Evaluation and Empirical Research on Teachers’ Information Literacy in the Context of Smart Education

The development of smart education has led to the integration of emerging technologies such as artificial intelligence with education.It is a prerequisite for teachers to have high information literacy for conducting education and teaching work.This study conducted a questionnaire survey on 412 teachers in a certain area.The results showed that teachers’information literacy is above the middle level,and there are significant differences in information literacy between teaching experience and educational background.The evaluation showed that information ethics,information awareness,and information application have a significant positive impact on professional development,and information knowledge and information awareness have a positive predictive effect on information ethics.

China’s Perspectives on the Modern Educational Value of Critical Information Literacy

Critical information literacy is a new and important direction of information literacy education for university students in the new media era.By comparing critical information literacy between China and the West,combining with the research on information literacy education in China in the past 20 years,and based on the three major relationships that Chinese philosophy is concerned about that people need to face in the world of life,i.e.,the individual and the self,the individual and nature,and the individual and the society,this paper defines critical information literacy as that individuals,as information subjects,discover,select,confirm,and evaluate the information they are exposed to by obtaining and discriminating the content elements of the information world(information sources,information,and information assets)and using critical thinking skills and methods,creatively interpret or solve the relevant problems arising from the interaction between individuals and self,individuals and nature,individuals and society,and form the literacy that represents the knowledge,ability,attitude,habit,and level of the information subject through continuous reflection and practice.In order for human beings to better understand the world and construct it responsibly,critical information literacy can play a greater role and educational value.It not only helps contemporary college students build knowledge of“good questioning”and enhance their“reasoning”skills,but also encourages them to maintain a“firm standpoint,”cultivate a habit of“healthy skepticism,”and enhance their“decision-making”skills.

Necessary prerequisites for evidence-based practice:results of investigating nurses'informatics competency and information literacy skills

This study aimed to evaluate the correlation between nursing informatics(NI)competency and information literacy skills for evidencebased practice(EBP)among intensive care nurses.This cross-sectional study was conducted on 184 nurses working in intensive care units(ICUs).The study data were collected through demographic information,Nursing Informatics Competency Assessment Tool(NICAT),and information literacy skills for EBP questionnaires.The intensive care nurses received competent and low-moderate levels for the total scores of NI competency and information literacy skills,respectively.They received a moderate score for the use of different information resources but a low score for information searching skills,different search features,and knowledge about search operators,and only 31.5%of the nurses selected the most appropriate statement.NI competency and related subscales had a significant direct bidirectional correlation with information literacy skills for EBP and its subscales(P<0.05).Nurses require a high level of NI competency and information literacy for EBP to obtain up-to-date information and provide better care and decision-making.Health planners and policymakers should develop interventions to enhance NI competency and information literacy skills among nurses and motivate them to use EBP in clinical settings.

Contribution of the MERISE-Type Conceptual Data Model to the Construction of Monitoring and Evaluation Indicators of the Effectiveness of Training in Relation to the Needs of the Labor Market in the Republic of Congo

This study proposes the use of the MERISE conceptual data model to create indicators for monitoring and evaluating the effectiveness of vocational training in the Republic of Congo. The importance of MERISE for structuring and analyzing data is underlined, as it enables the measurement of the adequacy between training and the needs of the labor market. The innovation of the study lies in the adaptation of the MERISE model to the local context, the development of innovative indicators, and the integration of a participatory approach including all relevant stakeholders. Contextual adaptation and local innovation: The study suggests adapting MERISE to the specific context of the Republic of Congo, considering the local particularities of the labor market. Development of innovative indicators and new measurement tools: It proposes creating indicators to assess skills matching and employer satisfaction, which are crucial for evaluating the effectiveness of vocational training. Participatory approach and inclusion of stakeholders: The study emphasizes actively involving training centers, employers, and recruitment agencies in the evaluation process. This participatory approach ensures that the perspectives of all stakeholders are considered, leading to more relevant and practical outcomes. Using the MERISE model allows for: • Rigorous data structuring, organization, and standardization: Clearly defining entities and relationships facilitates data organization and standardization, crucial for effective data analysis. • Facilitation of monitoring, analysis, and relevant indicators: Developing both quantitative and qualitative indicators helps measure the effectiveness of training in relation to the labor market, allowing for a comprehensive evaluation. • Improved communication and common language: By providing a common language for different stakeholders, MERISE enhances communication and collaboration, ensuring that all parties have a shared understanding. The study’s approach and contribution to existing research lie in: • Structured theoretical and practical framework and holistic approach: The study offers a structured framework for data collection and analysis, covering both quantitative and qualitative aspects, thus providing a comprehensive view of the training system. • Reproducible methodology and international comparison: The proposed methodology can be replicated in other contexts, facilitating international comparison and the adoption of best practices. • Extension of knowledge and new perspective: By integrating a participatory approach and developing indicators adapted to local needs, the study extends existing research and offers new perspectives on vocational training evaluation.

