Hence, in order to achieve the object, the study analyzes the status quo of economic development in Tibet and the problems of resource exploitation. It especially discusses frailty of Tibetan eco-environment, and evaluates the contradictions between the traditional economic developing mode and the safety of plateau's ecosystem. It concludes that there is an inevitable clash between the development of Tibetan economy and the safety of plateau's eco-system; this problem cannot be avoided by any decision maker, Therefore, the character of Tibetan econvironment and the requirement of its economic development strategy determine that ecological economy developing mode is the only choice for Tibet. This paper suggests that it should be compensated by the national government to assure that Tibetan economy can keep a higher developing speed. In accordance with the feature of plateau eco-economy system and demand of Tibetan economic development, this paper also suggests several methods to apply the ecoeconomy developing strategy of Tibet.展开更多

The 2030 Agenda for Sustainable Development of the United Nations sets out 17 sustainable development goals(SDGs)that call for global action to end poverty,protect the planet,and improve the lives and futures of all p...The 2030 Agenda for Sustainable Development of the United Nations sets out 17 sustainable development goals(SDGs)that call for global action to end poverty,protect the planet,and improve the lives and futures of all people,including reducing inequality and taking climate action.The academic and policy issues corresponding to these two goals are income distribution and low-carbon development respectively.This paper makes a connection between the two and examines the impact of income gap on carbon intensity of well-being(CIWB)based on panel data of 40 countries around the world,which has important theoretical significance and empirical reference value.The main conclusions are as follows:(1)During the sample period,the carbon intensity of well-being of 36 in the 40 countries showed a downward trend,indicating that the pressure brought by the increase of unit well-being level on carbon emission space was gradually decreasing.The biggest drop in carbon intensity of well-being is in Estonia.(2)According to the average value of the past years,the income gaps are large in Colombia,Costa Rica,Paraguay,Ecuador and Peru,and the five countries with the smallest income gap are Ukraine,Slovenia,Belarus,the Czech Republic and Kyrgyzstan Republic.(3)The regression results of the econometric model with carbon intensity of well-being as the dependent variable,income gap as the independent variable,and urbanization rate,energy consumption structure and export trade as the control variables show that the increase of income gap will increase carbon intensity of well-being,and the increase of urbanization rate,renewable energy consumption and export dependence will reduce carbon intensity of well-being.Finally,according to the research conclusions,the policy implications for China's future high-quality development are extracted.展开更多
Sustainable development is the central theme of modern global development.With the arrival of the urban era,the vulnerability and instability of rural areas have significantly increased,and rural sustainable developme...Sustainable development is the central theme of modern global development.With the arrival of the urban era,the vulnerability and instability of rural areas have significantly increased,and rural sustainable development faces serious challenges.To address these issues,the study took the Zaozhuang Innovation Demonstration Zone in China under the National Sustainable Development Agenda as a case,combined with economic,social and land use data during 2016-2020,and applied Granger causality test method to explore the theoretical and practical pathways of“innovation-driven rural sustainable development”.The results showed that rural sustainable development and economic sustainability displayed a trend of synergistic change,with“explosive”growth from 2018 to 2020.The social sustainability steadily increased from 2016 to 2020.Ecological and spatial sustainability continuously declined during the study period.Moreover,the rural innovation capacity of the Zaozhuang Innovation Demonstration Zone displayed rapid growth during 2016-2020.Although the rural innovation capacity of the Zaozhuang Innovation Demonstration Zone has rapidly improved,it has a weak driving effect on rural sustainable development and economic sustainability.There are two primary challenges that must be overcome to ensure the rural sustainable development of the Zaozhuang Innovation Demonstration Zone.The first challenge is the imbalance among the multi-dimensional relationships in the process of rural sustainable development,and the second challenge is the weakening of rural innovation capacity to drive rural sustainable development.To overcome these challenges,this study proposed a systematic pathway for rural sustainable development in the Zaozhuang Innovation Demonstration Zone from multidimensions,such as policy actions,technologies,projects,and institutional guarantees,and formed a universal and representative“Zaozhuang model”.This study expands the theoretical foundation of rural sustainable development and provides theoretical and practical support for innovation-driven rural sustainable development.展开更多
While fossil fuels greatly contribute to human society,they pose great challenges to natural resources,the environment,and climate change.Developed countries,like the United States,formulated strategic measures to ens...While fossil fuels greatly contribute to human society,they pose great challenges to natural resources,the environment,and climate change.Developed countries,like the United States,formulated strategic measures to ensure their sustainable development and leading positions in the world.These measures include new green policies,development of shale gas,revitalization of nuclear power,energy independence,reindustrialization,and new low-carbon development based on a combination of Internet technology and renewable energy.Developing countries are also trying to introduce balanced strategies of poverty alleviation and sustainable development.Globally,industrial civilization is being transformed to ecological civilization and green,low-carbon development is a global trend.Addressing climate change provides new strategic factors to further this development.China should take substantial actions to realize sustainable development in a new road:China is in the critical stage of changing its development mode,so it is vital to choose an appropriate development path.This extensive development comes at the high price of consuming too much resources and scarring the environment.Mitigation and adaptation strategies for addressing climate change can help the transition of development.Based on the analysis of the development data of developed countries,the author introduces the concept of"two-type developed countries"with an understanding that not all developed countries must take the same development mode.He also holds the view that China should achieve modernization in a more energy-saving and more carbon-efficient manner compared with that of two-type developed countries.An analysis of"two competitions"that China is facing shows that changing the developing mode is urgent and China should grasp this opportunity in the next five to ten years,which is a key period for this transition.This paper discusses the low-carbon development goals and the three-step process.Low-carbon development does not necessarily restrict economic development.It,however,can expedite the transition of the development mode and this is a low-carbon and green development path.Transition of the development mode includes implementation of China's green and low-carbon energy strategies,low-carbon society construction,development of agriculture and forestry,garbage sorting and utilization,innovation of urbanization,etc.Improvement of national infrastructure construction includes water safety,environment and climate monitoring system,intelligent energy web,basic database,etc.Addressing climate change can significantly improve the nation's basic research level.In summary,it mitigates backward production capability,extensive development,and environmental damage while promoting technological advancement,scientific development,and ecological civilization.展开更多

