A Study on the Belt and Road Initiative and the Promotion of International Competitiveness of China's Culture Industry

China's pioneering the Belt and Road initiative not only provides a broad space for China's culture industry to enhance international competitiveness, but also puts forward a major project. It includes: optimize and integrate strategic resources through connectivity, cultivate export-oriented cultural enterprises to promote the main body of the industry, optimize the structure of cultural trade by expanding cultural services exports, and build win-win cooperation networks through the connections between Silk Road Cities. This will both contribute to the global distribution and resource allocation of China's culture industry, and benefit the construction of mutually beneficial and cooperative international culture industry communities, so the countries and people of the Belt and Road regions can share their cultural wealth.

Counteraction to China?Impact of the U.S.International Development Finance Corporation on China’s Development Finance

The United States passed the Better Utilization of Investment Leading to Development(BUILD Act),as a counterweight to China’s overseas development activities.Under the Act,the US established a new federal agency,the U.S.International Development Finance Corporation(DFC),to enhance U.S.development financing capabilities.To better understand the impact of the DFC on China’s development finance,this article analyzes the DFC’s purpose,functions,structure,and funding.Then it focuses on the purpose of establishing the DFC,providing a preliminary analysis of the potential motivation for its establishment.It also compares the China Development Bank(CDB)and the DFC based on their focused sectors.Finally,through an in-depth analysis of financial frictions in China-U.S.relations,this article argues that the DFC competes with China’s overseas development financing activities in the context of broader strategic competition between China and the U.S.

The Belt and Road Initiative and International Industrial Transfer: Economic and International Implications

Theorists have discussed the Belt and Road Initiative relative to its political or policy implications, and world response to it has focused on analysis and commentary that assesses it geopolitically, with some even calling it a power play by China. Although the Belt and Road Initiative was proposed and has been promoted by China, it fundamentally is being developed within and adapted to laws of international industrial transfer and worldwide economic development trends, founding the initiative on universality and objectivity. The Belt and Road Initiative is an upgraded version or a new phase of the Go Out strategy adopted by the Chinese government to encourage Chinese enterprises to look abroad, which has been an important part of international industrial transfer. China is becoming a major output source in this new round of international industrial transfer, and the countries along the Belt and Road have become the major recipients. The new growth center of the global economy is likely to emerge along the Belt and Road, but the question of which countries in particular will take the lead in industrializing and accelerating economic growth through this industrial transfer will be decided in part through conditions such as development stage, technical maturity, cost level, and geographical location and in part through internal and external policy adjustment and choices made by the participating countries.

Integrated Disaster Prevention and Reduction for Areas along the Belt and Road during the 14th Five-Year Plan Period:Global Disaster Reduction and Key Issues for Major Areas

This paper focuses on the research on the dissemination and development of cultural and creative industries in Heilongjiang Province under the background of“Belt and Road.”Firstly,the paper analyzes the main characteristics of cultural and creative industries in Heilongjiang Province and then puts forward the leading advantages of the government to promote the development of cultural and creative industries.The government gives full play to its regional advantages and creates Longjiang cultural products,while also accelerating regional industrial cooperation and innovative cultural communication forms.In-depth discussion is made on integrating scientific and technological means of the times and strengthening the cultivation of innovative talents.The government optimizes the communication and development path of the Heilongjiang cultural entrepreneurship industry and brings positive influence to the stable development of the Heilongjiang region in the future.

The Interactive Development of China’s Retail Industry “Going global” Strategy in the Context of the Belt & Road Initiative

Helping China’s retail industry to "go global" and get actively involved in global value chain competition is an effective way to improve the international competitiveness of China’s retail industry and an important measure to enhance the Chinese manufacturing industry’s position in international markets. The Belt and Road Initiative is China’s national strategy providing guidance for strategic decision-making for China’s retail industry in terms of overseas target market selection, market access selection and overseas investment risk management. As such, efforts should be made to maximize the interactive development of China’s retail industry through the strategies outlined in the Belt and Road Initiative.

