Optimization of Rural Governance Structure under the Development of New Agricultural Management Entities

The positive impact of the development of new agricultural business entities and their institutional systems on the optimization of rural governance structures can be examined from various perspectives,including the state,market,rural society,urban-rural relations,and grassroots governance structure in rural communities.The development of these new agricultural business entities has not only redefined but also restructured the power distribution and governance patterns in rural developing countries,markets,and villages.The rural social order has evolved into a ternary mutual structure governance pattern,often referred to as the“state market rural”model.This transformation has prompted adjustments in the national economic and social policy structure and management systems at both macro and micro levels.It has led to the reshaping of power dynamics,benefit distribution,and governance structures in both urban and rural areas,resulting in significant changes to the economic and social fabric of rural regions.Furthermore,the grassroots governance structure in rural society,characterized by“township governance and village governance,”is undergoing continuous development and improvement.This transition is marked by a shift towards a collaborative governance structure that encourages diverse participation.Building upon the aforementioned optimizations,the rural governance structure now exhibits new characteristics.These include a more extensive and diverse range of rural governance mechanisms,increased openness in governance processes,and a heightened synergy among various governance mechanisms.This dynamic evolution reflects a richer,more diverse,and more open approach to rural governance,fostering a stronger collaborative effort in the pursuit of effective governance.

Optimization of Agricultural Industrial Structure in Changping District of Beijing Based on Grey Relational Analysis

In the economic development of Beijing,although the share of the total amount of agricultural industry in the overall economy is relatively low,it has an important impact on the daily life of residents,social stability and the development of other industries.Changping District,as an important agricultural production base of Beijing,its agricultural development has an indispensable strategic significance for the stability and growth of the entire regional economy.Therefore,it is very important to study the structure of agricultural industry in Changping District.Based on the detailed analysis of the agricultural industrial structure of Changping District,this paper uses the grey relation theory to analyze the different industries in the agricultural industrial structure of Changping District,including planting,forestry,animal husbandry,fishery and agricultural,forestry,service industries,in order to reveal the impact of these industries on the agricultural industrial structure of Changping District.Through this study,it comes up with specific and feasible suggestions for the optimization of agricultural industrial structure in Changping District,and provides valuable reference for the agricultural development of other areas in Beijing.

Research and Practice on the Construction of Professional Cluster in Application-Oriented Local Undergraduate Universities:Taking Environ-mental Chemical Engineering Professional Cluster in Pingdingshan University as an Example

Based on the analysis of the importance of professional cluster construction by ecological theory,with the change of social demand for talents,this paper explores the practice of environmental chemical professional cluster construction in Pingdingshan University,including gradually perfecting teaching conditions and reforming teaching mode,breaking through the limitations of resources,integrating the boundaries of colleges and departments,integrating multiple resources,innovating systems and mechanisms,reconstructing professional clusters,decon-structing professional connotations,reorganizing curriculum systems,etc.,in order to better build the ecological chain network of education in application-oriented colleges and universities,realize the deep integration of industry and education,train future-oriented interdisciplinary applied talents of new engineering,and realize the construction of characteristic professional cluster in application-oriented colleges.

Analysis on Internal Growth Potential of Agriculture Under the Agricultural Structure Adjustment in Xinjiang

Agricultural structure adjustment has always been the important factors influencing Xinjiang agricultural internal income growth.On the basis of the planting scale,productivity and price in 2010,the paper measured the contributions made by agricultural structure adjustment to Xinjiang agricultural internal income growth through structural optimization.Linear programming model was established by Lingo software,to optimize the structure of planting,horticulture,animal husbandry in Xinjiang and analyze the internal agricultural income growth potential.After structure optimization,Xinjiang agricultural production value will reach 1231.44×108yuan and the farmers'income of production and management will reach 9851yuan.The greatest potential for Xinjiang agricultural internal income growth was husbandry accounting for 41.33% of the total production value.The next one was horticulture,whose share of the total production value has raised to 17.43% from 10%.Fruit industry and animal husbandry will become the pillars of future income growth.There are still some income growth spaces in Xinjiang internal agriculture though the agricultural structure adjustment.The agricultural production value will increase by 44.32%and farmers'production and management income will increase by 68.83%.That will be one of the most important ways to tap the future potential of agriculture internal income growth.

