In the development of the information age,universities should recognize the significant impact of information technology on their own development.In practice,it is possible to effectively improve the efficiency and quality of work by dealing with and constructing information-based methods,innovating administrative management models,and adopting more efficient and scientific methods to address various problems and shortcomings encountered in work.As an important part of university management,administrative management is a complex task.Establishing a standardized management model through information technology can further improve the comprehensive efficiency of administrative management.In this regard,the administrative standardization in universities under the background of information technology is analyzed and studied in this paper.

Constructing Representative Collective Signature Protocols Using The GOST R34.10-1994 Standard

The representative collective digital signature,which was suggested by us,is built based on combining the advantages of group digital signature and collective digital signature.This collective digital signature schema helps to create a unique digital signature that deputizes a collective of people representing different groups of signers and may also include personal signers.The advantage of the proposed collective signature is that it can be built based on most of the well-known difficult problems such as the factor analysis,the discrete logarithm and finding modulo roots of large prime numbers and the current digital signature standards of the United States and Russian Federation.In this paper,we use the discrete logarithmic problem on prime finite fields,which has been implemented in the GOST R34.10-1994 digital signature standard,to build the proposed collective signature protocols.These protocols help to create collective signatures:Guaranteed internal integrity and fixed size,independent of the number of members involved in forming the signature.The signature built in this study,consisting of 3 components(U,R,S),stores the information of all relevant signers in the U components,thus tracking the signer and against the“disclaim of liability”of the signer later is possible.The idea of hiding the signer’s public key is also applied in the proposed protocols.This makes it easy for the signing group representative to specify which members are authorized to participate in the signature creation process.

Assessment of the effectiveness of standardized infusion devices for healthcare management

Since standardization is an important safety measure in healthcare systems, it is essential to systematically assess the effects of introducing new and increasingly complex medical equip-ment, such as infusion devices. In this study, we compared the effects of standardized polyvinyl chloride (PVC)-free closed-system integrated infusion devices with conventional infusion de-vices. Specifically, we assessed the safety, work efficiency, user-friendliness, and cost effec-tiveness of these devices. Compared with con-ventional infusion devices, integrated PVC-free infusion devices were more expensive to pur-chase and dispose, but were safer and more user-friendly and efficient. Although it would be preferable to use standardized infusion devices in all hospital departments, their cost may limit their application to departments that use high-risk treatments, where they would be most beneficial.

Ethical Standards for Employers in the Local Administration Units： Republic of Macedonia

The extensive research on public ethics in the local administration is more than necessary. This paper identifies the basic values of and the challenges to Macedonian Legal System in this area, and explains the key ethical aspects, which should be implemented in practice by civil servants, who increasingly have to learn how to perform in accordance with ethical values. In this paper I will analyze the ethical values of civil servants laid down by the Organization for Economic Co-operation and Development （OECD） and the Civil Servants Agency in Macedonia, upon which the ethical principles for civil servants in the local administration units are intended to be set. This paper deals with the ethics of civil servants, assessment of best practices, and evaluation of positive and negative indicators. The paper concludes with a few recommendations for the next steps in this process; and some criteria for the consideration of future developments are suggested.

A comparative study on design standards of screw conveyors in China,Germany,and the USA-Part Ⅱ:Discrete element method

This part of the study aims to evaluate the advantages and disadvantages of technical standards of screw conveyors in China,Germany,and the USA for industrial applications.The source or determination method of empirical coefficients as well as the theoretical foundation of dimensioning-relevant diagrams in these standards is not explicitly documented in the literature.Therefore,instead of less efficient on-site tests,the numerical simulation by discrete element method is conducted.Based on the geometrical and operational designs determined in three standards for horizontal,slightly inclined,and vertical conveyance of three representative bulk solids(barley,lignite,and sand),the potential influencing factors are discussed.With constant particle and contact parameters,the potential deviations caused by particle models are eliminated.Furthermore,the accuracy of power consumption calculation of each standard and the divergence between accessible and required mass flows is comprehensively assessed based on the analysis of simulated outcomes.Two main conclusions are drawn:(1)Particle fall back is barely considered by all three standards and leads to overestimated mass throughput;(2)The decrease in mass throughput caused by an increasing degree of filling can be compensated by slowing down the rotational speed.