It is considered that all kinds of ecological demonstrating areas should be merged in order to construct large scale characterized demonstrating areas which go beyond the district. In other words, in Hexi Region, Zhangye District should be constructed as the largest ecoagriculture demonstrating area of high technology; Wuwei District should be constructed as the largest ecological demonstrating area of agricultural comprehensive exploitation; JiuJia District, which is the shortened form of Jiuquan and Jiayuguan, should be constructed as the largest ecotourism demonstrating area; and Jinchang City should be constructed as the largest ecoindustry demonstrating area. At the same time, the constructing pattern should be selected according to the actual circumstances; science and technology should be applied to construct the demonstrating areas and accelerate the industrialization in the big market. [Method] Firstly, the evaluation index system for the coupling system of economic development and ecological environment in Xi’an City was established, then the dynamic variation of coupling relationship between economic development and ecological environment in Xi’an City from 2001 to 2010 was analyzed by using entropy method, finally some corresponding suggestions were put forward according to the problems in the current development model. [Result] The economic development and ecological environment of Xi’an have made a significant upgrading and improvement from 2001 to 2010, namely showing a stable upward trend on the whole, and were in a well-coordinated development state in 2010. However, the development level of ecological environment obviously lagged behind economic development level. In addition, there were obvious differences in the development rate of sub-systems, that is, economic efficiency and economic level developed rapidly, while the carrying capacity of ecological environment and economic vitality grew slowly and unstably. [Conclusion] The research could provide theoretical bases for the establishment of strategies for the coordinated development economy and environment in Xi’an City.展开更多

The results show that the emergy input-output in Wu'an City is in general on the rise; the emergy investment ratio rises constantly, but the net emergy yield ratio decreases, and the comparative advantage in the prices of agricultural products is gradually lost. At the same time, with increase in the non-renewable industrial support emergy, the environmental pressures are also mounting. This paper establishes the evaluation index system of ecological environment and economic development in resource exhausted cities, and calculates the level of economic development and ecological environment during th...This paper establishes the evaluation index system of ecological environment and economic development in resource exhausted cities, and calculates the level of economic development and ecological environment during the year 2005-2012 by using the entropy method. Furthermore, this study analyzes the coordination degree and coordinated development degree by using the coordination model. The results show that the coordination relationship of economic development and ecological environment continues to improve from 2005 to 2012 in most of these resource exhausted cities. By 2012, other resource depletion cities are in all kinds of hierarchical coordination except Yichun and Hegang. From the standpoint of coordination development degree, although most of these resource exhausted cities have been increased continuously but the level is also lower except in Tongling and Xinyu. Finally, this paper puts forward the corresponding countermeasures and suggestions according to the results of the analysis.展开更多

