Research on the Development Path of Green Marine Economy in the Era of Ecological Civilization

This article explores the development path of the green marine economy in the era of ecological civilization.It highlights the importance of developing a green marine economy and how it has become a global consensus.The article suggests that China should take proactive measures to optimize its marine industrial structure,promote marine scientific and technological innovation,strengthen marine resource protection and environmental governance,and enhance the competitiveness of the marine economy.The ultimate objective is to achieve sustainable development of the ocean,expand the blue economic space,and accomplish the goal of green marine economic development.

County financial ecology and the development of new socialist countryside in China

The new rural construction will involve many fields, such as the upgrade of the industrial structure of agriculture, the impravement of the efficiency in the use of agricultural resources, the increase of farmers＇ income, maintaining sustainable agricultural development, and strengthening the construction of agricultural service system and circulation system.Finance, as the core of modem economy, should serve the new rural construction. However, there are many problems about the financial system in the rural area for a long time. So it is vital to build a good county financial eco-environment to promote the development of county financial systems and give full scope to the supporting function of finance. Only when we solve the problems in rural financial ecology and make clear the government ＇s fanction and activities, the county financial environment can function and be improved. Based on the reality of county economic development and starting from the connotation of county financial ecology, this paper analyzes the status quo of county financial eco-environment, especially the significance of optimizing the county financial eco-environment under the macroscopic background that the country proposed the socialist new rural reconstruction, and proposes the opinions and suggestions to construct and the maintain county financial eco-environment.

THE ROLLING DEVELOPMENT MODEL OF ECOLOGICAL ECONOMY COMBINED WATER CONSERVANCY CONSTRUCTION WITH SCHISTOSOMIASIS CONTROL

On the basis of classification of geographical properties a rolling develop-ment goal programming model is formulated in correspondence with the ecopatterngroup in Four-Lake Area. In this model, the control of schistosomiasis and strengthen-ing of the drainage-storage function are both regarded as ecological measures duringthe process of multi-year(r_0) ecological economic rolling development to make theecoagricultural system in this area ioto a stably operating, ordered, and good cyclicsystem under the support of some controllable factors.

Development of suburb farm landscape in the process of urban-rural overall planning from the perspective of ecological economics:a case study of Chengdu City

With the accelerating development of Chinese urbanization and the widening gap between rural and urban areas,urban-rural overall planning is to be an inevitable choice for economic and social development.However,the specific patterns and methods in urban-rural overall planning are greatly different.From the persperctive of ecological economy,taking the main physical and biological pattern of the farmland as research objects,this paper analyzes the components and characteristics of farm landscape,the relationship between farm landscape exploitation and rural tourism,and the role of farm landscape exploitation in planning urban and rural development.It expatiates on the pattern,method and principle of farm landscape development.Furthermore,based on the actual development case,this paper explores how to make high-grade tourism products with scientific and reasonable farm landscape development method,how to increase peasant income,how to improve urban and rural ecological economic environment,so as to promote urban-rural overall planning.

Existing Problems in Energy Exploitation and Eco-environment Sustainable Development and Their Countermeasures in Northern Shaanxi

The exploitation of coal, petroleum and natural gas in northern Shaanxi not only promoted the rapid development of economy, but also brought about enormous pressure to fragile ecology and resulted to severe water pollution, water and soil loss, vegetation destruction and other ecological environmental problems, so many countermeasures were put forward according to these problems, such as greatly developing circular economy, conducting cleaner production in petroleum enterprises, continuously renewing mining technology and so on.

Ecology economic mode of mining area and its way to realize

Practice has proved that if the traditional economic development mode of isolating exploitation of resources from environmental protection was adopted, or the land reclaim mode of managing after having been destroyed was taken, it is unable to solve the serious environmental problem of mining area effectively. According to the thought of sustainable development, the ecology economic mode of mining area-regard mining area as one three-dimension compound ecological economic system was put forward, and the exploitation and reconstruction activities were arranged, according to the objective rule of the whole operation of ecological economy, so as to make ecology economic system’s whole function optimize, the regional ecology harmonious and the pollutant be controlled in the whole course. It was discussed that the way to realize the ecology economic mode of mining area; the ecological programming of mining area on the basis of the cleaner production and green products strategy; the whole course controlling of ecological disruption based on the ecological industrial technology; the land reclaiming on ecological agricultural technology and the integration craft of exploitation of resources and ecology reconstruction of mining area based on the two integrated new technologies; and the technological system about the programming, monitoring, and appraising on exploitation of resources and the ecological reconstruction of mining area based on “3S” technology.

