Data on discrete,isolated attributes of the marine economy are often used in traditional marine economic research.However,as the focus of urban research shifts from internal static attributes to external dynamic linka...Data on discrete,isolated attributes of the marine economy are often used in traditional marine economic research.However,as the focus of urban research shifts from internal static attributes to external dynamic linkages,the importance of marine economic net-work research is beginning to emerge.The construction of the marine economic network in China’s coastal areas is necessary to change the flow of land and sea resources and optimize regional marine economic development.Employing data from headquarters and branches of sea-related A-share listed enterprises to construct the marine economic network in China,we use social network analysis(SNA)to discuss the characteristics of its evolution as of 2010,2015,and 2020 and its governance.The following results were obtained.1)In terms of topological characteristics,the scale of the marine economic network in China’s coastal areas has accelerated and expan-ded,and the connections have become increasingly close;thus,this development has complex network characteristics.2)In terms of spatial structure,the intensity of the connection fluctuates and does not form stable development support;the group structure gradually becomes clear,but the overall pattern is fragmented;there are spatial differences in marine economic agglomeration radiation;the radi-ation effect of the eastern marine economic circle is obvious;and the polarization effect of northern and southern marine economic circles is significant.On this basis,we construct a framework for the governance of a marine economic network with the market,the government,and industry as the three governing bodies.By clarifying the driving factors and building objectives of marine economic network construction,this study aims to foster the high-quality development of China’s marine economy.展开更多

But problems are obvious that lag changes of government functions have become an obstacle in China's economic transformation. As an aspect of human capital,a positive association exists amongst health,productivity,and growth in output per capita.On the other hand,social infrastructure defined by the institution of governance has a direct eff...As an aspect of human capital,a positive association exists amongst health,productivity,and growth in output per capita.On the other hand,social infrastructure defined by the institution of governance has a direct effect on the environment upon which productive activities take place to determine outcomes.Nigeria like most African countries is bedevilled by the high prevalence of inadequate health financing and poor governance.Health financing for Nigeria consistently has fallen short of the AU health funding commitment of 15%of annual budgetary allocation to the health sector.Secondly,poor governance conditions available resources and shape the state of infrastructure,particularly health infrastructure and socioeconomic conditions.In turn,this determines individuals’level of exposure to health risks and their capacity to actively contribute to productive activity for growth stimulation and sustainability.Against this backdrop,this study added to the existing literature in the context of Nigeria,by theoretically applying the Solow augmented Mankiw-Romer-Weil structural model in the examination of the impact of government size and governance quality in the health sector,on economic growth.Autoregressive Distributed Lag(ARDL)model was adopted in the estimation.Findings show that governance quality adversely affects growth and this reduces the capacity of health spending to stimulate growth by an almost equal margin.As a result,this study recommends legislative backing to the AU health funding commitment in Nigeria.展开更多

Expanding the boundaries of the Economic Polarized Area of the Yangtze Delta may extend the economic hinterland of the core area of the Yangtze Delta Region,will lighten the pressures from the limited resource and promote the rationalization of the industrial structure in the Yangtze Delta Region's core area. With regard to the reasonable boundaries of the Yangtze Delta Region,there are different opinions and controversial arguments in political and academic circles. Marine functional zoning is an effective tool to solve the conflicts. However, there are some shortcomings in the current understanding on marine functional zoning and its practice. In this paper, a case study on the resource-oriented marine functional zoning of Xiangshan Port is introduced. By the principles of resource-oriented and public participation, Xiangshan Port is divided into seven zones, and the main function of the whole port and seven zones are determined by the environmental economics analysis. A case study of Xiamen is also introduced for how to integrate marine functional zoning into a coastal city conceptual planning. Under the conservation principle, resources-oriented principle and so on, the advantages and disadvantages of natural ecosystem, social ecosystem and economic ecosystem are holistically analyzed, the urban orientation of Xiamen is determined as a regional international tourism city, and the whole city is divided into five function zones according to its leading industry -tourism. Resource-oriented marine functional zoning has a long-term guidance for sustainable use of marine resources and development strategy of a coastal city. The empirical result shows that the local government investment plays a significant positive role in economic growth and employment. However, while the proportion of local government investment to GDP had a remarkable rise after 1998, the elasticity of local government investment on economic growth declined, which shows that there is a big room for raising the efficiency of local government investment. Moreover. the empirieal examination shows that although local government investment had positive effect on employment, the elasticity had a decrease after 1994 when the tax-sharing system reform was put into practice. This shows that the positive role of local government investment on employment is also limited This paper argues that the role of local governments as investors must be weakened, and local governments of different levels should lessen direct economic intervention and concentrate on public regulation.展开更多