A comparison and case analysis between domestic and overseas industrial parks of China since the Belt and Road Initiative

With rapid globalization,industrial parks are playing an increasingly important role in the national and regional development.Since the Belt and Road Initiative(BRI)was put forward,national-level overseas industrial parks of China have emerged with new development features and trends.It is of great importance to carry out a comparative study on domestic and overseas industrial parks of China.Based on the perspective of spatiotemporal evolution,this paper compares and analyzes national-level overseas industrial parks along the Belt and Road(B&R)and domestic industrial parks of China.In time,China’s industrial parks have experienced four stages with distinctive state-led characteristic.There are different development paths and modes for overseas industrial parks along the B&R and domestic industrial parks.In space,the national-level overseas industrial parks are invested and constructed by Chinese enterprises(mostly from the coastal developed cities),and mainly distributed in the countries along the B&R.Through typical cases comparison of Thai-Chinese Rayong Industrial Zone and Tianjin Economic-Technological Development Area,the paper finds that national-level overseas industrial parks are basically market-driven and concentrated in traditional advantageous industries,while domestic industrial parks are mainly government-led high-tech industries.Localization of overseas industrial parks and remote coupling with domestic industrial parks become very important.

Current Status of the Oil Refining Industry in China and Prospects for Cooperative Development

The oil refining industry in China supports the needs of national economic development and has gone through industrial upgrading at all stages, as represented by the upgrades in the quality of refined oil products.Currently, it has acquired strong technical and engineering strength and delivered good results in scale, information technology and environmental friendliness. However, compared with the world's leading oil refining powers, the oil refining industry in China still lags behind in terms of overall competitiveness. There is an urgent need to enhance its competitiveness and adjust its product structure, plant structure and capacity structure to both launch a new round of industrial upgrading and coordinate with the associated industries. Great potential exists for China to cooperate with the countries along the Belt and Road initiative in various fields such as petroleum resources, product markets and technical equipment. Together, multi-dimensional cooperation bonded by resources, markets, technologies and capital/funds can be carried out, and cooperation between the upstream and downstream industries throughout the industry chain can be facilitated. There is much to expect from the prospects for cooperative development.

Is the Long-term Economic Decline of the Philippines Unstoppable? Trends, Reasons, Outlook

The Philippines was in the 1960s a model of development in Asia and second to Japan,but occupies presently only the 11th position under South-East and East Asian countries in terms of GDP-per capita.The article explores why this important Asian country with a long colonial past and enormous economic potential still ranks under lower-income countries and has in the last decades let pass by many other Asian countries.In answering this question,the approach of external triggers for accelerated development is being applied.In stark contrast to the success stories of the strongly outward-looking Asian countries like the four Tigers,later of Thailand and Vietnam the Philippines never developed a vision of an open economy connecting pro-actively to the world markets.Trade is hampered by a non-competitive and highly protected national economy.The existing FDI is more oriented to the profitable local markets.Foreign debts were never effectively used and international tourism was never well promoted.Linking these failures to the existing power structures in the country,it seems very much that the backward forces like the big landowners,the local producers and industrialists never wanted and continue not to want to open up the economy to international competition and governments are complacent with these groups.Various indicators demonstrate the long-term decline of the Philippines:Among them the slow growth of the GDP and the continuously high poverty rates.As the alliance of big business and policy holds firm no change in the failing nationalistic economic model can be detected leaving the bleak outlook that the economic decline will continue.

The Digital Belt and Road program in support of regional sustainability

The Belt and Road initiative has a significant focus on infrastructure,trade,and economic development across a vast region,and it also provides significant opportunities for sustainable development.The combined pressure of climate variability,intensified use of resources,and the fragility of ecosystems make it very challenging,however,to achieve future sustainability.To develop the path in a sustainable way,it is important to have a comprehensive understanding of these issues across nations and evaluate them in a scientific and well-informed approach.In this context,the Digital Belt and Road(DBAR)program was initiated as an international venture to share expertise,knowledge,technologies,and data to demonstrate the role of Earth observation science and technology and big Earth data applications to support large-scale development.In this paper,we identify pressing challenges,present the research priorities and foci of the DBAR program,and propose solutions where big Earth data can make significant contributions.This paper calls for further joint actions and collaboration to build a digital silk road in support of sustainable development at national,regional and global levels.

