Review of Arbitral Award of Network Loan and Analysis of Construction of Implementation Review Rules

The network arbitration cases arising from the network lending disputes are pouring into the courts in large numbers.It is reported that the network arbitration system of some arbitration institutions even“can accept more than 10,000 cases every day,”while online lending is booming,it has also caused a lot of contradictions and disputes,and traditional dispute resolution methods have failed to effectively respond to the need for efficient and convenient resolution of online lending disputes.This paper tries to study the arbitral award of online loans and proposes the construction of implementation review rules.

The Legal Logic in the Practice of Poverty Reduction in Rural China in the One Hundred Years Since the Founding of the Communist Party of China

Three major poverty reduction models have successively been adopted in the poverty control led by the Communist Party of China(CPC),namely reliefbased poverty alleviation,which focused on adjusting the production factors of land,development-driven poverty alleviation,and targeted poverty alleviation.In the process,the target of finding a rational position for the principal function of poverty alleviation has been gradually realized:the approach of poverty alleviation has gradually adjusted from micro to macro,from direct to indirect;while the management has transformed from mobilization-based to rule-of-law based.Rules that link policies and laws,as well as a rule-of-law model of the poverty reduction of a developing country that is led by party committees and governments,has been formed,and an illustrative sample of poverty control has been created,which provides experience based knowledge to the anti-poverty practices in developing countries.In the future,it is necessary to further realize the protection of the rights of the people in comparative poverty and the proceduralization of poverty reduction administrative behaviors,as well as to formulate a unified "Poverty Reduction Law" when the time is ripe,to protect the rights of the people in comparative poverty in the post-poverty-alleviation era.

Forty Years' Construction of Rule of Law and the Legalization of Human Rights Protection in China

A market economy requires the individual rights of citizens be protected, and that the exercising of those rights be regulated, whose realization depends on the legalization of human rights protection On the one hand, individual rights must be protected by law On the other hand, a law-based society needs to be built so the boundaries of individual rights are clear, the exercising of those rights are regulated, conflicts between rights can be resolved through the courts, and the personal infringement of others’ rights and the overall interests of the society is prohibited by law During the 40 years of China’s ref orm and opening-up in China, the promotion of the legal protection of human rights mainly lies in three aspects: first, the important role of the rule of law plays in protecting human rights has been clarified; second, the four steps of the rule of law(scientific legislation, strict law enforcement, judicial justice and observance of the law by all Chinese citizens) have been strengthened to safeguard human rights fully and effectively; third, the Chinese human rights system under the rule of law has gradually been aligned with international norms.

Representing the Knowledge of Public Construction Project Cost Estimator by Using Rule-Based Method

Despite the presence of various construction project cost estimate softwares, human experience and knowledge cannot be disregarded. This fact has been proven in practice, where the success of construction cost estimate process is mainly based on knowledge of human estimator. The main question concerns what human knowledge determines the success of the construction cost estimation process. To address this question we have applied Delphi technique and the output is eleven factors that are enough to precisely represent construction cost estimator knowledge. Then we have used First Order Logic (FOL) to represent these factors in terms of predicates and rules. These FOL rules could be used for evaluating construction cost estimator knowledge in five classes: fail, pass, acceptable, good, and very good. As a validation process we have done experiments using history data and the results have proved the accuracy of our proposed method.

Parallel Construction Heuristic Combined with Constraint Propagation for the Car Sequencing Problem

For the car sequencing（CS） problem, the draw-backs of the ＂sliding windows＂ technique used in the objective function have not been rectified, and no high quality initial solution has been acquired to accelerate the improvement of the solution quality. Firstly, the objective function is improved to solve the double and bias counting of violations broadly discussed. Then, a new method combining heuristic with constraint propagation is proposed which constructs initial solutions under a parallel framework. Based on constraint propagation, three filtering rules are designed to intersecting with three greedy functions, so the variable domain is narrowed in the process of the construction. The parallel framework is served to show its robustness in terms of the quality of the solution since it greatly increases the performance of obtaining the best solution. In the computational experiments, 109 instances of 3 sets from the CSPLib＇ s benchmarks are used to test the performance of the proposed method. Experiment results show that the proposed method outperforms others in acquiring the best-known results for 85 best-known results of 109 are obtained with only one construction. The proposed research provides an avenue to remedy the deficiencies of ＂sliding windows＂ technique and construct high quality initial solutions.

