Open access(OA) resources are becoming a main part of scholarly information. The paper summarizes the fast growth of OA journals and OA repositories, the outstanding OA journal impact increase, the rise of mega-OA jou...Open access(OA) resources are becoming a main part of scholarly information. The paper summarizes the fast growth of OA journals and OA repositories, the outstanding OA journal impact increase, the rise of mega-OA journals like PLoS ONE, the overwhelming support of research communities to open access of publicly funded research, and the quick building up of OA support structures. These forces work together to push scholarly communications toward a turning point where OA resources occupy a major and increasing share of scholarly research resources and when management of OA resources becomes a strategic, yet unfamiliar, and potentially disruptive task for research libraries. This paper is composed of two parts. The first part will focus on the development of OA resources, while the second part will analyze the challenges in management of OA resources and develop an OA resource strategy exemplified by some of NSL's initiatives.展开更多
China′s rare earth industry has shown its strong competence, but notably this competence is mostly based on the comparative advantages in natural resources and production costs that will not provide a long-term momen...China′s rare earth industry has shown its strong competence, but notably this competence is mostly based on the comparative advantages in natural resources and production costs that will not provide a long-term momentum for the growth of the industrial competitiveness. It has become an urgent task now for China′s rare earth industry to improve its competitiveness through adjusting the product structure and enhancing the technological application, to gain much healthier and more sustainable growth in the future. This paper aims to present a new development strategy based on the industry cluster theory to improve the competitiveness of China′s rare earth industry with a case study on the emerging rare earth industry cluster in Baotou. The paper first reviews the cluster theory and explains why it matters to industrial competitiveness briefly, and then proposes a general framework for implementing cluster policies and strategies in practice. Following that, a case to study the emerging rare earth industry cluster in Baotou was presented and a cluster initiative based on the general framework was developed. The objectives of the cluster initiative and the role of government on initiative organizing and cluster upgrading were discussed in detail. In the end, general implications drawn from the case of Baotou were summarized, which try to provide some insights for applying cluster-based strategies to the rare earth industry of China.展开更多
Purpose: This paper describes the strategies and practices of National Science Library(NSL),Chinese Academy of Sciences(CAS) in promoting open access(OA) and developing OA resources.Design/methodology/approach: Multi-...Purpose: This paper describes the strategies and practices of National Science Library(NSL),Chinese Academy of Sciences(CAS) in promoting open access(OA) and developing OA resources.Design/methodology/approach: Multi-facet frameworks are devised to guide the development of OA strategies and practices. Key OA initiatives are briefly described along the main aspects of the strategies as they contribute to implementation of the OA strategies.Findings: NSL defined its role as the Chief OA Officer for CAS and a key OA promoter for China. Accordingly,NSL has engaged in multiple fronts of promoting OA,including development of OA strategies for CAS,establishment of itself as an OA knowledge &promotion center,development of the CAS IR system,and support for OA publishing by CAS authors.Research limitations: OA is still evolving,so are the strategies and practices as many actions are experimental and explorative in nature. Open books,open data,and open educational resources are yet to be covered. Comparative studies are needed,so is the evidence-based impact analysis.Practical implications: Institutions can adopt,adapt,or compare with examples and lessons learned are described here.Originality/value: The multi-faceted frameworks,working principles,and lessons learned are based on NSL's practices which can be valuable to the overall OA development.展开更多
The Islamic State,also known as ISIS or ISIL,is the most extreme manifestation of a Muslim response to the history of the past few centuries.The mystery of ISIS attracts both academic scholars and political decision-m...The Islamic State,also known as ISIS or ISIL,is the most extreme manifestation of a Muslim response to the history of the past few centuries.The mystery of ISIS attracts both academic scholars and political decision-makers to debate drastically.This essay attempts to illuminate three issues of ISIS:the nature of ISIS,the relationship between ISIS and European Muslims,and US strategy towards ISIS.Firstly,ISIS is much more a terrorist organization than a functioning terrorist political entity.Secondly,the phenomenon of many European Muslims joining and fighting for ISIS has numerous reasons:not only because of the failure of the top-down integration policies of European countries,but also the bottom-up maladjustment of European Muslims;not only on account of the internal structural problems on the identity,but also the external stimulating factors,such as“anti-Islamism”or“Islamophobia”.Thirdly,in the guidance of its“ambiguous”strategy towards ISIS,US implements“multilateral”policies and“limited”measures against ISIS.In conclusion,this essay analyzes the impacts of ISIS on the regional and international order as well as its security.展开更多