Karst aquifers occur worldwide and exhibit groundwater flow responses that differ considerably from aquifers lacking fractures, bedding planes, and other karst conduits where significant and rapid groundwater flow can...Karst aquifers occur worldwide and exhibit groundwater flow responses that differ considerably from aquifers lacking fractures, bedding planes, and other karst conduits where significant and rapid groundwater flow can occur. The regional, karst Floridan aquifer system underlies the United States (US) Southeastern Coastal Plain Physiographic Region and exhibits hydrologic interconnections with overlying surficial aquifers and throughout other zones of the aquifer system, as is characteristic of other karst aquifer systems. Anthropogenic groundwater declines in this regional karst aquifer system have been documented in published literature for decades, but the impacts of those declines in this coastal plain region and the embedded ecosystems that provide essential and critical habitat for native, endemic, and federally endangered and threatened species have not been considered previously. Those anthropogenic groundwater declines reduce surfacewater levels and flows due to the capture of both groundwater and overland flow of surfacewater, resulting in induced recharge through semi-confining zones and interbasin flow through fractures and other karst conduits. This case study identifies examples from the Greater Okefenokee Swamp Basin study area and comparison areas of how those declines result in loss of historic base flow to surface waters and other capture of surface waters, ultimately increasing saltwater intrusion. Those results alter and degrade the physical, chemical, and biological integrity of the nation’s waters, in violation of the US Clean Water Act (CWA) of 1972. Historic groundwater declines from mining and other anthropogenic groundwater withdrawals from this regional karst aquifer system already threaten the survival and recovery of federally endangered and threatened species, as well as existing and proposed critical habitat for those species within this regional extent, in violation of the Endangered Species Act (ESA) of 1973. This case study and its companion publication (Part 2) appear to be the first to provide scientific support for this regional karst aquifer system as the unifying factor in habitat responses to irreversible groundwater impacts on aquatic and marine ecosystems. These adverse impacts strongly suggest that the extent of the regional Floridan aquifer system should be designated as the Southeastern Coastal Plain Ecoregion for the purpose of managing natural resources. Mining activities continue to expand in our study area, which is the Greater Okefenokee Swamp Basin. Despite that fact, no comprehensive Areawide Environmental Impact Statement (AEIS), similar to the AEIS required for phosphate mining within the Central Florida Phosphate District (CFPD) approximately a decade ago has been conducted for any of the numerous mining projects that are occurring and are proposed within the Greater Okefenokee Swamp Basin. This case study also provides examples of why a comprehensive AEIS is essential to consider all of the adverse direct, indirect, and cumulative impacts of those mining activities to the CWA, the ESA, and the irreversible losses to local economies, because federal agencies responsible for considering those adverse impacts rely on public comments to identify those adverse impacts. The mining activities authorized throughout the regional Floridan aquifer system under Category 44 Nationwide Permits (NWP) result in the same type of adverse impacts as the mining activities evaluated under Individual Permits in that region. Therefore, those Category 44 NWP mining activities also should be required to obtain Individual Permits and be evaluated under an AEIS in the Greater Okefenokee Swamp Basin. This case study also describes how Florida’s assumption of the CWA Section 404 regulatory authority in 2020 severs four sub-basins within the Greater Okefenokee Swamp Basin study area at the state line between Florida and Georgia.展开更多

