Will Market-Oriented Reforms Propel Technology Progress?Empirical Evidence from China’s High-Tech Sectors

This paper aims to explore the effects of market-oriented reforms on industrial technology progress.Based on a theoretical analysis,we performed an empirical study with a marketization index and panel data of high-tech sectors in China.We found that market-oriented reforms had significantly propelled technology progress in China’s high-tech sectors,and the effects became more evident after China’s WTO entry.Market-oriented reforms induced technology progress by increasing capital allocation efficiency,R&D input,and technology diffusion.Among various aspects of market-oriented reforms,the institutional environment exerted the most significant effects,followed by the economy’s non-state sector,product market development,and factor market development;the government-market relationship index influenced technology’s progress the least.The effects are heterogeneous across sectors with different technology attributes and more significant for technology-intensive sectors.Our findings offer policy implications for China’s ongoing market-oriented reforms and policy design for technology progress in high-tech sectors. 展开更多

Based on the DEA-based Malmquist index method,the total factor productivity was calculated for 5 major banana production areas in 2003-2004,and it was further divided into technological progress and technical efficiency.The results show that the total factor productivity of banana industry in China was 1.3% in the sample period,mainly due to technological progress,the average growth rate was 2.6%,while the pure technical efficiency and scale efficiency was -0.1% and -1.2% respectively.The improvement of total factor productivity in banana industry in China relied mainly on technological progress,cultivation of new banana varieties,management of high quality cultivation,popularization and application of water conservation and fertilizer saving technology,and injury-free picking technologies.The pure technical efficiency and scale efficiency of banana production were negative,indicating that the management level of banana was not high.The effect of scale economy of this industry through agglomeration and consolidation is still to be practiced.Banana growers should promote the improvement of large scale and management level of the banana industry at the same time of promoting the technological progress. 展开更多

This study applies a stochastic frontier production approach to decompose the sources of total productivity (TFP) growth into technical progress and changes in technical efficiency of 8057 firms in Vietnamese manufacturing industries during 2003-2007. Using both total manufacturing industry and sub-manufacturing industrial regressions, the analysis focuses on the trend of technological progress (TP) and technical efficiency change (TEC), and the role of productivity change in economic growth. According to the estimated results, the annual technical progress for the manufacturing industry and sub-manufacturing industries are calculated directly from the estimated parameters of the translog stochastic frontier production function by taking a partial derivative of output with respect to time t. The average technical changes in manufacturing industry and sub-manufacturing industries are positive, with an average technical change about 5.2%, 5.8%, 5.4%, 11.8%, 4.6%, 4.1%, 7.3%, 4.8%, 4.8% and 4.8% for total sample, food products & beverages, textile & wearing apparel, footwear, paper & products, industrial chemicals, rubber & plastic products, non- metallic mineral, basic & fabricated metal and other sub-industries, respectively. Total TFP in the manufacturing sector has grown at the annual rate of 0.052, although the rate of growth decreased continuously during the sample period. For the sub-industry estimates during the sample period, TFP grew fastest in the footwear sub-industry, with annual average growth rate of 11.8%, followed by the rubber & plastic products with a rate of 7.3%, and the food products & beverages with a rate of 5.8% per annum. 展开更多

Economic and technological development zone and high-tech industrial zone are important types of development zone in China,and there are differences in their connotation and goal setting.In this paper,basic data of national and provincial economic and technological development zones and high-tech industrial zones in China were collected and arranged.Kernel density analysis and other GIS spatial analysis techniques were used to analyze the evolution laws of spatial patterns of economic and technological development zones and high-tech industrial zones in cities from 2006 to 2018.First,the agglomeration intensity was compared by measuring the degree of regional agglomeration and dispersion on the two time nodes.Next,kernel density method was used to explore the evolution of the two in the spatial layout and location,and analyze development commonness and difference of economic and technological development zones and high-tech industrial zones.Finally,the trend and reason of spatial evolution of development zones with different leading industries were explored.Research results show that:①the agglomeration degree of layout of high-tech industrial zones is stronger than that of economic and technological development zones,and there are similarities and differences in distribution trend of spatial patterns of the two types of development zones;②the distribution of labor-intensive,capital-intensive and technology-intensive development zones is concentrated at smaller scales and dispersed at larger ones;③although there are differences between the economic and technological development zones and the high-tech industrial zones in the goal,support,structure and function,management system and so on,their spatial development presents a trend of convergence.In the future,when enhancing urban-rural planning and public administration,governments should combine the trend of industrial transformation and upgrading,and optimize spatial layout of development zones by adjusting industrial structure,layout,transportation and land use. 展开更多

The enhancement of industrial green total factor productivity is pivotal for achieving high-quality and sustainable economic development.This study assesses China’s performance using the SBM-GML model,employing province-level panel data spanning from 2004 to 2020.Furthermore,we examine the influence of green finance and technological progress on industrial green total factor productivity using a spatial econometric model.The findings uncover that the relationship between the level of green financial development and industrial green total factor productivity follows a U-shaped curve.Initially,low levels of green financial development exert a suppressive effect on industrial green total factor productivity,proving ineffective in the short term.However,with the progression of green finance development,a positive and significant long-term impact on industrial green total factor productivity emerges.Moreover,technological progress demonstrates a noteworthy promotional effect on industrial green total factor productivity.The analysis delves deeper into revealing that industrial structure and environmental regulation intensity exhibit a significant negative relationship with industrial green total factor productivity.In contrast,both energy structure and education level showcase a substantial positive relationship with industrial green total factor productivity. 展开更多

