Research on the origin and evolution of technical management regulations for railway

Purpose–To facilitate technical managers and field workers to master and understand the provisions of Technical Management Regulations for Railway more accurately,so as to better serve the comprehensive revision of the Regulations,this paper carries out the research on the traceability and evolution of the provisions of the Regulations.Design/methodology/approach–This paper studies and analyzes the evolution of the 11th edition of the Regulations by analyzing the relevance of clauses and summarizes the historical background of the development of calendar editions of the Regulations.The basic research on the traceability and evolution of the Regulations is carried out from four aspects:the continuity of the development of the Regulations,the authority of contents,the relevance of clauses and the richness of historical materials.Findings–From the first edition of the Regulations issued by the former Ministry of Railways in 1950 to the 11th edition,there have been ten comprehensive revisions.There is a strong correlation and continuity between the calendar editions of the Regulations in terms of chapter structure and clauses.Studying the context of the terms of the Regulations is an important way to understand and master the current clauses of the Regulations.Originality/value–Through the research on the traceability and evolution of the clauses of the Regulations,one is to explore the context of the development of railway technical equipment in China,the other is to clarify the historical background when the provisions were formulated and the third is to trace the development and evolution of the provisions.The revision of the Regulations is based on an accurate grasp of the context of the provisions,which can effectively judge the possible security risks caused by the revision of the provisions and avoid the possible risks in field implementation from the source. 展开更多

As a main channel for the foreign economic cooperation of China nuclear industry,China Zhongyuan Engineering Corporation (CZEC) has been constantly engaged in technical modifications and management innovations in its exporting nuclear reactor projects.In the implementation of heavy water research reactor contract in Algeria,CZEC had established a complete and adequate design standards system in compliance with the international standards,and made significant modifications to the reference reactor in the aspects of reactor power and reactor safety,solved quite some technical issues which affected the reactor technical performance.The modifications and improvements enabled the technical parameters,safety features,reactor multipurpose application to attain to the advanced level in the world.In the 300 MWe PWR NPPs in Pakistan,safety features had been updated in line with upgrading regulatory requisites.The design philosophy and technology application demonstrated CZEC's creation and innovation on basis of constant safety enhancement of nuclear power projects.Efforts had also been made by CZEC in promoting China made equipment items and components exportation. 展开更多

It is more likely to occur during pillar retreating. Multi-seam mining dramatically increases the risk of coal outburst within the influence zones created by remnant pillars and gob-solid boundaries. Though coal outburst is generally associated with heavy loading of coal pillars,its occurrence is difficult to predict. Risk management provides a proactive tool to minimize coal outburst in room-and-pillar mining under deep cover. Risk assessment is the first step in identifying and quantifying outburst risk factors. The primary risk factors for coal outburst are overburden depth,roof and floor strength,geological anomalies,mining type,multi-seam mining,and panel width. A risk assessment chart can be used to proactively screen out mining sections with high risk of coal outburst for further analysis. Gob-solid boundaries and remnant pillars are critical factors in evaluation of the coal outburst risk of multi-seam mining. Risk identification,risk assessment,geologic influence mapping,geotechnical evaluation,risk analysis,risk mitigation,and monitoring are essential elements of coal outburst risk management process. Training is an integral part of risk management for risk identification and communication between all the stakeholders including management,technical and safety personnel,and miners. 展开更多

Aiming at the practical problems such as the large workload but inaccurate data of the traditional loss and dilution calculation method, this thesis introduces the operating principle and process of calculating the loss rate and dilution rate at the mining fields by adopting geological models. As an example, authors establishes 3D models of orebody units in the exhausted area and mining fields in Yangshu Gold Mine in Liaoning Province, and conduct Boolean calculation among the models to obtain the calculation parameters of loss and dilution, and thereby calculate out the dilution rate and loss rate of the mining fields more quickly and accurately. 展开更多

The purposes for which biogas technology was introduced at household level were multiple but the major and direct one was to provide a clean and sustainable energy, thereby reducing the reliance on wood fuel. From the socio-economic studies that have been carried out, biogas end-users and technicians continue to be blamed for technical factors hindering its adoption and use. However, the ways these factors hinder biogas adoption and use plus the linkage between them seem not well understood right from policy to end-users. A technical survey was carried out on household biogas digesters to evaluate the adoption, use and management factors and their implications on the future of household digesters. Over-designed digesters in relation to family size yet not producing enough biogas, dependence on cow dung as the feedstock, 75% of users not being sure of loading rate and mixing ratios, not feeding the digesters daily by all households were found to be the main causes of why biogas was not enough for 87.5% of the respondents and digesters were abandoned in Kampala, Uganda. All surveyed digesters were characterized by starvation-overfeeding problem. Wood fuel was found still dominating in these households with biogas. Given that end-users had no options of digester types from which to select, but handed-over with over-size fixed dome digesters, there is need for all biogas stakeholders to come together as the reality on ground reveals that right from inception to management, everyone is to blame for the technical failures. 展开更多

Maintaining thermal comfort within the human body is crucial for optimal health and overall well-being.By merely broadening the setpoint of indoor temperatures,we could significantly slash energy usage in building heating,ventilation,and air-conditioning systems.In recent years,there has been a surge in advancements in personal thermal management(PTM),aiming to regulate heat and moisture transfer within our immediate surroundings,clothing,and skin.The advent of PTM is driven by the rapid development in nano/micro-materials and energy science and engineering.An emerging research area in PTM is personal radiative thermal management(PRTM),which demonstrates immense potential with its high radiative heat transfer efficiency and ease of regulation.However,it is less taken into account in traditional textiles,and there currently lies a gap in our knowledge and understanding of PRTM.In this review,we aim to present a thorough analysis of advanced textile materials and technologies for PRTM.Specifically,we will introduce and discuss the underlying radiation heat transfer mechanisms,fabrication methods of textiles,and various indoor/outdoor applications in light of their different regulation functionalities,including radiative cooling,radiative heating,and dual-mode thermoregulation.Furthermore,we will shine a light on the current hurdles,propose potential strategies,and delve into future technology trends for PRTM with an emphasis on functionalities and applications. 展开更多

