This paper introduces a new method to evaluate the technical condition of the equipment, by means of two-grade Fuzzy Universal Appraisal,we can evaluate them more accurately. At first we establish the principle factor set U={U_1,U_2,U_3,…,U_n}and each principle factor U is composed of many subfactors U_j={u_(j1),U_(j2),…,U_(jn)},Then we establish the weight distribution in U and U_j.The decision set has five grades,namely:very good,pretty good,critical,rather bad,very bad.Through the establishments of appraisal metrix U_j and U We can get the final conclusion. Application of neural network technologies is becoming more extensive every year,especially in the economic field.New methods are being discovered;new models of neural networks are being created.Currently,the main application of neural networks in the economy is the prediction of markets,optimization of commodity-money flows,analysis and generalization of various social surveys,prediction of the dynamics of political ratings,optimization of the production process,comprehensive diagnostics of product quality,etc.Utilisation of the hydraulic equipment makes it possible to design systems of automatic operation in the conditions,where minimal human participation and maximum speed of response are required.It is possible to state that such conditions exist in the regions with the permanent access of repair teams or technicians,who perform monitoring of the complex technical objects.Therefore,it is necessary to develop automated systems of operation and monitoring of various equipment components,which are intended for operation in the complicated technical conditions.Authors of this article have selected the hydraulic equipment as the object under investigation due to the fact that it is widely distributed equipment,as well as due to possibilities of this equipment to function or to be adapted for operation in practically any environmental conditions.At the same time,quantity of the state-of-the-art equipment,which is used,as well as complexity of this equipment increase very quickly,therefore process of making decision concerning utilisation of this equipment must be made very quickly.Authors analyse the sphere of automation,where utilisation of a human decision is required.The novelty of this article is connected with the assumption that further direction of operation of such equipment in the complicated technical conditions must be implemented in the sphere of guessing of the user’s actions.Authors review neural networks as the toolkit,and they believe that these networks can make decisions in the proactive mode,practically without participation of a user.This article includes description of the model,which can be used as the basis for the system,which is planned to design.In addition,methodological toolkit for assessment of efficiency of this model is proposed. 展开更多

The aim of the study is to examine the technical and security conditions of state vessels traveling to Bushehr ports. This research is filled out through a 22-item questionnaire by 40 security and controlling officers of Bushehrvessels. The results of Kolmogrov-Smirinov test suggest that the data are normal and T-test has been used for questionnaire analysis. The findings indicate that failure in technical and security certificates, failure of qualification certificate, failure of machinery and electrical appliances, structural safety defects, failure of telecommunication equipment, failure of security in under 500 tons motor boats and traditional and metal vessels [1]. As well, above 500 tons vessels traveling to Bushehr waters (state vessels) have suitable conditions. 展开更多

Can whole steps of grain production be outsourced? Empirical analysis based on the three provinces of Jiangsu,Jilin,and Sichuan in China

Certain outsourcing services for agricultural management in China,such as pest control in grain production,have experienced prolonged sluggishness,contrasting with the relatively high level of outsourcing services observed in harvesting,land preparation,and sowing.This study examines the feasibility of implementing whole-step outsourcing in grain production by conducting a case study of rice and maize production in Jiangsu,Jilin,and Sichuan provinces in China.The provision of outsourcing services hinges on two essential conditions:technological advancements fostering specialized production and economies of scale,coupled with a market size sufficient to realize the aforementioned potential economies of scale.The results showed that outsourcing pest control or harvesting services had varying economies of scale.The outsourcing services in pest control were less common than in harvesting services,and their marginal growth space of the economies of scale with technological change was also smaller.Determined by the operational characteristics of pest control itself,the market scale of its professional services is small.Therefore,achieving the whole-step outsourcing of grain production necessitates not only technological innovation but also effective policy interventions to overcome the constraints of market scale.Such interventions include(1)optimizing crop layouts between planning regions and reducing land fragmentation and(2)supplying timely and effective inter-regional agricultural information for service providers aided by information technology. 展开更多