Research on Agricultural Subsidy Policy Adjustment under the Guidance of Green Development

Although China's agricultural subsidies have played a certain positive role,they also have some negative effects. This paper analyzes the relationship between agricultural green development and agricultural subsidies,points out the incompatibility between agricultural subsidies and agricultural green development at this stage. Finally,aimed at adjusting agricultural subsidy policy to promote agricultural green development,the article puts forward the corresponding measures and recommendations.

Evaluation and Selection of the Optimal Scheme of Industrial Structure Adjustment Based on DEA

in the paper, the advanced assessment method of DEA （Date Envelopment Analysis） had been used to evaluate relative efficiency and select the optimal scheme of agricultural industrial structure adjustment. According to the results of DEA models, we analyzed scale benefits of every optional schemes, probed deeply the ultimate reason for not DEA efficient, which clarified the method and approach to improve these optional schemes. Finally, a new method had been proposed to rank and select the optimal scheme. The research is significant to direct the practice of the adjustment of agricultural industrial structure.

Study of the Optimization and Adjustment ofthe IndustrialStructure Subjected to Water Resource in the Drainage Area of the Yellow River

Since the 1990s, the Yellow River stream has been temporarily interrupted for several years, which affects the development of society, the economy and human life, limits the economic potential of the drainage areas, and especially causes great harm to regions on the lower reaches. Based on the analysis of the relationship between the development of society and economy and water scarcity, the author thinks it is necessary to optimize and adjust the industrial structure that has extravagantly consumed enormous amounts of water, and to develop ecological agriculture, industry and tourism which are balanced with the ecological environment. Finally, the author puts forward several pieces of advice and countermeasures about how to build the economic systems by which water can be used economically.

How to Optimize the Structure of Agricultural Products in the Context of Reform of the Supply Front?

Based on reform of the supply front,this paper analyzes the main constraints on China's current structure of agricultural products,including irrational allocation of resources between agricultural products,prominent problems concerning agricultural product quality and safety,disconnection between market demand and agricultural product R&D,and low processing capacity of agricultural products. Based on summing up the experience of the countries with developed agriculture,this paper proposes the path and mechanism for the optimization of structure of agricultural products in China: optimizing resource allocation of agricultural products; improving the quality of agricultural products; enhancing the R&D capacity of agricultural enterprises; promoting the processing and conversion capacity of agricultural products; perfecting the policy support and subsidy mode.

Studies on the Structure Evolvement of Organic Agricultural Industry in Taiwan and its Influential Factors

In order to study the development of organic agriculture in Taiwan in recent years,and based on relevant agriculture,economic and social statistics,the general scale of organic agriculture and industrial structure were treated with statistic analysis. Results suggest that the general scale of organic agriculture in Taiwan grew rapidly from 2004 to 2011. The certified organic farmers grew by 140. 59%,and the area with organic plantation grew by 302. 40%. The industrial structure has changed significantly as vegetables have become the No. 1 organic crop instead of rice. Besides of the four major crops,organic plantation has played an increasingly important role. Essential factors influencing the great-leap-forward development include the general trend of agricultural industrial structure adjustment,proliferation of management system and strategic opportunities brought by economic cycles.

The Impact of Changes of the Internal Agricultural Structure in Sichuan Province on Farmers' Income

After introducing the status quo of farmers' net income and gross output value of agriculture of Sichuan Province,and the changes of agricultural output structure,the regression analysis was conducted on the impact of the changes in agricultural structure on the farmers' net income per capita on the strengthen of the data from Sichuan statistical yearbook and by the way of econometrics.The multiple linear regression analysis was conducted on the impact the changes in crop farming on farmers' net income by using logarithmic demand model.The results show that the agricultural structure has transformed from the dominant crop farming to the all-around developmental trend covering the dominant industry,animal husbandry and forestry,fishery and the other industries;the animal husbandry has greatest impact on famers' income per capita and the impact of crop farming is slightly weaker than animal husbandry;the crop farming and animal husbandry develop fairly rapid simultaneously and the two all have great impact in farmers' income;among animal husbandry,the meat and eggs have relatively great impact on farmers' income,while in crop farming,grain plays the dominant role in affecting farmers' income,followed by cash crop.Hence,the relevant countermeasures applied to increase farmers' income are put forward in terms of optimizing the internal structure of agriculture,adjusting the internal structure of crop farming,adjusting the internal structure of animal husbandry and strengthening the support of farmers.

