Study on the Construction Path of Characteristic Small Cities and Towns from the Perspective of Supply-side Reform——Taking Zushan Town as an Example

Characteristic small cities and towns are the new vehicle for advancing new urbanization construction and supply-side reform.Zushan characteristic towns focus on tourism vacation,ecological livability,integration of production and cities,cultural heritage,poverty alleviation and other functions,and focus on building a new type of"product,city,and people"trinity,is a new benchmark for industrial transformation and upgrading.This article uses field surveys,interviews,and other methods to investigate the status quo of the construction of small towns with Zushan characteristics.Based on this,SWOT analysis of small towns is carried out,and the disadvantages and threats to its development are determined from the nature of towns and cities,infrastructure construction,and townships.Five suggestions were made for the construction of capital,the cultivation of special industries,and the detennination of the main body of urban construction.

Discussion on the Problems and Developing Trend of Construction of Sewage Treatment Plants in Small Towns

Existing problems of sewage treatment plants in small towns were summarized firstly,and then the developing trend of construction of sewage treatment plants in small towns was discussed from the aspects of project decision,site selection,design,processing technology and construction financing models. Finally,outlooks for its future development were proposed to provide reference for the construction of sewage treatment plants in small towns in future.

Construction of industrial ecological chain for characteristic small town:A case study of VR Town at Gui-An New District

As the rapid development of the national small characteristic town,some problems began to show through.For example,the spatial structure is not reasonable,the industrial is not harmonious,and the industrial cluster is not obvious and so on.In order to solve these uncoordinated problems and arrange industrial structure properly,to build the industrial ecologic chain construction according to local conditions appears to be critical.Therefore,constructing industrial ecological chain is of importance in academic aspect and practical significance to sustainable development.According to the theory of industrial ecology,this article researches on industrial ecological chain construction of Gui-An New District's VR town.Otherwise,with the principles of vertical supply-demand chain,horizontal collaboration chain,energy utilization chain,material circulation chain and water cycle chain,on the basis of five elements including public environment,service bake up,demand-supply collaboration,management system in a cloud and resource reuse,this paper put forward the industrial ecological chain model of VR town in Gui-An New District and analyze each links detailedly.The purpose is to explore and analyze the industrial ecological chain construction of VR town in Gui-An New District to abundant domestic related theory about small town and play a certain reference significance on other new-type of characteristic urbanization in mountainous region.

Impact of the Small Town Construction on Original Inhabitants in the Three Gorges Reservoir Area——A Case Study in Lishu Village, Changling Town, Chongqing Municipality, China

Based on the five-year long dynamic tracking and investigation of the peasant households of the Lishu village, the influences by small town construction on the economy and employment of the original peasant households are discussed. On the one hand, small town construction plays a positive role in adjustment of the industrial structure of the original peasant households and in the transfer of their employment towards non-agricultural industries. On the other hand the economic growth of the original peasant households is not so well sustainable, and is so fluctuating. Moreover, the unbalance of income distribution of the said households has been furthered, and small town construction has made the existing labor surplus of the original peasant households more serious, particularly the women labor surplus.

Discussion on the Problems and Path of Characteristic Town Construction in Underdeveloped, Resource-Based Cities: A Case Study of Ganzhou City

Characteristic towns as a characteristic industry are one of the important measures of China's new urbanization strategy. The construction of characteristic towns in different regions needs to pay attention to regional differentiation. At present, the research on characteristic towns focuses on the developed the developed central and eastern regions. There are still few studies on characteristics towns in underdeveloped areas. Starting from the analysis of the concept of the characteristic town, this paper sorted out the general situation of the construction of characteristic towns in China based on the existing research literature, selected Ganzhou City for research, pointed out there were "two restrictions and two singles" in the construction of characteristic towns in Ganzhou City, and clarified that the characteristic towns of Ganzhou City should adhere to the construction path of "two characteristics and two integrations", with a view to providing a useful reference for in Ganzhou City the construction of characteristic towns, industrial transformation and upgrading, and poverty alleviation in such underdeveloped, resource-based cities.

