Zambia like any other country in most African regions is still grappling with the dynamics of harnessing technology for the betterment of Higher Education. The onset of the Covid 19 pandemic brought a test for the preparedness of the Zambian Higher Education Institutions (HEIs) in harnessing technology for pedagogical activities. As countries worldwide switched to electronic learning during the pandemic, the same could not be said for Zambian HEIs. Zambian HEIs struggled to conduct pedagogical activities on learning management platforms. This study investigated the factors affecting the implementation and assessment of learning Management systems in Zambia’s HEIs. With its focus on assessing: 1) system features, 2) compliance with regulatory standards, 3) quality of service and 4) technology acceptance as the four key assessment areas of an LMS, this article proposed a model for assessing learning management systems in Zambian HEIs. To test the proposed model, a software tool was also developed. 展开更多

A learning management system(LMS)is a software or web based application, commonly utilized for planning, designing, and assessing a particular learning procedure.Generally, the LMS offers a method of creating and delivering content to the instructor, monitoring students’involvement, and validating their outcomes.Since mental health issues become common among studies in higher education globally,it is needed to properly determine it to improve mental stabi-lity.This article develops a new seven spot lady bird feature selection with opti-mal sparse autoencoder(SSLBFS-OSAE)model to assess students’mental health on LMS.The major aim of the SSLBFS-OSAE model is to determine the proper health status of the students with respect to depression, anxiety, and stress(DAS).The SSLBFS-OSAE model involves a new SSLBFS model to elect a useful set of features. In addition,OSAE model is applied for the classification of mental health conditions and the performance can be improved by the use of cuckoo search optimization(CSO)based parameter tuning process. The design of CSO algorithm for optimally tuning the SAE parameters results in enhanced classifica-tion outcomes. For examining the improved classifier results of the SSLBFS-OSAE model,a comprehensive results analysis is done and the obtained values highlighted the supremacy of the SSLBFS model over its recent methods interms of different measures. 展开更多

In the field of model-based system assessment, mathematical models are used to interpret the system behaviors. However, the industrial systems in this intelligent era will be more manageable.Various management operations will be dynamically set,and the system will be no longer static as it is initially designed. Thus, the static model generated by the traditional model-based safety assessment(MBSA)approach cannot be used to accurately assess the dependability. There mainly exists three problems.Complex:huge and complex behaviors make the modeling to be trivial manual;Dynamic:though there are thousands of states and transitions, the previous model must be resubmitted to assess whenever new management arrives;Unreusable:as for different systems, the model must be resubmitted by reconsidering both the management and the system itself at the same time though the management is the same.Motivated by solving the above problems, this research studies a formal management specifying approach with the advantages of agility modeling, dynamic modeling, and specification design that can be re-suable.Finally,three typical managements are specified in a series-parallel system as a demonstration to show the potential. 展开更多

Great transformations in technology have affected the education sector in the recent years. The mode of teaching, learning and assessment have been transformed from brick and mortar enabling Several Universities to utilize the Learning Management System to reach out to distance learners.Whereas student centered distance learning requires that students collaborate on their learning tasks and obtain timely feedback;this is not the practice with lecturers at universities.Their practice of using LMS does not meet students’requirements in distance learning because it is not adquently authentic. While distance learners are on the LMS,they should be able to engage with content that stimulates authentic context, authentic activity, expert performance and multiple perspectives. However, the content we see on the LMS that these distance students engage with does not portray authentic context, authentic activity, expert performance and multiple perspectives. This research seeks to answer the following question:How is content designed on MUELE platform? An action research case study was adopted where six course units were observed online and eight participants interviewed, guided by Herrington and Oliver(2000)framework for authentic learning.Data was analyzed and findings revealed that most content was not designed in line with authentic principles especially in theoretical courses which contradicts the framework for authentic learning. In conclusion, authentic learning principles provide effective guidelines for implementing teaching and assessments online. Therefore, the study recommends that;the design of content in all courses should follow the authentic learning principles, such as authentic context, authentic activity, multiple perspectives and expert performances.Lastly, teacher motivation and training on how to assess students in an online environment needs to be encouraged. 展开更多

The objective of this paper is to demonstrate how assessment of seismic vulnerability can be effective in protection against earthquakes.Findings are reported from a case study in a densely populated urban area near an active fault, utilizing practical methods and exact engineering data.Vulnerability factors were determined due to technical considerations, and a field campaign was performed to collect the required data.Multi-criteria decision making was carried out by means of an analytical hierarchy process including a fuzzy standardization.Earthquake scenarios were applied through an implicit vulnerability model.GIS was utilized and the results were analyzed by classifying the state of vulnerability in levels as very low, low, moderate, high, and very high.Seismic resilience was evaluated as vulnerabilities below the moderate state, being about 40% in an intensity of 6 Mercalli and less than 10% in 10 Mercalli. It is concluded that seismic resilience in the area studied is not acceptable, the area is vulnerable in the expected scenarios, and due to the high seismicity of the region, proper crisis management planning is required in parallel with attempts toward retrofitting. In this regard,an emergency map was developed with reference to the assessed vulnerabilities. 展开更多

