The coordinated evolution of ecological environment,public service,and tourism economy along the Silk Road Economic Belt,using the Dual-Carbon Targets

Carbon peak and carbon neutrality(dual-carbon)are important targets for the international response to climate change.The Silk Road Economic Belt is a strategic resource region and is important for future ecological environment and tourism development.Based on the“dual-carbon”targets,the Single index quantification,Multiple index synthesis,and Poly-criteria integration evaluation model were used in this study to measure the coordinated development index of the ecological environment,public service,and tourism economy along the Silk Road Economic Belt and to analyze its spatial and temporal evolution.Further,it explores the dynamic evolution and development trend of the three systems using the Kernel Density and Grey Markov Prediction Model.The results show that the coordinated development index along this region needs to be improved during the study period.Furthermore,the coordinated development index of the Southwest region is relatively higher than that of the Northwest region.From the development trend of the three systems,all of them develop in a stable manner;however,the tourism economy system is easily affected by external disturbances.The coordinated development index of the three systems changes dynamically and tends to be in a good state of coordination.There is a certain spatial and temporal heterogeneity.The gravity center of the coordinated development index has been in the Southwest region.During the forecast period,the coordinated development index along this region will improve significantly,while insufficient and unbalanced development will continue.

Accessibility and Fairness of Public Service Facilities from the Perspective of Supply and Demand Coordination: A Case Study of Old Urban Area of Guangzhou City

The accessibility and fairness of public service facilities are important manifestations of the convenience and equality of urban public service resource allocation.Optimizing the layout of urban public service facilities is an inevitable requirement for promoting the construction of people centered cities.This paper takes the old urban area of Guangzhou as the research area,measures the accessibility of multiple types of public service facilities based on an improved two-step floating catchment method,and combines Palma Ratio and location quotient methods to explore the fairness of urban public service facilities from two dimensions:social equity and spatial equity,with supply and demand relationship analysis as the main line.Research has shown that:①there is a significant spatial difference in the accessibility of public service facilities in the old urban areas of Guangzhou,and the comprehensive accessibility is generally higher in the central and southeastern regions of the old urban areas with fewer residential populations;②from the perspective of social equity,the resource allocation of public service facilities in the old urban areas of Guangzhou is in a seriously unfair state(with a fairness index of 2.99),and there are also varying degrees of unfairness within the streets;③from the perspective of spatial equity,the location quotient of public service facilities in the old urban areas of Guangzhou shows a pattern of multil center circles decreasing,indicating a significant spatial mismatch between the accessibility supply side of public service facilities and the demand side of the residential population.The research conclusion will provide scientific basis for optimizing the allocation of urban public service facilities and ensuring the equalization of public services.

Research on Sports Public Service Supply in the Chengdu-Chongqing Twin-City Economic Circle under the Background of Regional Economic Development

Using literature,questionnaires,interviews,and mathematical statistics to investigate the current situation of sports public services in the Chengdu-Chongqing Twin-city Economic Circle.The results show that there are some problems in Chengdu-Chongqing sports public services,such as big difference in the development level of supply between urban and rural areas,low supply level,low efficiency,supply mechanism defect,lack of social sports instructors,an outstanding contradiction between the quality of sports public service and residents’demand.To address the problems,government departments should accelerate the transformation of government functions,improve the relevant regulations and systems,increase the investment in sports public services,improve the quality of supply,cultivate the backbone team,integrate resources,and combine the national characteristics with regional characteristics,take into account the personalized needs of the residents,combine the sports public services with intelligence,and build the service system of“Internet+Fitness.”

The Chinese Consumers’Service Quality Satisfaction Differences of Cruise Tourism and Precision Marketing Strategy

The paper selected Chinese Cruise Line as the case study. Having based on the survey data of Chinese cruise tourism consumers, the factor analysis method, one-way analysis of variances method, cluster analysis method, and other quantitative and qualitative methods were taken to analyze Chinese consumers’ satisfaction differences of cruise tourism service quality with different segmentation markets and clusters markets, and the reasons of satisfaction differences were also explored. Then precision marketing strategy of Chinese cruise tourism with different segmentation markets and clusters markets from the supply-side reform perspective was discussed. The purpose of current research was to provide suggestions of precision management and precision marketing of Chinese cruise tourism for relevant enterprises and government departments.

