供应链金融对中小企业R&D投资效率的影响:基于融资约束视角

创新是中小企业保持竞争力、适应市场变化和实现可持续发展的关键。基于2016-2022年创业板中小企业相关数据,运用三阶段DEA分析、面板Tobit模型回归、二元Logistic回归等方法,探究供应链金融对中小企业R&D投资效率的影响。结果表明,供应链金融能够显著提高中小企业R&D投资效率,融资约束在二者间发挥遮掩效应。进一步分析发现,上述效应对供应链集中度较高的企业更为显著。结论可为发挥供应链金融筹资优势,促进供应链生态系统资源互补、信息共享的协同创新网络形成,进而支持中小企业创新活动提供理论支持。

科创氛围对人才引进可持续效能的影响——基于DPSIR-DEA-Malmquist模型及门槛效应分析

人才战略作为长期国策,对国家现代化建设和区域高质量发展具有关键战略意义。高质量人才体系建设的关键,是优化科技创新发展环境,实现人才引进可持续效能的增进。本文利用DPSIR-DEA-Malmquist指数模型,测算了中国2014—2020年间31个省份(因数据缺失,未含港澳台地区)人才引进可持续效能,进而建构门槛模型,实证检验了科创氛围对人才引进可持续效能的影响机制。研究发现:①我国省域人才引进可持续效能稳定展现并不断增强,地域差异在地理与时空层面均呈现明显的收窄现象;②人才引进可持续效能Malmquist指数在技术效率层面的分解呈现“N型”趋势,基本与Malmquist指数变化趋势一致,而技术进步的指数则呈现“M型”相悖走势,说明并不构成人才引进可持续效能提升的上升动力;③科创氛围对人才引进的各阶段作用均通过了技术效率的门槛效应检验。当技术效率跨越1.775阈值后,科创氛围正向影响人才引进可持续效能。因此,转变“重引轻用”的人才使用现状,扩大科创氛围的建设力度,发挥人才引进可持续效能,是扭转人才战略马太效应、推动地域科学发展的关键所在。

Reflections on the Inflection Point in Network Development

The development of communication networks is currently undergoing a period of transformation.This paper illustrates this transformation from the growth rate of communication users,network bandwidth,and service revenue.We also analyze the shift in the focus of network technology development from aspects such as information sources,mobile terminals,wireless channels,core networks,edge clouds,data perception,and artificial intelligence.Finally,we briefly outline the new paradigm for network research and development(R&D)in the intelligent era.

Coupling coordinated development among digital economy,regional innovation,and talent employment:A case study in the Hangzhou Metropolitan Circle,China

Coordinative development across various systems,particularly the economic,social,cultural,and human resources subsystems,is a key aspect of urban sustainability and has a direct impact on the quality of urbanization.The Hangzhou Metropolitan Circle,comprising Hangzhou City,Huzhou City,Jiaxing City,and Shaoxing City,was the first metropolitan circle approved by the National Development and Reform Commission(NDRC)as a demonstration of economic transformation in China.To evaluate the coupling coordination degree of the four cities and analyze the coordinative development in three systems(including digital economy,regional innovation,and talent employment),we collected panel data during 2015–2022 from these four cities.The development level of the three systems was evaluated by the standard deviation method and comprehensive development index.The results are as follows:(1)the level of coupling coordinated development of the three systems in the Hangzhou Metropolitan Circle was relatively low;(2)the coupling coordination degree of the four cities in the Hangzhou Metropolitan Circle showed significant regional differences,among which Hangzhou City was in the leading position,and Huzhou,Jiaxing,and Shaoxing cities made steady but slow progress in the coupling development of the three systems;and(3)the development of digital economy and talent employment needs to be strengthened.This study contributes to the coordinative development of Hangzhou Metropolitan Circle by innovatively focusing on the coupling coordination relationship among digital economy,regional innovation,and talent employment,which also meets the industrial layout of Hangzhou Metropolitan Circle.In this way,the optimal allocation and sustainable development of digital economy,regional innovation,and talent employment in the Hangzhou Metropolitan Circle can be achieved.