Analysis on the Choice of Economic Development Mode for an Area with Good Ecological Environment——A Case Study of Economically Coordinated Region of Wuling Mountain

[Objective] The study aimed at choosing a suitable economic development mode for an area with good ecological environment. [Method] Taking the economically coordinated region of Wuling Mountain as an object, two economic development ways existing in the region, namely the traditional and low-carbon economic development mode, were compared from development prospects, policy support and so forth. [Result] Given the development prospects and policy support, it is necessary to choose low-carbon development mode in an area with good ecological environment. Moreover, developing clean energy industry and tourism industry, and changing traditional ideas are the main measures to develop low-carbon economy. [Conclusion] The research could provide references for the selection of economic development mode for an area with good ecological environment.

Developing a modernized economy from the perspective of ecological civilization

The construction of ecological civilization is to firmly grasp the core purpose of harmonious coexistence between human and nature, and realize the sustainable coexistence and development of human and nature. In the new era of socialism with Chinese characteristics, first, we should put the ecological civilization in a prominent position while building a modernized economy facing the deteriorating ecological environment. Second, we should correctly understand the dialectical relationship between the ecological civilization and the modernized economy. On the one hand, there is a contradictory relationship between the ecological civilization and the modernized economy. On the other hand, they are mutually unified. Therefore,we should put the ecological civilization construction in a prominent position, build a modernized economy under the guidance of the concept of ecological civilization, and alleviate the impact of economic development on the balance of ecosystems. Thus, it can promote a new leap in the harmonious development of human and nature. Third, if the economic development is not coordinated with ecological protection, there must be an unknown human crisis behind the prosperity of economy. Therefore, we should integrate the ecological civilization into the modernized economy and develop the economy on the premise of protecting ecological environment. What's more, there are three aspects needed to pay attention to. First, the establishment and improvement of eco-economic system with modern green development should be accelerated to provide a green development impetus for modernized economy. Next, the establishment and improvement of sci-tech innovation system with modern green development should be accelerated to provide scientific and technological support for the modern green economy system. Finally, the establishment and improvement of institutional constraint system with modern green development should be accelerated to provide institutional guarantee for the modernized economy.

A study of economic development in Tibet of China based on the ecological economic mode

The purpose of this paper is to study the issues on keeping the continuous development of Tibetan economy and the relative stability of its ecosystem. Hence, in order to achieve the object, the study analyzes the status quo of economic development in Tibet and the problems of resource exploitation. It especially discusses frailty of Tibetan eco-environment, and evaluates the contradictions between the traditional economic developing mode and the safety of plateau＇s ecosystem. It concludes that there is an inevitable clash between the development of Tibetan economy and the safety of plateau＇s eco-system; this problem cannot be avoided by any decision maker, Therefore, the character of Tibetan econvironment and the requirement of its economic development strategy determine that ecological economy developing mode is the only choice for Tibet. This paper suggests that it should be compensated by the national government to assure that Tibetan economy can keep a higher developing speed. In accordance with the feature of plateau eco-economy system and demand of Tibetan economic development, this paper also suggests several methods to apply the ecoeconomy developing strategy of Tibet.

On Development of Rural Tourism Economy in China

Constantly ascendant rural tourism provides great opportunity for exploration and development of small scenic spots and scenic sites.For this new opportunity,it is required to provide correct guidance and encouragement. Then,it will become a new growth point of rural local economy. In this study,it came up with several recommendations for expanding the development space of rural tourism.

Effects of altitude on county economic development in China

Mountain regions play an increasingly essential role in global sustainable development, and the related sustainable development issues have attracted increasing attention. There are obvious vertical spatial differentiation phenomena in both natural and socio-eeonomic fields with altitude being a key factor affecting the economic development of mountain regions. However, the exact influence of altitude is still unknown. Based on the county scale, this paper used the gravitational potential energy model to evaluate the effects of altitude on economic development in China. The results indicate that the high-altitude areas were the depression areas of county economic development, and county economic density showed a decreasing trend with the increase of altitude. County economic density respectively decreased by 0.10%, 0.04% and 0.02% with every 1% increase in altitude in 2000, 2005 and 2010. Here we demonstrate that high altitude has negative effect on county economy, although the negative effect presented a downward trend. The results also showed that increasing capital and labor investments could reduce the negative effect of high altitude on county economy. In 2010, with every 1% increase in capital and labor density, county economic density increased by 0.62% and 0.83%, respectively. The effects of altitude were the results of multidimensional factors. The fundamental approach to reduce the negative effects of high altitude is to combine the ecological environment and resources to develop characteristic industries. The construction of infrastructure should be strengthened, which can promote the occurrence of the contra-flow of people, logistics and capital, and promote the balanced development of county economy.

Study on Development Stages of Chinese Natural Ecological Civilization

Stage theories of natural ecology are important ideological supports for studying ecological civilization,the evolution shows obvious stage characteristics,but the development still remains in the exploration stage. This paper on the basis of changing relationship between social development and natural environment classifi es natural ecological development into 5 stages and gives specifi c elaborations,to provide theoretical support for the construction of ecological civilization.