This study analyzes the basic features of territorial function and puts forward a spatial equilibrium model for regional development for the first time. It argues that there exists a trend of regional convergence in the average value which indicates the comprehensive development status of any region. Based on this finding, the study illustrates that the formation of functional zone should be conducive to the narrowing of regional gap and that free flow of resources between regions is the prerequisite to spatial equilibrium. It also investigates the impact of territorial functional evolution on the process of spatial equilibrium and suggests that the maximization of benefits derived from zoning proposal is interrelative with the method of regional division and the degree of understanding towards the temporal changes of territorial function. Furthermore, this study goes on to examine the scientific foundation of several issues concerning the reconciliation between contradictory functions of development and protection, the selection of indicators and the spatial and temporal features of MFOZ. It is then probes into the rationality of achieving dual goals of efficiency and equality simultaneously through three-dimensional flow and spatial equilibrium. The paper ends with discussions on the position, implementation and coordination of MFOZ from the perspective of institutional arrangements of spatial governance including law, planning and government policy.展开更多

The study uses household level data collected in summe...The study measures productive efficiency of tomato growers in village Akbarpura of Disctrict Nowshera in Khyber Pakhtunkhwa (KPK) province of Northern Pakistan. The study uses household level data collected in summer 2010 from sample farmers selected by multi-staged sampling. The study uses a theoretical framework to measure productive efficiency and estimates the Cobb-Douglas frontier production and cost models. The study found that technical efficiency indices varied significantly, with technical efficiency index averaging at 65%. The indices of allocative efficiency also varied widely, with an average of 56%. There was a wide gap between the highest and lowest economic efficiency indices, with a mean economic efficiency of 35%. The study concluded that farmer education, extension visits, age and access to credit contributed significantly and positively to productive efficiencies. A policy implication of this study is that there is enough potential for farmers to increase tomato production and net profits. The study recommends that the government should further invest in public education and strengthen extension services farmer education and because extension visits constituted important determinants of productive efficiencies.展开更多

This thesis, first of all, introduces the management concept of public economy and the necessity of government's involvement in supervising economy. And on the basis of these, the thesis put forward the direction of transforming government economic functions and several precautions that should be noticed in government economic behaviors.
文摘Government Work Report is essential for domestic and international understanding of China’s national conditions.This paper selects the national defense section in Government Work Reports released by the State Council of the People’s Republic of China over the last fifteen years from 2009 to 2023 as an example of China’s official discourse.From the perspective of positive discourse analysis,the theory of three meta-functions of language proposed by M.A.K.Halliday in Systemic Functional Linguistics is used in this article in terms of transitivity,appraisal,mood,modality,and theme to explore the constructing of the People’s Liberation Army(PLA)image.This study finds that,by using the goals and circumstances with optimistic meaning in material processes,adopting more appreciation in attitude,applying more declaratives in mood,utilizing modal operators with high modulation,and implicit objective modal adjuncts,and employing government-focused themes,China’s official discourse objectively and authentically conveys a positive image of the brave and just PLA both at home and abroad which advocates itself to peace-keeping,and mission-fulfilling.
文摘As an aspect of human capital,a positive association exists amongst health,productivity,and growth in output per capita.On the other hand,social infrastructure defined by the institution of governance has a direct effect on the environment upon which productive activities take place to determine outcomes.Nigeria like most African countries is bedevilled by the high prevalence of inadequate health financing and poor governance.Health financing for Nigeria consistently has fallen short of the AU health funding commitment of 15%of annual budgetary allocation to the health sector.Secondly,poor governance conditions available resources and shape the state of infrastructure,particularly health infrastructure and socioeconomic conditions.In turn,this determines individuals’level of exposure to health risks and their capacity to actively contribute to productive activity for growth stimulation and sustainability.Against this backdrop,this study added to the existing literature in the context of Nigeria,by theoretically applying the Solow augmented Mankiw-Romer-Weil structural model in the examination of the impact of government size and governance quality in the health sector,on economic growth.Autoregressive Distributed Lag(ARDL)model was adopted in the estimation.Findings show that governance quality adversely affects growth and this reduces the capacity of health spending to stimulate growth by an almost equal margin.As a result,this study recommends legislative backing to the AU health funding commitment in Nigeria.

