This study assessed the impact of petrol service stations on physico-chemical water quality in Port Harcourt metropolis, Rivers State. This threw light on the extent of damage and alteration of water quality in Port Harcourt metropolis as a result of the proliferation of petrol service stations especially the condition of ground and nearby surface water. This serves as a useful tool to government and regulatory authorities for planning especially due to lack of central water supply system in Port Harcourt metropolis. The parameters studied were sampled, measured and analyzed using in situ and other standard methods. Remarkable results above permissible limits of interest for physicochemical parameter analysis revealed pH values from 4.6 to 6.8, electrical conductivity from 0.002 µS/cm to 0.42 µS/cm, salinity from 3 ppm to 4050 ppm, and temperatures from 19.9˚C to 32.6˚C. Total dissolved solids (TDS) varied from 7 ppm to 1000 ppm, biochemical oxygen demand (BOD) from 0.167 mg/L to 2.167 mg/L, chemical oxygen demand (COD) from 0.257 mg/L to 3.253 mg/L, and dissolved oxygen (DO) concentrations from 1.70 mg/L to 4.30 mg/L. Specifically, water samples from NNPC Filling Station (Choba) and Eneka Pond displayed “Poor” water quality with WQI values of 112.003 and 112.076, respectively. Similarly, ALLTEC Filling Station (Eneka) and TOTAL Filling Station (Rumuomasi) had “Poor” water quality with WQI values of 173.707 and 180.946, respectively. In contrast, Excelsis Filling Station (Akpajo) demonstrated “Good” water quality with a WQI of 85.2072, while Total Filling Stations (Slaughter) and Choba River revealed “unsuitable for drinking” water quality with WQI values of 552.461 and 654.601, respectively. Slaughter River also indicated very poor water quality with a WQI of 442.024. The physicochemical and nutrient analyses of the water samples showed that activities of the filling stations within the study area may have polluted groundwater in the environment posing poor aesthetics and great health risk to consumers of the water bodies. The findings underscore the need for immediate remediation efforts and stricter regulatory measures to protect water quality. The study concluded that surface and groundwater near petrol service stations in Port Harcourt are unfit for drinking and irrigation purposes without adequate treatment. 展开更多

The methodology proposed focuses on statistical control, Based on the concept of service segmentation, the authors employed control charts to classify container terminal services. The purpose of control charts is to allow simple detection of events that are indicative of actual process change. This simple decision can be difficult where the process characteristic is continuously varying, the control chart provides statistically objective criteria of change. When change is detected and considered good its cause should be identified and possibly become the new way of working, where the change is bad then its cause should be identified and eliminated. In this paper the inventory theory including its background and characteristics is introduced. At the same time, the application of the theory in some trades today, especially in petroleum trade, is analyzed. Then (s, S) stochastic model is advanced, which is established according to the principle of operational research and, based on this model, a sample is given, which discusses the details of application in the stock control of service stations. Each system is connected to a repairable supporting external device for operation. Repairable service station is provided for immediate repair of failed unit. Explicit expressions for mean time to system failure and steady-state availability for the three configurations are developed. In recent years,frequent fire disasters have led to enormous damage in China.Effective firefighting rescues can minimize the losses caused by fires.During the rescue processes,the travel time of fire trucks can be severely affected by traffic conditions,changing the effective coverage of fire stations.However,it is still challenging to determine the effective coverage of fire stations considering dynamic traffic conditions.This paper addresses this issue by combining the traveling time calculationmodelwith the effective coverage simulationmodel.In addition,it proposes a new index of total effective coverage area(TECA)based on the time-weighted average of the effective coverage area(ECA)to evaluate the urban fire services.It also selects China as the case study to validate the feasibility of the models,a fire station(FS-JX)in Changsha.FS-JX station and its surrounding 9,117 fire risk points are selected as the fire service supply and demand points,respectively.A total of 196 simulation scenarios throughout a consecutiveweek are analyzed.Eventually,1,933,815 sets of valid sample data are obtained.The results showed that the TECA of FS-JX is 3.27 km^(2),which is far below the standard requirement of 7.00 km^(2) due to the traffic conditions.The visualization results showed that three rivers around FS-JX interrupt the continuity of its effective coverage.The proposed method can provide data support to optimize the locations of fire stations by accurately and dynamically determining the effective coverage of fire stations. 展开更多

Service Functions of Private Community Health Stations in China: A Comparison Analysis with Government-sponsored Community Health Stations

In China, with the restructuring of health care system moving forward, private community health facilities have been playing a complementary but increasingly important role in providing public health and basic medical care services in urban areas. However, only limited evidence is available con-cerning the service functions of private community health facilities in China. The aim of this study was to explore the functions of private community health stations (PCHSs) to provide evidence-based rec-ommendations for policy-making and practice in the development of urban community health services systems. A total of 818 PCHSs and 4320 government-sponsored community health stations (GCHSs) located in 28 cities of China were investigated in 2008. The percentages of stations that provided health services and the annual workload per community health worker (CHW) were compared between the two types of institutions. The results showed that the percentages of PCHSs providing public health services were significantly higher than those of GCHSs (P<0.05); but no significant differences were found in the percentages of basic medical services providing between PCHSs and GCHSs (P>0.05). The annual workloads of all the public health services and basic medical services per CHW in PCHSs were lighter than those in GCHSs (P<0.05), except for resident health records establishment and health education materials distribution (P>0.05). At present, the GCHSs are still the mainstream in urban China, which will last for a long period in future. However, our findings showed that the annual workloads of CHWs in PCHSs were no heavier than those in GCHSs, and the PCHSs were willing to provide public health services. In view of current inadequacy of health resources in China, it is feasible to further develop PCHSs under the guidance of the government, given that PCHSs can perform the basic functions of community health services, which is useful for the formation of public-private partnerships (PPP) and the improvement of community health services. 展开更多

Nowadays, because of its wide bandwidth and high communication capability, the optical fiber is more and more used for high data rate transmission of information in railway environments. Conventionally, only one service is sent over the fiber at a time. However, many different services can be simultaneously conveyed in railway stations such as passenger information service, cellular phone, Wi-Fi... The objective of the work proposed in this paper is to demonstrate the potential benefits of transmitting radio signals over fiber in a railway environment. The main idea is to exploit the full capacity of the fiber by transmitting multiple services using the same fiber. Since, different services are operating in different frequency bands; we propose a new multiplexing technique called Mode Group Diversity Multiplexing (MGDM) to ensure the transmission of multiple services using the same fiber, without additional infrastructure. There are numerous advantages of the proposed technique, e.g., faster and reliable data exchange, high resolution video surveillance capability, high data rate information exchange in railway stations. We present, in this paper, the physical characteristics of optical fibers, performance of MGDM multiplexing technique, and the influence of the laser excitation conditions at the entrance of the fiber on the performances of the system. 展开更多