Small Town Construction in the 13th Five-Year Plan Period: A Case Study of Shangrao City

The 12 th Five-Year Plan period was unusual five years in the development of China. Under the dual pressure of complex international environment and arduous domestic reform task,China made outstanding achievements in economic development,which lays a solid foundation for building a moderately prosperous society in all respects in the 13 th Five-Year Plan period. The key and difficult points of building a moderately prosperous society in all respects lie in solving issues concerning agriculture,farmers,and rural areas. The 18 th National Congress of the CPC stated that integrated urban and rural development is the fundamental approach for solving issues concerning agriculture,farmers,and rural areas. As a transitional form from rural areas to urban areas,small town play an important role in integrated urban and rural development. In the 13 th Five-Year Plan period,China should take a new road of characteristic urbanization,energetically develop key towns,central towns,and characteristic towns,use points to drive areas,and promote coordinated progress of urbanization construction and new countryside construction. Focusing on the objective of building a moderately prosperous society in all respects and taking Shangrao City as an example,we analyzed construction of small town,in order to provide scientific theoretical reference for urbanization development,plan preparation,and policy formulation of Shangrao City.

The Construction Strategy of Small Towns Based on Ecological Concept

Based on the perspective of ecological concept,this study first interpreted the background of ecological civilization construction,and combed the relationship between ecological concept and small town planning.Second,it expounded the ecological problems of natural resources,economic development,landscape system,social humanities and other aspects in the construction of contemporary small towns.According to the study,the construction of small towns based on the ecological concept should establish the concept of "ecology first",practice "multiple compliance",coordinate the relationship with other planning,make reasonable planning and design in the aspects of town scale,functional orientation,structural form,road traffic,landscape style and features,humanistic characteristics,and strengthen the implementation,supervision and management of planning.Finally,summary and outlook was made,hoping that the study will be of reference value and guidance to the planning and construction of small towns.

Connotation and Characteristics of Small Town Characteristic Economy

A small town is ＂the end of a city＂, but ＂the start of countryside＂. It is a main point of urban-rural dual structure and an intermediate from countryside to city. Therefore, it is key for the issue concerning ＂agriculture, countryside and farmers＂. In the research, the definition of small towns, the connotation and features of characteristic economy were discussed and the importance of small town characteristic economy and the approaches were proposed.

Analysis of the Long Stay Elements in the Planning of Small Tourism Towns

According to the conditions to develop Long Stay in small tourism towns,the demonstration of Long Stay in the planning and construction of small towns was taken into consideration,and its benefits for tourism towns were analyzed.The results showed that small tourism towns were endowed with sound conditions to develop Long Stay,which played its role in the overall planning of towns and would benefit the economic development of these towns.

Research on central village selection in western underdeveloped region:a case study of Lidian Town,Jingning County,Gansu Province,China

Central village selection is the priority of small town construction.Depending on the development potential analysis,classification analysis,and quantitative and qualitative analysis,this article systematically proposes the specific methods of central village selection and also constructs the indicator system used in central village selection in small towns of western underdeveloped region in China.The article also puts forward ideas and methods for selection of central village in the western underdeveloped region through an empirical research on Lidian Town,Jingning County,Gansu Province.In the final part,suggestions and recommendations on how to develop central village for Lidian Town are made.

