristic cultural,safe and harmonious,inclusive and open district.

Shanghai free trade zone ＂2＂ version of the competitive strategy analysis

Shanghai free trade area from 28.78 square kilometers expanded to 120.72 square kilometers, the space has expanded to 4 times the original. But in the second, it is more important to achieve the functional area. 以制度型开放创新为核心 高标准高质量推进中国(新疆)自贸试验区建设

在我国自贸试验区建设十周年之际,2023年10月国务院印发了《中国(新疆)自由贸易试验区总体方案》,正式批准设立中国(新疆)自由贸易试验区,使新疆成为我国第22个自贸试验区,也是我国西北边境地区首个自贸试验区。文章深入研究分析了新疆自贸试验区设立的重大意义,并就自贸试验区在拉动我国经济增长和实现高质量发展中的作用,制度创新在自贸试验区打造一流营商环境、提升现代产业国际竞争力等方面所发挥的作用和影响,以及制度型开放创新与逆全球化背景下深入实施自贸试验区提升战略的关系等问题进行了全面分析与思考。在此基础上,就如何以高水平开放为引领,以制度创新为核心,高标准高质量建设新疆自贸试验区提出了思路与对策建议。

基于多维度分析的浙江共同富裕示范区建设政策文本研究

分析浙江省共同富裕示范区建设的政策文本,揭示其推进工作的目标、路径、手段和措施,以期从顶层设计视角为其他区域推动共同富裕提供有益借鉴。基于政策工具、政策目标、政策主题以及交叉分析等多个维度,分析22份从不同层面推进浙江省共同富裕示范区建设的政策文本内容,深入剖析政策文本的特点与存在的问题。结果表明:(1)从政策工具的使用情况来看,环境型政策工具占比最大,供给型政策工具占比居中,需求型政策工具占比最小,且各大类政策工具内部结构存在差异;(2)从政策的发展目标来看,实施有效占主导地位,共建共享和产业兴旺次之,而风险防范、绿色发展和文化兴盛则占比最低;(3)从政策主题的内容来看,与项目政策推进、实施、共同建设以及文化发扬相关的主题词频次较高,频次居中的是旅游、乡村、共同富裕和示范等,而频次较低的则是全面、协同、数字和管理等;(4)从政策工具—政策目标的交叉对比结果来看,实施有效和共建共享是共同富裕示范区建设最本质的目标,与之对应的政策工具(具体类别)的频次也处于较高的位置,且对政策目标有着相对集中的支持力度;政策目标—政策主题的交叉分析证实,政策主题更倾向于实施有效这一政策目标。为此,要通过补充政策工具短板内容,加大对风险防范的政策工具支撑,提高政策的聚集度,增强政策工具、政策目标与政策主题的匹配度,扩大政策工具支持范围等途径,促进政策文件更好地支撑共同富裕示范区建设。

新发展格局下中国自贸试验区建设的现实约束、演进逻辑与政策取向

在构建新发展格局背景下,我国自贸试验区建设面临泛安全化倾向挤压开放合作空间、国际经贸规则重构抬高开放标准和要求、深层次体制机制障碍亟待突破等现实约束,需要处理好供需动态平衡、内外开放平衡、区域发展平衡,遵循由“效率优先兼顾安全”转向“效率与安全并重”、由“商品和要素流动型开放”转向“制度型开放”、由“产业演化路径依赖”转向“产业链协同创新”的演进逻辑。实施自贸试验区提升战略,要着力提升自贸试验区的平台能级,强化质量与安全导向,聚焦打造多点多极的双循环节点枢纽、提升国际经贸规则制定话语权、扩大产业高质量发展的示范带动效应“三向发力”。实施自贸试验区提升战略的政策取向为:坚持高水平对内对外开放,有效应对“脱钩断链”;对接高标准国际经贸规则,推进高水平制度型开放;破解深层次体制机制障碍,塑造高质量发展新优势。

川渝自贸试验区协同开放空间策略研究

川渝自贸试验区协同开放示范区是成渝地区双城经济圈和西部陆海新通道建设的重要支撑平台。从空间角度研究川渝自贸区协同开放的问题并提出规划策略,是优化配置成渝地区双城经济圈空间资源要素的重要手段。梳理相关政策,明确协同开放的空间内涵及空间要素,从平台要素、通道要素、产业要素入手,分析川渝自贸试验区空间发展现状,总结川渝自贸试验区空间要素存在的问题。以重庆自贸区为例,从优化区域协同布局、促进互联互通共享、增存联动差异引导、创新规划管控方法等方面提出协同开放的空间规划策略。

