Countermeasures for the Protection and Sustainable Development of Forestry Resources

Firstly,the problems of the protection and sustainable development of forestry resources were analyzed,such as lack of overall planning for the protection of forestry resources,insufficient investment in the protection of forestry resources,etc.Afterwards,the corresponding countermeasures were proposed,such as making overall planning for sustainable forestry development,increasing the investment in the protection of forestry resources,improving the forestry management system,etc.

Distribution characteristics of China's key cultural relic tourism resources and suggestions to its development and protection

SPSS13.0 was used to process the data of the 1-6 batch of key cultural relic conservation units promulgated by the State Administration of Cultural Heritage of China;and multi-element evaluation method was used to calculate the composite distribution index.The spatial distribution of cultural relics of provinces in China can be divided into four grades,namely:very rich areas,rich areas,poor areas and very poor areas;the article analyzes the characteristics of cultural resources in spatial and temporal distribution.The paper holds that(1)the distribution of China's cultural relic tourism resources is relatively concentrated,different sharply from region to region,with more Han nation's heritage,less relics of the ethnic minorities;(2) Henan,Hebei,Shaanxi,Shanxi Province are the main regions with heavy distribution of cultural resources;(3) relics appeared in specific time periods in China's history.Ming and Qing Dynasties,Sui,Tang and Five Dynasties,Song,Liao and Jin,the Western Han,Shang and Zhou dynasties,the New Stone Age are the major periods producing more cultural relics.This paper also analyzes relationships of the emergence of cultural relics with production technology,specific historical process,specific geographical location,political system,religion,national culture,customs,architectural styles and techniques of the traditional cultural educational system.Finally,the paper discusses the development and protection of heritage.

Study on the Development and Protection of the Historical Figures Resources in China＇s Guangxi Border Areas -- Mrs. WA Cultural Resource Is Taken for Example

Guangxi is in the southwest border of China, and Guilin landscape and ethnic customs as the two ＂trump cards＂ have been widely utilized in the communication between Guaaagxi and the outside world. In fact, Guangxi owns many cultural resources such as humanity history, characteristic diet, and local operas to be further promoted, among which historical figures resources are especially abundant. However, the development and protection of the historical figures resources are inconsistent with the current economic and social development, and feature obviously certain hysteresis. In this paper, by taking Mrs. WA who was a heroine of the Zhuang nationality to resist foreign invasions in the Ming Dynasty, the necessary development road of the historical figures resources is explored based on analyzing the current development and protection of the historical figures resources in China＇ s Guangxi border areas, and then innovative concepts and new ideas are proposed with great efforts.

Relationship between Environmental Tax and Sustainable Development

[ Objective] The study aimed to discuss the relationship between environmental tax and sustainable development in China. E Method From the aspects of economic growth, development mode, environmental consciousness of national people, equity and efficiency, we analyzed the relationship between environmental tax and sustainable development in China, then studied the current taxation systems aiming at sustainable devel- opment. [ Result] In China, the design idea of present taxation system is not suitable for sustainable development, and a complete and scientific environmental tax system has not been established. Environmental tax indicates fairness principle, promotes equal competition and economic struc- ture adjustment, and enhances the environmental consciousness of national people. [ Conclusion] Environmental tax is not only an important sys- tem guarantee for the implementation of scientific development concept and circular economy, but also an effective method for governments to pro- tect environment and realize sustainable development.

A holistic approach to creating a new yangtze river basin protection legislation

The protection of the Yangtze River Basin is a top priority in China,and the National People's Congress(NPC)Standing Committee has started to draft a new protection legislation specifically for the Yangtze River Basin.The Basin forms the epicenter of environmental,social,and economic life.Any efforts to protect the Basin must accommodate several competing interests from a multiplicity of interested parties and stakeholders such as local governments,villages,and business enterprises.Current relevant institutions and organizations are unable to sufficiently ensure environmental protection and green development in the Basin.The NPC Standing Committee must thus adopt a more holistic approach when creating new protection legislations aimed at the Yangtze River Basin.

Environmental issues and countermeasures in exploiting water resources of rivers

Based on affirming the tremendous benefits that water resources of rivers can provide in their exploitation, main environmental problems and their countermeasures have been proposed and analyzed in this paper. It is argued that multiple measures should be applied to solving those problems by simultaneously carrying out engineering measures, scientific research and also programs to cultivate the society’s awareness, aimed at a sustainable development strategy for exploiting water resources.

