China has initiated a green transformation plan in 2015, which was soon applied to agriculture, known as the agriculture green development(AGD)initiative, with the goals of achieving food security, high resource use e...China has initiated a green transformation plan in 2015, which was soon applied to agriculture, known as the agriculture green development(AGD)initiative, with the goals of achieving food security, high resource use efficiency, and an ecofriendly environment. To assess the agricultural transformation from 1997 to 2020, this paper proposes a national-scale indicator system consisting three dimensions(socioeconomic, food production and eco-environmental) and ten sub-dimensions to quantify the AGD score.This study showed that AGD score in China was at a moderate level during 1997–2010, scoring 40 out of 100. During this stage, decreased scores in the sub-dimensions of resource consumption, environmental quality, and environmental cost have offset the improvement in the socioeconomic dimension, resulting in fluctuated scores around 40. In the second stage(2011–2020), China's AGD score improved but still at moderate level, scoring an average of 46.3, with each dimension increasing by 5.3%–25.0%. These results indicate that China has made progress in the agricultural transformation, transitioning from conceptualization to actions through the implementation of various policies and projects. However, the study emphasizes the need for more effort to address the insufficient and unbalanced development, along with the growing eco-environmental challenges, especially the trade-offs among dimensions.展开更多

Purpose-In this paper,the four popular multiple-criteria decision-making(MCDM)methods in fuzzy environment are utilized to reflect the vagueness and uncertainty on the judgments of decision-makers(DMs),because the cri...Purpose-In this paper,the four popular multiple-criteria decision-making(MCDM)methods in fuzzy environment are utilized to reflect the vagueness and uncertainty on the judgments of decision-makers(DMs),because the crisp pairwise comparison in these conventional MCDM methods seems to be insufficient and imprecise to capture the right judgments of DMs.Of these methods,as Fuzzy analytic hierarchy process(F-AHP)is used to calculate criteria weights,the other methods;Fuzzy Technique for Order of Preference by Similarity to Ideal Solution(F-TOPSIS),Fuzzy Grey relational analysis(F-GRA)and Fuzzy Preference Ranking Organization METhod for Enrichment of Evaluations(F-PROMETHEE II)are used to rank alternatives in the three different ways for a comparative study.Design/methodology/approach-The demand for green products has dramatically increased because the importance and public awareness of the preservation of natural environment was taken into consideration much more in the last two decades.As a result of this,especially manufacturing companies have been forced to design more green products,resulting in a problem of how they incorporate environmental issues into their design and evaluate concept options.The need for the practical decision-making tools to address this problem is rapidly evolving since the problem turns into an MCDM problem in the presence of a set of green concept alternatives and criteria.Findings-The incorporation of fuzzy set theory into these methods is discussed on a real-life case study,and a comparative analysis is done by using its numerical results in which the three fuzzy-based methods reveal the same outcomes(or rankings),while F-GRA requires less computational steps.Moreover,more detailed analyses on the numerical results of the case study are completed on the normalization methods,distance metrics,aggregation functions,defuzzification methods and other issues.Research limitations/implications-The designing and manufacturing environmental-friendly products in a product design process has been a vital issue for many companies which take care of reflecting environmental issues into their product design and meeting standards of recent green guidelines.These companies have utilized these guidelines by following special procedures at the design phase.Along the design process consisting of various steps,the environmental issues have been considered an important factor in the end-of-life of products since it can reduce the impact on the nature.In the stage of developing a new product with the aim of environmental-friendly design,the green thinking should be incorporated as early as possible in the process.Practical implications-The case study was inspired from the previous work of the author,which was realized in a hot runner systems manufacturer,used in injection molding systems in a Canada.In a new product development process,the back-and front-ends of development efforts mainly determine the following criteria:cost,risk,quality and green used in this paper.The case study showed that the three fuzzy MCDM methods come to the same ranking outcomes.F-GRA has a better time complexity compared to the other two methods and uses a smaller number of computational steps.Moreover,a comparative analysis of the three F-MCDM methods;F-PROMETHEE II,F-TOPSIS and F-GRA used in ranking for green concept alternatives using the numerical results of the case study.For the case study;as seen in table 20,the three F-MCDM methods produced the numerical results on the rankings of the green concept alternatives as follows;{Concept AConcept C-Concept B-Concept D}.Social implications-Inclusion of environmental-related criteria into concept selection problem has been gaining increasing importance in the last decade.Therefore,to facilitate necessary calculations in applying each method especially with its fuzzy extension,it can be developed a knowledge-based(KB)or an expert system(ES)to help the DMs make the required calculations of each method,and interpret its results with detailed analysis.Originality/value-The objective of the research was to propose a F-AHP based F-MCDM approach to green concept selection problem through F-PROMETHEE II,F-TOPSIS and F-GRA methods.As the F-AHP is used to weight evaluation criteria,the other methods are respectively used for ranking the concept alternatives and determine the best concept alternative.展开更多