Strategic management (SM) practice was as-sessed in all HCFs both in the public and private and some chemical shops within the Dangme West district using semi-structured question-naires. In-depth interviews were carried out with healthcare managers in their clinical setting. The study utilized both qualitative and quantitative methods in describing the SM practice. Healthcare managers were using all the elements of SM in the management of malaria but these were not holistically coordinated. Present were short ranged informal planning based on the objectives of NMCP and day-to-day operation of the HCFs especially with Ghana Health Service facilities. Due to homogenous nature of Dangme West district, management of culture wasn’t given much attention by healthcare managers though healthcare providers were acutely aware of its importance to quality service delivery. Competition was woefully absent in the healthcare environment. No formal structure has been created for the management of malaria control activities with the exception of the involvement of Community Based agents. The district was widely implementing all the strategies of the NMCP with favourable outcomes. 展开更多

Since standardization is an important safety measure in healthcare systems, it is essential to systematically assess the effects of introducing new and increasingly complex medical equip-ment, such as infusion devices. In this study, we compared the effects of standardized polyvinyl chloride (PVC)-free closed-system integrated infusion devices with conventional infusion de-vices. Specifically, we assessed the safety, work efficiency, user-friendliness, and cost effec-tiveness of these devices. Compared with con-ventional infusion devices, integrated PVC-free infusion devices were more expensive to pur-chase and dispose, but were safer and more user-friendly and efficient. Although it would be preferable to use standardized infusion devices in all hospital departments, their cost may limit their application to departments that use high-risk treatments, where they would be most beneficial. 展开更多

The Hobq Desert is the seventh largest desert in China. Since 1988, the effects of ecological management in Hobq Desert have been obvious and a typical desertification control model developed gradually, which is well known as the "Hobq model". It is important to evaluate the comprehensive benefits of the "Hobq model", but this has not been addressed in previous studies. Thus, we established an index system to comprehensively evaluate the benefits of the "Hobq model", using an analytic hierarchy process method from 1988 to 2013. The results show the following: ecological benefits of the "Hobq model" had a positive trend, but with fluctuations during 2008 and 2009; economic benefits increased by 74% and the maximum value occurred in 2013; and social benefits increased steadily, but with fluctuations in 2010 and 2011. The social benefits were higher than ecological and economic benefits in the same period. Trends in overall benefits of the "Hobq model" were similar to changes in ecological benefits, which increased each year. 展开更多

This introduces various challenging security issues. Among these trusting, the resources to be shared and coordinated with the dynamic and multi-institutional virtual organization environment becomes a challenging security issue. In this paper, an approach for trust assessment and trust degree calculation using subjective logic is suggested to allocate the Data Grid or Computational Grid user a reliable, trusted resource for maintaining the integrity of the data with fast response and accurate results. The suggested approach is explained using an example scenario and also from the simulation results. It is observed that there is an increase in the resource utilization of a trusted resource in contrast to the resource which is not trusted. 展开更多

Technology is increasingly being used by organisations to mediate social/business relationships and social/business transactions. While traditional models of impact assessment have focused on the loss of confidentiality, integrity and availability, we propose a new model based upon socio-technical systems thinking that places the people and the technology within an organisation’s business/functional context. Thus in performing risk management in a cyber security and safety context, a detailed picture of the impact that a security/safety incident can have on an organisation is developed. This in turn stimulates a more holistic view of the effectiveness, and appropriateness, of a counter measure. 展开更多

Many specific methods have been found to assess risk in a port area or operation. A review is presented in different approaches on human and environmental risks in port area. On the other hand, there is no specific risk management method or fi'amework to cope with threats and hazards regarding on port machines or material accidents and port assets damages or losses. This paper presents a risk management methodology, seeking to investigate a process of assessing the assets hazards and damages into the domain of port container terminal, by taking into account its different factors and their mutual influences. This methodology constitutes a decision support framework that will be used to conduct port to port risk evaluations or to assess a whole port's and terminal's risk level in the critical field of assets damages and losses, in order to facilitate improvement strategies. These issues require efficient risk management techniques. The success of construction companies running projects in international markets depends on how the risks arise from the host country conditions as well as the project specific risk factors. Successful management of risks requires identification of risks, construction of a risk model which can be used to assess the magnitude of risks, and implementation of response strategies so that an acceptable risk-return balance can be achieved. The project success usually depends on the combination of all risks, response strategies used to mitigate risks, and a company's ability to manage them. There exists a need to develop risk models containing the risks of doing business in international markets and factors that affect manageability of these risks. One of the market's critical challenges is scheduled management and the understanding and application of program management. This paper uses systematic risk identification, classification and analysis, and measurement and response methodologies to help international contractors quantify the risks of project development and accomplishment. 展开更多

Due to long and irrational land-utilization, Ukraine deals with one of the most strained ecological situations in Europe. This work is devoted to the study of land resources transformation that was caused by human activity. The subject of study is to assess and forecast physical land and soil degradation, associated with the technical intensification of hazardous exogenous processes. The research is based on the use of methods of ecologic-geomorphological analysis, mathematical-statistical modeling and forecasting. This project gives characteristics to the main anthropogenic factors of threats and risks to land and soil, which take place in the territory of Ukraine. The estimation was conducted relatively dangerous hydrological and geological processes that are key factors of physical degradation of resources. These processes include erosion, flooding, secondary waterlogging, landslides and other collapsed phenomena. Graphic models reflect specific factors and environmental consequences of the most dangerous exogenous processes. Predicted is the development of dangerous hydrological and geological processes, influenced by technogenic factors. Different scenarios of physical land degradation are developed by the example of a specific technonatural geosystem. A measurement system of the sustainable usage and management of soil condition in Ukraine is improved. 展开更多