Impacts of the Rising Opportunity Cost of Farm Labor on Agricultural Land Use Structure: Theory and Empirical Evidences

Nowadays the rising of opportunity cost of farm labor comes to the forefront of attention in China. In order to understand its impact on agricultural land-use structure, a theoretical framework of household economics is formulated drawn on Low's model. Under the theoretical framework, the impact of the rising opportunity cost of on-farm on cropping structure is deduced in theory. And then, using statistic and survey data, taking mountain area of southern Ningxia as an example, the theoretical assumes are verified. The results show that the rise of opportunity cost of farm labor leads to less diversified cropping structure.

Investigation on the Concurrent-Business Behavior of Peasant Households during the Planting Structure Adjustment in Karst Mountainous Area

Based on the survey data of 150 peasant households in typical Karst mountainous area in the year 2009, causations, characteristics and influence factors of the concurrent-business behavior of peasant households during planting structure adjustment are analyzed. Result shows that there is significant positive correlation between the concurrent-business income and the household income of farmers. And the concurrent-business behavior has the tendency to be popular among the young farmers with the characteristics of relative concentration, strong will of farmers and the significant impact of education degree on the concurrent-business income. Information, capital, skill, and market awareness are the main factors affecting the concurrent-business behavior of peasant households. Countermeasures to optimize the concurrent-business behavior of peasant households are put forward, such as strengthening the skills training for farmers to improve the cultural quality of peasant households, establishing modern rural financial service system to offer capital support for the development of peasant households, setting up information base of rural labor force to provide more information and channels for the concurrent-business behavior of peasant households, and enhancing the cultivation of farmers' market awareness to improve their ability to adapt to market economy.

Changes in Land Use and Agricultural Production Structure Before and After the Implementation of Grain for Green Program in Western China–Taking Two Typical Counties as Examples

Soil erosion becomes a serious environmental problem in the world, especially in western China. An effective management practice called the Grain for Green Program(GGP), which was launched in 1999, aims to reduce soil and water loss and alleviate the ecological environment problem in western China. Two typical counties in western China, the Zhongxian(in Chongqing Municipality) and Ansai(in Shaanxi Province) were chosen to evaluate the dynamic changes of land use and agricultural production structure before and after the implementation of the Program in this paper. The results showed that the cultivated land area was reduced by 7.08% from 1989 to 2003. The cultivated land per person was decreased by 8.42% during 1999-2003. Moreover, the stability index of the secondary sector of the economy was increased from 0.91 in the period 1990-1999 to 0.94 in the following ten years. In addition, the stability index of tertiary economic sector increased from 0.88 to 0.92 in Zhongxian county. Meanwhile, the cultivated land area was reduced by 15.48% from 1990 to 1999. The soil erosion modulus was decreased by 33.33% from 1999 to 2006. Also, the stability index of secondary and tertiary economic sectors was 0.86 in the period 1998-2002. However, it decreased by 77% during 2002 to 2007 in Ansai County. These results imply that the Grain for Green Program had different impact on the two regions. Several effective strategies of soil and water conservation have been carried out to ameliorate the sustainable development of ecological environment and economy in these two counties of western China.

Available Agricultural Area by Utilization Categories and Ownership Structure of Holdings in the Republic of Serbia

The subject of research in this paper is the analysis and presentation of data on agricultural holdings, the structure of available and utilized area. The data and calculated indicators represent a comprehensive overview of the structural characteristics of national agriculture, but they are also an internationally comparable database, based on key features of agriculture. The main goal of this paper is to determine and explain more comprehensively and in detail by using appropriate methods, and based on available data, the condition of utilized agricultural area (hereinafter: UAA) and its quantitative and qualitative characteristics by utilization categories and manner of its use;types of agricultural holdings and statistical regions and lower statistical units of data grouping. Implementation of such a defined basic research goal indicates necessity of more detailed and continuous study of the causes that led to the reduction of available agricultural area and especially its better and more important production categories of utilization and measures and activities to be taken to eliminate or reduce the causes of inadequate management of agricultural area in the coming period. The importance of this research arises from the fact that the results on utilized agricultural area can be used to adopt appropriate measures and undertake certain activities in land and overall agricultural and rural policy related to sustainable utilization, arrangement and protection of agricultural land and more balanced integrated development of rural areas, as well as to find better solutions in the field of utilization, ownership sector and conditions of agricultural area management.

