By employing this system, the responsible municipal departments can make rapid prediction before the occurrence of earthquake or tsunami, make commanding decisions concerning the disaster-fight during the disastrous event, and make rapid estimates of the casualties and economic losses. So that the government could conduct relief work in time and planning for future disaster reduction and prevention.展开更多
This paper explores medical rescue model of trans-regional emergency response which shall be suited to administrative border areas for the sake of more efficient performance of emergency medical rescue in border areas...This paper explores medical rescue model of trans-regional emergency response which shall be suited to administrative border areas for the sake of more efficient performance of emergency medical rescue in border areas. Benefited from the existing emergency medical resources in the regional cooperation and the grid management theory, this paper establishes the emergency rescue mechanism featuring'information exchange, resource sharing, and authorized command' by analyzing the shortcomings of current emergency management mechanism in the border areas around Yinchuan. A linkage mechanism should also be set up between two parties (multiple parties) in the border areas for a better command and dispatch platform, as well as drawing up emergency response plan and organizing trans-regional emergency drills. The solution lies in the more efficient treatment of emergency response in border areas. Taking response time for emergency call as the sole criterion, this paper suggests on the establishment of'integrated, coordinated, linked, and effective' medical rescue mode of regional emergency response linkage in a multi-level and grid-based way and an emergency rescue mechanism with characteristics of'information exchange, resource sharing, and authorized command'. It is of great significance to improve emergency response time in the border areas around Yinchuan and utilization of emergency rescue resources, to enhance coordinating work of emergency systems in different administrative regions, and to achieve an emergency response network seamlessly connected with different regions.展开更多

Objective: To study the public health Emergency Operations Centers(EOCs)in the US, the European Union, the UK and Australia, and summarize the good practice for the improvement of National Health Emergency Response Co...Objective: To study the public health Emergency Operations Centers(EOCs)in the US, the European Union, the UK and Australia, and summarize the good practice for the improvement of National Health Emergency Response Command Center in Chinese National Health and Family Planning Commission. Methods: Literature review was conducted to explore the EOCs of selected countries. Results: The study focused on EOC function, organizational structure, human resources and information management. The selected EOCs had the basic EOC functions of coordinating and commanding as well as the public health related functions such as monitoring the situation, risk assessment, and epidemiological briefings. The organizational structures of the EOCs were standardized, scalable and flexible. Incident Command System was the widely applied organizational structure with a strong preference. The EOCs were managed by a unit of emergency management during routine time and surge staff were engaged upon emergencies. The selected EOCs had clear information management framework including information collection, assessment and dissemination. Conclusions: The performance of National Health Emergency Response Command Center can be improved by learning from the good practice of the selected EOCs, including setting clear functions, standardizing the organizational structure, enhancing the human resource capacity and strengthening information management.展开更多

An anticipatory life cycle assessment of cultured meat published in 2011 suggested it could have a smaller impact than agricultural meat in all categories except energy consumption. As with most technologies, cultured meat will almost certainly be accompanied by unintended consequences as well as unforeseen costs and benefits that accrue disproportionately to different stakeholders. Uncertainty associated with new engineered products cannot be completely eliminated prior to introduction, but ongoing environmental assessments of the technologies as they advance can serve to reduce unforeseen risks. Given the pace at which tissue engineering is advancing, systemic assessments of the technology will be pivotal in mitigating unintended environmental consequences.展开更多
