Tibet:14 Years of Brilliant, Extraor Achievements——An interview with Raidi, vice-chairman of the Standing Committee of the National People's Congress

Tremendous changes have takenplace in Tibet under the state policy of reform andopening up to the outside world, especially over thepast 14 years since the Fourth Plenary Session of the13th Central Committee of the Chinese CommunistParty. Unprecedented are the development of the localeconomy, and so are the changes in the outlook ofcities and countryside in the region, and life of ethnicTibetan has kept improving.Raidi, vice-chairman of the Standing Committee ofthe National People's Congress (NPC), is a mostqualified eyewitness to these changes. He was born intoa serf's family before the Democratic Reform in thelate 1950s, and had worked on various leading posts inTibet before he was elected to NPC, China's highestlegislature. In July 1990, Jiang Zemin, then generalsecretary of the CPC Central Committee, cited Raidi asan example when speaking on the question of humanrights during an inspection tour of Lhasa. Said he,'What do human rights mean? Comrade Raidi, aformer serf, now works as the second most seniormember of the Chinese Communist Party Committee ofTibet Autonomous Region, his experiences bring outthe meaning of human rights. 高质量发展指标体系构建与区域比较分析

基于党的二十大报告从六个维度构建高质量发展指标体系,对中国2012—2020年236个城市高质量发展水平进行测算及分析。研究结果发现:全国及各地高质量发展水平总体呈现持续提高的趋势。分区域来看,东部高质量发展水平领先于中部和西部,中部略优于西部。分维度来看,区域协调发展最快并成为促进全国高质量发展的主要因素,绿色发展与对外开放程度则有所下降;对外开放、科技创新和区域协调发展是推动直辖市高质量发展的三大维度;市场化程度、区域协调发展以及科技创新对省会(首府)城市高质量发展水平赋能显著;市场化程度和科技创新则是副省级城市高质量发展的重要助力因素。基于此,应进一步巩固头部城市高质量发展成果,充分发挥省会(首府)城市、头部梯队城市等在城市群中的带动作用,并因地制宜增强各地高质量发展的驱动力。

全过程人民民主视域下人大代表联络站的功能定位与完善路径

人民代表大会制度是实现我国全过程人民民主的重要制度载体,而人大代表联络站则是我国人民代表大会制度和全过程人民民主在基层的生动实践平台。近年来,人大代表联络站得到快速发展,但也同样面临一系列困境与挑战。因此,进一步厘清人大代表联络站的功能定位、践行全过程民主模式、完善人大代表联络站制度具有重要的理论价值和现实意义。已有研究缺乏对人大代表联络站的实践发展进行全方位的理论探讨和系统总结。本文基于全过程人民民主视角,分别从法律定位、政治定位、角色定位和实践定位四个维度阐释人大代表联络站的具体功能定位,梳理浙江省人大代表联络站践行全过程人民民主的创新模式和做法,剖析人大代表联络站在身份认同、代表履职、实践功能、组织建设和协商议事等五个方面所面临的主要困境,最后提出完善人大代表联络站的对策路径。

“三位一体”引领下中国式高等教育高质量发展的系统逻辑与行动路向

党的二十大报告对“三位一体”协同发展,既强劲支撑中国式现代化伟业建设作出了系统性阐述与战略性部署,也为高等教育高质量发展指明了方向。“三位一体”引领下中国式高等教育高质量发展的系统逻辑是高等教育具有自成系统与互成系统的双重属性,依赖并支撑“三位一体”协同演变。新时代推进中国式高等教育高质量发展的多元融合行动路向是科学全面把握高等教育之于“三位一体”复杂系统的逻辑关系和多元适应性主体涌现出的复杂行为,以坚持系统认知、以人为本、功能耦合、内外融合为行动准则,奋力推进中国式高等教育现代化进程。

论全过程人民民主的民主治理结构及其特征

全过程人民民主是习近平新时代中国特色社会主义思想的重要内涵,也是理解当下中国现实民主政治制度运行特征的重要制度抓手。全过程人民民主既兼具传统民主体制下高度关注民主主体的来源、民主内涵的确定性和民主存在与否的界定标准等民主的正当性问题,也注重如何运用现代科学技术不断提升民主活动的技术保障能力和水准、不断提高社会主义民主的主体人民参与民主政治建设活动的效率。“新质生产力”推动了“新质生产关系”的确立,“新质”生产力和生产关系的有机结合形成了“新质经济基础”,并在此基础上,按照马克思主义基本原理,推动上层建筑自身内涵的变革,形成了“新质上层建筑”。由互联网、大数据、AI等新技术推动形成的“新质生产力”不断壮大和发展的结果,对社会主义民主的影响就是必然会催生“新质民主”,这一“新质民主”中的“新质”集中体现为“全过程”,因此,“全过程人民民主”作为“新质民主”的制度表现形式,改善了民主自身的治理结构,并呈现出“全链条、全方位、全覆盖”的民主治理特征。

On November 8, 2022, the symposium on “Deeply Studying and Implementing the Spirit of the 20thCPC National Congress and Adhering to the Chinese Path of Human Rights Development” was held by the China Society for Human Rights Studies in Beijing. Focusing on “the leadership of the CPC and human rights development”, “adapting Marxism to the Chinese context and the needs of our times and human rights theories in contemporary China”, “the Chinese path to modernization and the new form of human rights civilization”, “Chinese human rights solutions and global human rights governance”, “making a better China’s story of advancing human rights and constructing human rights discourse system”, and other topics, the participants reached broad consensus after discussion, and the symposium achieved fruitful results.