Starting from the definition of agricultural structure,this paper firstly analyzes the change of industrial and spatial structure of agriculture of Pan-Yangtze River Delta,then inspects the relationship between the development of economics and the evolution of agricultural structure,an the end it provides policy recommendation about the development and adjustment of agricultural structure for the future.

Systematic Analysis and Optimization of the Agricultural Structure in Ethnic Regions in Northwest Sichuan Province

Based on introducing the basic conditions of the ethnic regions in northwest Sichuan Province,the thesis analyzes its agricultural development status,which can be classified into two aspects--rich natural resources and slow agricultural economic growth.Through the analysis on the agricultural structure of northwest Sichuan Province,it is found that the production efficiency and economic benefits of crop planting in this region are low,animal husbandry,as a major industry in pastoral region,sees high production efficiency,the agricultural production is still at the resource-oriented stage;its agricultural structure is still the farming-pastoral structure relying mainly on animal husbandry,planting is dominated by crop planting and potato planting,animal husbandry mainly produces dairy and beef;the ethnic regions in northwest Sichuan Province is endowed with the advantages to grow crops,beans and fruits as well as to produce beef,mutton and milk,among which,three industries,say fruit,beef and dairy are with increasing location quotient and gradually strengthening industrial comparative advantage,while the location quotient of the other industries is declining and their industrial comparative advantages are more stable.In order to promote the agriculture in northwest Sichuan Province to develop in breadth and depth,the thesis proposes the following measures and suggestions:the first one is to adhere to the development strategy of modern animal husbandry;the second is to appropriately improve the proportion of economic crops;the third is to accelerate the development of green food processing industry.

Setting of Agricultural Insurance Premium Rate and the Adjustment Model

First,using the law of large numbers,I analyze the setting principle of agricultural insurance premium rate,and take the case of setting of adult sow premium rate for study,to draw the conclusion that with the continuous promotion of agricultural insurance,increase in the types of agricultural insurance and increase in the number of the insured,the premium rate should also be adjusted opportunely.Then,on the basis of Bayes' theorem,I adjust and calibrate the claim frequency and the average claim,in order to correctly adjust agricultural insurance premium rate;take the case of forest insurance for premium rate adjustment analysis.In setting and adjustment of agricultural insurance premium rate,in order to make the expected results well close to the real results,it is necessary to apply the probability estimates in a large number of risk units;focus on the establishment of agricultural risk database,to timely adjust agricultural insurance premium rate.

The Governance Structure and Performance of Agricultural Cooperative Economic Organizations in the Three Gorges Reservoir Area

On the basis of questionnaire survey results of 100 agricultural cooperative economic organizations in Three Gorges Reservoir Area,this article uses the structural equation modeling as analysis tool to conduct empirical analysis of the governance structure and performance of agricultural cooperative economic organizations. The results show that the ownership structure has the most critical impact on the performance of cooperative organizations,and the impact coefficient is as high as 0.92; the importance of oversight mechanism is basically equivalent to that of the council structure for cooperative organizations,and the impact coefficient is 0.87 and 0.86,respectively,second only to the ownership structure; the size of members' quit capacity also has a very important impact on the performance of organizations,with impact coefficient of 0.74. Thus,the problems influencing the performance of organizations,in the current governance structure of agricultural cooperative economic organizations in Three Gorges Reservoir Area,are pointed out. Finally,corresponding countermeasures are put forward.

Impacts of Changes in Structure of Rural Land Property Rights on Agricultural Performance

In the reform process of the rural land property rights system,the incentive mechanism of the rural land property rights system has a crucial impact on the production activities of rural economic entities.Due to the different rights structures of the property rights system in different social and economic development stages,the land rights and interests enjoyed by rural economic subjects are different,and the degree of incentives for farmers is also different.This difference in incentives affects farmers investment in agricultural production factors,which in turn affects agricultural performance.This paper analyzes the incentive impacts of the structure of rural land property rights on the changes of farmers land rights and agricultural performance since the founding of the People s Republic of China,in order to further deepen the reform of the land system,protect the rights and interests of farmers,promote the modernization of agriculture and rural areas,and explore the realization form and operation mechanism of the rural collective land system in the new era.
