Mobile emergency sources can be quickly and flexibly connected to supply energy after an energy outage to ensure a reliable supply to the system, which adds complexity to the decision. This study focuses on a powergas IES with mobile emergency sources and analyzes the coupling relationship between the gas distribution system and the power distribution system in terms of sources, networks, and loads, and the influence of mobile emergency source transportation. The influence of the transient process caused by the restoration operation of the gas distribution system on the power distribution system is also discussed. An optimization model for power-gas IES restoration was established with the objective of maximizing the net income. The coordinated restoration optimization decision-making process was also built to realize the decoupling iteration of the power-gas IES, including system status recognition, mobile emergency source dispatching optimization, gas-to-power gas flow optimization, and parallel intra-partition restoration scheme optimization for both the power and gas distribution systems. A simulation test power-gas IES consisting of an 81-node medium-voltage power distribution network, an 89-node medium-pressure gas distribution network, and four mobile emergency sources was constructed. The simulation analysis verified the efficiency of the proposed coordinated restoration optimization method.展开更多

Based on the construction of a monitoring system for HSR earthquake emergency response, the technical operational procedures for HSR seismic emergency response are proposed. The quantity, scale, and location of HSR earthquake emergency response mechanism are defined, and the corresponding emergency response system is built. In particular, the earthquake emergency response system can conduct real-time continuous dynamic monitoring of seismic activity along the railway. When earthquake occurs, the intensity of the ground motion is detected by the system. When the earthquake monitoring value reaches the earthquake alarm threshold, it will send an alarm signal to the dispatch center, and the emergency power supply will be forced to cut off. The earthquake emergency response system will continue to monitor the follow-up ground motion acceleration. The system provides the operation scheduling center with a basis for train operation control to resume operation after stopping. The monitoring result of the system reduces the disaster, and the secondary disaster is caused by the earthquake. This paper improves the HSR response mechanism in detecting earthquake disasters. The result improves the ability of HSR to deal with earthquake disasters, and reduces casualties and economic and property loss caused by earthquake disasters.展开更多

Although the OCHA has made great strides to improve its information management and increase the availability of accurate, real-time data for disaster and humanitarian response teams, significant gaps persist. There are inefficiencies in the emergency management of data at every stage of its lifecycle: collection, processing, analysis, distribution, storage, and retrieval. Disaster risk reduction and disaster risk management are the two main tenets of the United Nations’ worldwide plan for disaster management. Information systems are crucial because of the crucial roles they play in capturing, processing, and transmitting data. The management of information is seldom discussed in published works. The goal of this study is to employ qualitative research methods to provide insight by facilitating an expanded comprehension of relevant contexts, phenomena, and individual experiences. Humanitarian workers and OCHA staffers will take part in the research. The study subjects will be chosen using a random selection procedure. Online surveys with both closed- and open-ended questions will be used to compile the data. UN OCHA offers a structure for the handling of information via which all humanitarian actors may contribute to the overall response. This research will enable the UN Office for OCHA better gather, process, analyze, disseminate, store, and retrieve data in the event of a catastrophe or humanitarian crisis.展开更多

Because emergency physicians (EPs) possess skills in airway control, management of moderate and deep sedation, and ventilator management, we propose that with proper training in general anesthesia, EPs can serve as anesthetists for IMSuRT with anesthesiologist supervision. Methods: During a 10-week period, a board-certified EP administered general anesthesia to 60 patients prior to a surgical medical mission trip. The breakdown of surgical cases was: 11 orthopedic, 2 genitourinary, 20 ear, nose, and throat, 8 obstetrics and gynecological, 13 general surgery, and 6 vascular. A simplified protocol for induction, maintenance, and emergence was adhered to for all cases. Results: Fourteen orthopedic cases using general anesthesia were performed in a one-week period in Haiti. These cases involved open reduction and internal fixation (ORIF), hemiarthoplasty, hardware removal, tendon transfer and external fixation of fractured bone. Conclusion: We demonstrate the feasibility of a model curriculum to train EPs in the basics of anesthesia. The EP can safely and effectively deliver general anesthesia for major cases on surgical medical mission trips under the auspices of an anesthesiologist in an austere environment.展开更多