Study on the Design Scheme of Vehicle Flow Lines in Unilateral Agglomerative Open Service Area

In recent years,with the introduction of the strategy to strengthen the country’s transportation infrastructure and the continuous implementation of new economic development models such as integrating transportation with tourism,various open service areas integrating highway service areas with local tourism have emerged nationwide.Examples include the Yangcheng Lake service area in Jiangsu and the Lengshui service area in Chongqing.This paper focuses on the design example of the Dazu Stone Carving service area on the Chongqing section of the Yurong Expressway,comprehensively considering factors such as construction scale,terrain conditions,and local urban planning.It analyzes and studies the traffic flow design of unilateral agglomerative open service areas around two vehicle traffic conversion links:between the main expressway and the service area,and between the service area and local roads.The aim is to provide a case study reference for similar projects.

Research on the Strategy of Promoting Daqing to Create a National Public Employment and Entrepreneurship Service Demonstration City

Based on the research on the basic status quo of the construction of public employment and entrepreneurship service system in Daqing, this paper analyzes the problems existing in Daqing’s establishment of a national public employment and entrepreneurship service demonstration city, and gives countermeasures and suggestions from three levels: optimizing the public employment and entrepreneurship service system, innovating the public employment and entrepreneurship service mode, and improving the entrepreneurship driven employment support system.

Can whole steps of grain production be outsourced? Empirical analysis based on the three provinces of Jiangsu,Jilin,and Sichuan in China

Certain outsourcing services for agricultural management in China,such as pest control in grain production,have experienced prolonged sluggishness,contrasting with the relatively high level of outsourcing services observed in harvesting,land preparation,and sowing.This study examines the feasibility of implementing whole-step outsourcing in grain production by conducting a case study of rice and maize production in Jiangsu,Jilin,and Sichuan provinces in China.The provision of outsourcing services hinges on two essential conditions:technological advancements fostering specialized production and economies of scale,coupled with a market size sufficient to realize the aforementioned potential economies of scale.The results showed that outsourcing pest control or harvesting services had varying economies of scale.The outsourcing services in pest control were less common than in harvesting services,and their marginal growth space of the economies of scale with technological change was also smaller.Determined by the operational characteristics of pest control itself,the market scale of its professional services is small.Therefore,achieving the whole-step outsourcing of grain production necessitates not only technological innovation but also effective policy interventions to overcome the constraints of market scale.Such interventions include(1)optimizing crop layouts between planning regions and reducing land fragmentation and(2)supplying timely and effective inter-regional agricultural information for service providers aided by information technology.

Marketing Strategies for Reading Promotion Activities in Academic Libraries:A Case Study of the University of Shanghai for Science and Technology

In the contemporary digital age,traditional reading habits have been compromised by digital media,a situation that has forced academic libraries to adopt proactive marketing approaches to promote reading among students and faculty.This article investigates the implementation of marketing strategies in promoting reading activities within academic libraries,taking the University of Shanghai for Science and Technology as a case study.The paper explores various marketing strategies employed by academic libraries,including market segmentation,utilization of new media platforms,and the creation of personalized content for readers.Drawing from an extensive literature review and real-world examples,the study establishes a framework for marketing reading promotion activities tailored to academic libraries.These findings underscore how effective marketing strategies can enhance user participation,expand library influence,and optimize resource utilization.

Economic Assessment of Selected Regulatory Ecosystem Services (RES) in the Elgeyo and Nyambene Watersheds Ecosystems in Kenya

Evidence of increased valuation of ecosystem services (ES) globally is significant. However, most of these studies focus on marketed subsets of ES at national and international levels. Ecosystems differ in spatial scale, biophysical and ecological structure, and functionality. This requires conducting studies at the local level to understand how, for example, the watershed ecosystem contributes to humanity locally and nationally. This study focuses on selected regulatory ecosystem services (RES) in Kenya’s catchment area ecosystems (Elgeyo and Nyambene). Field-based sampling and Landsat imagery with secondary information were used to generate biophysical and ecological data. The study used market price-based, cost-based, and unit transfer methods for RES valuation. The study estimates the total value of the six selected regulatory ecosystem services (RES) at KES 41.4 billion (US$386.7 million) and KES 14.73 billion (US$137.71 million) for Elgeyo and Nyambene, respectively. This equates to KES 1.64 million (US$15,331.19) and KES 2.72 million (US$25,375) per hectare per year. Extrapolating the study estimates to the national level, the country’s regulatory ecosystem services would range from US$18.4 billion to US$30.45 billion annually. This equates to between 16.7% and 27.7% of Kenya’s GDP in 2021, underscoring the importance of watersheds to the national economy.