文摘While fossil fuels greatly contribute to human society,they pose great challenges to natural resources,the environment,and climate change.Developed countries,like the United States,formulated strategic measures to ensure their sustainable development and leading positions in the world.These measures include new green policies,development of shale gas,revitalization of nuclear power,energy independence,reindustrialization,and new low-carbon development based on a combination of Internet technology and renewable energy.Developing countries are also trying to introduce balanced strategies of poverty alleviation and sustainable development.Globally,industrial civilization is being transformed to ecological civilization and green,low-carbon development is a global trend.Addressing climate change provides new strategic factors to further this development.China should take substantial actions to realize sustainable development in a new road:China is in the critical stage of changing its development mode,so it is vital to choose an appropriate development path.This extensive development comes at the high price of consuming too much resources and scarring the environment.Mitigation and adaptation strategies for addressing climate change can help the transition of development.Based on the analysis of the development data of developed countries,the author introduces the concept of"two-type developed countries"with an understanding that not all developed countries must take the same development mode.He also holds the view that China should achieve modernization in a more energy-saving and more carbon-efficient manner compared with that of two-type developed countries.An analysis of"two competitions"that China is facing shows that changing the developing mode is urgent and China should grasp this opportunity in the next five to ten years,which is a key period for this transition.This paper discusses the low-carbon development goals and the three-step process.Low-carbon development does not necessarily restrict economic development.It,however,can expedite the transition of the development mode and this is a low-carbon and green development path.Transition of the development mode includes implementation of China's green and low-carbon energy strategies,low-carbon society construction,development of agriculture and forestry,garbage sorting and utilization,innovation of urbanization,etc.Improvement of national infrastructure construction includes water safety,environment and climate monitoring system,intelligent energy web,basic database,etc.Addressing climate change can significantly improve the nation's basic research level.In summary,it mitigates backward production capability,extensive development,and environmental damage while promoting technological advancement,scientific development,and ecological civilization.

This article is to present some theoretical and practicalconcerns from the viewpoint of human system ecology with some cases of small towns in the coastal areaof China.
文摘Based on the field investigations, this paper analyzes systematically the achievements and problems of constructing the demonstrating areas of the ecological rebuilding and economic sustainable development in Hexi, Gansu Province, and then the thoughts on constructing the demonstrating areas are brought forward. It is considered that all kinds of ecological demonstrating areas should be merged in order to construct large scale characterized demonstrating areas which go beyond the district. In other words, in Hexi Region, Zhangye District should be constructed as the largest ecoagriculture demonstrating area of high technology; Wuwei District should be constructed as the largest ecological demonstrating area of agricultural comprehensive exploitation; JiuJia District, which is the shortened form of Jiuquan and Jiayuguan, should be constructed as the largest ecotourism demonstrating area; and Jinchang City should be constructed as the largest ecoindustry demonstrating area. At the same time, the constructing pattern should be selected according to the actual circumstances; science and technology should be applied to construct the demonstrating areas and accelerate the industrialization in the big market. Additionally, it is important to smooth the constructing system and implement the flexible and efficacious running mechanism, and it is suggested that the committee should be organized to administer the ecological demonstrating areas in Hexi Region.

