Research on the Internal Talent Training Path and Performance Evaluation Mechanism of New R&D Institutions in Zhejiang Province

New research and development(R&D)institutions are an important part of the national innovation system,playing an important role in promoting the transformation of scientific and technological achievements.In recent years,new R&D institutions have gradually become the driving force of innovation-driven development in China.Taking new R&D institutions in Zhejiang Province as the research object,this paper studies the internal talent training path and performance evaluation mechanism of new R&D institutions in Zhejiang Province by using the literature research method,comparison method,case verification method,and other methods.The investigation results show that there are problems such as lack of material and spiritual support and neglect of the absorption of local talents in the internal talent training,and there are problems such as unclear standards,insufficient data,and opaque processes in the performance evaluation mechanism,which greatly affect the establishment and improvement of the performance evaluation mechanism.Given the above problems,this paper puts forward a forward-looking,oriented,flexible,and compatible talent training path and performance evaluation mechanism,hoping to optimize the effective internal talent training path of new R&D institutions,improve the evaluation performance,and promote healthy development of new R&D institutions in Zhejiang Province.

Study on Influencing Factors and Mechanism of Scientific and Technological Innovation Talents Gathering in Zhejiang Province

This paper systematically studies the influencing factors and mechanism of the agglomeration of scientific and technological innovation talents in Zhejiang Province. The findings are as follows: Firstly, environmental factors such as marketization level, financial development, opening to the outside world, infrastructure construction, medical resources, educational resources, cultural resources and policy support have a positive impact on the agglomeration of scientific and technological talents in Zhejiang Province;Secondly, in the transmission mechanism of the influence of various environmental factors on the concentration of scientific and technological talents in Zhejiang, economic development plays an intermediary role, and the effect is obvious. Various environmental factors indirectly affect the concentration of scientific and technological talents in Zhejiang through economic development. Finally, although both the level and quality of economic development have significant effect on the total concentration of scientific and technological talents in Zhejiang, the mediating effect of economic development level is more significant. These studies are for Zhejiang Province. It provides a theoretical basis for cultivating high-end talents and realizing the agglomeration of scientific and technological innovation talents.

Study on Talent Training Mechanisms of Marine Cultural Industry in China

In the 21 stcentury,countries in the world scramble to develop marine industry,and the sea is key to the improvement of core competence of a country. With the development of marine science and technology and marine industry,the construction of marine culture has been paid more attention to gradually at present. In China which has rich marine resources and long marine history and culture,marine cultural industry has been started late,but it has a vast development prospect. Along with the rapid development of marine cultural industry,shortage of talent in the industry has become increasingly serious and has become one of key factors limiting the development of the industry. In this study,based on the introduction of related concepts,problems of talent training in China's marine cultural industry were analyzed,and talent training mechanisms of marine cultural industry were proposed.

Based on the review of related concepts,the current situation and problems of talent training in marine cultural industry in China were analyzed,and talent training mechanisms of marine cultural industry based on collaborative innovation of governments,enterprises,colleges,scientific institutions and users were proposed to promote the transformation,upgrading and vigorous development of marine cultural industry,accelerate the spread of marine culture with Chinese characteristics,and build China into a maritime power.

Construction of Early Warning Mechanism of Tourism Talent Training

The demand of tourism industry is the foothold and starting point of tourism talent training.How to adapt to the economic and social demand for tourism talent in the new era has become an important issue of The Times for tourism higher education talent training.By sorting out the research dynamics of talent training and industrial demand integration,the early warning mechanism of tourism talent training and industry demand is studied from the perspective of talent and industry integration.The early warning index system of tourism talent training and industrial demand is constructed using AHP method,and the problems existing in tourism talent training are found through real-time data observation and warning situation handling,thus providing decision-making support for the development of tourism management major in colleges and universities.

Research on Training Mode and Mechanism of Economic Management Talents of ＂Innovation-Entrepreneurship Type＂

Innovation is an inexhaustible motive force for the prosperity of a country. Only make full use of creative thinking, can society have a substantial development. Cultivating innovative and entrepreneurial talents for the society is an inescapable mission of colleges and universities. Entrepreneurship and innovation are conducive to China’s enterprises in many aspects of structural optimization. Talents with certain innovation ability can meet the requirements of social development. The colleges and universities are important bases for cultivating innovative talents which take it as a strategic task to cultivate innovation-entrepreneurship type talents. Nevertheless, most of the colleges and universities do not pay attention to innovation and entrepreneurship education and the teaching institutions should actively reform, and make full use of advanced information technology and train innovative talents. In this paper, we discuss the importance of training mode and mechanism of economic management talents with innovation-entrepreneurship type, and we put forward the direction of innovation and entrepreneurship education, at the same time, an innovative management mechanism should be established.