A Survey on the Evaluation Literacy of College English Teachers Under the Online Teaching Mode

Under the online teaching model,the evaluation literacy of college English teachers has become one of the critical factors affecting students’learning effects[1].This study uses a self-compiled questionnaire to investigate the current status of evaluation literacy of college English teachers under the online teaching model from four aspects:evaluation awareness,evaluation knowledge,evaluation ability,and evaluation ethics.The results show that college English teachers’overall evaluation literacy level is relatively high,but there are areas for improvement.Based on the survey results,suggestions are put forward to improve teachers’evaluation literacy,such as changing teaching concepts and increasing self-reflection;strengthening training and learning to enhance professional development awareness;conducting cooperative research and emphasizing team strengths.

Suitability Evaluation on the Information Service System of "Agricultural Science and Technology 110" in Sichuan Province, China

Method of fuzzy comprehensive evaluation is used to carry out suitability evaluation on the information service system of "Agricultural Science and Technology 110" in Sichuan Province, China. Analytic hierarchy process (AHP) and expert consultation method are used to determine the evaluation index system and index weight. Suitability effect of the information service system of "Agricultural Science and Technology 110" is taken as the target layer. The five indices at criterion layer are the organizational mode of agricultural information service, the support system of agricultural information resources, the agricultural information transfer system, the capital source of agricultural information service, and the support system of agricultural information service. And the index layer includes the talent team of agent service, the interaction between the subject and object, the accuracy of agricultural information, the convenience of agricultural information transfer, the adequacy of fund, the efficiency in the use of fund, the status of information infrastructure and so on. Evaluation result shows that the information service system of "Agricultural Science and Technology 110" in Sichuan Province is suitable for the rural economic development at present. The major factors restricting the information service system are the lack of continuity, the weak infrastructure of agricultural information infrastructure, and the relatively low education level of agricultural producers. Therefore, we should further explore and improve the operation mechanism of agricultural information service, expand the capital source of agricultural information service, strengthen the construction of agricultural infrastructure, and ensure the continuous operation of information service system.

Relationship between clinical belonging,professional identity,and nursing information ability among nursing interns:Model construction

BACKGROUND Clinical belonging refers to the feeling that clinical medical staff feel recognized and accepted by others or groups.The level of clinical belonging of nursing interns affects students’learning motivation and confidence,which in turn affects their clinical practice behavior.AIM To explore the effects of professional identity and nursing information ability on clinical belonging among nursing interns and establish a relationship model for these factors.METHODS The researchers used the convenience sampling method to select 682 nursing interns from China.The survey was conducted using a general information questionnaire,clinical sense of belonging scale,nursing information ability self-assessment scale,and a nursing student professional identity questionnaire.The mediating effect of nursing information ability between their professional identity and clinical sense of belonging was analyzed using SPSS 21.0 and the path analysis in structural equation modeling.RESULTS The total scores of clinical belonging,professional identity,and nursing information ability of nursing interns were(104.29±13.11)points,(57.89±7.16)points,and(70.29±6.20)points,respectively.Nursing information ability had a direct effect on the clinical sense of belonging(effect value=0.46,P<0.05).Occupational identity had a direct effect(effect value=0.52,P<0.05)and an indirect effect(effect value=0.21,P<0.05)on clinical belonging.CONCLUSION Nursing administrators in nursing colleges and hospitals should take effective measures to improve the professional identity and nursing information ability of nursing interns,as well as the clinical sense of belonging among nursing interns.

Translation and psychometric evaluation of the Chinese version of the Heart Failure-Specific Health Literacy Scale

Objective:Health literacy is closely associated with self-care behaviors in heart-failure patient.A reliable,valid,and practical measuring tool would evaluated the level of health literacy in Chinese patients with heart failure,and provide evidence for individualized education.Aim of this study was to translate Heart Failure-Specific Health Literacy Scale(HF-Specific HL Scale)into Chinese and test the reliability and validity of the Chinese version.Methods:The original HF-specific HL scale was translated into Chinese and modified for cultural adaption.Totally 164 HF inpatients were investigated with the Chinese version of HF-specific HL scale.To test the reliability and validity of the scale,item analysis,exploratory factor analysis(EFA),confirmatory factor analysis(CFA),and correlation analysis were conducted.Result:Cronbach's a value for the scale is 0.87;the correlation coefficients between each item and the total score ranged from 0.61 to 0.91.Three factors was extracted by EFA,which could explain 64.62%of the total variance.The result of CFA also showed that the scale demonstrated an acceptable model fit.The scale was significantly correlated with the Chinese version of the Heart Failure Knowledge Test(C-HFKT).Conclusion:The Chinese version of HF-specific HL scale is reliable and valid,and is suitable for assessment of HL in Chinese HF patients.