A Study of the European Union’s Path for Constructing Digital Governance Rules and the Logical Implications of the Path

The European Union(EU)seeks to build a Europe fit for the digital age.For this purpose,the EU has accelerated the process of catching up with digital technology and issued a number of legal and regulatory documents to establish a digital governance rule regime with EU characteristics.This paper analyzes the EU’s path towards the construction of digital governance rules.This path is composed of three aspects,i.e.,strict digital supervision,differentiation of the free market,and multi-stakeholder governance.This three-step path has intrinsic logical implications.That is,strict digital supervision is applied to defend the EU’s unified market and values;differentiation of the free market takes the principle of adequate protection as the core to make the EU an exporter of rules;multi-stakeholder governance brings multiple stakeholders together in the governance to deal with the ethical anomie that arises during the use of big data.By setting up a series of digital governance rules,the EU seeks to achieve rule dominance to gain regulatory power for global digital governance.However,due to multiple constraints,there is a long way to go,and there are obstacles in the way.

Cognitive Linguistics and the Teaching of Grammar

This article introduces some of the main themes in CL, with special focus on the role of constructions and idioms, and the way in which constructions and idioms are motivated. It is argued that a language can, in fact, be regarded as a very large set of idioms and constructions. This view contrasts with the more traditional view, that a language can be analyzed as a dictionary and a grammar . Some conclusions are drawn for foreign language pedagogy, and for the design of learning aids for language students.

Significance,Path and Typical Cases of Integration of Grassroots Party Construction and Targeted Poverty Alleviation Team Construction in Colleges and Universities

The integration of party construction and poverty alleviation and development is an important form of achieving poverty alleviation in China. Based on the actual case of the integration of the party branch construction of the Institute of Targeted Poverty Alleviation and Development of Yunnan University of Finance and Economics and the construction of a third-party evaluation team for targeted poverty alleviation,this paper elaborated the practical significance and integration path design of the grassroots party construction and targeted poverty alleviation thirdparty evaluation team construction in colleges and universities. Besides,it analyzed the typical case of the party branch in the process of building the party branch of the ' double leader' teachers in the national colleges and universities,and vigorously implementing the development of the party branch construction and the third-party evaluation team for targeted poverty alleviation,and promoting double integration and double promotion. Finally,it came up with recommendations for further strengthening the development of the party branch construction and the thirdparty evaluation team for targeted poverty alleviation( including strengthening the party construction responsibility,promoting the solid foundation,promoting deep integration,strengthening mutual promotion,gathering poverty alleviation talents,and strengthen intellectual support),so as to form a new model of poverty alleviation through party construction and practicing the lofty purpose of serving the poor household wholeheartedly,and provide a useful reference for the grassroots party construction in China to promote poverty alleviation.

These laws and regulations are oftentimes confusing and conflicting for the maintenance contractor who has limited time and resources for researching the right and appropriate course of action. This paper provides a comprehensive review and discussion of the lead laws, regulations, standards and guidelines for contractors.

Understanding Trust Transfer in Construction Project Marketplace of China

Initial trust has been proved to be a crucial antecedent of Proper Risk Allocation(PRA)which benefits the improvement of construction project management.However,In the context of China,employer’s lack of trust in the unfamiliar contractor without prior trade experience is the main obstacle that prevents employer from using the RPA.The aim of this paper is to create a better understanding of a specific path of building trust named trust transfer.In this paper,we first reviews related literatures and sum up the main feature of the trust transfer from the other context(e.g.E-business),and proposed the conceptualization of trust transfer in construction project marketplace.And then,according the feature of the trust transfer,we describe the basic model of the trust transfer in the construction project marketplace including employer as the trustor,the third party(source)and the unfamiliar contractor as trustee(target),and the relationship between these three nodes.At last,we analyze the type of the third party and the relationship of the trust transfer in the context of construction project.

Dynamic Event-Triggered Fixed-Time Consensus Control and Its Applications to Magnetic Map Construction

This article deals with the consensus problem of multi-agent systems by developing a fixed-time consensus control approach with a dynamic event-triggered rule. First, a new fixedtime stability condition is obtained where the less conservative settling time is given such that the theoretical settling time can well reflect the real consensus time. Second, a dynamic event-triggered rule is designed to decrease the use of chip and network resources where Zeno behaviors can be avoided after consensus is achieved, especially for finite/fixed-time consensus control approaches. Third, in terms of the developed dynamic event-triggered rule, a fixed-time consensus control approach by introducing a new item is proposed to coordinate the multi-agent system to reach consensus. The corresponding stability of the multi-agent system with the proposed control approach and dynamic eventtriggered rule is analyzed based on Lyapunov theory and the fixed-time stability theorem. At last, the effectiveness of the dynamic event-triggered fixed-time consensus control approach is verified by simulations and experiments for the problem of magnetic map construction based on multiple mobile robots.