文摘With the development of renewable energy technologies such as photovoltaics and wind power,it has become a research hotspot to improve the consumption rate of new energy and reduce energy costs through the deployment of energy storage. To solve the problem of the interests of different subjects in the operation of the energy storage power stations(ESS)and the integrated energy multi-microgrid alliance(IEMA),this paper proposes the optimization operation method of the energy storage power station and the IEMA based on the Stackelberg game.In the upper layer,ESS optimizes charging and discharging decisions through a dynamic pricing mechanism. In the lower layer,IEMA optimizes the output of various energy conversion coupled devices within the IEMA,as well as energy interaction and demand response(DR),based on the energy interaction prices provided by ESS.The results demonstrate that the optimization strategy proposed in this paper not only effectively balances the benefits of the IEMA and ESS but also enhances energy consumption rates and reduces IEMA energy costs.
文摘Globally, there have been multiple public health emergencies in recent decades.High rates of morbidity, occasionally mortality, and economic instability are usually associated with pandemics. One of the epidemics that has significantly increased morbidity and mortality worldwide is the human immunodeficiency virus(HIV)and acquired immune deficiency syndrome(AIDS)pandemic.HIV has a disproportionately negative impact on key populations.Strong leadership, effective communication, and sound science are necessary for public health emergency(PHE)responses to be successful. These three PHE response pllars are also essential for bridging the HIV response gap among key populations in the setting of restrictive laws.In this review,we explored the importance of these three pillars of successful PHEs responses, and how they are essential to closing the gap in the HIV response among key populations.Leaders must make decisions and instil a sense of authority in the populace during PHEs to foster trust and confidence.Leaders should base their choices on scientific evidence.Effective communication during PHEs should be proactive, polite, imaginative, innovative, and constructive. To address gaps in the HIV response among key populations, leaders must create a supportive environment for effective communication and scientific research, communication should be used to raise awareness of HIV and to dispel stigma and discrimination, while science should provide evidence of efficacy and effectiveness of interventions amongkey populations.

文摘As new power systems and dual carbon policies develop, virtual power plant cluster(VPPC)provides another reliable way to promote the efficient utilization of energy and solve environmental pollution problems. To solve the coordinated optimal operation and low-carbon economic operation problem in multi-virtual power plant,a multi-virtual power plant(VPP)electricity-carbon interaction optimal scheduling model considering integrated demand response(IDR)is proposed.Firstly,a multi-VPP electricity-carbon interaction framework is established. The interaction of electric energy and carbon quotas can realize energy complementarity, reduce energy waste and promote low-carbon operation.Secondly,in order to coordinate the multiple types of energy and load in VPPC to further achieve low-carbon operation, the IDR mechanism based on the user comprehensive satisfaction(UCS)of electricity, heat as well as hydrogen is designed, which can effectively maintain the UCS in the cluster within a relatively high range. Finally, the unit output scheme is formulated to minimize the total cost of VPPC and the model is solved using theCPLEX solver. The simulation results showthat the proposed method effectively promotes the coordinated operation among multi-VPP,increases the consumption rate of renewable energy sources and the economics of VPPC and reduces carbon emissions.
文摘To guarantee a unified response to disasters, humanitarian organizations work together via the United Nations Office for the Coordination of Humanitarian Affairs (OCHA). This research will enable the UN Office for OCHA better gather, process, analyze, disseminate, store, and retrieve data in the event of a catastrophe or humanitarian crisis.

文摘The integrated energy system(IES)is an important energy supply method for mitigating the energy crisis.A station-and-network–coordinated planning method for the IES,which considers the integrated demand responses(IDRs)of flexible loads, electric vehicles, and energy storage is proposed in this work.First, based on load substitution at the user side,an energy-station model considering the IDR is established. Then, based on the characteristics of the energy network,a collaborative planning model is established for the energy station and energy network of the IES,considering the comprehensive system investment, operation and maintenance, and clean energy shortage penalty costs,to minimize the total cost. This can help optimize the locations of the power lines and natural gas pipelines and the capacities of the equipment in an energy station. Finally, simulations are performed to demonstrate that the proposed planning method can help delay or reduce the construction of new lines and energy-station equipment, thereby reducing the investment required and improving the planning economics of the IES.
文摘In recent years, the impact of new major infectious diseases on people’s normal life is becoming more and more frequent, which has brought great impact on people’s life safety and social economy, especially the corona virus disease 2019,which has been sweeping the globe.Public health and disease prevention and control systems in different countries have different performances in response to the pandemic, but they all have exposed many shortcomings.Countries around the world urgently need to improve the monitoring, early warning and emergency response systems for new major infectious diseases. As the outpost and main part of medical rescue, the hospital urgently needs to establish a set of scientifically advanced emergency response mechanism that is suitable for the business process of the medical system and unified standards in order to improve the response efficiency and quality of emergency treatment.

