The Journal of national colleges and universities is the window of teaching and scientific research.Only by improving the quality of the journal can we better serve the teaching and scientific research of the journal.Therefore,this paper tries to find out the causes of the problems from the management system,the academic status,the source of manuscripts and the editors themselves,so as to improve the quality of the journals.

Construction of University Librarian Team in the Context of Double First-Class Initiative

Data services,knowledge services,and information services are the core service elements of university libraries in the context of the Double First-Class Initiative.Combined with the current situation of insufficient overall service capacity of libraries,this paper proposed strategies and implementation paths for optimizing the service system from three aspects:the construction of the professional qualification system for librarians,the establishment of post institutions,and the construction of library culture.Long-term path:putting library human resource management into the legal track,taking the lead in local legislation,and promoting the construction of library legislation and professional qualification certification system;optimizing the personnel system,implementing hierarchical management and classified assessment for professional librarians and auxiliary librarians.Short-term path:intensive post allocation,namely,assigning the core strength in the core post,and tackling the temporary major work combining multiple forces in the form of a"working group";building an open knowledge service ecosystem,accelerate the cross-border integration of libraries and other organizations,and striving to build the core competitiveness of libraries.

A Study on the Application of National Competency Standards(NCS)to 4-year Universities in South Korea—Focused on the Case of K-Univ.-

In South Korea,the vocational education and training institutions,such as the vocational colleges,the vocational high schools,and the vocational training institutions is applying the National Competency Standards(NCS).NCS is function as a key link in development of the human resource development(HRD),linking work,education and training,and qualifications by analyzing and presenting systematically the job demands of the industrial field.The 4-year universities that focus generally on the theoretical studies do not yet have applied NCS in South Korea.However,in the case of 4-year universities,the importance of professional education is emphasized by being derived and independed from more precise the individual science through the advancement of science and technology,and the division of social functions.Therefore,it is desirable to apply NCS to improve the practical expertise of 4-year university students.For this purpose,this study aims to compare the curriculum of national K-University and the NCS contents,and to find out how to apply it to the curriculum of 4-year universities in order to bring about the functions and the characteristics of education and training.

Survey and Educational Research on the National Music Identity of University Students——Taking Three Universities in the Western Part of Guangdong Province as an Example

The integration and penetration of disciplines is the driving force for innovation.This paper investigates the national music identity of students in three universities in the Western Part of GuangDong Province by questionnaires and interviews,and obtains a series of data related to contemporary university and college students’music literacy.Data and phenomena indicate:University and students have“high degree of identity”and“low participation consciousness”for national music.They are willing to be onlookers,and they are reluctant to join the inheritance and in-depth study,lacking opinions on music appreciation and performance learning;the contact with music only stays at the level of recreation.The artistic and functional nature of music has not played a role in the development of college students’own disciplines;from the choice of music,they can be seen that they have a negative and confused mentality in their academic and social activities,but they can still be released in music,so they adhere to the undisturbed appreciation environment.The campus music popularization education should be strengthened and guided,and appropriate music quality courses should be added to the above phenomena,and experts should be organized to integrate the national music representing the“hometown music”to lay the foundation for the future outstanding talent training.

Research on Striving for Double First-Class Universities

The construction of“double first-class”universities is the strategic goal of the development of Chinese universities in the new period.On the basis of fully researching the domestic“double first-class”talent training model,this paper builds a new type of talent training model with Chinese characteristics suitable for the“double first-class”development requirements through reference,digestion,comparison and integration,hoping to further improve universities Quality of teaching.

Ethnic Museum of the Central University for Nationalities

THE Central University for Nationalities Ethnic Museum houses over 20,000 cultural relics relating to China’s 56 ethnic groups. The majority of these are traditional costumes and ornaments that examplify expertise on the part of ethnic minorities in weaving, dying, embroidery and tannage. Some are decades, and others centuries old. Exhibits such as the gifts to Chairman Mao Zedong and the central government in the early days of the People’s Republic from the Panchen Lama, Dalai Lama, and ethnic minorities across China are of great political and historical significance.

Tracing the Historical Development of Ethnic Colleges and Universities to Strengthen the Consciousness of the Chinese National Community:Oral Narratives of Southwest Minzu University's 70 Years of Development

"With copper as a mirror,you can wear a crown;with history as a mirror,you can know the rise and fall."This paper takes the 70-year development process of Southwest Minzu University as the carrier,the casting of the Chinese national community as the main line while tracing back to the source,adopts the recording method of"oral history of the school,"interviews witnesses to the development of Southwest Minzu University,including school leaders,teachers,alumni,and other representative figures,records the memories of these parties on the practices of Southwest Minzu University in different periods to cast the awareness of the Chinese national community,and collates them into a text.From the perspective of students,it is important to understand the history of the Chinese national community in the past 70 years since the establishment of Southwest Minzu University,collect and sort out the historical memories of Southwest Minzu University for the education of the Chinese national community,supplement and confirm the school's historical documents,preserve the history,make up for the gap in the history of the school,and at the same time provide a realistic basis for Southwest Minzu University to formulate future development strategies.

Survey and Thought on Graduates' Repayment Awareness of Student Loan in Agricultural Universities and Colleges

To find out graduates' repayment awareness of student loan,we conducted a questionnaire survey for those graduates who applied for student loan in Zhongkai University of Agriculture and Engineering.The survey has following results.First,the national student loan plays an important role in assisting poor students in finishing their study.Second,graduates value social function of personal credit.Third,trustworthiness education activities carried out by colleges and universities are effective.Fourth,economic income is a major factor of graduates repaying capital with interest.Fifth,bank's student loan management system is not perfect.Sixth,the national student loan system remains to be improved.In line with these results,we put forward five countermeasures and suggestions:strengthen the trustworthiness education of students;standardize the credit investigation management of students' personal credit;establish student information management mechanism;standardize banks' payment reminder administration behavior;and perfect national student loan system.

