Small Town Construction in the 13th Five-Year Plan Period: A Case Study of Shangrao City

The 12 th Five-Year Plan period was unusual five years in the development of China. Under the dual pressure of complex international environment and arduous domestic reform task,China made outstanding achievements in economic development,which lays a solid foundation for building a moderately prosperous society in all respects in the 13 th Five-Year Plan period. The key and difficult points of building a moderately prosperous society in all respects lie in solving issues concerning agriculture,farmers,and rural areas. The 18 th National Congress of the CPC stated that integrated urban and rural development is the fundamental approach for solving issues concerning agriculture,farmers,and rural areas. As a transitional form from rural areas to urban areas,small town play an important role in integrated urban and rural development. In the 13 th Five-Year Plan period,China should take a new road of characteristic urbanization,energetically develop key towns,central towns,and characteristic towns,use points to drive areas,and promote coordinated progress of urbanization construction and new countryside construction. Focusing on the objective of building a moderately prosperous society in all respects and taking Shangrao City as an example,we analyzed construction of small town,in order to provide scientific theoretical reference for urbanization development,plan preparation,and policy formulation of Shangrao City.

Analysis on Opportunities and Threats for Agricultural Sustainable Development of Yunnan Province in the Context of the 13th Five-year Plan

The research studied opportunities and potential threats confronted by agricultural sustainable development, laying foundation for optimization of agricultural structure, transformation of agricultural development mode, and accomplishment of agricultural modernization. On basis of development target, development theory and route of the 13^th Five-year Plan, the research analysis the opportunities and potential threats of Yunnan agriculture and proposed policy suggestions on sustainable development of agriculture from the perspectives of ecological and competitive advantage, as well as sustainable development division in order to provide references for scientific formulation and decision-making of relevant regional planning.

Rural Transformation and Planning Tactics in the 13^(th) Five-Year Plan Period

Rural development has long been the focus of China's central and local governments. Since the late 2000 s, rural areas have presented new transformation features and development trends. To stimulate rural transformation and development in the 13 th Five-Year Plan period, this paper reviews major ideas on rural development in related disciplines. This study also summarizes main rural transformation features, including the aging population, hollow villages, changes in the allocation of land resource, semi-urbanization, and regional differences in rural development. Finally, it also provides suggestions for planning tactics in the 13 th Five-Year Plan period, such as making differentiated rural development strategies, exploring new methods to stimulate rural stock land planning and use, and enforcing relevant policy and management reforms.

Major problems with service industry development in China and suggestions for the thirteenth five-year plan

This paper analyzes the roots and nature of problems in China’s service industry development.Given the background of a changing environment for the service industry,the author raises several policy suggestions for growing the industry during the 13th five-year plan period:encouraging a strategy that shifts priority from manufacturing industry to the service industry;strenthening research on strategy,plan and policy about the development of service industry;providing stronger policy support for clustering in the service industry;and actively implementing pilot and demonstration projects for institutional and systemic reform of the service industry,and strengthening human resource training and development to firm up industrial foundation.