文摘The coronavirus disease 2019(COVID-19)pandemic is challenging the current public health emergency response systems(PHERSs)of many countries.Although environmental factors, such as those influencing the survival of viruses and their transmission between species including humans, play important roles in PHERSs,little attention has been given to these factors. This study describes and elucidates the roles of environmental factors in future PHERSs.To improve countries’capability to respond to public health emergencies associated with viral infections such as the COVID-19 pandemic,a number of environmental factors should be considered before, during, and after the responses to such emergencies.More specifically,to prevent pandemic outbreaks,we should strengthen environmental and wildlife protection, conduct detailed viral surveillance in animals and hotspots, and improve early-warning systems.During the pandemic,we must study the impacts of environmental factors on viral behaviors, develop control measures to minimize secondary environmental risks, and conduct timely assessments of viral risks and secondary environmental effects with a view to reducing the impacts of the pandemic on human health and on ecosystems. After the pandemic,we should further strengthen surveillance for viruses and the prevention of viral spread, maintain control measures for minimizing secondary environmental risks, develop our capability to scientifically predict pandemics and resurgences, and prepare for the next unexpected resurgence.Meanwhile,we should restore the normal life and production of the public based on the“One Health”concept, that views global human and environmental health as inextricably linked. Our recommendations are essential for improving nations’capability to respond to global public health emergencies.

文摘Background: The availability of an anesthesiologist is often a limiting factor in the number of operations that can be performed by International Medical Surgical Response Teams (IMSuRT). The EP can safely and effectively deliver general anesthesia for major cases on surgical medical mission trips under the auspices of an anesthesiologist in an austere environment.

文摘Conventional squeeze film dampers have numerous challenges including lock up,bistable response and incoordinate precession. In order to resolve these nonlinear problems,a novel G-type integral squeeze film damper(GISFD)is proposed in this research. The experimental test rig is provided to investigate the rotor system with an unbalanced single disk.Numerical simulation results show that the structural design of GISFD is reasonable, which can ensure its safe and stable operation. The influence of different support stiffnesses on the first-order speed of the rotor system is analyzed.Experimental results show that GISFD can effectively suppress the unbalanced response vibration of the rotor. In a certain range,it is found that the suppression effect of GISFD increases with the increase in the kinematic viscosity of the damping fluid. When the silicone oil with kinematic viscosity coefficients v=30.0 cm^(2)/s is employed, the vibration reduction of GISFD is approximately 71.51%.Furthermore,the experimental results show that with the increase of the unbalance, there is a linear relationship between the unbalance and the corresponding amplitude of the unbalanced response. It is concluded that GISFD has excellent linear damping characteristics and reduces the sensitivity of the rotor system to the unbalanced mass.

文摘Integrated energy system optimization scheduling can improve energy efficiency and low carbon economy. This paper studies an electric-gas-heat integrated energy system, including the carbon capture system, energy coupling equipment, and renewable energy. An energy scheduling strategy based on deep reinforcement learning is proposed to minimize operation cost, carbon emission and enhance the power supply reliability.Firstly, the lowcarbon mathematical model of combined thermal and power unit, carbon capture system and power to gas unit(CCP)is established.Subsequently,we establish a low carbon multi-objective optimization model considering system operation cost, carbon emissions cost, integrated demand response, wind and photovoltaic curtailment, and load shedding costs.Furthermore, considering the intermittency of wind power generation and the flexibility of load demand, the low carbon economic dispatch problem is modeled as a Markov decision process. The twin delayed deep deterministic policy gradient(TD3)algorithm is used to solve the complex scheduling problem. The effectiveness of the proposed method is verified in the simulation case studies.Compared with TD3,SAC,A3C,DDPG and DQN algorithms, the operating cost is reduced by 8.6%,4.3%,6.1%and 8.0%.