Business Process Analysis and Simulation: The Contact Center of a Public Health and Social Information Office

This article proposes a framework, called BP-M* which includes: 1) a methodology to analyze, engineer, restructure and implement business processes, and 2) a process model that extends the process diagram with the specification of resources that execute the process activities, allocation policies, schedules, times of activities, management of queues in input to the activities and workloads so that the same model can be simulated by a discrete event simulator. The BP-M* framework has been applied to a real case study, a public Contact Center which provides different typologies of answers to users’ requests. The simulation allows to study different system operating scenarios (“What-If” analysis) providing useful information for analysts to evaluate restructuring actions.

Control Access Point of Devices for Delay Reduction in WBAN Systems with CSMA/CA

Due to the gathering of sickrooms and consultation rooms in almost all hospitals, the performance of wireless devices system is deteriorated by the increase of collision probability and waiting time. In order to improve the performance of wireless devices system, relay is added to control the access point and then the access of devices is distributed. The concentration of access point is avoided and then the performance of system is expected to be improved. The discrete time Markov chain (DTMC) is proposed to calculate the access probability of devices in a duration time slot. The collision probability, throughput, delay, bandwidth and so on are theoretically calculated based on the standard IEEE802.15.6 and the performance of the system with and without relay is compared. The numerical result indicates that the performance of the system with control access point is higher than that of the system without control access point when the number of devices and/or packet arrive rate are high. However, the system with control access point is more complicated. It is the trade-off between the performance and the complication.

《抗肿瘤药物临床应用管理标准》制订与解析

抗肿瘤药物是指通过细胞杀伤、免疫调控、内分泌调节等途径,在细胞、分子水平进行作用,达到抑制肿瘤生长或消除肿瘤的药物,一般包括化学治疗药物、分子靶向治疗药物、免疫治疗药物、内分泌治疗药物等。医疗机构对抗肿瘤药物的管理及合理应用,关系到肿瘤患者的治疗安全。《抗肿瘤药物临床应用管理标准》由中国医院协会药事专业委员会牵头编制,对医疗机构抗肿瘤药物管理工作中涉及的组织管理与制度、用药管理、药品监测与评价三个环节中的18个关键要素进行了规范要求,适用于开展肿瘤诊疗的各级各类医疗机构。该文阐述了该标准制定方法和基本内容,以期为医疗机构开展相关工作提供参考和借鉴。

《药房自动化与信息技术标准》制订与解析

医疗机构药学部门以患者为中心的药事管理与药学服务能力的提升,离不开自动化与信息化。《医疗机构药事管理与药学服务》第4-4部分:药房自动化与信息技术标准是中国医院协会团体标准之一,对医疗机构自动化建设的基本要求、自动化硬件设备建设、智慧化信息平台建设、质量管理与持续改进4个方面32个关键要素进行了规范,可用于指导各级各类医疗机构对药房自动化设备与信息平台的选型与优化。该文介绍了《药房自动化与信息技术标准》的构建方法和内容,以加深同行对该标准的理解,促进该标准的落地执行。进一步推动医疗机构药学服务现代化、信息化与智慧化,提高整体医疗药事管理与服务的质量和效率。