Sustainable Development of Ice and Snow Tourism-Theory&Empirical Studies:Preface

The Beijing Winter Olympics brought a historical miracle to the development of China’s ice and snow tourism.It is both an opportunity and a challenge to reap the extra dividends of the times and to develop China’s ice and snow tourism.By selecting 18 academic papers,this special issue deeply discusses the status quo and the future measures of ice and snow tourism in China from three aspects:ice and snow tourism development and management,the ice and snow tourism experience and its influencing factors,and ice and snow tourism impact assessment.Moreover,one part entitled“Tourism Culture and Ecotourism”has been set up to emphasize those cutting-edge research topics.It is worth mentioning that this issue is in-depth and has profound connotations.First of all,the research area ranges from national to regional to the city-level,including both longitudinal and horizontal research.In additon,the research methods are practical,innovative,and at the frontier of scientific research,and include industrial correlation analysis methods,kernel density,spatial autocorrelation and other geospatial analysis methods,content analysis methods,sentiment analysis methods,structural equation models,Delphi methods,spatial statistics methods,geographic detector method and many others.In general,this special issue combines qualitative research with quantitative research,provides a variety of theoretical perspectives such as perceived value theory,institutional evolution theory,etc.,and builds various useful models like the pre-competition evaluation model for ice and snow tourism heritage,the consumption skill-travel radius decision-making influence model under the moderating effect of the ski resort comprehensive leisure environment,the evaluation model of the suitability of glacier tourism resource development,the model of the relationship between tourists’experience value and loyalty in the context of ice and snow tourism,among others.These studies are expected to provide theoretical and practical guidance for the development of ice and snow tourism in the post-Winter Olympics era,and help ice and snow tourism develop in a sustainable and high-quality direction.

砒砂岩区生态治理-生态衍生产业协同发展关键技术与模式

探索生态治理与生态衍生产业协同发展的关键技术与途径,是促进水土保持生态治理高质量发展的重要课题。为此,以生态治理难度极大的黄河流域砒砂岩区为研究对象,基于生态经济学、生态产业技术的理论与方法,提出了生态治理-生态衍生产业协同发展的基本原理和应遵循的原则,探索了生态治理与生态衍生产业协同发展的关键技术与模式,并开展了示范应用。1)生态治理-生态衍生产业协同发展的原理是行为互驱动、效应互补偿,应遵循的原则是“双律适应、适地适生、三方意愿”;2)鉴于砒砂岩覆土区、覆沙区、裸露区生态环境有明显差异,分别构建了小流域生态治理-生态衍生产业协同发展的综合治理措施体系和模式,以坡顶、坡面和沟道为水土保持措施配置的3个地貌单元,选择兼具水土保持功能和饲用、药用、食用等经济开发价值的作物进行生物措施配置,配合注浆固结、抗蚀促生、砒砂岩改性等新的工程技术措施进行生态治理;3)研发了物理-化学-生物综合改良砒砂岩土壤、砒砂岩复配风沙土+生物改良提质、灌草优化平茬及饲料加工、煤矸石改性资源化利用、高陡边坡抗蚀+控渗+植生固稳、生态果园建植等关键技术;4)基于砒砂岩覆沙区“土壤改良固沙+”(如土壤改良固沙+经济林种植、土壤改良固沙+梭梭草套种甘草等)生态治理模式的实践与示范,探索实施了“政府支持,科技支撑,企业产业化+公益性投资,农牧民市场化参与”的多元投资、多方参与、共同受益运行机制与模式。通过灌草平茬饲料加工、土壤改良、经济作物种植等产业化中试,以及矿区回填区生态恢复、小流域生态治理-生态衍生产业协同发展示范性实践,表明脆弱生态区治理中发展生态衍生产业具有广阔的前景。

数字经济、生态保护与城乡融合发展的耦合协调效应——来自省域面板数据的实证检验

数字经济-生态保护-城乡融合发展的耦合协调效应是检视经济与社会高质量发展的重要维度。基于2011-2021年中国省域面板数据,采用熵值法、耦合协调度模型、探索性空间数据分析法以及灰色关联度模型,探究三者耦合协调发展的时空分异特征和驱动因素。研究结果表明:三个子系统的评价指数存在一定差异,城乡融合发展最高,生态保护居中,数字经济最低;从时间上看,研究期内三大系统的耦合协调度在低水平段位呈上升状态;从空间上看,三大系统耦合协调度表现为“东部>中部>西部”,且存在显著的正向空间自相关特征,局部空间自相关类型以“高-高”和“低-低”集聚为主;作为制约三大系统耦合协调发展的重要因素,产业结构、人口素质、经济驱动、政府调控、科技支撑的驱动效果依次递减。因此,要制定差异化区域协调发展战略,建构跨区域协作机制,实现数字经济、生态保护与城乡融合发展的互构式发展。