The production of bio-natural gas through anaerobic digestion not only realize the resource utilization and harmless treatment of urban and rural organic wastes,but also reduce the emission of methane and carbon dioxide.However,as an independently industry,bio-natural gas has some prominent challenges compared to household biogas and small-scale biogas projects.For the healthy development of the bio-natural gas industry,system analysis and planning have become particularly important.This study reviews the current development status of the bio-natural gas industry and innovatively analyzes the development direction of industry from a multidimensional perspective.Leading opinions are provided based on system analysis.Three major technological breakthroughs that have supported the success of regional bio-natural gas industry are revealed.The completeness of industrial technology,the objectivity of industrial regional development and the inevitability of the comprehensive benefits of the industrial chain are the major development direction of the bio-natural gas.Finally,according to the three major demands of new energy fuel,electricity and energy storage,two new energy systems based on bio-natural gas and the synergistic development of multiple new energy sources are proposed.This study provides theoretical and practical guidance for the bio-natural gas industry. 展开更多

本文通过构建2010—2020年省级面板数据,针对数字技术进步与我国就业技能结构之间的关系展开实证研究,分析了消费互联网和工业互联网两类技术对就业技能结构的影响及其作用机制。研究结果表明:(1)从全国层面来看,消费互联网和工业互联... 本文通过构建2010—2020年省级面板数据,针对数字技术进步与我国就业技能结构之间的关系展开实证研究,分析了消费互联网和工业互联网两类技术对就业技能结构的影响及其作用机制。研究结果表明:(1)从全国层面来看,消费互联网和工业互联网发展均提升中高技能就业人数占比,降低低技能就业人数占比,数字技术进步总体上促进了我国就业技能结构升级。(2)从影响程度来看,工业互联网发展对就业结构升级的促进作用明显高于消费互联网。(3)从影响方式来看,工业互联网主要通过提升高技能劳动者相对薪资水平促进就业结构升级;而消费互联网在提升高技能溢价的同时也增加中等技能劳动者的相对薪资水平,同时通过提升地区生活成本挤出低技能劳动力。(4)从影响范围来看,消费互联网发展推动就业技能结构升级的影响范围更广,而工业互联网发展的就业技能结构升级作用则集中于中、西部地区。结论的政策含义是,应当持续推进数字技术进步,重视工业互联网技术对就业结构升级的基础作用,同时充分发挥消费互联网的岗位创造作用,各地区在发展数字经济时应注意不同类型数字技术对地区人力资本水平提升效果上的差异,同时加强区域间数字经济一体化建设。 展开更多

利用中国2011—2020年31个省(自治区、直辖市)三大产业面板数据,基于生产理论分解方法,选取多层级共同前沿DEA模型中的非径向距离函数,对中国水资源消耗及其政策影响因素进行了分析。结果表明,西部地区正逐渐成为中国第二大水资源消耗区... 利用中国2011—2020年31个省(自治区、直辖市)三大产业面板数据,基于生产理论分解方法,选取多层级共同前沿DEA模型中的非径向距离函数,对中国水资源消耗及其政策影响因素进行了分析。结果表明,西部地区正逐渐成为中国第二大水资源消耗区域,且中国水资源消耗从“一二三”向“一三二”的产业用水态势转变;在提出的新分解因素中,产业结构调整、区域均衡发展和市场化改革分别有助于减少西、中、东部地区的水资源消耗;在所有的分解因素中,技术效率对减少水资源消耗的贡献最为突出。提出了加快产业结构调整、提高产业数字化和绿色化对水资源利用的正向影响等政策建议。 展开更多

数字经济与农业融合发展改变了传统农业低值低效的发展模式,而面对气候、市场等外部风险威胁,数农融合抵御不确定性冲击的能力尚未可知。本文以2010—2021年中国30个省份数据为样本,对数农融合发展水平进行全面评估,并构建农业韧性的多... 数字经济与农业融合发展改变了传统农业低值低效的发展模式,而面对气候、市场等外部风险威胁,数农融合抵御不确定性冲击的能力尚未可知。本文以2010—2021年中国30个省份数据为样本,对数农融合发展水平进行全面评估,并构建农业韧性的多维度量化标准,借助双向固定效应模型、系统广义矩估计模型、三步法分析模型、空间杜宾模型从静态和动态双视角剖析数农融合发展对农业韧性的赋能效果与作用机制。研究结果显示,数农融合发展在静态和动态视角下均对农业韧性存在正向影响,短期内促进适应性和抵抗性,长期内对预防性、抵抗性和适应性贡献显著。在粮食主产区、高数字经济区域,数农融合发展的赋能效果更明显。传导机制方面,数农融合对农业韧性的赋能效果受农业技术进步、农业产业集聚和农村经济增长的影响。数农融合发展不仅对本地区农业韧性提升有积极作用,而且对周边地区农业韧性存在空间溢出效应。本文的研究可以为强化农业韧性、保障粮食安全、建设农业现代化强国的政策制定提供经验依据。 展开更多
