The common goal of all the reforms now underway in the CAS system is to promote the S&T cause. As the external situation of the S&T development in China changes, it becomes necessary for the CAS to adopt counter-measures to respond accordingly. This article gives an overall exposition, ranging from a review of the significance of the current drive towards structural readjustment in the CAS, to its main contents, expected targets, principles and the selection of possible options, in addition to a number of concrete suggestions and tentative ideas aired by the author of this article for the on-going drive.Based on the deepening development of the current and full-scale reform drive in the Academy, the CAS leadership had put forward a plan for carrying out a structural readjustment program across the CAS system. To promote this new move, here I would like to offer some of my personal opinions and tentative ideas.展开更多

The production-oriented approach (POA) has been developed over a decade. It is driven by the need to improve English classroom instruction for university students in China (Wen, 2016). It is also motivated by the ...The production-oriented approach (POA) has been developed over a decade. It is driven by the need to improve English classroom instruction for university students in China (Wen, 2016). It is also motivated by the aspiration to enhance the quality of foreign language education in other similar pedagogical contexts outside China. A volume of research has been done by Wen Qiufang and her research team, to formulate the theory of POA and to test its effectiveness in classroom pedagogy (e.g. Wen, 2016, 2015; Yang, 2015; Zhang, 2015). At the moment, the POA is still at an early stage of theory building and almost all empirical research is done in the Chinese context. In order to improve the quality of this theory and to make it intelligible to the international academic community, a one-day symposium was held in Beijing Foreign Studies University on May 15, 2017. The symposium was entitled 'The first international forum on innovative foreign language education in China: Appraisal of the POA'. In the forum, leading experts in applied linguistics were invited to discuss the strengths and weaknesses of the POA and the directions for its future development. The symposium was the first attempt for the POA research team to discuss its latest work with international scholars. This Viewpoint section collects the responses of four experts who participated in the symposium, listed in alphabetical order. The collection of articles covers three topics related to the POA: its pedagogical application, its use for teacher training, and its research. Alister Cumming is Professor Emeritus and the former Head of the Centre for Educational Research on Languages and Literacies, University of Toronto, Canada. His article focuses primarily on POA research as an exemplary case of design-based research. Rod Ellis is Research Professor in the School of Education at Curtin University, Australia. He discusses POA in terms of pedagogy, teacher training and research, with both critiques and constructive suggestions. Paul Kei Matsuda is Professor of English and Director of Second Language Writing at Arizona State University, the writed states. He responds to POA from the perspective of an expert researcher and teacher of L2 writing. Charlene Polio is Professor and Associate Chair in the Department of Linguistics & Germanic, Slavic, Asian & African Languages atMichigan State University, the writed states. She conceptualises POA as a useful method to address some issues in pre-service teacher development. Overall, the articles in this section are insightful and reader-friendly. They are not only useful for the development of POA in particular, but may also be valuable to a broad range of researchers as they touch upon pertaining issues, as well as emerging topics, in the field of applied linguistics. Scientific and technological(S&T)innovation and industrial structure upgrading have become two strategies to achieve high-quality economic development under the new pattern of development in China.Exploring the me...Scientific and technological(S&T)innovation and industrial structure upgrading have become two strategies to achieve high-quality economic development under the new pattern of development in China.Exploring the mechanism through which the former two affect the latter is of great significance to realize high-quality economic development and socialist modernization.Based on panel data of 30 provinces(municipalities,autonomous regions)from 2008 to 2017,this paper adopts the simultaneous equation model to empirically investigate the effect of S&T innovation and industrial structure upgrading on high-quality economic development.The study reveals that S&T innovation can significantly promote industrial structure upgrading and high-quality economic development,while industrial structure upgrading imposes a significantly negative effect on high-quality economic development.However,S&T innovation can offset such a negative effect and promote high-quality development indirectly.S&T innovation influences high-quality development in a dual path.To be specific,the former produces both a direct influence on the latter,but also an indirect influence through industrial structure upgrading.展开更多
Science and Technology(S&T)evaluation plays a baton role in developing science and technology innovation.However,traditional S&T evaluation indicators and methods are difficult to apply effectively in S&T ...Science and Technology(S&T)evaluation plays a baton role in developing science and technology innovation.However,traditional S&T evaluation indicators and methods are difficult to apply effectively in S&T evaluation practice.This paper analyzes the transformation of the S&T evaluation paradigm in the digital environment.Theories,methods,and tools of S&T evaluation research are continuously innovated and optimized;big data becomes the driving force of S&T evaluation development;the role played by S&T evaluation is shifting from a provider of statistical data and information to a participant in S&T decision-making activities.S&T evaluation research should focus on improving data retrieval and organization,knowledge mining and knowledge discovery,and intelligent evaluation models.Moreover,we suggest that scientists carry out S&T evaluation in agreement with the needs of S&T development:1)monitoring and sensing the development of science and technology in real-time with the help of emerging digital technologies;2)exploring solutions to major concerns such as technical project management mechanisms,utilizing advanced data science and digital technologies to identify important scientific frontiers,and leveraging big data in science of science to reveal patterns and characteristics of scientific structures and activities;3)carrying out problem-oriented evaluation research practice focused on four aspects,including intelligent project evaluation,evaluation of the critical technology competitiveness,talent assessment,and diagnostic evaluation of the research entity competitiveness.展开更多