APPLICATION OF MAP AND FILE INFORMATIONVISUALIZATION SYSTEM TO COMPREHENSIVEDIVISION OF NATURAL DISASTERS- Takingthe ChangjiangValleg as an Example

ABSTRACT: This paper generalizes the makeup and forming dynamic mechanism of natural disaster systems, principles and methods of comprehensive division of natural disasters, as well as structure, function and up-build routes of map and file information visualization system (MFIVS). Taking the Changjiang(Yangtze) Valley as an example, on the basis of revealing up the integrated mechanism on the formations of its natural disasters and its distributing law, thereafter, the paper relies on the MFIVS technique, adopts two top-down and bottom-up approaches to study a comprehensive division of natural disasters. It is relatively objective and precise that the required division results include three natural disaster sections and nine natural disaster sub-sections, which can not only provide a scientific basis for utilizing natural resources and controlling natural disaster and environmental degradation, but also be illuminated to a concise, practical and effective technique on comprehensive division.

A comparative analysis of information literacy curriculum standards in the educational programs of high schools in China and in the United States

Our study aims to take a closer look at China's current information literacy(IL) program standards at secondary schools and to analyze their level of success and/or failures in a comparative way with those of the United States in terms of fulfilling their each other's mission-oriented mandates. Our research findings show that China's current IL standards of high schools contain a disproportionate emphasis on information technology(IT). Moreover, the stipulations of these IL standards are narrowly construed and without being solidly grounded on a broad and comprehensive educational perspective. We also suggest that there are two underlying causes for this set of unsound IL standards in China.Firstly, there is a lack of collaboration between two major competing forces engaged in the curricular development and research of IL in China: Those professionals in educational IT discipline vis-à-vis those in Library and Information Science. Secondly, library professionals have a very limited influence on major socio-cultural policies, even at their own institutions. As a result, this paper recommends the following three possible measures,which may help remedy this situation strategically: 1) Establishing a set of new IL curriculum standards based on an IL-centered educational perspective; 2) establishing a teacher-librarian's training program to promote school librarians' role in IL education; and 3) strengthening the research and development of an online IL education program and an accompanied evaluation mechanism.

Construction of an evaluation system for information openness of local governments

Evaluating government openness is important in monitoring government performance and promoting government transparency. Therefore, it is necessary to develop an evaluation system for information openness of local governments. In order to select evaluation indicators, we conducted a content analysis on current evaluation systems constructed by researchers and local governments and the materials of a case study on a local government. This evaluation system is composed of 5 first-tier indicators, 30 secondtier indicators and 69 third-tier indicators. Then Delphi Method and Analytic Hierarchy Process(AHP) Method are adopted to determine the weight of each indicator. At last, the practicability of the system is tested by an evaluation of the local government of Tianjin Binhai New Area, which has been undergoing administrative reform and attempting to reinvent itself in the past 5 years.

Evaluation of International Standards of Management of Communication and Information Technology (MCIT) in Khorasan Razavi Hospitals from the Perspective of Managers

The general goal of the management of communication and information technology (MCIT) in the health sector, is to accelerate collecting, achieving and supporting the health system processes, and effective decision-making for managing this system;because preparing and providing health care services for society is very complex, and highly dependent on the information system. The aim of this investigation is to determine the mean scores of the possibility of implementing the MCIT standards in Khorasan Razavi hospitals, from the perspective of managers. This was a cross sectional descriptive-analytic study conducted in two steps in all hospitals. In the first step, the applicability of the standards in hospitals was studied. In the second step, the current status of hospitals was compared with international standards MCIT. In order to determine the validity of the questionnaires, opinions of professors and experts were acquired. Regarding the reliability, the SPSS V. 12 calculated the value of Cronbach’s to be 0.95 for the first questionnaire and 0.86 for the second questionnaire. Data were analyzed using statistic tests of one way ANOVA and t-test. The level of significance was fixed at 0.5. In the 16 hospitals studied, the mean and standard deviation of MCIT were (57.25 ± 13.74). The MCIT standards are applicable in hospitals of Khorasan Razavi according to half (49.4%) of managers;nonetheless, their application requires greater efforts by the hospitals.

For meeting the need of rapid development of economy in Shanghai and the protection against earthquake and disaster reduction in the mega city, it is necessary to build a information system for emergence decision on the protection against earthquake and disaster reduction in the city. In this paper, GIS is applied to 'the information system for emergence decision on the protection against earthquake and disaster reduction in Shanghai City (Baoshan experiment region)'. We introduce to the structure and effect of each functional module in this information system. This information system consists of 7 functional modules:background information of seismology and geology, subsystem for rapid evaluation of damage loss from earthquake, subsystem for the decisive information on earthquake emergence, information query, maintenance and management of system, help, quit. The key parts of this information system are the subsystem for rapid evaluation of damage loss from earthquake and the subsystem for the decisive information on earthquake emergence. Also, this paper introduces to the application of technology of color infra-red aerial photograph remote sensing to this information system.