文摘In the era of economic globalization,the concept of Economic Polarized Area comes into being as an effective vehicle to agglomerate the economic elements and sustain the economic lifeline of the region. Based on the region's specific development mode and construction form the concept is working in such a way that it will contribute to guide the economic development of the country and will play an important role in competing with other regions or countries in the world. Due to the high speed development of the last 30 years,the Yangtze Delta Region starts to show the features of Economic Polarized Area. But,compared with other world-class Economic Polarized Areas,the economic strength and the ability of the Yangtze Delta Region to drive the country's economic development is still very low and the competitive power is still very limited. Expanding the boundaries of the Economic Polarized Area of the Yangtze Delta may extend the economic hinterland of the core area of the Yangtze Delta Region,will lighten the pressures from the limited resource and promote the rationalization of the industrial structure in the Yangtze Delta Region's core area. With regard to the reasonable boundaries of the Yangtze Delta Region,there are different opinions and controversial arguments in political and academic circles. Starting from the idea of increasing the competitive power and improving the economic strength of the Yangtze Delta Region,the paper firstly is discussing the requirements to become a world-class Economic Polarized Area. In a second step an analysis of functional complementation and economic collaboration between the cities of an "extended" Yangtze Delta Region has been carried out by in particular considering the feasibility of integrating these "newly included" cities. The final result of the study is,that the Region should be expanded from the number of 16 cities to 37 cities,and the appended cities should be divided up into two categories:Wenzhou,Jinhua,Yancheng,Huaian,Maanshan,Wuhu,Tongling,Chaohu,Hefei,Chuzhou,Xuancheng should be taken as Preferred Extending Area,and Suqian,Xuzhou,Lianyungang,Lishui,Quzhou,Chizhou,Anqing,Bengbu,Huangshan,Suzhou (Anhui Province) should be taken as Retained Qualification Area.

文摘The purpose of the study is to measure the "growth drag" according to the characteristic of Chinese land resource.Romer model (2001) holds that every country is inevitably affected by the "growth drag" due to the limitation of land resource.So it's of profound strategic significance to measure the "growth drag" according to the character of Chinese land resource.Modified two-level CES production function was employed,and this paper modified the hypothesis of the model.The result indicates that the limitation of Chinese land resource casts shadow over the economic development of China,and the growth rate is 0.4618% lower than that without the limitation of land resource.Through implementing the land resource protection policy along with the technology improvement and the substitute effect of other factors to the land resource,China will keep a steady and balanced economic growth.
文摘There are a lot of functions of marine resources. The various and competing conflicts between different users and different sectors in the use of marine resources will cause the disorderly development of marine resources, and even destroy the marine ecosystem. Marine functional zoning is an effective tool to solve the conflicts. However, there are some shortcomings in the current understanding on marine functional zoning and its practice. In this paper, a case study on the resource-oriented marine functional zoning of Xiangshan Port is introduced. By the principles of resource-oriented and public participation, Xiangshan Port is divided into seven zones, and the main function of the whole port and seven zones are determined by the environmental economics analysis. A case study of Xiamen is also introduced for how to integrate marine functional zoning into a coastal city conceptual planning. Under the conservation principle, resources-oriented principle and so on, the advantages and disadvantages of natural ecosystem, social ecosystem and economic ecosystem are holistically analyzed, the urban orientation of Xiamen is determined as a regional international tourism city, and the whole city is divided into five function zones according to its leading industry -tourism. Resource-oriented marine functional zoning has a long-term guidance for sustainable use of marine resources and development strategy of a coastal city. And environmental economics analysis is an effective tool for resource-orientation.