文摘Based on the analysis on the global economic crisis,climate change crisis and their mutual underlying reasons,the authors believe that low-carbon economy has become an inevitable choice to break through the dual crises,coordinate the economic development,and protect the global climate.The global trend of low-carbon economy finds expression in Green Recovery currently,while,in a long run,it will give rise to a new pattern of world competition in politics,economy,technology,trade and finance.The impact of the global trend of low-carbon economy on China can not be overlooked,and it is both a challenge and an opportunity for China's future development.Based on comparative studies on the low-carbon economy of China,the U.S.,EU and Japan,the authors conclude that China should blaze a new path of lowcarbon economy development with Chinese characteristics,and the authors have put forward relevant countermeasures for China to address the global trend of low-carbon economy from angles of countries,enterprises and the public
文摘Purpose-In this paper,the four popular multiple-criteria decision-making(MCDM)methods in fuzzy environment are utilized to reflect the vagueness and uncertainty on the judgments of decision-makers(DMs),because the crisp pairwise comparison in these conventional MCDM methods seems to be insufficient and imprecise to capture the right judgments of DMs.Of these methods,as Fuzzy analytic hierarchy process(F-AHP)is used to calculate criteria weights,the other methods;Fuzzy Technique for Order of Preference by Similarity to Ideal Solution(F-TOPSIS),Fuzzy Grey relational analysis(F-GRA)and Fuzzy Preference Ranking Organization METhod for Enrichment of Evaluations(F-PROMETHEE II)are used to rank alternatives in the three different ways for a comparative study.Design/methodology/approach-The demand for green products has dramatically increased because the importance and public awareness of the preservation of natural environment was taken into consideration much more in the last two decades.As a result of this,especially manufacturing companies have been forced to design more green products,resulting in a problem of how they incorporate environmental issues into their design and evaluate concept options.The need for the practical decision-making tools to address this problem is rapidly evolving since the problem turns into an MCDM problem in the presence of a set of green concept alternatives and criteria.Findings-The incorporation of fuzzy set theory into these methods is discussed on a real-life case study,and a comparative analysis is done by using its numerical results in which the three fuzzy-based methods reveal the same outcomes(or rankings),while F-GRA requires less computational steps.Moreover,more detailed analyses on the numerical results of the case study are completed on the normalization methods,distance metrics,aggregation functions,defuzzification methods and other issues.Research limitations/implications-The designing and manufacturing environmental-friendly products in a product design process has been a vital issue for many companies which take care of reflecting environmental issues into their product design and meeting standards of recent green guidelines.These companies have utilized these guidelines by following special procedures at the design phase.Along the design process consisting of various steps,the environmental issues have been considered an important factor in the end-of-life of products since it can reduce the impact on the nature.In the stage of developing a new product with the aim of environmental-friendly design,the green thinking should be incorporated as early as possible in the process.Practical implications-The case study was inspired from the previous work of the author,which was realized in a hot runner systems manufacturer,used in injection molding systems in a Canada.In a new product development process,the back-and front-ends of development efforts mainly determine the following criteria:cost,risk,quality and green used in this paper.The case study showed that the three fuzzy MCDM methods come to the same ranking outcomes.F-GRA has a better time complexity compared to the other two methods and uses a smaller number of computational steps.Moreover,a comparative analysis of the three F-MCDM methods;F-PROMETHEE II,F-TOPSIS and F-GRA used in ranking for green concept alternatives using the numerical results of the case study.For the case study;as seen in table 20,the three F-MCDM methods produced the numerical results on the rankings of the green concept alternatives as follows;{Concept AConcept C-Concept B-Concept D}.Social implications-Inclusion of environmental-related criteria into concept selection problem has been gaining increasing importance in the last decade.Therefore,to facilitate necessary calculations in applying each method especially with its fuzzy extension,it can be developed a knowledge-based(KB)or an expert system(ES)to help the DMs make the required calculations of each method,and interpret its results with detailed analysis.Originality/value-The objective of the research was to propose a F-AHP based F-MCDM approach to green concept selection problem through F-PROMETHEE II,F-TOPSIS and F-GRA methods.As the F-AHP is used to weight evaluation criteria,the other methods are respectively used for ranking the concept alternatives and determine the best concept alternative.

文摘The successively proposed carbon peaking and carbon neutrality have not only set new goals for the green and low-carbon development of China's economy,but also demonstrated China's further determination and sense of responsibility for a greater contribution to address global climate change.Considering the importance of carbon peaking and carbon neutrality in the course of achieving the Second Centenary Goal(1949-2049),it is necessary for China to make scientific planning for the roadmap of carbon emission reduction,carbon peaking and carbon neutrality to ensure building a great modern socialist country under carbon constraints.More specifically,the optimization and realignment of energy structure,industrial structure,production and consumption structure,the rational planning of afforestation,and the vigorous development of global carbon emissions trading will be the core strategies for boosting green and low-carbon development of China's economy.

