Evolution and impacts of the United States’Arctic strategy and China’s responses

On 7 October,2022,the Biden administration released an updated version of the National Strategy for the Arctic Region based on new developments in the Arctic region and global affairs.This strategy emphasizes traditional security issues in the Arctic,attaches great importance to climate governance in the region,and advocates for restoring American leadership through international cooperation.In view of the strong influence of the United States(U.S.)in the Arctic region,the changes of the U.S.Arctic strategy will inevitably have an impact on China’s scientific researchrights,economic interests,and governance rights in the Arctic region.To respond to the new situation brought about by the changes in the U.S.Arctic strategy,China should take the initiative to maintain positive relationships with all Arctic countries,and continue its active participation in Arctic affairs.

Thoughts on the Modernization of Governance Systems of Ecological Environment under the Background of New Era

During recent years,the Party Central Committee and the State Council have attached great importance to the protection and governance of the ecological environment,put the construction of ecological civilization in a prominent position,and launched a series of strategic policies with strong foresight and guidance.Among them,the modernization of the governance system of ecological environment is regarded as the top priority of strengthening the ecological environment governance and the construction of ecological civilization.Based on the in-depth analysis of the connotation and background of the modernization of the ecological environment governance system,this paper analyzes the main problems and challenges faced by the current national ecological environment governance system,and puts forward the paths and measures to accelerate the modernization of the national ecological environment governance system,so as to provide a theoretical reference for the construction of national ecological civilization.

On the Relationship Between Human Rights Protection and the Modernization of State Governance

The protection of human rights inherently related to modern state-governance. On the one hand, human rights protection is the foundation and criteria for modern state-governance, characterized by democracy, rule of law and civility, with human rights as a cross-cutting theme in all these elements. On the other hand, human rights protection provides conditions and motives for modernizing state governance. Human rights are pursued as a fundamental value in modern state-governance. Human Rights Protection in the Modernization of China's State Governance

In China, the development of human rights is an inherent part of good governance, as reflected in the following: Firstly, people are able to participate in social and public administration through exercising their 'democratic rights' under the constitution. Secondly, citizens' fundamental human rights and other civil rights are protected by law. Thirdly, people's rights to know and to express are expanding. Fourthly, the Chinese government is responsive to people's demands, ready to accept their supervision, and is doing its best to improve their living standard. To modernize governance, China must adhere to human rights principles by guaranteeing people's rights to participation, to information and to supervision, and by protecting the fundamental rights of the disadvantaged.

The Modernization of State Governance Will Promote Protection of Civil and Political Rights

The modernization of state governance and innovation in governing measures will strengthen the protection of human rights in China, including civil and political rights. Firstly, legal control over public power will reduce arbitrary restrictions on civil rights. Secondly, public participation in policy-making will provide more opportunities for citizens to exercise their political rights. Thirdly, governing by law will better guarantee equal protection of law for all people. Fourthly, an effective accountability mechanism will reinforce people's right of supervision. Lastly, innovation in governing measures will help identify and satisfy citizens' demands.

A Community with a Shared Future for Human Beings in the Vision of Modernization of Global Governance: China's Expression and Practice

The human rights cause in the world still faces structural challenges and crises, the factor of which including scarcity of living material resources, global environmental crisis and global terrorism. However, the existing global governance model and governance pattern have made it difficult to deal effectively with the above structural challenges and crises facing the development of human rights in the world. Therefore, it’s necessary to advance and modernize global governance. In order to realize these ends, the Chinese government presents the ideal of a Community with a Shared Future for Human Beings as the modernization of global governance and the Belt and Road Initiative as the proper project for this process of modernization. It calls on all countries to work hand in hand and work together to build a community with a shared future for mankind so as to realize the modernization of global governance and hence the comprehensive development of human beings.

Peasant Household Oriented Land Circulation from the Perspective of State Governance

Based on the state governance background of peasant household oriented land circulation,I analyzed characteristics of peasant household oriented land circulation.The characteristics mainly include uncertain definition of rural land circulation,significant off-media feature of land circulation,long-term land circulation contract,farmers' preference of peasant household oriented land circulation,and progressive path of land circulation.The essential feature is the progressive mode of land circulation.Under the existing property right,it realizes the perfect combination of modern production factors and traditional agricultural,and the combination of traditional family safeguarding function and modern social mutual growth spirit.Thus,it shows relative independence and manifests the idea of common prosperity.The opportunity cost of peasant household oriented land circulation is minimal,institutional cost will increase circulation risk,and what's more,the cost for state governance of peasant household oriented land circulation is minimal.It comes to conclusion that building proper and harmonious land circulation mechanism is responsibility of central government and favorable for healthy development of peasant household oriented land circulation.

Radical Right Parties in the Political System of States： Theoretical and Practical Aspects

The article deals with the question of whether far-right parties are able to influence the political and party system in the contemporary state. Far-right parties have acquired special political features that are grounded on a broad variety of far-right ideological norms and political instruments. Far-right parties challenge the state government and policy offering the key （anti-immigration politics） to solve a variety of complicated issues. The main idea of the article is that far-right parties are flexible enough in their political rhetoric and instruments to gain electoral support. Based on different concepts and theories we should underline that far-right parties have a prominent electoral future but their place in the political arena greatly depends on existing conflicts of social and cultural nature in the nation-state.

