NEW REGULATIONS ON IMPORT AND EXPORT MANAGEMENT RIGHTS GRANTED TO COMMERCIAL AND MATERIAL SUPPLY ENTERPRISES

With the approval of the State Council, State Economicand Trade Commission, Ministry of Foreign Trade and EconomicCooperation and Ministry of Internal Trade recently issued theCircular Regarding Some Relevant Issues in Granting Import andExport Management Rights to Commercial and Material SupplyEnterprises. It means that work ofgranting import and exportmanagement rights has from a trial been led onto the right path ofexamination and approval. The principle of examination and ap-proval, conditions, and the procedure of reporting to a higher in-stitution shall still be in conformity with the relevant regulationsprescribed in Decree No.76 (1993) of the State Council.In November 1993, the State Council approved and trans-mitted Opinions on Experiment of Granting Import and ExportManagement Rights to Some Commercial and Material Enterprisesby State Economic and Trade Commision, Ministry of ForeignTrade and Economic Cooperation and Ministry of Internal Trade.Totaling 206 commercial (including grain and supply and sale)and material supply enterprises are put to trial and granted

Combining the theory and practice comparison of enterprise supply chain management at home and abroad, we can find that the theory and practice of Chinese enterprises supply chain management are falling behind developed countries In the new economic background, research and discussion of China＇ s enterprise supply chain management theory and practice, is helpful to promote the enterprise comprehensive competition ability and improve the economic benefit of enterprise.

Fuzzy neural and chaotic searching hybrid algorithm and its application in electric customers’s credit risk evaluation

To evaluate the credit risk of customers in power market precisely, the new chaotic searching and fuzzy neural network (FNN) hybrid algorithm were proposed. By combining with the chaotic searching, the learning ability of the FNN was markedly enhanced. Customers’ actual credit flaw data of power supply enterprises were collected to carry on the real evaluation, which can be treated as example for the model. The result shows that the proposed method surpasses the traditional statistical models in regard to the precision of forecasting and has a practical value. Compared with the results of ordinary FNN and ANN, the precision of the proposed algorithm can be enhanced by 2.2% and 4.5%, respectively.