文摘This study aims to measure how well China's green,low-carbon,and circulardevelopment economic system(theGLCCD Economic System)is being developed.By establishing the indicator system and indicators,the spatiotemporal range entropy weight method,Gini coefficient,Theil index,convergence model,and national and provincial data from 2012 to 2017 are employed.The construction level of almost all GLCCD Economic Systems at national and provincial levels has shown improvement during the study period.Among them,a significant boost is only observed in the development power indicator;improvement in the production system indicator and development benefit indicatorismild,andthelifesystemindicator sees a decline year by year.The construction level of the GLCCD Economic System throughout China is generally balanced but tends to expand in scale.However,the inter-regional developmenttbenefit indicator showsaconvergence trend.Based on the analysis of the similarities and differences between greenandlow-carboncircular development,the development power and development benefit,production system,and life system are incorporated into a unified logical framework.The construction level of the GLCCD Economic System is measured as a whole in a holistic manner.This study finds out the scientific connotation oftheGLCCD Economic System.The changing trends and regional differences in the construction level of the GLCCD Economic System are revealed.These findings provide a clear and reliable decision-making basis for the construction of the GLCCD Economic System.

文摘The Dual Carbon strategy,which is aimed at achieving carbon peaking and carbon neutrality,is one of China's major strategiesinthecomingperiod.Agriculture is both an important source of greenhouse gas and a huge carbon sink system.To promote the Dual Carbon strategy,it is crucial for China to lay emphasis on green and low-carbon agricultural development.To achieve carbon peaking,agricultural carbonreduction and sequestration are significant means and haveegreat potential.Thisspaper firstly reviews the current situation of green and lowcarbon agricultural developmen.t.At present,the total agricultural carbon emissions in China are approaching the peak smoothly,and the proportion of carbon emissionsSgenerated by the use of such modern agricultural inputssas fertilizer and on-farm energy increases.Meanwhile,the operation of agricultural ecosystems in China demonstrates the strong capacity to absorb carbon.Then,the paper analyzes the main problems existing in green and low-carbon agricultural development,including excessive agricultural inputs and excessive consumption of fossil energy,the low utilization rate of agricultural resources,insufficient technical reserves for green and low-carbon agricultural development,and a weak supporting system.In the next part,the paper elaborates on the basic path and measures to realize green and low-carbon agriculturalddevelopment,such as strengthening the conservation of agricultural resources and improving the efficiency of resource utilization;enhancing the comprehensive treatment of agricultural non-point source pollution,realizing the reduction and efficiency of fertilizer and pesticide,resource utilization of agricultural wastes,and effective control of white agricultural pollution;cultivating,expanding and strengthening green and low-carbon agricultural industries,and greening the whole industrial chain of agricultural products from production,processing tocirculation;increasing scientific and technological innovation and building a scientific and technological support systems for green and low-carbon agricultural development.Finally,an institutional system to promote green and low-carbon agricultural development is constructed from the aspects of fiscal and taxation system,financial system,land management system,value realization mechanism of ecological products,and constraint and incentive mechanism,etc.This study provides a scientific basis for the further formulation of green and lowcarbon agricultural development policies and measures and relevant research.

文摘Taking Shandong province,one of China’s first batch of circular economy pilot provinces,as an example,this paper summarizes some types of regional green innovation system models through the cases study and retrospective reasoning and retrospective approaches.The models mentioned above include(1)the innovation system model of green animal husbandry in coastal small towns,(2)the green innovation system model in intravenous industry park,(3)the green innovation system model in coastal hi-tech industrial development zone based on the development of eco-industrial and low-carbon industries,(4)the green innovation system model in coastal economic&technological development area based on the development of ecological arterial industry and the ecological intravenous industry through the waste recycle inside and outside the area,(5)the green innovation system model of coastal harbor economic and technological development area based on constructing tiny-medium-macro circulation,(6)the green innovation system of reformed coastal economic and technological development zone turning to the recycling marine industry innovation,and(7)the green innovation system model of high-tech industry development zone tending to recycling innovation of biological industry.This paper aims to analyze the characteristics of these models,the formation mechanism,and further to discuss their implications for greening the same type of regional innovation systems.

文摘Green and low-carbon transition has become an important development direction for future global economy and society.President XI Jinping pointed out that it is necessary to incorporate the goal of peaking carbon emissions and achieving carbon neutrality into the overall plan for economic and social development and ecological civilization construction.This is a major strategic decision made by the CPC Central Committee in consideration of both the international and domestic situations,and has been highly praised by the international community.It will contribute to the pursuit of the goals of high-quality development and ecological progress,inject strong impetus into the international response to climate change and the full and effective implementation of the Paris Agreement,and add new momentum to the post-epidemic global green recovery as well as the building of a community for all life on earth.However,the realization of the dual carbon target is very challenging,facing with multiple constraints such as technology,capital and system.At the same time,it needs to coordinate the relationships between short-term and long-term,development and emission reduction,and international and domestic.This paper organically combines the long-term low-carbon development strategy with the two phased goals of socialist modernization,and puts forward the timetable,roadmap and priorities for China's dual carbon targets.Moreover,it provides countermeasures and suggestions to promote the orderly implementation of the dual carbon strategic goals from six aspects:industrial structure,energy structure,technological innovation,regional coordination,institutional policies and international cooperation.