海洋牧场建设效益评价研究进展与展望

建设海洋牧场是中国海洋渔业转型升级的关键策略,旨在通过人工干预的方式促进海洋渔业资源增殖和生态环境修复。人工鱼礁和增殖放流是海洋牧场建设的重要手段,人工鱼礁通过改善海域生态环境为鱼类提供适宜的栖息地,增殖放流则直接补充特定的海洋生物种群。文章综述了海洋牧场的发展历程、建设现状及效益评价方法,分析了人工鱼礁的水下物理状态、流场效应、规模效应及其渔业增殖效应,强调了科学布设的重要性;总结了增殖放流标记回捕、统计量分析和模型分析等效应评估方法。尽管中国在这些领域已经取得了显著进展,但仍面临人工鱼礁建设规模与生态效益的关系不明确、增殖放流效果评价的准确度有待提升以及缺乏成熟的定量评估模型等挑战。此外,还提出了未来的研究方向及建议,包括完善评价指标体系、强化技术创新、构建定量评估模型以及加强政策和管理指导等,以期推动海洋牧场科研和实践的发展,实现海洋渔业资源的可持续利用和海洋生态平衡。

工业集聚对县域产业绿色高质量发展的空间溢出效应研究——来自长江三峡生态经济走廊的证据

工业集聚不仅可以提升产业生产效率,还有效减少了产业发展过程中对于环境的污染,对县域经济高质量发展具有重要意义。论文基于2010-2020年长江三峡生态经济走廊42个县(市、区)的面板数据,测算出产业绿色高质量发展水平,利用空间杜宾模型检验了工业集聚对县域产业绿色高质量发展的影响。结果表明:(1)长江三峡生态经济走廊产业绿色高质量发展存在明显的空间相关性,且在研究期间内,空间相关性不断增强;(2)工业集聚对县域产业绿色高质量发展呈现显著正向的空间溢出效应,且工业集聚度增加1%,本地产业绿色高质量发展水平提升16.4%,周边县域提升17.7%;(3)该区域重庆县域工业集聚对产业绿色高质量发展产生了显著的抑制作用,控制变量对产业绿色高质量发展的影响也存在一定的区域异质性。基于此,针对长江三峡生态经济走廊建设提出建议以实现县域经济高质量发展。

平台经济推动产业链高质量发展的机制与路径研究

产业链的高质量发展是经济高质量发展和建设现代化产业体系的核心内容,平台经济作为一种全新的生产组织方式,对优化资源配置和加快产业升级的重要作用愈发凸显。平台经济数字化驱动、中心化治理与生态化发展的三大特点,使其能够通过供需协同和要素协同这两大核心机制来推动有效治理,实现产业链主体的赋能培育、结构的优化平衡以及治理的高效有序。在具体实现路径上,平台经济主要通过短板产业补链、优势产业延链、传统产业升链以及新兴产业建链来发挥作用。平台经济更好地推动产业链高质量发展,关键在于两点:在对平台企业的监管思路上,注意发展和规范的平衡;充分利用产业政策引导平台发挥好“链主”作用。

中国生态经济发展水平的统计测度

加强生态环境保护、推进生态文明建设可促进经济社会全面绿色转型,赋能生态经济高质量发展。文章选取2005—2021年我国30个省份的面板数据作为研究样本,构建了生态经济发展水平测度指标体系,并使用纵向拉开档次法、等距离划分法及TOPSIS模型对生态经济发展水平进行综合测度,为生态经济高质量发展提供数据支撑。研究结果显示:2005—2021年我国生态经济发展水平增速显著,生态经济取得较大发展成效;分维度来看,生态发展效益指数最高,生态投资次之,生态产出再次,生态环境水平增速相对缓慢。据此提出加大生态经济投资力度、提高生态经济产出效率、优化生态环境保护方式、强化生态效益发展根基的建议。

数字经济对生态旅游高质量发展的影响研究

利用2014—2022年我国部分省份的面板数据,构建固定效应模型,实证分析了数字经济发展对生态旅游高质量发展的作用效果,并进行稳健性检验和异质性分析,得出如下结论:数字经济的发展能够显著提高生态旅游高质量发展的水平,稳健性检验之后结果仍然成立。控制变量中,交通基础设施水平、旅游业接待设施水平和劳动力水平对生态旅游发展具有明显的推动作用;异质性分析显示,数字经济发展对中部地区生态旅游高质量发展有着更加显著的促进作用。控制变量中,旅游接待设施能力对东部地区生态旅游发展的推动作用要大于劳动力水平;而影响中部地区生态旅游高质量发展最主要的控制变量是交通基础设施水平。