The pursuit of short-term economic growth, ignoring the social promotion, will lead to excessive consume the earth' s resources and deteriorate environment, which pose a serious threat for the overall development of the human. Reality shows that the traditional development model faced with severe challenges. Thus, to solve environmental problems and achieve sustainable human development has become starting point and destination for the world' s governments to consider all issues. Government, as the actors on the path of sustainable development, is imperative to change the government' s economic management functions to genuinely achieve economic, social and environmental comprehensive, coordinated and sustainable development. Implementation the strategy of sustainable development requires the Chinese government at least to adopt the ideology of overall and coordinated development in the head, follow the objective law and transfer the functions of government management of the economy on the basis of sustainable development.
文摘Based on the panel data of 28 provinces in the year of 1987-2001, this paper examines the effects of the local government investment on economic growth and employment. The empirical result shows that the local government investment plays a significant positive role in economic growth and employment. However, while the proportion of local government investment to GDP had a remarkable rise after 1998, the elasticity of local government investment on economic growth declined, which shows that there is a big room for raising the efficiency of local government investment. Moreover. the empirieal examination shows that although local government investment had positive effect on employment, the elasticity had a decrease after 1994 when the tax-sharing system reform was put into practice. This shows that the positive role of local government investment on employment is also limited This paper argues that the role of local governments as investors must be weakened, and local governments of different levels should lessen direct economic intervention and concentrate on public regulation.

文摘Science and policy have been interlinked for decades and perform essential nexus conditions in the governing aspects of environmental scenarios.This review paper examines the present challenges in the science–policy interface in terms of water governance in the Caspian Sea and identifies effective conditions that may be used in the current context to enhance the mechanism.The evaluation of the science–policy link in the water policy of the Caspian Sea reveals a gap between knowledge producer and governance system,impeding the translation of scientific information into action.Complicated and context-dependent solutions make it challenging to establish effective science–policy processes in the Caspian Sea water governance settings.Establishing a common governing authority,implementing water and resource management regulations,and protecting the natural environment through legal frameworks are crucial steps to address these concerns and ensure sustainable development.Collaboration among coastal states is essential in environmental,economic,and social aspects of regional development.However,the lack of a comprehensive approach,coherent activities,and effective utilization of national and regional power has hindered efforts to halt the environmental degradation of the Caspian Sea.Local governments need to recognize their responsibility to protect and utilize the Caspian Sea for present and future generations,considering both environmental and human security.The interlinkage of the Caspian Sea water governance with the Organization for Economic Co-operation and Development(OECD)water governance principles offers a framework for policymakers to assess gaps and make necessary amendments to existing mechanisms.Effective science–policy interaction,engagement of diverse stakeholders,institutionalizing agreements,and addressing collective action issues are critical for successful water governance.
文摘Karst aquifers occur worldwide and exhibit groundwater flow responses that differ considerably from aquifers lacking fractures, bedding planes, and other karst conduits where significant and rapid groundwater flow can occur. The regional, karst Floridan aquifer system underlies the United States (US) Southeastern Coastal Plain Physiographic Region and exhibits hydrologic interconnections with overlying surficial aquifers and throughout other zones of the aquifer system, as is characteristic of other karst aquifer systems. Anthropogenic groundwater declines in this regional karst aquifer system have been documented in published literature for decades, but the impacts of those declines in this coastal plain region and the embedded ecosystems that provide essential and critical habitat for native, endemic, and federally endangered and threatened species have not been considered previously. Those anthropogenic groundwater declines reduce surfacewater levels and flows due to the capture of both groundwater and overland flow of surfacewater, resulting in induced recharge through semi-confining zones and interbasin flow through fractures and other karst conduits. This case study identifies examples from the Greater Okefenokee Swamp Basin study area and comparison areas of how those declines result in loss of historic base flow to surface waters and other capture of surface waters, ultimately increasing saltwater intrusion. Those results alter and degrade the physical, chemical, and biological integrity of the nation’s waters, in violation of the US Clean Water Act (CWA) of 1972. Historic groundwater declines from mining and other anthropogenic groundwater withdrawals from this regional karst aquifer system already threaten the survival and recovery of federally endangered and threatened species, as well as existing and proposed critical habitat for those species within this regional extent, in violation of the Endangered Species Act (ESA) of 1973. This case study and its companion publication (Part 2) appear to be the first to provide scientific support for this regional karst aquifer system as the unifying factor in habitat responses to irreversible groundwater impacts on aquatic and marine ecosystems. These adverse impacts strongly suggest that the extent of the regional Floridan aquifer system should be designated as the Southeastern Coastal Plain Ecoregion for the purpose of managing natural resources. Mining activities continue to expand in our study area, which is the Greater Okefenokee Swamp Basin. Despite that fact, no comprehensive Areawide Environmental Impact Statement (AEIS), similar to the AEIS required for phosphate mining within the Central Florida Phosphate District (CFPD) approximately a decade ago has been conducted for any of the numerous mining projects that are occurring and are proposed within the Greater Okefenokee Swamp Basin. This case study also provides examples of why a comprehensive AEIS is essential to consider all of the adverse direct, indirect, and cumulative impacts of those mining activities to the CWA, the ESA, and the irreversible losses to local economies, because federal agencies responsible for considering those adverse impacts rely on public comments to identify those adverse impacts. The mining activities authorized throughout the regional Floridan aquifer system under Category 44 Nationwide Permits (NWP) result in the same type of adverse impacts as the mining activities evaluated under Individual Permits in that region. Therefore, those Category 44 NWP mining activities also should be required to obtain Individual Permits and be evaluated under an AEIS in the Greater Okefenokee Swamp Basin. This case study also describes how Florida’s assumption of the CWA Section 404 regulatory authority in 2020 severs four sub-basins within the Greater Okefenokee Swamp Basin study area at the state line between Florida and Georgia.