技术标准的刑法规范效应

补充技术标准、建构刑法规范内容的效应,具有法定化效应和常态化效应两种情形。作为特殊的行政立法种类,技术标准不是法规范,只是行政主体出于裁量权自我规制而制定的行政规则。但是,当前刑法理论否定技术标准规范效应的做法并不可取。技术标准具有科学性、专业性与政策性,值得刑事司法的信赖,而且对于犯罪判断中触及的科学技术问题具有便宜认定的作用,刑事司法适用技术标准也不会违反罪刑法定。所以,刑事司法中技术标准发挥的规范效应具有合理性基础。技术标准属于行政裁量的范畴,基于权力分立与行政自主、行政的专业技术性、避免司法负担过重的考虑,司法对行政裁量的审查是有限度的。刑事司法中法官也不必全面审查技术标准,不用对技术标准的实体内容作出评价。不过,刑事法官可以对技术标准的制定程序与射程范围进行审查判断以合理控制技术标准的规范效应;而对于实体内容显著不合理的技术标准,可以考虑在量刑层面予以一定“补偿”。

改进PCA方法的牙颌特征提取和数据集构建

为了提高牙颌数字模型特征提取的准确性和牙齿分割的效率,提出一种几何变换和主成分分析相结合的坐标系标准化方法,并以离散曲率、法向量、形状直径函数和离散测地距离为基础特征对牙颌数字模型进行了特征提取,在此基础上进一步扩展构建了76个特征数据集。采用提出的坐标系标准化方法和数据集对上颌进行了牙齿分割实验。结果表明:改进主成分分析方法能够快速准确地实现牙颌数字模型坐标系对齐,能够准确识别牙齿的特征信息并作出标记,牙齿分割完整,平均分割准确率达到99.74%。基于改进主成分分析方法的牙颌模型特征提取方法能够极大地提高特征对牙齿的区分性,从而降低位姿对牙颌特征提取带来的负面影响,实现在特征数据较少的情况下准确分割牙齿,可为数字化口腔诊疗提供一定的参考。

《药品标准管理办法》解读与思考

2023年7月,国家药品监督管理局发布《药品标准管理办法》(以下简称《办法》)。本文就《办法》的主要内容进行解读,分析其存在的不足为:《办法》现有条文中对药品标准代号和药品标准信息化建设目标未明确。建议国家药品监督管理部门及时向标准化主管部门申请药品标准代号“YB”字母的确权,并将药品标准代号、编号规则在下一轮《办法》修正时写入条文,同时明确药品标准信息化体系建设目标;按用户界面层、计算处理层、数据存储层的基本框架搭建国家药品标准数据共享平台,免费向社会公开数字化药品标准,提供查阅和下载服务。

税务“首违不罚”的困境与制度重构

修订后的《行政处罚法》第33条仅对“首违不罚”制度作出原则性规定,《税收征管法》对于该制度处于规范空白状态,国家税务总局发布的《税务行政处罚“首违不罚”事项清单》以及各地的税务裁量基准对此规定不一,导致“首违不罚”制度内涵、“首次违法”的适用范围、适用周期、“不予处罚”等概念均存在界定不清的状况,致使司法实践中存在不一致的状况。应当依效力层级建立相关法规体系,完善“清单”制度,从实体与程序两个层面构建税收领域的“首违不罚”制度。

“行政”与“协议”的融合:行政协议识别标准的适用目的

目前,由于对行政协议“四要素”识别标准功能的认识存在模糊性,从而出现实践和理论的双重困境。在实践中,由于司法解释在确定行政协议概念上的开放性结构,以及识别标准“四要素”内容内蕴的解释弹性空间,由此形成了量大面广的“其他行政协议群”,造成在行政管理和公共服务领域中行政协议“所向披靡”,基本无“禁区”的局面,从而导致规范供给严重不足的“依法行政”之困境;在理论研究层面,致力于将“四要素”标准置于行政协议概念之中进行微观层面的精细化分析,而忽视了行政协议作为全新的行政管理和公共服务方式的目的性关注。行政协议概念及其识别标准是基于客观需要之目的的主观创造,应当契合于行政协议制度实践之需而探究和解释之。因此,行政协议识别标准应当服务于行政协议制度的立法目的,方可走出概念要素提取和解释上的困境,因应由行政协议所开启的依约行政与依法行政共生共融的时代趋势。