Theories and Practices of Remembering Nostalgia in New Urbanization

As the National Conference on New Urbanization proposed, "(new urbanization) should enable residents to see mountains and waters, and remember nostalgia". Nostalgia is a kind of memories and yearning deep in the heart for one's homeland or the place once lived in, it is the softest emotion and also a spiritual need. To keep nostalgia in new urbanization is to preserve history, culture, memories, and humanistic spirits of the homeland, and also to maintain local cultural genes and carry forward rural civilization. The foundation of remembering the nostalgia is to intensify culture protection. And by means of protecting cultural heritage and style of the traditional settlement practically, preserving cultural gene, inheriting cultural memory, creating cultural brand and characteristic landscape etc., the nostalgia can meet the spiritual demands of the residents, such as homesickness, life emotion, historical emotion and cultural emotion in the process of new urbanization. The key of remembering nostalgia is to promote the construction of small characteristic towns. Relying on on-site urbanization, the signifi cant ways of achieving new urbanization are star-studded layout of small towns and the construction of small characteristic tourism town. The construction of Hunan-style Tourism Town is a positive attempt and exploration of remembering nostalgia, and it contributes to the construction of a beautiful and poetic homeland for the human-centered new urbanization.

康县长坝镇运动康养小镇建设

康县长坝镇是我国第一批全国乡村旅游重点镇之一,也是“一带一路”美丽乡村论坛会址,是甘肃境内的康养富集地,具有丰富的文旅康养内涵。文章主要利用文献资料、访谈、实地考察等研究方法,结合我国当前运动休闲小镇建设基本政策和培育经验认为:康县长坝镇运动康养特色小镇建设,应该以“健康”为主题,辐射康县全域美丽乡村游为抓手,依托花桥旅游景区和青龙山冰雪运动基地,打造绿色山水户外运动品牌,将康县长坝镇建设成为集“运动康养、文化旅游、健身休闲、田园旅居、康复疗养、户外露营”等多功能于一体的“宜养、宜旅、宜居”康养小镇,为地方经济及体育、文旅、康养等产业的高质量融合发展提供参考和借鉴。

基于推拉理论的内蒙古特色小城镇发展潜力评价

随着特色小城镇在服务城乡发展战略中角色地位的攀升,对其发展潜力的评估工作正成为学术热点。研究引入推拉理论并建立包括“推力”“拉力”和“弹性力”的城镇发展动力模型,基于此构建评价体系对内蒙古12个国家级特色小城镇的发展潜力进行评价。结果表明:内蒙古特色小城镇的发展潜力不均衡,新城子镇和土牧尔台镇属于潜力最低的Ⅲ级镇,其他10个城镇均具有一定或较高的发展潜力,罕台镇的潜力得分最高;影响城镇发展潜力的强势指标集中在推力和拉力方面,薄弱的村镇现状基础制约了城镇发展。在坚持自身产业及资源禀赋“特色立镇”、加强与外部环境联系的同时,夯实村镇基础以提高发育程度是内蒙古特色小城镇的主攻方向。研究为制定差异化的特色小城镇可持续发展路径提供了依据。

民族地区文旅特色小城镇建设动力机制研究

随着新型城镇化战略和乡村振兴战略的实施,“因地制宜发展特色鲜明、产城融合、充满魅力的特色小镇和小城镇”已经成为完善城乡布局结构、促进各类城市协调发展和城乡融合、解决“三农”问题的重要举措。将民族地区文旅特色小城镇建设视为整体,以价值链理论、系统动力学理论为指导,从文旅特色小城镇建设内在机理出发,探寻民族地区文旅特色小城镇的建设驱动因素,并构建由“内驱力、外拉力、中介力和支持力”四种力量组成的民族文旅特色小城镇建设的动力系统模型,以期为民族地区文旅特色小城镇建设探索新路径。

巴文化融入文旅特色小镇建设难题及破解路径研究——以巴中为例

巴文化资源的核心价值理念是“忠、勇、信、义”,其开放包容的价值属性对区域经济的发展起到了积极作用。巴文化与文旅特色小镇建设的全方位、多领域、全链条深度融合,既可以促进文化产业与旅游产业的协调发展,也有利于巴文化的传承与创新。因此,以巴文化中心区域的巴中为例,研究巴文化融入文旅特色小镇建设中的现实难题与破解路径,具有较强的理论意义与实践价值。