Protect the Environment and Speed up the Sustainable Development of Chinese Agriculture

COMPREHENSMIVE PLANNING FOR WATER RESOURCES EXPLOITATION AND WATER POLLUTION CONTROL FOR CHANGLI COUNTY--A CASE STUDY FOR SMALL TOWNS OF CHINA

One of the major characteristics about the water resources and water pollution in China is that the southem part of the country is endowed with abundant water resources with serious water pollution occurring in some areas, whereas the northem part is endowed with limited water resources with relatively more serious water pollution existing in some areas. Urban areas have been mainiy affected by point source pollution while ecological damage is most serious in rural areas and small towns. With rapid development of socio-ecomony and urbanization, many new small towns have occurred in China, and the concemed ecological problems such as water pollution and soil erosion have been gradually changed into local point source pollution. Water envirormental problems are geding more and more serious. To resolve the above mentioned problems and to provide a mode for towns in North China, the Research Center of Water Problems of Chinese Academy of Sciences undertook the research project of comprehensive planning of urban environment of Changli County, Hebei Province. Conceming the limited financial strength of the county and its relatively low level of socio-economic development, the planning is aimed to protect and to improve Changli's environment with the least cost, to promote the suitable development of socio-economy of Changli County, and to carry out effective environmental regulations, control and managemeat.

Innovative development path of ethnomedicines： a case study

Innovative development extends the vitality of ethnomedicines. Developing ethnomedicines is not only beneficial to the public but also to the related industry and transforms economic growth, driving local social and economic development further. Its economic benefit can be used to optimize and promote the hardware and software of the platform, as well as support the sustainable development of ethnomedicines. Apart from research and discussion on the innovative development of ethnomedicines on the basis of theory and regulations, this series of articles also summarizes cases that are conducive to the overall understanding of the necessity and feasibility of the innovative development. In terms of industrial development, large enterprises and products, such as Yunnan Baiyao, Guizhou Miao ethnomedicines, Cheezheng Tibetan Medicine, products developed from Dengzhanhua （Erigeron breviscapus）, the Gold series of Yi ethnomedicines, and products developed from Sanqi （Panax notoginseng）, in China are introduced and summarized, focusing on resource superiority, sustainable innovation, standard research and development, and production, as well as intellectual property protection.

Resource Flows of Villages with Contrasting Lifestyles in Nanda Devi Biosphere Reserve, Central Himalaya, India

Resource use efficiency analyses of village ecosystem are necessary for effective and efficient planning of resource utilization. This paper deals with economic and energy input-output analyses of different components of village ecosystem in representative buffer zone villages, which are practicing transhumance and settled way of lifestyles in Nanda Devi Biosphere Reserve （NDBR） of Garhwal Himalaya. While the villages practicing transhumance used various natural resources spatially segregated,the villages practicing settled way of lifestyle have to manage resources from a limited spatial area through rotation and varied extraction intensities. Forests subsidized the production activity in both type of villages and the per capita resource extractions were found to be greater in tran^humance village than settled village. Though crops provided maximum energy, in terms of economic criteria, animal husbandry played important role in both settled and transhumance villages. As villages representing both the situations showed different ways of adjustments to the conservation oriented land use changes, management authority needs to address the eco-development plans fulfilling the aspirations of all people traditionally using the resources of the Reserve to reduce the conflicts and encourage their participation in the conservation of the area.

耕地保护补偿制度的定位反思与规范重构

研究目的:探析耕地保护补偿制度的立法定位,准确把握耕地保护补偿制度的调整范畴,为正在制定的《耕地保护法》关于“国家建立耕地保护补偿制度”提供具体的立法建议。研究方法:规范分析法和制度目标分析法。研究结果:(1)耕地保护补偿制度在认识论层面,耕地权利设限与补偿的法权基础模糊;在本体论层面,耕地保护补偿的内涵外延尚存争议;在价值论层面,生态供益与增益的激励属性无从彰显。(2)耕地具有资源利益和生态利益一体两面共存的属性,《耕地保护法(草案)》相关条款仍是在“资源—管制”立法理念下的产物,存在显著构造缺陷。(3)以补偿目的为基准,该制度涵盖耕地资源存续补偿与耕地生态保护补偿;以补偿属性为基准,该制度包括耕地保护填平补偿与耕地保护奖励补助。研究结论:建议通过“一般规定+具体制度群”的立法模式在《耕地保护法》中完善耕地保护补偿制度,从而实现该制度维护粮食安全和生态安全的目标定位、价值导向和功能预设。