中国OFDI、空间溢出与“一带一路”沿线国家产业结构升级

为从空间关联视角厘清中国OFDI与"一带一路"沿线国家产业结构升级的关系,在理论分析的基础上,利用2006—2017年52个沿线国家的面板数据,构建空间杜宾模型实证检验中国OFDI对沿线国家产业结构升级的影响。研究表明:中国OFDI有利于沿线国家产业结构升级且存在显著的正向空间溢出效应。其中,技术转移型OFDI促进沿线国家产业结构升级的直接效应最大,资本转移型OFDI次之,劳动转移型OFDI最小;劳动转移型OFDI促进沿线国家产业结构升级的空间溢出效应最大,技术转移型OFDI次之,资本转移型OFDI最小,并且无论是中国整体还是不同转移类型OFDI的空间溢出效应均强于其直接效应。异质性分析表明,在不同区域沿线国家中,无论是直接效应还是空间溢出效应,中国OFDI促进东盟国家产业结构升级的效应最大,促进其他亚洲沿线国家产业结构升级的效应次之,促进欧洲沿线国家产业结构升级的效应最小。

中国OFDI对外贸高质量发展的影响路径研究

外贸高质量发展是现代化经济体系建设的重要内容。本文从外贸规模、外贸结构、外贸竞争力和外贸可持续性4个层面构建了外贸高质量发展的评价指标体系,并采用熵值法对OFDI促进外贸高质量发展的产业路径和技术路径展开理论和实证分析。研究表明:我国OFDI能显著促进外贸高质量发展;产业结构升级和技术进步的中介效应显著存在。为推动我国外贸实现高质量发展,政府应进一步完善相关政策措施,促进企业对外直接投资,不断深化产业转型、技术创新等保障机制改革;企业则应加大对自身技术的研发投入,加大对知识和技术密集型行业的对外投资,并加强企业之间的合作交流。

Capacity Building-Oriented Cooperation between China and BRI Countries

This paper identifies the international industrial capacity cooperation led by the Chinese government and participated by Chinese companies under the Belt and Road Initiative(BRI)as“inclusive industrial capacity cooperation with a capacity-building orientation.”BRI cooperation demonstrates brand-new characteristics compared with previous international direct investments in terms of participants,investment areas and results.BRI cooperation aims to enhance local development capacity,promote economic development,increase exports,and improve industrial ecosystems.In the long run,international industrial capacity cooperation under the BRI helps achieve sustainable development in China and BRI countries for multi-win results.Yet risks and challenges also warrant attention and require countermeasures.

“一带一路”背景下老挝西瓜产业现状及发展对策

老挝西瓜产业依托中国生产技术和中国市场而发展,是“一带一路”背景下,中国与东盟农业合作的代表。老挝气候利于早春西瓜栽培,能较好填补中国早春西瓜供应缺口;老挝西瓜生产总成本较中国类似气候地区如海南低1200~2600元·(667 m^(2))^(-1),中老铁路的通车也为老挝西瓜运输降低了成本,缩短运输时间;老挝西瓜生产同时也存在栽培技术落后、西甜瓜产业园区较少等问题,随着中国包括人才、良种良法、资金等资源的涌入,以及“一带一路”通道建设不断向中下寮平原区发展,将建立起完善的西瓜产业链,推动老挝西瓜产业。