Conceptions of Intelligence,Giftedness,and Talent Over Time

The concept of giftedness has evolved significantly over the past century,shifting from a narrow,IQ-based perspective to a more inclusive and multifaceted understanding.Early theories,such as those developed by Alfred Binet and Lewis Terman,primarily focused on intelligence as a fixed,measurable trait.However,modern theories,including those by Joe Renzulli and Françoi Gagné,have expanded the definition to include creativity,motivation,and task commitment.This review aims to explore the evolution of giftedness definitions,addressing two main questions:How has the definition of giftedness developed over time,and to what extent do current definitions support equitable educational practices for gifted learners?The review analyses models such as Renzulli’s Three-Ring Model and Gagné’s Differentiated Model of Giftedness and Talent(DMGT),highlighting the importance of recognizing both innate potential and developed talent.The findings suggest that inclusive definitions of giftedness foster more effective,equitable educational practices,but challenges remain in implementing these frameworks universally.

Research on the Internal Talent Training Path and Performance Evaluation Mechanism of New R&D Institutions in Zhejiang Province

New research and development(R&D)institutions are an important part of the national innovation system,playing an important role in promoting the transformation of scientific and technological achievements.In recent years,new R&D institutions have gradually become the driving force of innovation-driven development in China.Taking new R&D institutions in Zhejiang Province as the research object,this paper studies the internal talent training path and performance evaluation mechanism of new R&D institutions in Zhejiang Province by using the literature research method,comparison method,case verification method,and other methods.The investigation results show that there are problems such as lack of material and spiritual support and neglect of the absorption of local talents in the internal talent training,and there are problems such as unclear standards,insufficient data,and opaque processes in the performance evaluation mechanism,which greatly affect the establishment and improvement of the performance evaluation mechanism.Given the above problems,this paper puts forward a forward-looking,oriented,flexible,and compatible talent training path and performance evaluation mechanism,hoping to optimize the effective internal talent training path of new R&D institutions,improve the evaluation performance,and promote healthy development of new R&D institutions in Zhejiang Province.

The Innovation and Practice of the “Tourism Management + English” Talent Cultivation Model Based on the New Liberal Arts Concept

In the context of globalization, there is an urgent need to cultivate interdisciplinary talents with knowledge of tourism management and proficiency in English. Guided by the New Liberal Arts concept, the “Tourism Management + English” talent cultivation model has emerged. Taking the tourism management talent cultivation of Hainan province as an example, this article analyzes the issues present in traditional tourism management programs and proposes a construction framework that involves conducting in-depth industry research, improving management systems, increasing financial support, implementing strict and standardized management, optimizing talent cultivation plans, highlighting distinctive training features, and strengthening industry services.

Teaching Reform and Practice of Functional Experiment Based on the Cultivation of Excellent Medical Talents

Innovation and Practice of the Cultivation Mode of Application-Oriented Undergraduate Talents in Agricultural and Forestry Colleges under the Guidance of the Spirit of the Great Northern Wilderness

Heilongjiang reclamation area has made great progress since its development and construction, among which the agricultural and forestry colleges in China have played a key role in the input of talents for the production of reclamation area, and the spirit of the Great Wilderness has important strategic significance for the cultivation of agricultural and forestry talents. Taking Heilongjiang Bayi Agricultural University as an example, this paper analyzes the ways of the Great Northern Wilderness Spirit for cultivating application-oriented undergraduate talents in agricultural and forestry colleges, improving the curriculum system of undergraduate talents through innovation, strengthening the cultivation of students’ innovative ability, leading students’ scientific research and academic level, and enhancing students’ practical ability. To innovate the cultivation mode of application-oriented undergraduate talents in agricultural and forestry colleges under the guidance of the spirit of the Great Northern Wilderness, and to provide a reference mode for the cultivation of undergraduate talents in agricultural and forestry colleges in China.