Exploring the Commuters’ Willingness-to-Pay and Its Influencing Factors for an Improved Public Bus Service in Dhaka City

Improved transportation services are a crucial component of urban growth, particularly in emerging cities like Dhaka. Ensuring an improved public bus service quality is a challenge for the city’s transport planners and policy makers. Nevertheless, this challenge can’t be met without the support of the residents of this city. This study intends to evaluate the commuters’ willingness to pay (WTP) for an improved and better public bus service quality in Dhaka city. It also attempts to explore the factors affecting the commuters’ WTP amounts. In order to accomplish the study’s goals, a stated preference survey was designed to enquire into the whys and wherefores of female passengers’ harassment on public buses and also to prefer some influential service quality features. WTP values of respondents were calibrated using binary and ordinal logistic models, and these models were developed using SPSS version 26. The results indicate that the majority of respondents were willing to pay more for better service facilities, and they point to security as the most important factor in determining how much extra fare commuters are willing to pay. The results also demonstrate that commuters’ WTP amounts are highly influenced by the respondents’ monthly income. Results from this study have important policy implications, such as protecting women’s safety on public transportation and taking commuters’ socio-demographic characteristics into account before enacting any legislation or increasing fares.

Application of the Industry-University-Research Education Model of“Works,Products,and Public Goods”in Design Majors Practical Courses in Colleges and Universities

One of the goals and requirements of China’s educational modernization includes prioritizing,guiding,and promoting the social service capabilities of universities.The teaching of practical courses in design majors in colleges and universities has long been plagued by problems such as being“out of touch with the market and social needs”and“ignoring the cultivation of creativity.”It fails to meet the goals and requirements of educational modernization.This article takes the“Fundamentals of Styling and Comprehensive Expression”course offered by the School of Design of Guangxi Normal University as an entry point to study the industry-university-research education method that combines“social service”with the teaching of design professional practical courses.It also attempts to improve“works,products,and public goods”through the establishment of the theoretical model of“product”and the analysis of practical application paths is carried out to solve the problems existing in the traditional teaching of the design major,enhance the social service capabilities of the design major,promote talent employment and industry and social development,and carry out teaching reform attempts.

GIS-Based Public Services Analysis Based on Municipal Election Areas: A Methodological Approach for the City of Makkah, Saudi Arabia

The spatial fairness of public services is a major aspect in offering a healthy and cheerful living environment in a city. The Geographic Information System (GIS) technology has been applied to investigate the spatial distribution of some selected public services over the municipal election areas within Makkah city, Saudi Arabia. These services include education, health, security, religious, commercial, and sports services. The attained results show that except for religious services, other public services are not quantitatively proportional with the population variations in Makkah. It has been found that the third election area posses almost one third of five public services and two thirds of the sport services. That might be attributed to the fact that the third election area possesses almost a quarter of the city population. But, although the first election area has a closer percentage of the total population, it does not include a comparable percentage of public services. On a spatial basis, results of GIS spatial analysis (particularly the Euclidian distance, the mean distance band to a neighbor, the standard distance, the directional distribution ellipse, and the average nearest neighbor ratio tools) have concluded that there is inequity in the services distribution over municipal election areas in Makkah city. Consequently, it is recommended that local planners and decision makers should take the obtained results into consideration to achieve fair and better distribution of public services in the city.

Study on the Supply Efficiency of Rural Public Service in China Based on Three-stage DEA Model

Improving the supply efficiency of rural public service is an important way to solve the severe shortage of rural public service. In this article,we use three-stage DEA model to carry out empirical research of the supply efficiency of rural public service in 31 provinces and regions of China. The results show that if without control over exogenous environment variables and random brunt,the classic DEA method will overestimate the rural public service efficiency; after controlling the impact of the external environmental factors,the mean of supply efficiency of rural public service in 31 provinces and regions of China is 0. 697; the improved rural per capita income,population density,population size and the educational level of residents,is a significantly favorable factor for enhancing the supply efficiency of rural public service,while the increase in the proportion of fiscal spending on rural public service to GDP plays no significant role in improving the rural public service efficiency; according to their efficiency type,the provinces and regions should adopt some measures,such as improving the management level or expanding the supply scale,to improve the supply efficiency.

