Nowaday more and more R&D policy makers are concerning the resource allocationpattern on Basic Research,haowever answers satisfing to the utmost degree have not been gotten. By the thought of coordinative development between Science & Technology, economy, education and environment, this paper tries to deal with the problems facing China on the resource allocation of Basic Research. A comparative study on both developed and developing countries is made. In the meantime, the mechanism of the coordinative development between Science & Technology, economy, education and environment as well as the coordinative development between Basic Research, Applied Research & Development are explored. Based on the comparative study and mechanism analysis, a system dynamic model is constructed, and several policy tests are made, focusing on the analysis of scale & speed of resource allocation policy of Basic Research in China. 展开更多