“力学+软件工程”交叉人才能力体系的构建研究

以新工科建设理念为指导,创新性地提出力学与软件工程跨专业交叉人才培养新模式,培养未来力学CAE软件产业发展需求的专门人才.针对这一跨专业交叉融合培养新模式,采用扎根理论,通过两次调研,构建了“力学+软件工程”交叉人才的能力体系,包括4个一级指标和8个二级指标.重构的能力体系符合力学CAE软件领域本科生培养和用人需求.以能力体系为导向,可完善培养过程和课程体系的重构,为培养满足国家需要和业界需求的交叉专业人才提供有力支撑,也可为相关高等院校的新工科人才培养提供参考.

“产、学、研、品、用”融合教学模式探索 --以西安工业大学卓越机械工程师班为例

该文针对机械类卓越工程创新人才解决复杂工程问题能力培养的现状,进行机械类卓越工程师班专业课程“产、学、研、品、用”融合协同教学模式探索研究并提出改进措施。从教学理念、教学资源、教学方法和评价机制等几个方面进行改革。构建以“能力导向式培养”和“品商”素养为核心的机械类卓越工程师班专业课程教学模式和考核制度,进而提升卓越工程创新人才的解决复杂工程问题能力和综合素养。

基于OBE和迭代创新的机械制造及自动化专业人才培养模式改革与实践研究

针对国家对高素质技能人才培养的需求,对基于OBE理念和迭代创新的人才培养模式进行改革,并以机械制造及自动化(模具方向)专业为例,从人才培养目标和核心能力指标、专业课程体系和课程内容、教学模式和教学方法、教学评价体系和教师队伍的培养等方面提出改革设想并进行了教学实践,取得了一定的成效。

基于中学物理竞赛的拔尖创新人才选拔机制研究

我国的中学学科竞赛活动,是引导和培养具备科学家潜质的青少年群体的重要途径。40年来,中学物理竞赛促进了一大批学生科学素养的提升,促进了中学物理师资队伍建设和教育教学改进,也取得了优异的国际奥赛成绩,有利于拔尖创新人才选拔和培养。但在实践中也存在功利性强、竞赛教练资源缺乏、竞赛发展水平区域差异巨大、奥赛成绩辉煌但拔尖创新人才仍显不足等问题。为提升我国拔尖创新人才自主培养能力,促进高质量教育体系建设,应将物理竞赛对拔尖创新人才的选拔与激发学生学习兴趣相结合,保持选拔工具的科学性和有效性,重视拔尖创新人才的非认知能力培养,发挥竞赛对常规教学的促进作用,完善竞赛的体制机制建设。

党的二十大报告提出全面推进乡村振兴,并将其纳入构建新发展格局的整体框架中,乡村振兴最关键的因素是人才,这对高校创新创业创造人才培养提出了新的要求,也对高校人才培养与乡村振兴战略的耦合发展提出新的挑战。以“三创”教育为导向,从耦合机制构建的角度,就高校“三创融合”型经管类人才和乡村振兴战略的耦合发展进行分析和探讨,实现高校人才培养与乡村振兴战略的深度融合发展。

油气企业人才“生聚理用”管理机制

在人才强国战略的指引下,油气企业人力资源管理面临着新形势与新环境,迫切需要破除束缚人才发展的思想观念和制度障碍,健全人才发展管理机制。为此,提出了油气企业人才“生聚理用”的管理机制。研究结果认为:①该机制是在油气企业人才强企战略管理视域下打造油气人才供应链的路径指引和有效保障,协同发挥人才发展边际效益递增效应;②“生才”需通过内生、外生、选拔培养多措并举“使其生”并“使其成长为才”,应持续优化育才规划、拓展人才培养方式、完善培养支撑体系;③“聚才”要在组织适配和岗位匹配前提下发挥人才聚集效应,应多渠道持续引进人才、配套政策吸引人才、服务引领关爱人才;④“理才”要以价值贡献为导向、考核与激励协同,优化全员绩效考核、完善薪酬分配管理、优化人才精准激励奖励;⑤“用才”要在人岗匹配和充分授权的基础上,树立鲜明用人导向、畅通人才职业发展通道、推动人才市场化流动配置。结论认为,通过四个机制协同发展管理,能够为油气企业人才发展管理和人才强企提供有效动能。

新工科理念下学科交叉机械电子工程人才培养模式探索