大都市成长区公共服务设施的配置优化策略——以广州开发区为例

分析大都市成长区公共服务设施配置的特征与存在问题,深入挖掘影响大都市成长区公共服务设施合理配置的因素,全面梳理公共服务设施供需关系的转变趋势,基于此提出大都市成长区公共服务设施的配置优化策略,并以广州开发区为例展开实证分析,以期为同类地区提供借鉴。

区域视角下历史村镇集群区划与保护研究——以重庆欠发达地区为例

随着我国乡村振兴战略的全面推进,历史村镇保护作为实施乡村文化振兴的基础工作越发受到关注。目前城乡历史文化遗产保护理论虽日臻完善,但常规的孤点保护模式却难以解决偏远地区大数量历史村镇的保护问题。立足区域视角,在借鉴历史村镇保护相关理论实践的基础上,文章提出了定义、原则和任务三位一体的历史村镇集群区划理论架构。针对历史村镇集群划归的关键工作,选取重庆欠发达地区的72个历史村镇作为实证对象,依循“筛选集聚中心—构建区划体系—识别集群特性”的技术路径,构建了7大集群区划,并针对集群区内的村镇弱项从空间、产业和文化3大维度提出了适应性保护对策。

考虑需求不确定的响应式接驳公交自适应发车策略优化

传统公交系统融合网约出行的模式之一是需求响应式接驳公交,它定位于连接枢纽站点(如地铁车站、铁路车站或机场),服务客流的集散,其需求响应服务主要指灵活线路的门到门接送,但在发车策略方面仍主要沿用传统的基于时刻表或频率的运营方案。在乘客到达或需求订单不确定的情形下,固定发车间隔可能导致系统过饱和或低饱和等问题,为此,本文提出自适应发车策略,根据乘客累计到达量动态确定发车决策。具体地,引入载客量目标作为发车阈值,称为固定发车阈值和时变发车阈值,前者的发车阈值固定不变,而后者的发车阈值则随时间逐渐降低,对此,构建以期望广义系统成本最小化为目标的数学规划问题,并利用网格搜索方法获得最优解。数值分析结果表明,时变发车阈值模型相比于传统的等间隔发车模型和固定发车阈值模型在需求均值较低或变异系数较高的场景下优势显著,其广义系统成本节约百分比最高可达18%。灵敏度分析表明上述模型的性能也受到乘客的时间价值影响。自适应发车模型具有较广的应用潜力,适当修改后可用于其他形式的公共交通系统。

中国当代陶瓷艺术话语体系内容与构建策略——基于景德镇国家陶瓷文化传承创新试验区建设

中国传统陶瓷艺术话语体系的历史演变主要包括陶器和瓷器两部分,在世界上占据重要地位。中国当代陶瓷艺术话语整体处于弱势地位,应基于景德镇国家陶瓷文化传承创新试验区建设加强构建。中国当代陶瓷艺术话语体系构建的主要内容包括学术理论话语体系、实践创作话语体系、表述方式话语体系和传播媒介话语体系,应采取有效策略加以推进。

南昌市象湖湿地公园消落带植物景观生态修复策略

为减轻城市湿地公园的消落带生态退化问题(环境污染、水土流失、土壤侵蚀、功能退化等),探求高效的生态修复策略。以南昌市象湖湿地公园为研究对象,在系统分析消落带的共性生态环境问题及现状基础上,提出了相应的景观生态修复策略:1)在广泛调查地域性消落带植物种类及其群落组成的基础上,筛选出适合公园环境的湿生植物种类;2)适度调整消落带的护坡和护岸结构,以自然式护岸为主;3)以乡土的湿生植物为主,建议配植适生植物群落,修复受损的消落带生境,形成特色护岸景观。研究城市湿地公园消落带的植物景观生态修复,有利于实现消落带生境修复、景观游憩、水体净化、减污增汇等生态效益,以构建生态环境友好型的消落带景观。