Water quality target management in watershed is the fundamental choice of city rivers suffering both serious pollution and severe water shortage. In this study, we performed a case study regarding river pollution control plan based on water quality target management in the North Canal River catchment of Beijing section, in order to obtain effective water quality improvement programs. The ammonia nitrogen (NH3-N) and chemical oxygen demand (COD) were taken as the main controlling pollutants. Water quality targets and basic water quality improvement scenarios were set up considering different intensities of population regulation scenarios and gradually strengthening emission control measures. The MIKE11 model was adopted to simulate the effects of a range of water quality improvement scenarios. Results indicated that the basic scenarios could dramatically improve the surface water environment. However, additional intensive and combined measure programs should be implemented to ensure that the water quality would basically meet the targets of corresponding water function zones. The results highlight the need to implement water conservation in water shortage urban river basin and show the importance of enhancing drainage communication and conducting ecological water replenishment in such kind basins. It is expected to provide a reference for the water environment management practice of other metropolis in the world facing both crisis of water resource shortage and water environment pollution. 展开更多

Objective:To conduct a systematic literature review on urethral calculi in a contemporary cohort describing etiology,investigation,and management patterns.Methods:A systematic search of MEDLINE and Cochrane Central Register of Controlled Trials(CENTRAL)databases was performed.Articles,including case reports and case series on urethral calculi published between January 2000 and December 2019,were included.Full-text manuscripts were reviewed for clinical parameters including symptomatology,etiology,medical history,investigations,treatment,and outcomes.Data were collated and analyzed with univariate methods.Results:Seventy-four publications met inclusion criteria,reporting on 95 cases.Voiding symptoms(41.1%),pain(40.0%),and acute urinary retention(32.6%)were common presenting features.Urethral calculi were most often initially investigated using plain X-ray(63.2%),with almost all radio-opaque(98.3%).Urethral calculi were frequently associated with coexistent bladder or upper urinary tract calculi(16.8%)and underlying urethral pathology(53.7%)including diverticulum(33.7%)or stricture(13.7%).Urethral calculi were most commonly managed with external urethrolithotomy(31.6%),retrograde manipulation(22.1%),and endoscopic in situ lithotripsy(17.9%).Conclusion:This unique systematic review of urethral calculi provided a summary of clinical features and treatment trends with a suggested treatment algorithm.Management in contemporary urological practice should be according to calculus size,shape,anatomical location,and presence of urethral pathology. 展开更多

AIM:To assess glaucoma patient satisfaction and follow-up adherence in case management and identify associated predictors to improve healthcare quality and patient outcomes.METHODS:In this cross-sectional study,a total of 119 patients completed a Patient Satisfaction Questionnaire-18 and a sociodemographic questionnaire.Clinical data was obtained from the case management system.Follow-up adherence was defined as completing each follow-up within±30d of the scheduled time set by ophthalmologists during the study period.RESULTS:Average satisfaction scored 78.65±7,with an average of 4.39±0.58 across the seven dimensions.Age negatively correlated with satisfaction(P=0.008),whilst patients with follow-up duration of 2 or more years reported higher satisfaction(P=0.045).Multivariate logistics regression analysis revealed that longer follow-up durations were associated with lower follow-up adherence(OR=0.97,95%CI,0.95-1.00,P=0.044).Additionally,patients with suspected glaucoma(OR=2.72,95%CI,1.03-7.20,P=0.044)and those with an annual income over 100000 Chinese yuan demonstrated higher adherence(OR=5.57,95%CI,1.00-30.89,P=0.049).CONCLUSION:The case management model proves effective for glaucoma patients,with positive adherence rates.The implementation of this model can be optimized in the future based on the identified factors and extended to glaucoma patients in more hospitals. 展开更多

Developing technologies that can be applied simultaneously in battery thermal management(BTM)and thermal runaway(TR)mitigation is significant to improving the safety of lithium-ion battery systems.Inorganic phase change material(PCM)with nonflammability has the potential to achieve this dual function.This study proposed an encapsulated inorganic phase change material(EPCM)with a heat transfer enhancement for battery systems,where Na_(2)HPO_(4)·12H_(2)O was used as the core PCM encapsulated by silica and the additive of carbon nanotube(CNT)was applied to enhance the thermal conductivity.The microstructure and thermal properties of the EPCM/CNT were analyzed by a series of characterization tests.Two different incorporating methods of CNT were compared and the proper CNT adding amount was also studied.After preparation,the battery thermal management performance and TR propagation mitigation effects of EPCM/CNT were further investigated on the battery modules.The experimental results of thermal management tests showed that EPCM/CNT not only slowed down the temperature rising of the module but also improved the temperature uniformity during normal operation.The peak battery temperature decreased from 76℃to 61.2℃at 2 C discharge rate and the temperature difference was controlled below 3℃.Moreover,the results of TR propagation tests demonstrated that nonflammable EPCM/CNT with good heat absorption could work as a TR barrier,which exhibited effective mitigation on TR and TR propagation.The trigger time of three cells was successfully delayed by 129,474 and 551 s,respectively and the propagation intervals were greatly extended as well. 展开更多