Remodeling of Rural Public Service Supply Mechanism under the Background of New Village Construction

Under the background of new village construction, the necessity of remodeling the supply mechanism of rural public service is expounded. It is conducive to improving the capability of public service to satisfy farmers' demand; to constructing a rural diversified public service system and improving the supply efficiency of rural public goods; to realizing the equalization of urban-rural public services to coordinate urban-rural development. Problems in the supply of Chinese rural public services are analyzed:the demand of rural public goods is enormous, governmental fiscal expenditure is insufficient; social organization is imperfect and public service capability is weak; urban-rural gap is large and the supply of pubic service is unequal; the system of rural public service is single and the functions are imperfect; the market degree of rural public service is low and the efficiency needs improving. In view of these problems, the strategies for remodeling the supply mechanism of rural public service are put forward, covering intensifying the input intensity of the government, expanding the coverage of public services; vigorously supporting the development of social organization and improving its capability of public goods; breaking through dual system and realizing the equalization of urban-rural public service; perfecting rural diversified public services and perfecting its public service functions; promoting the market progress of rural public services and improving the efficiency of public service.

The Role of Library and Information Science Education in the Development of Community Health Information Services for People Living with HIV/AIDS: Perspectives of Directors and Managers of Public Libraries

This article identifies the role of library and information science (LIS) education in the development of community health information services for people living with HIV/AIDS (PLWHA). Preliminary findings are presented from semi- structured qualitative interviews that were conducted with eleven directors and managers of local branches in the Knox County Public Library (KCPL) System that is located in the East Tennessee region in the United States. Select feedback reported by research participants is summarized in the article about strategies in LIS education that can help local public librarians and others in their efforts to become more responsive information providers to PLWHA. Research findings help better understand the issues and concerns regarding the development of digital and non-digital health information services for PLWHA in local public library institutions.

Factors Influencing the Supply Efficiency of Basic Public Service at County Level

In this paper,we use DEA-Tobit model to conduct empirical study on the governmental supply efficiency of public service in Chongqing's 38 counties and the influencing factors during the period 2008-2011.The results show that the supply efficiency of basic public service at county level is generally low,and there is significant regional differences and strong volatility;per capita GDP,population density and population size,and level of education of the residents,are significantly correlated with the supply efficiency of basic public service at county level,but traffic density,urbanization level,and the proportion of government spending on public service to total fiscal expenditure,have no significant effects on the efficiency of basic public service at county level.Based on this,we propose some policy recommendations for enhancing the level of local economic development and the level of education,and reasonably guiding the residents'agglomeration.

Analysis of Coordination between the Public Service in Rural Areas and Socio-economic Development——A Case Study of Sichuan Province

Taking Sichuan Province as an example,by using the overall evaluation function of Sichuan's rural public service equalization development level and rural socio-economic development level,we conduct profound analysis on coordination between public service in Sichuan's rural areas and socio-economic development from 2003 to 2008.The results show that the coordination between rural public service and socio-economic development in Sichuan Province is not high,and the equalization phenomenon of rural public service construction and socio-economic development is very prominent.The equalization development of public service in rural areas of Sichuan Province from 2003 to 2008 lags behind socio-economic development.The coordination between public service equalization system in rural areas of Sichuan Province and socio-economic development system abates continuously;the coordination between infrastructure and socio-economic development increases slowly;the coordination between education and socio-economic development declines sharply;the coordination between public culture and socio-economic development tends to decrease;the coordination between ecological environment construction and socio-economic development decreases continuously with great amplitude;the coordination between public health and socio-economic development decreases continuously;the coordination between science and technology and socio-economic development lingers at low level;the coordination between social security and employment,and socio-economic development increases in fluctuation,but with small amplitude.

Chinese medical service and medical education in urgent need of reform in the context of public welfare-based medical reform

After six years＇medical reform,about 7.8 billion person-times of medical service has been achieved by2014,and the number of persons covered by basic medical insurance for urban employees,basic medical insurance for urban residents,and new rural cooperative medical insurance exceeded 1.3 billion,of which the coverage ratio reached as high as over 95%,establishing the largest basic medical security network in the world.

Is the Urban Shrinkage Inhibits the Improvement of Public Service Level?

Public services provide convenient conditions for urban residents to study,work and live,and have important significance for improving the life quality of residents and improving the level of welfare.However,while China’s spatial economic is heading towards agglomeration development,a large number of cities have shrunk,which has made unbalanced supply of public services between regions increasingly prominent.Based on the existing literature and the development reality,this paper analyzes the impact of urban shrinkage on the public service level from the public service supply mechanism,and discusses the heterogeneous effects of different labor shrinkage on public services.The results of the study show that urban shrinkage will inhibit the improvement of public service level,but inter-governmental competition makes the labor shrinkage of industry and service industry promote the improvement of public service level.In addition,this paper takes economic development level as a moderating variable to study the moderating effect of economic development level in the impact of urban shrinkage on public service levels.It is found that the reduction of economic development level will promote government competition and provide more public services.
