Although the Belt and Road Initiative was proposed and has been promoted by China, it fundamentally is being developed within and adapted to laws of international industrial transfer and worldwide economic development trends, founding the initiative on universality and objectivity. The Belt and Road Initiative is an upgraded version or a new phase of the Go Out strategy adopted by the Chinese government to encourage Chinese enterprises to look abroad, which has been an important part of international industrial transfer. China is becoming a major output source in this new round of international industrial transfer, and the countries along the Belt and Road have become the major recipients. The new growth center of the global economy is likely to emerge along the Belt and Road, but the question of which countries in particular will take the lead in industrializing and accelerating economic growth through this industrial transfer will be decided in part through conditions such as development stage, technical maturity, cost level, and geographical location and in part through internal and external policy adjustment and choices made by the participating countries.展开更多

With rapid globalization,industrial parks are playing an increasingly important role in the national and regional development.Since the Belt and Road Initiative(BRI)was put forward,national-level overseas industrial p...With rapid globalization,industrial parks are playing an increasingly important role in the national and regional development.Since the Belt and Road Initiative(BRI)was put forward,national-level overseas industrial parks of China have emerged with new development features and trends.It is of great importance to carry out a comparative study on domestic and overseas industrial parks of China.Based on the perspective of spatiotemporal evolution,this paper compares and analyzes national-level overseas industrial parks along the Belt and Road(B&R)and domestic industrial parks of China.In time,China’s industrial parks have experienced four stages with distinctive state-led characteristic.There are different development paths and modes for overseas industrial parks along the B&R and domestic industrial parks.In space,the national-level overseas industrial parks are invested and constructed by Chinese enterprises(mostly from the coastal developed cities),and mainly distributed in the countries along the B&R.Through typical cases comparison of Thai-Chinese Rayong Industrial Zone and Tianjin Economic-Technological Development Area,the paper finds that national-level overseas industrial parks are basically market-driven and concentrated in traditional advantageous industries,while domestic industrial parks are mainly government-led high-tech industries.Localization of overseas industrial parks and remote coupling with domestic industrial parks become very important.展开更多
The oil refining industry in China supports the needs of national economic development and has gone through industrial upgrading at all stages, as represented by the upgrades in the quality of refined oil products.Cur...The oil refining industry in China supports the needs of national economic development and has gone through industrial upgrading at all stages, as represented by the upgrades in the quality of refined oil products.Currently, it has acquired strong technical and engineering strength and delivered good results in scale, information technology and environmental friendliness. However, compared with the world's leading oil refining powers, the oil refining industry in China still lags behind in terms of overall competitiveness. There is an urgent need to enhance its competitiveness and adjust its product structure, plant structure and capacity structure to both launch a new round of industrial upgrading and coordinate with the associated industries. Great potential exists for China to cooperate with the countries along the Belt and Road initiative in various fields such as petroleum resources, product markets and technical equipment. Together, multi-dimensional cooperation bonded by resources, markets, technologies and capital/funds can be carried out, and cooperation between the upstream and downstream industries throughout the industry chain can be facilitated. The Philippines was in the 1960s a model of development in Asia and second to Japan,but occupies presently only the 11th position under South-East and East Asian countries in terms of GDP-per capita.The article explor...The Philippines was in the 1960s a model of development in Asia and second to Japan,but occupies presently only the 11th position under South-East and East Asian countries in terms of GDP-per capita.The article explores why this important Asian country with a long colonial past and enormous economic potential still ranks under lower-income countries and has in the last decades let pass by many other Asian countries.In answering this question,the approach of external triggers for accelerated development is being applied.In stark contrast to the success stories of the strongly outward-looking Asian countries like the four Tigers,later of Thailand and Vietnam the Philippines never developed a vision of an open economy connecting pro-actively to the world markets.Trade is hampered by a non-competitive and highly protected national economy.The existing FDI is more oriented to the profitable local markets.Foreign debts were never effectively used and international tourism was never well promoted.Linking these failures to the existing power structures in the country,it seems very much that the backward forces like the big landowners,the local producers and industrialists never wanted and continue not to want to open up the economy to international competition and governments are complacent with these groups.Various indicators demonstrate the long-term decline of the Philippines:Among them the slow growth of the GDP and the continuously high poverty rates.As the alliance of big business and policy holds firm no change in the failing nationalistic economic model can be detected leaving the bleak outlook that the economic decline will continue.展开更多
