Study on C-E Translation of Lexical Items with Chinese Characteristics in the Report on the 19th National Congress of the CPC

The 19th National Congress of the Communist Party of China is a meeting of great importance held during the decisivestage of building a moderately prosperous society in all respects.As a window to know about the latest changes of China,it is au-thoritative and of much value to study.As time goes by,there emerge more lexical items with Chinese characteristics.This articlestudies Chinese-English translation skills of lexical items with Chinese Characteristics in the Report on the 19th National Congressof the CPC.First,it classifies these lexical items into several kinds including those related with economy,politics,culture,peo-ple’s wellbeing and other lexical items,and then studies them respectively.

Translation of Four-Chinese-Character Structures——With the Report at the 19^(th) National Congress of the Communist Party of China as Case Study

Chinese is featured with four-Chinese-character structures.These forms are typical in pattern,sound and meaning delivery.The thesis,therefore,with classifications of the four-Chinese-character structures in the latest 19^(th)National Congress of the Communist Party of China,attempts to analyze translation methods such as literal translation and liberal translation as well as translation techniques such as combination,shift,addition and omission.It is concluded that dominant methods or techniques are adopted in translating corresponding types of four-Chinese-character structures.In this sense,not only guidance for translation practice in political regard is offered but also a further understanding of translation methods and techniques can be gained.

Characteristics of China＇s Development in the New Era Explained in Light of Economic Principles

As China entered into a new era of development, the primary contradiction facing Chinese society has also evolved. It is important for both scholars and policymakers to review the characteristics of China's economy in its present stage in accordance with economic principles-principles that reflect every aspect of economic and social life and macroeconomic regulation. In this paper, we attempt to unravel the characteristics of China's new era from three perspectives-historical materialism, dialectic materialism and epistemology, and in light of economic principles at the three levels of resource factors, modes of production and regulation of resource allocation. Based on these perspectives, this paper further identifies the characteristics of China's new era from nine aspects, including globalization, modernization, the primary stage of socialism, new development concepts, supply-side reforms, the guideline of seeking steady progress, the mentality of scope, bottomline mindset and strategic composure. From the three different levels, this paper summarizes and applies economic principles to propose solutions to the problems and challenges facing China in the new era. The findings of the paper are also relevant to implementation of the guidelines CPC Central Committee General Secretary Xi Jinping noted in his report to the 19 th CPC National Congress.

Over the five years between the 18 th and 19 th National Congress of the CPC, the new generation of Chinese leadership, with Xi Jinping at the core, has proposed a series of ideas, theories, concepts and initiatives, built a whole set of organizational structures and mechanisms,enriched and improved foreign strategic plans, overcome a host of territorial and sovereign difficulties through the construction and use of the Belt and Road Initiative, breathed new life into head of state diplomacy and other diplomatic forms, and formulated China's international strategic thought and structure for the new era. These developments have positioned China as a great power and led to three major historic achievements, laying an important foundation for China to move from regional big power to global strong power. However, the time-space particularity of China's rise has meant that some structural issues cannot be solved easily, while some new problems are mushrooming. The 19 th National Congress of CPC set higher task objectives for China's international strategy in the new era,and this calls for China's international strategic circle to continue its innovation in both theory and practice.

Some Thoughts and Recommendations for Stepping up Legislation in the Foreign- Related Field

Stepping up legislation in the foreign-related field is a foundation and prerequisite for advancing the rule of law in domestic and foreign-related affairs in a coordinated manner.It is also an important link in the promotion of the socialist legal system with the Constitution as the core,as proposed in the Report to the 20th National Congress of the Communist Party of China(CPC).Since China introduced the reform and openingup policy in 1978,China's legal system in the foreign-related field has evolved from initial formulation to mature framework,and China's legislation in the foreignrelated field has maintained distinct Chinese characteristics and contemporary features.Currently,China's legislation in the foreign-related field focuses on national security and on high-level opening-up.It continuously strengthens the connection of the rule of law in domestic affairs with that in international affairs,and consistently promotes the China's legal system of extraterritorial application.Furthermore,legislation in the foreign-related field in China still has issues to address,which includethe inconclusive status of international treaties within the legal system,a relatively conservativeedomestic approach in exercising extraterritorial jurisdiction,and a limited scope of legal liability.To better respond to the need of legislation in building a human community with a shared future and to enhance China's right to international legal discourse in global governance,China needs to move faster to introduce the Law on Foreign Relations of the People's Republic of China.This law shouldreflectthebasicpositions,principles,and policies that China upholds in matters of foreign relations,as highlighted in the Report to the 20th CPC National Congress.Furthermore,Chinashould continue to improve legislation in keyareas of national security and increase the preexisting punitive measures for responding to actions that harm national security both domestically and internationally.Legislation should also be strengthened to counter sanctions and interference,and supporting measures should be adopted to ensure the effect of relevant legislation.In the field of foreign economic and trade relations,China should incorporate highstandard international economic and trade rules in relevant legislations,and should legalize the replicable and promotable legal rules in the building of free trade zones.Additionally,the existing jurisdictional system and international commercial dispute resolutionsystem shoulddbe promoted.

自2017年习近平在党的十九大报告中首次提出“我国经济已由高速增长阶段转向高质量发展阶段”的科学论断后,高质量发展相关议题就受到了不同领域学者的广泛关注。本文借助CiteSpace软件,对2018年—2020年中文社会科学引文索引来源期刊发表的以高质量发展为主题的研究文献进行了全面梳理和可视化知识图谱分析,探讨了党的十九大以来国内高质量发展的研究现状、研究基础和研究视角,并评述了其研究主题和热点内容。基于不同的研究主题和热点内容,本文认为今后应从新发展理念的不同方面对高质量发展的影响因素和实现路径展开研究,同时将研究的主要区域扩大到欠发达地区,以进一步深化对高质量发展相关议题的研究。