Urban Cultural Excavation and Reconstruction in the Perspective of Cultural Interaction:An Example of Modern Counter-Industrial Development on the Suzhou Riverbank

Urban culture,as the core force of urban development,has been explored more deeply in the process of modern urban transformation and construction.However,cities have their own unique memories,and cultural continuity and heritage require further innovation.The Suzhou River was the center of Shanghai’s initial development and carries an important cultural heritage.In 1996,Shanghai launched the comprehensive environmental improvement of the Suzhou River,which has achieved the reverse industrialization of the Suzhou River through the fine management of the city,and has made a good achievement of urban management and a new culture of the Suzhou River.This paper takes,Shanghai,a maritime city,as the background,takes the management of Suzhou River as the entry point to explore the new path of building urban culture in the new era,and studies the cultural significance contained in the fine management of modern cities.

State Auditing With the Investment in Public Sector： Case of Vietnam

In Vietnam, in the current period, public investment plays an important role in the improvement of technical infrastructure systems, economic and social development of motivation to promote national development. However, the question is how to ensure that these sources of funds are used most effectively in terms of limited resources. In this article, the author would like to emphasize the critical role of the state auditor which is not only in the transparency of information, in enhancing the trust of the citizens, but also in providing important and reliable information to the public sector agencies, units, investors, and people in the society. From that, it could help to serve the management and administration of revenues and expenditures of the state budget as well as reasonably and efficiently using financial resources and assets. In case of perfectly conducting those tasks, they will contribute the power to the economy, fight corruption as loss or waste, and detect and prevent violations of law; improve the efficient use of the budget, the money, and property of the state; and serve effectively for the operation of the National Assembly and People＇s Councils at all levels of the implementation and monitoring function to decide important issues of national and local governments. With the above information, these matters in Vietnam will be solved through this paper that consists of five parts： （1） the basics about the current public investment in Vietnam; （2） the role of state auditing in improving performance management and monitoring of investment; （3） the limitations of state auditing in public investment; （4） many solutions to promote the role of state auditing in improving the effective investment activities; and （5） conclusion.

Development of Chinese Cultural Governance since the Reform and Opening-up

Contemporary Chinese cultural governance is an important part of the national governance system and the modernization of national governance capacity. It must combine international experience and local method together and run through the whole process of cultural system reform. The good governance of culture is the goal pursued by Chinese cultural governance, which displays the management process of maximizing cultural public interest. In the new era, cultural governance reform has experienced governance subject centralized to pluralism, governance space from inside to outside, governance method from ruling by man to the rule of law, governance path from control-oriented government to service-oriented government. To further improve Chinese cultural governance in the new era, relationships between top-level design and grass-root innovation, cultural democracy and cultural concentration, national cultural interests, social cultural interests and cultural interests of the citizens, domestic cultural governance and global culture must be dialectically dealt with. In the government-market-social governance structure, mutual assistance of multiple missions and win-win of multiple subjects can be achieved, thus promoting harmony of multiple interests.

Who Should Be the Subject of Global Governance?

The neo-liberal view of global governance holds that sovereign state-dominated global governance will undermine the fairness of the international community,and the social legitimacy of nationalism is insufficient.However,some scholars pointed out that in the global governance mechanism advocated by neo-liberalism and cosmopolitanism,the state role is absent and the subjects and fields of governance are highly overlapping and inefficient,resulting in the dilemma that global governance is more fair than efficient.This article holds that the implementation of effective global governance can draw lessons from the experience of China’s socialist market economy and form a state-coordinated diversified governance program.Through the coordination of the state and considering both the fairness and efficiency in the process of global governance,the effective combination of the two can be achieved on the subject of global governance.

Research on the Realization Path of Consultative Governance of River Basin Water Environment in China

As a new way of governance,deliberative democracy has an inherent compatibility with river basin water environment governance.Consultative governance of river basin water environment is an important way to build an ecological civilization in the river basin.It involves three different levels of government-level democratic coordination,government-enterprise-society consultation and cooperation,and independent consultation between citizens and their governance mechanisms.To realize the consultative governance of river basin water environment,the concept and system construction of consultative governance should be incorporated into the system and mechanism construction of river basin water environment administration.

The Non-state Provision of Health Care and State Capacity in Nigeria

This paper examines the performance of non-state actors （NSA） in the provision of health services in the Federal Capital Territory （FCT） Abuja and the consequences for state capacity in Nigeria. The rapid expansion of non-state providers in health care delivery in Nigeria came up as a result of the neoliberal globalization. The initiation of structural adjustment program （SAP） program in Nigeria reduced state performance in social services provision in all sectors including Health care. The study revealed that state-owned health care centers, although cheaper, are not able to meet the expectations of most Nigerian citizens while the private health care providers on the other hand are expensive and beyond the reach of the average person. The paper concludes that NSA substitute state capacity. Against this background, the paper recommends that the federal government should put structures and policies in place to facilitate and enhance the equitable delivery of healthcare services in Nigeria to improve development outcomes for all Nigerian citizens.

Conflict： Efficient State or State Under the Rule of Law？-- The Hungarian Case of the Victory of the Efficient State over the State Under the Rule of Law

This study is seeking an answer as to whether the efficient state and the state under the rule of law are indeed irreconcilable, as well as to whether these two categories are by nature to be seen as contrary concepts. The basic issue is whether efficiency is to be handled as an ＂extralegal＂ category, or whether legal regulation, in accordance with public administration traditions in Europe, can in itself meet the requirement of efficiency. Also the study presents the formation of the issue of conflict between the effective state and the state under the rule of law in Hungary after the election held in 2010 in the practice of economic policy and legislation of the Orban government. We are trying to answer the question of the tendency of power concentration to really menace the principles of a traditionally-formed state under the rule of law, as well as whether the economic policy of the government can be implemented effectively in a strongly centralized political and state administrative system.