基于云模型的“一带一路”沿线省份国际冷链物流发展水平评价研究

在全球消费需求日益扩大的背景下,冷链产品进出口量剧增,为冷链物流提供新的发展机遇。为研究区域间国际冷链物流发展水平差异,考虑营商环境和地理因素,构建国际冷链物流发展水平评价指标体系,运用熵权-云模型对国际冷链物流发展水平进行评价,以“一带一路”沿线省份为例进行实证分析。结果表明:71%的省份国际冷链物流发展水平处于中上水平。在营商环境、基础设施和地理环境方面存在发展差异,其中进出口总额、冷藏车数、国际联系强度和对外开放水平是影响发展的主要因素。空间上,沿海省份国际冷链物流发展水平高于内陆省份,北部地区呈现“一核一副,周边聚集”的特征,东南沿海地区呈带状分布,西北地区呈现“中部低,两端高”的特征。

“一带一路”背景下装备制造业国际化技术技能人才培养策略探析

我国装备制造业在高质量共建“一带一路”中发挥着关键作用,然而,装备制造业国际化技术技能人才短缺制约了我国装备制造业的国际化进程。高校作为人才培养的主阵地,可从加快教学模式与国际接轨的进程、加强师资队伍国际化建设、提升实践教学国际化水平、培养学生的国际化素养、建立行业国际导师制度等方面培养具备国际视野、专业技术能力、跨文化沟通与协作能力、创新与学习能力、适应与调整能力的装备制造业国际化技术技能人才。

“一带一路”倡议下产业布局引导地区开发实践——以孟加拉Baherchar Island地区综合开发规划为例

我国的城镇化发展在管理模式与实践上有着鲜明的中国特色。在“一带一路”的倡议下,走出国门、形成国际化共识,已经成为中国工程技术领域的重要发展方向。产业空间布局具备高度引领与基础保障的双重属性,在操作性和客观需求方面可以满足“一带一路”沿线国家的迫切需要。通过“一带一路”国际合作项目也可以帮助国内的工程师拓宽国际视野,形成一种标准化的、可供借鉴和学习的工程实践模式。

国际减贫合作中的贫困类型识别——以“一带一路”国家为例

识别“一带一路”国家的贫困类型,推动精准减贫合作,是中国减贫经验有效分享的重点和难点。借助可持续生计框架构建“一带一路”国家贫困类型识别指标体系,有利于推动国际减贫合作。研究发现,在贫困程度方面,“一带一路”国家和区域之间的贫困状况呈现较大差异,高贫困度国家主要集中在非洲,中等贫困度国家较为均衡地分布在亚洲、非洲及拉丁美洲,而少数低贫困度国家则分布在欧亚地区。在贫困的成因方面,高贫困度国家的贫困往往是人力资本缺乏、社会治理不足、资源制约、联通落后和金融发展滞后等多种因素复合、叠加导致的后果,而中等和低贫困度国家也往往受到以上单一或双重因素的影响,导致国家陷入贫困。对贫困类型的识别有利于在国际减贫合作中的区域国别瞄准、方式选择和多主体参与等方面为国家提供政策参考,从而推动“一带一路”建设的分类施策和精准施策。

面向“一带一路”的企业国际化经验在发达市场的投资转移效应

“一带一路”为我国企业“走出去”提供了广阔平台。本文探讨了企业在“一带一路”市场获取的国际化经验知识对其后续在发达市场投资的影响。研究发现:“一带一路”市场经验与企业后续在发达市场的投资呈倒U型关系;当企业采取“以母国为中心”的学习战略时,更有可能实现其后续在发达市场的投资。拓展分析表明:企业在富裕沿线国家、与我国具有高“五通”水平沿线国家获取的经验知识更有利于其后续在发达市场的投资;当企业在沿线市场进行效率寻求、从事生产制造活动时,“一带一路”市场经验对其后续在发达市场投资的积极影响更为明显。政府应继续推动“一带一路”高质量发展,为企业提供良好的国际学习环境。企业在依托“一带一路”市场布局全球时,应选择合适的投资与学习策略,扬长避短地发挥“一带一路”市场经验的积极作用。