文摘The establishment of China's Ecological Economics was proposed by the famous economist Prof. XU Dixin in 1980. Over the past 34 years since its establishment, Ecological Economics has developed into an interdisciplinary subject combined with natural sciences and social sciences. Its emergence met the demand of human society for entering the Ecological Epoch. The past three decades has witnessed the foundation of eco-economic theories and the emergence of various guiding thoughts and policy suggestions which have made great contributions to China's modernization and reform. The guiding ideology of "coordination between ecology and economy" has been widely acknowledged by governments and people, and the concept of "ecological economy" has enjoyed popular support among the general public, which both play increasingly important roles in guiding practice and have major infl uences around the world.
文摘The internationally currently recognized ecological economics with strong sustainability significance has transformed the economic growth research paradigm into the well-being promotion research paradigm,fundamentally reflecting on the theories and methods of neoclassical economics.Starting from assumptions,analytical tools,and goals orientation and action principles,the research reconstructs a new systematic and overall development theory.Based on the“object-process-subject”model,this article combs and reviews the essence of ecological economics.From the perspective of the object,ecological economics pursues sustainable prosperity within the ecological threshold;from the perspective of the process,it focuses on the prevention and control of the symptoms and root causes;from the perspective of the subject,it advocates a cooperative governance model that contains flexibility and diversity.The orientation of ecological economics theory lies in the creation of ecological civilization.
文摘The paper had analyzed the necessity and feasibility for the protection and utilization of urban ecologically sensitive areas, proposed planning urban ecologically sensitive areas reasonably and combining ecological protection with development construction. Guiding the healthy and ordered development of urban spaces was the key part and important approach to realize ecological cities. The guiding thought for development construction of ecological cities had been discussed, which was conducting laddered development according to the location and coverage of urban ecologically sensitive areas and protection grades of these sensitive areas. Then, it had proposed four kinds of protection and construction modes, which were tourism leisure green lands, relevant expositions, industrial areas and new city groups, and which had been analyzed by combining with successful cases, so as to provide feasible win-win development strategies of ecology and economy for the planning of urban ecologically sensitive areas in the future.
文摘Analysis indices of ecological suitability were selected through literature reviewing and expert consultation. Visualization of assessment course was achieved based on different land use functions with the help of ArcGIS9.0 and GIS layers with different properties were overlapped and computed with GIS grids. Hence, the areas were colored and reclassified(colors representing different ecological suitability degrees). Finally, land use functions can be readjusted by the evaluation results,providing references for rational planning of economic development zones.

文摘[Objective] The aim was to study the coupling relationship between economic development and ecological environment. [Method] Firstly, the evaluation index system for the coupling system of economic development and ecological environment in Xi’an City was established, then the dynamic variation of coupling relationship between economic development and ecological environment in Xi’an City from 2001 to 2010 was analyzed by using entropy method, finally some corresponding suggestions were put forward according to the problems in the current development model. [Result] The economic development and ecological environment of Xi’an have made a significant upgrading and improvement from 2001 to 2010, namely showing a stable upward trend on the whole, and were in a well-coordinated development state in 2010. However, the development level of ecological environment obviously lagged behind economic development level. In addition, there were obvious differences in the development rate of sub-systems, that is, economic efficiency and economic level developed rapidly, while the carrying capacity of ecological environment and economic vitality grew slowly and unstably. [Conclusion] The research could provide theoretical bases for the establishment of strategies for the coordinated development economy and environment in Xi’an City.
文摘From the land use and ecological environment of Hefei Economic Circle,this paper established two sets of subsystem evaluation indicator system. It separately determined the weight coefficient of indicators in two indicator system. Using the coordination degree model,it made a scientific evaluation and analysis of coordinated development of land use and ecological environment in Hefei Economic Circle. Finally,on the basis of analysis results,it came up with pertinent recommendations for coordinated development of land use and ecological environment in Hefei Economic Circle.

文摘Using the method of emergy analysis, we analyze the input and output of agroecological economic system, and select five indicators (net emergy yield ratio, emergy investment ratio, environmental loading ratio, emergy sustainability index, and dominance of emergy yield system) for assessment. The results show that the emergy input-output in Wu'an City is in general on the rise; the emergy investment ratio rises constantly, but the net emergy yield ratio decreases, and the comparative advantage in the prices of agricultural products is gradually lost. At the same time, with increase in the non-renewable industrial support emergy, the environmental pressures are also mounting. In the future agricultural development, it is necessary to pay more attention to the coordination between agricultural development and ecological environment, achieving sustainable development of agriculture.

This article makes elaboration of the basic conditions, which accelerate the change of Shaanxi's economic growth mode from government angle, and proposes countermeasures for it, according to Shaanxi's situation and the requirement of scientific development concept, in order to provide basis for the government's economic growth transformation.
文摘This paper establishes the evaluation index system of ecological environment and economic development in resource exhausted cities, and calculates the level of economic development and ecological environment during the year 2005-2012 by using the entropy method. Furthermore, this study analyzes the coordination degree and coordinated development degree by using the coordination model. The results show that the coordination relationship of economic development and ecological environment continues to improve from 2005 to 2012 in most of these resource exhausted cities. By 2012, other resource depletion cities are in all kinds of hierarchical coordination except Yichun and Hegang. From the standpoint of coordination development degree, although most of these resource exhausted cities have been increased continuously but the level is also lower except in Tongling and Xinyu. Finally, this paper puts forward the corresponding countermeasures and suggestions according to the results of the analysis.