Universal Basic Education and National Development:Issues and the Way Out

Education has been identified as one of the best financial investitment any government can make.Education is a human right and indispensible means of realising other human right..Studies has shown that a good basic education is a sine qua non for subsequent progress in the life of an average citezen.The Nationalm Policy on Education 2004 opined that basic education is the key to the success or failure of the whole system since the rest of the education is built on it.A good basic education provides a background and foundation that gruarantees better educational attainment in the future.The Universal Declarattion of Human Right in article 13(1)of the convention stated that“education shall be directed to the full development of the human personality”.It also added in Article 13(2)that primary education must be universal,ensure that basic learning needs of all children are satisfied and take into account the culture,needs and opportunities of the community.The above stated policies and conventions have serious implication for the financing and management of educational programmes and provision of funds for the realization of the objectives of basic education.Based on this therefore,the paper focused on the discusion of brief over view of universal primary education,conceptual clarification,impact of universal basic education on national development,issues in universal basic education and national developmen.The papewr finally made some suggestions on the way out in solving problems facing universal basic education in Nigeria.

A Millimeter-Wave Radio Telescope Project at Seoul National University

The Department of Astronomy at Seoul National University is carrying out a project to build a radio observatory, the Seoul Radio Astronomical Observatory (SRAO). The observatory will be constructed on our campus, which is located at sea level in Seoul, Korea, at (126°57.′3E, 37°27.′1N). The observatory will operate a 6 m millimeter radio telescope.

Implementation of national reading is an important approach in establishment of learning society.College and university libraries should give full play of their strength in various aspects through opening up to society,and to realize social role transformation of modern college and university libraries via different approaches to underscore the necessity and importance of college and university libraries in realization of national reading.

On the Parliament Participation in the Universal Periodic Review of the United Nations Human Rights

Whether, and if so how, parliaments should participate in the Universal Periodic Review mechanism of the UN Human Rights Council is emerging. Due to their unique contributions to human rights protection and promotion, parliaments should participate in the process. Furthermore, some parliaments are already involved in this mechanism, including drafting national reports, engaging in interactive dialogues, and the implementation of review recommendations. In the past two rounds of reviews, China’s National People’s Congress has a positive record in this regard, but it should play a more active role in ratifying or acceding to international human rights conventions.

Enlightenment of Intelligent Construction in the Construction of First-Class University Campus

In September 2017,the Ministry of Education,Ministry of Finance,and the National Development and Reform Commission jointly announced the first batch of“double first-class”construction universities,aiming to improve China’s education level and strengthen the country’s core competitiveness.In addition to first-class teaching and first-class scientific research,first-class universities should also have first-class campuses.The campus of a first-class university should have a complete range of infrastructure,scale,and function to meet the requirements of school-running and scientific research;it should also advocate sustainable development,which includes the concept of energy-saving,smart,and green.The traditional production methods and management models of the construction industry are far from being able to meet the needs of the construction and development of first-class campuses.Digital,intelligent,and informatized construction models are the only way for current campus construction.

Research on the Teaching Reform of Tourism Reception Under the Background of National First-Class Undergraduate Specialty Construction

Law School of Nankai University Holds International Seminar on National Human Rights Action Plan

The Information Office of the State council issued the first National Human Rights Action Plan of China （NHRAP） （2009-2010） on April 13, 2009. The Nankai University participated in the drafting of this significant national document on human rights, with three teachers invited one after another to work at the panel of experts under the drafting committee. In cooperation with the Raoul Wallenberg Institute of Human Rights and Humanitarian Law （RWlHRHL） of Sweden, the Research Center for Human Rights under Law School of the university held an international seminar titled ＂Formulation and Implementation of NHRAP- Swedish Experience.＂

Second National Convention on University Human Rights Education Held in Beijing

The Second China Convention on Human Rights Education in Universities was held on November 6-8 in Beijing. It was jointly sponsored by the Human Rights and Humanitarian Law Institute of the China University of Political Science and Law, the Norwegian Center for Human Rights at the University of Oslo, Norway, the Danish Institute for Human Rights and the Raoul Wallenberg Institute of Human Rights and Humanitarian Law at Lund University, Sweden. More than 90 researchers, scholars and human rights teachers of universities from China and other countries attended.

粤港澳大湾区内地高校港籍大学生的国家认同现状及其塑造机制

粤港澳大湾区建设在塑造中国香港青年国家认同方面具有重要意义。以就读于大湾区内地高校的港籍大学生为研究对象,通过访谈和问卷调查发现,大湾区建设背景下内地港籍大学生具有政治认同度较好、文化认同度较高及国民身份认同度较强的国家认同现状。这缘于港籍大学生在大湾区内地求学时,多元主体围绕其发展需求,以政策吸纳、教育合作、人文交流和生活化传播等四种机制,推进该群体的政治社会化场景变迁,进而对其塑造一种正向的国家认同。据此,应在推进大湾区高质量发展的同时,加强制度改革与规则协调,优化国民教育的课程体系及考核方式,加大大湾区建设的普惠性宣传,借以发挥大湾区在塑造广大中国香港青年国家认同的政策效能。