Organic Combination of Smart Agriculture and Farming-reading Education : Research on Talent Training Model in the New Agricultural Science

By analyzing the complementarity between smart agriculture and farming-reading education,and the advantages of organic combination of the two:addressing the challenges of agricultural modernization and cultivating new talents;enhancing students interest in learning and improving their sense of responsibility and mission;promoting the inheritance of traditional agricultural culture and modern agricultural technology innovation,the organic combination mode of smart agriculture and farming-reading education in the cultivation of new agricultural talents is explored.The analysis shows that it has the following applications in the cultivation of new agricultural talents:in terms of the integration of educational concepts,it combines the modern concept of smart agriculture with the traditional value of farming-reading education;in terms of constructing a curriculum system and adding courses related to smart agriculture,it retains basic courses in farming-reading education,and promotes interdisciplinary integration;in terms of practical teaching platforms,it establishes smart agriculture training bases and farming-reading education bases,and adopts a combination of virtual and real teaching methods;in terms of guiding innovation and entrepreneurship,it encourages students to participate in innovation and entrepreneurship projects,and strengthens industry-university-research cooperation;in terms of teacher team construction,it improves the quality of the teacher team and integrates educational resources both inside and outside the school.Moreover,its evaluation system and incentive mechanism are proposed:constructing a multi-dimensional evaluation system,combining quantitative and qualitative,process and result evaluation,and introducing the third-party evaluation;establishing scholarships and grants,providing support for innovation and entrepreneurship,conducting honor recognition and publicity,and offering career development support.

Research on the Construction Status of the Beijing-Tianjin-Hebei Medical Talent Community and the Countermeasures for Its Realization

In April 2015,the Political Bureau of the CPC Central Committee adopted the“Outline of the Plan for the Coordinated Development of Beijing,Tianjin,and Hebei.”In July 2017,the“Plan for the Integrated Development of Beijing,Tianjin,and Hebei Talents(2017–2030),”jointly prepared by the leading groups of the three regions,was officially released.The core of the coordinated development of these three regions is the orderly removal of non-capital functions from Beijing.Talents,especially medical talents,are integral to this transition.The construction of a medical talent community across these three regions promotes the further development of a healthier China,meets the growing needs of the people for a better life,and embodies the concept of putting people first.This paper begins by examining the current situation of the construction of the Beijing-Tianjin-Hebei medical talent community,reviewing the progress made,analyzing existing problems,and proposing targeted countermeasures and suggestions.

Construction of a Multi-Level Strategic System for Cultivating Cultural Industry Management Talents in Colleges and Universities

Through SWOT(strengths,weaknesses,opportunities,and threats)and PEST(political,economic,social,and technological)analysis,this study discusses the construction of a multi-level strategic system for the cultivation of cultural industry management talents in colleges and universities.First of all,based on SWOT analysis,it is found that colleges and universities have rich educational resources and policy support,but they face challenges such as insufficient practical teaching and intensified international competition.External opportunities come from the rapid development of the cultivation of cultural industry management talents and policy promotion,while threats come from global market competition and talent flow.Secondly,PEST analysis reveals the key factors in the macro-environment:at the political level,the state vigorously supports the cultivation of cultural industry management talents;at the economic level,the market demand for cultural industries is strong;at the social level,the public cultural consumption is upgraded;at the technological level,digital transformation promotes industry innovation.On this basis,this paper puts forward a multi-level strategic system covering theoretical education,practical skill improvement,interdisciplinary integration,and international vision training.The system aims to solve the problems existing in talent training in colleges and universities and cultivate high-quality cultural industry management talents with theoretical knowledge,practical skills,and global vision,so as to adapt to the increasingly complex and diversified cultural industry management talents market demand and promote the long-term development of the industry.