On Normalization of Comprehensive Evaluation System with Complex Uncertain Information

This paper systematically proposes basic requirements on normalization of comprehensive evaluation system with complex uncertain information due to human participation. Four basic academic ideas are as follows: 1) It is necessary to normalize conditions of information acquisition. 2) The effectiveness of comprehensive evaluation depends on the correctness of information acquisition. 3) Any evaluation results can be transformed into linguistic satisfactory degrees. 4) Linguistic values can include a great deal of information. This paper mainly deals with how to select objects to be evaluated, evaluators (panelists) and the methods of information processing, how to construct criteria of evaluation, how to normalize terms of evaluation, the results of evaluation, and the procedure of evaluation.

The Educational Role of Library: Information Literacy, Competence, and Standards

This paper deals with the educational role of library, especially university library, and in connection to this, information literacy, competence, and standards in information science. Microcomputers and their current application allow students to use them in laboratories, lecture halls, and libraries;software that are so developed that they allow to various types of computers (micros, picos, or hand-held computers) easy integration with larger systems. In this context libraries, as institutions become one of several available nodes in the information network, the new organization of teaching requires that teachers and students are computer literate requires libraries to provide methods and techniques for handling, through expert systems, their diverse searches, and similar (video disc, for example). Along with terms informatics and information science, there is also the term informatology which denotes theory and practice of emission, transmission, accumulation, selection, and absorption of information, the so-called ETAKSA complex. This paper, therefore, will be discussed communication and communication processes in university libraries that take place using new types of media, which we jointly referred to as information science and in the sea of definitions;we can say that we have added another.

Evaluation of the Usability of a Telehealth System for COVID-19 According to the Perception of the User Professional

With the advent of the pandemic, the Brazilian Ministry of Health structured in record time the Telehealth Service of the Unified Health System called TeleSUS, an ecosystem based on the intensive use of information technology involving automated mechanisms and a personalized health care center at distance. In addition to constant evaluations carried out in the service as a public health strategy, at clinical and epidemiological levels, the team involved in the project was also concerned with evaluating the system developed to enable the operation of remote care, from the conception of the organization of health actions to the technological development of the digital health tool. The objective of this study was to carry out an evaluation of a telehealth system, measuring the degree of satisfaction of users of health professionals regarding its usability and identifying factors that positively and/or negatively influence the evaluation.

Ideas of establishing the information system for emergence decisions on the protection against earthquakes and disaster reduction in cities (application of GIS)

ith urban reformation and opening becoming deeper,the work of protection against earthquake and disaster reduction would be more important.In this paper,some ideas are suggested about establishing the information system for emergency decisions on protection against earthquake and disaster reduction in cities .The information system mainly includes a subsystem for rapid evaluation of damage loss from earthquake (which includes input of seismic information,distribution of earthquake intensity,evaluation of seismic fragility on all social factors and etc.) and a subsystem for the decisive information of seismic emergency(which mainly includes project of disaster relief,project of personnel evacuation,dangerous degree warning for the dangerous articlesstoring places and protection measures against them,assistant decision on fire due to earthquake,location of headquarter for providing disaster relief,and etc.). It is thought that the data investigation and collection about all kinds of buildings(including lifeline engineering)are the most important and difficult work as establishing this system.

Safety Evaluation Method of Evacuation Routes in Areas in Case of Earthquake Disasters Using Ant Optimization Algorithm and Geographic Information Systems

The present study aims to propose the method for the quantitative evaluation of safety concerning evacuation routes in case of earthquake disasters in urban areas using ACO （Ant Colony Optimization） algorithm and GIS （Geographic Information Systems）. Regarding the safety evaluation method, firstly, the similarity in safety was focused on while taking into consideration road blockage probability, and after classifying roads by means of the hierarchical cluster analysis, the congestion rates of evacuation routes using ACO simulations were estimated. Based on these results, the multiple evacuation routes extracted were visualized on digital maps by means of GIS, and its safety was evaluated. Furthermore, the selection of safe evacuation routes between evacuation sites, for cases when the possibility of large-scale evacuation after an earthquake disaster is high, is made possible. As the safety evaluation method is based on public information, by obtaining the same geographic information as the present study, it is effective in other areas regardless of whether the information is of the past and future. Therefore, in addition to spatial reproducibility, the safety evaluation method also has high temporal reproducibility. Because safety evaluations are conducted on evacuation routes based on quantified data, highly safe evacuation routes that are selected have been quantitatively evaluated, and thus serve as an effective indicator when selecting evacuation routes.