黄河流域“水资源-生态保护-高质量发展”空间均衡性诊断

为促进黄河流域空间均衡发展,在测算黄河流域9个省区水资源可承载水平、经济社会发展水平以及生态保护水平的基础上,分析了各省区内部水资源、生态环境和经济社会3个子系统间的耦合协调发展水平,并分别以水与经济均衡、水与生态均衡、经济与生态均衡为子目标,构建了空间均衡性诊断模型,对黄河流域相邻“省区对”进行了空间均衡性诊断,反向追踪各“省区对”空间不均衡的原因。结果显示:除宁夏、甘肃外,黄河流域其他省区内部3个子系统间均已达到初级或中级协调发展阶段;黄河流域上游和下游的相邻“省区对”分别通过了均衡性判别;宁夏、甘肃、山西和内蒙古4个省区严重影响了省区间的均衡性,抑制了黄河流域整体的空间均衡发展。

长江经济带工业资源环境协调发展研究

正确把握工业发展、资源利用和环境保护三者耦合协调关系,对于进一步推动长江经济带高质量发展具有重要意义。本文对2000—2022年长江经济带工业资源环境耦合协调发展水平及其动力因素进行分析。研究发现:长江经济带全域工业发展水平不断提升,资源利用水平总体平稳上升,环境保护水平先降后稳。长江各区域耦合协调度稳定提升,由高到低依次为:下游地区>全域>中游地区>上游地区。空间分布为“中间低两翼高,北部高南部低”,呈现“江浙”保持引领、“沪渝”相对缓慢、“湘鄂”稳步提升、“赣皖”逐步发力、“云贵川”发展放缓的格局。各动力因素对耦合协调度的影响各有差异,地区不对称性明显。因此建议:构建系统融合发展机制,坚持强化区域协同融通,推动资源要素顺畅流动。

广西芒果种质资源保护利用现状及发展思路

广西芒果种质资源丰富,多年来在芒果种质资源保护政策法规体系和资源保护体系建设、保护成果产出、种质利用创新、新品种培育等方面为产业发展做出了巨大贡献,芒果种质资源保护与利用成效显著,但仍然存在保护制度不健全、长效机制未形成,共享意识薄弱、共享机制缺乏,鉴定评价滞后、开发利用效率低,管理体制尚不健全、统筹规划力度不大等问题。建议建立长期芒果种质资源保护和创新发展目标,全面普查收集芒果种质资源,加强广西芒果种质资源保护体系建设,加大芒果种质资源鉴定评价工作力度,构建合理的芒果种质资源共享机制,成立芒果育种联合攻关组,加大财政支持力度,调动科技人员积极性,健全种质资源保护管理体系,为广西芒果产业的健康发展打下坚实基础。

IP旅游视角下娄底旅游业高质量发展研究

为探究IP旅游视角下娄底旅游业高质量发展问题,采用案例分析法对娄底旅游区的接待情况、旅游发展数据、山水IP与人文IP资源以及具体的旅游业高质量发展案例进行深入分析。结果表明,娄底旅游区通过打造有特色的旅游IP和提升旅游体验质量有效促进了旅游业的高质量发展,以IP为核心的旅游业发展策略不仅有助于保护和传承自然与文化遗产,也为促进地方经济发展和提升地方品牌形象提供了有效途径。为此,娄底市应进一步加强旅游IP品牌建设与旅游体验质量提升,强化旅游产业链的整合与科技创新,加强旅游业与生态保护融合发展,从而促进娄底旅游业持续高质量发展。

低碳绿色背景下体育场馆的建设理念

文章探讨了体育场馆中生态建设与可持续发展之间的关系。针对体育场馆建设和运营中的环境问题,包括能源消耗与碳排放、环境污染以及资源浪费,提出了一系列解决方案。通过采用可再生能源、太阳能光伏清洁能源和优化能源效率等措施,可以降低体育场馆的能源消耗和碳排放。通过引入碳抵消机制和碳减排措施,体育场馆可以实现碳中和碳减排的目标。同时,通过建立合理的废物管理系统、推行循环经济理念和引入新技术,可以将废物转化为资源,实现资源的可持续利用。

自然资源资产离任审计、环保回应与企业高质量发展

以2014—2022年沪深A股上市公司为样本,将资源型和重污染型企业作为实验组,其他类型企业作为对照组,采用双重机器学习模型考察自然资源资产离任审计常态化对企业高质量发展的影响。研究发现,自然资源资产离任审计能够促进资源型和重污染型企业高质量发展;机制检验结果表明,自然资源资产离任审计常态化能够增强政府环境监管力度和提高企业绿色治理绩效,通过这两类环保回应行为可以促进企业高质量发展;异质性分析发现,自然资源资产离任审计对企业高质量发展的促进作用在融资约束程度较大和受政府干预较强的企业中更为明显,且绿色投资者能够强化这种作用。