先行区因地制宜探索小城镇建设的规律与路径——基于广东、湖北两省10个镇的实证研究

小城镇连城带乡,服务带动人口众多,兼具文化与生态优势,在基层治理等方面作用突出。基于先行区广东、湖北省情分析和实地调研发现,小城镇建设有其自身的基础条件和驱动因素,其发展也呈现阶段性规律,部分小城镇已率先进入存量更新阶段或出现人口回流现象。两省通过完善组织保障机制、因地制宜分类施策、发挥镇区载体作用、创新要素保障机制等,有效推动了小城镇建设配套及功能完善,在打造宜居宜业、特色鲜明的小城镇中取得了积极成效。但调研中仍发现其存在要素、产业、管养维护缺失等问题,可能影响小城镇可持续发展。据此,本文对下一步因地制宜发展小城镇提出相关政策建议,小城镇建设不能只算经济账,还要算好政治账、民生账,提高小城镇综合服务能力,不断满足人民群众对高品质生活的需要。

3洞小净距隧道群近距离下穿既有地铁施工技术研究

针对小净距隧道距暗挖工程近距离下穿既有地铁线路、建筑物等重要构造物,依托广东省深圳市皇岗口岸3洞小净距隧道群下穿既有地铁DK35+170—DK35+420项目,介绍上下台阶法施工、双侧壁导坑法施工和格栅钢架焊接形成对拉锚杆施工技术。通过改进施工方法降低对既有构造物扰动,对既有隧道和新建隧道结构变形和地层损失率规律分析,形成了3洞小净距隧道群下穿既有地铁技术施工体系,并为相似隧道下穿工程提供工程经验和技术指导。

小直径盾构隧道工程概述

为促进小直径盾构隧道工程的技术发展,围绕小直径盾构隧道的工程实践与研究现状,从技术特点、力学特性、隧道设计、施工技术等方面对小直径盾构隧道进行了系统梳理。首先,从小直径盾构隧道受到制约的各种条件入手,提炼了其技术特点,并提出未来的发展方向;其次,调研了国内外相关研究成果,初步明确了小直径盾构隧道的力学特性,并指出在设计与施工过程中需重点关注的问题;接着,根据现有小直径盾构隧道的设计思路,阐述了现有设计存在的不足;最后,简述了现有小直径盾构隧道的施工技术,对比分析了小直径盾构隧道与一般直径盾构隧道的异同,指出未来仍需大量研究以进一步探索小直径盾构隧道的变形机理。该研究可为后续类似工程提供参考。

不同城镇化发展阶段的小城镇建设政策制定与实施比较分析——基于江苏两市的经验研究

政策对推动小城镇建设发展具有重要作用,进而直接影响着县域城镇体系的基本构成与县域城镇化的发展水平。本文选取江苏省徐州市、苏州市两个不同城镇化发展阶段的典型地区为研究对象,构建包括政策目标、政策举措和政策实施等维度的小城镇建设政策制定实施全过程比较分析框架,结合长达10年以上的徐州“中心镇创建”和苏州“美丽城镇建设”行动及相关系列政策,开展详细的政策比较分析。总结出小城镇建设政策的共性逻辑是以空间治理为切入点、以“人”“地”“钱”政策为工具箱、以持续渐进为实施机制;同时,不同城镇化发展阶段地区由于发展目标和现实基础的差异,重点在政策组合投放力度和实施路径上有所差异;未来,小城镇建设政策需在新时代的强统筹、紧约束、高质量发展等语境下不断创新优化,才能进一步有效推动自身及县域的发展。

佛山杨和镇幼儿园出行特征分析

以广东省佛山市高明区杨和镇为例,采用网络问卷调查的方法,对幼儿园的接送家长、出行距离、出行方式和出行时间等出行特征进行研究分析。研究结果为中小城镇幼儿园交通影响评价出行预测调研方法和出行参数提供参考,对幼儿园设计方案和周边交通设施规划建设和管理具有一定启示作用。