文摘Major function oriented zoning (MFOZ hereafter) is the guideline for optimizing the spatial pattern of regional development in China, which entails both theoretical and methodological innovation in the academic field of economic geography. This study analyzes the basic features of territorial function and puts forward a spatial equilibrium model for regional development for the first time. It argues that there exists a trend of regional convergence in the average value which indicates the comprehensive development status of any region. Based on this finding, the study illustrates that the formation of functional zone should be conducive to the narrowing of regional gap and that free flow of resources between regions is the prerequisite to spatial equilibrium. It also investigates the impact of territorial functional evolution on the process of spatial equilibrium and suggests that the maximization of benefits derived from zoning proposal is interrelative with the method of regional division and the degree of understanding towards the temporal changes of territorial function. Furthermore, this study goes on to examine the scientific foundation of several issues concerning the reconciliation between contradictory functions of development and protection, the selection of indicators and the spatial and temporal features of MFOZ. It is then probes into the rationality of achieving dual goals of efficiency and equality simultaneously through three-dimensional flow and spatial equilibrium. The paper ends with discussions on the position, implementation and coordination of MFOZ from the perspective of institutional arrangements of spatial governance including law, planning and government policy.
文摘The study measures productive efficiency of tomato growers in village Akbarpura of Disctrict Nowshera in Khyber Pakhtunkhwa (KPK) province of Northern Pakistan. The study uses household level data collected in summer 2010 from sample farmers selected by multi-staged sampling. The study uses a theoretical framework to measure productive efficiency and estimates the Cobb-Douglas frontier production and cost models. The study found that technical efficiency indices varied significantly, with technical efficiency index averaging at 65%. The indices of allocative efficiency also varied widely, with an average of 56%. There was a wide gap between the highest and lowest economic efficiency indices, with a mean economic efficiency of 35%. The study concluded that farmer education, extension visits, age and access to credit contributed significantly and positively to productive efficiencies. A policy implication of this study is that there is enough potential for farmers to increase tomato production and net profits. The study recommends that the government should further invest in public education and strengthen extension services farmer education and because extension visits constituted important determinants of productive efficiencies.
