In accordance with the pattern of"great ideology and politics",the Party and youth League organizations assume the role of vanguard in the organization of colleges and universities.Simultaneously,they serve as a pivotal force in ideological and political education.In order to construct a comprehensive ideological and political framework encompassing the entire educational process,it is of paramount importance to identify an efficacious methodology for Party building leading League construction.This paper employs a comprehensive analysis to elucidate the pivotal role of Party building leading League construction in facilitating ideological and political education.It also illuminates the practical challenges encountered in the implementation of Party building leading League construction initiatives within colleges and universities.The article proposes a specific path for Party building leading League construction in colleges and universities based on three key aspects:cohesion of the consensus of Party building leading League building,establishment of the institutional system of Party building leading League construction,and creation of the model brand of Party building leading League construction.The aim is to promote in-depth development of Party building in colleges and universities and enhance the quality and effect of ideological and political education.

Analysis on the Present Situation of Targeted Poverty Alleviation in Rural Areas under the Idea of "Party Building + County Sage or Worthy":A Case Study of Qianshan Village,Ganlu Town,Gongqingcheng City of Jiangxi Province

From the reform and opening-up policy until now,targeted poverty alleviation in rural areas has always been regarded as a major and arduous task in China,and it strives to achieve the goal of national poverty alleviation by 2020.To firmly win the strong war of overcoming poverty and realize new leap of targeted poverty alleviation in rural areas,Qianshan Village,Ganlu Town,Gongqingcheng City of Jiangxi Province establishes party building projects with rural characteristics by surrounding action of"overcoming poverty and attacking strong poverty"and taking"party building+county sage or worthy"as link.It uses county sage or worthy to drive development of rural industry,and establishes a complete poverty alleviation mechanism,thereby making poor households get rid of poverty,become rich,and embark on the road of well-off society.In this paper,opportunities and challenges in targeted poverty alleviation work of Qianshan Village are analyzed,and corresponding countermeasures and suggestions are proposed.

Practice and Reflection on Strengthening Grassroots Party Building Work in Agricultural Research Institutes:A Case Study of Changli Pomology Institute,Hebei Academy of Agricultural and Forestry Sciences

Changli Pomology Institute,Hebei Academy of Agricultural and Forestry Sciences is taken as the research object.Starting from the relationship between party building and scientific research,in response to the problems in grassroots party building in agricultural research institutes such as insufficient theoretical learning,single party building activity mode,and lack of incentive mechanism in party affairs work,the"three integrations"approach and"four integrations"model are proposed to strengthen the deep integration of party building and scientific research in provincial-level agricultural research institutes.The"three integrations"approach is the integrated development of party building and scientific and technological innovation,the integrated development of party building and scientific and technological services,and the integrated development of party building and technology talents.The"four integrations"model includes the implementation of party building innovation projects,the implementation of 1+N branch pairing and co-construction,the implementation of the"party building+"work method,and the implementation of"theme intersection"activities.The research aims to promote the deep integration of party building and scientific research in provincial-level agricultural research institutes.

Experimental Mode and Vibration Comfort Analysis of High-Rise Glulam Building Floor Structure

In order to better meet the objective requirements of the use safety of the high-rise glulam building floor structure and the living comfort of the residents,the transient excitation,environmental excitation and frequency spectrum identification methods were used to carry out experimental modal test in-site on the three rooms numbered A,B and C of the same glulam structural building.The three rooms have different functions,different floor sizes and different floor supporting structures.The research results have shown that the first-order bending frequency of the floor structure of Room A is 27.50 Hz,the transverse second-order bending frequency is 34.75 Hz,the longitudinal second-order bending frequency is 53.25 Hz,and the first-order torsional frequency is 56.25 Hz.The reinforced wooden beam at the bottom of the floor of Room A increases the transverse stiffness of the floor structure,but does not offset the anisotropy caused by the longitudinally installed glulam floors.The fundamental frequency values of the floor structures of the three rooms numbered A,B,and C are 27.5,13 and 18 Hz,respectively.This has a relatively high innovation and reference significance for integrating the theory of structural dynamic characteristics with the dynamic testing technology,improving the design level of high-rise glulam structure buildings,and improving the living comfort of residents.

公立医院党建与业务融合评价指标体系应用研究

目的:科学评价公立医院党业融合成效,分析医院总体表现与党业融合程度的相关关系,明确党业融合引领公立医院发展作用机制,为推动公立医院高质量发展提供理论和实践依据。方法:利用前期研究构建的党业融合评价指标体系,选取11所北京市属医院作为样本,收集其2021年指标体系相关数据,计算每所医院党业融合加权总得分及排名,并与其2021年北京市医院管理中心市属医院绩效考核成绩排名进行Spearman相关分析,与2019-2021年医院绩效考核成绩变化进行对比,探究党业融合程度与医院绩效表现的关系。结果:11所医院2021年指标总得分排名与其绩效排名Spearman相关系数为0.6,呈高度相关,且结果具有显著性。11所医院2019-2021年排名变化与2021年党业融合程度具有较高一致性。结论:公立医院党业融合程度与医院表现高度相关,做好深度党业融合可为医院高质量发展提供坚强保障。

A Review and Some Reflections on the Three Campaigns of lntra-Party Intensive Education since the New Century

中国基层治理存在资源、权限和激励三重困境,如何充分发挥党建引领的核心作用破解这些困境,是提升基层治理效能的关键。本研究借鉴组织变革理论搭建分析框架,基于广州市南沙区党建引领基层治理改革实践,发现党建引领利用信息化建设、流程再造、结构调整、机制设计和文化重塑的系列措施,形成组织建设、权威协同和激励驱动三条机制路径,有助于破除基层治理中普遍面临的三重困境,推动了中国基层治理格局的整体变革。未来推进基层社会治理改革,可以借鉴“创造性破坏”和整体性治理的基本逻辑,推进基层组织的服务流程与组织间协同,重塑中国基层治理的良好格局。

教育强国的几个底层问题

关于教育强国建设,依然还有几个源头和底层问题需要讨论。第一个底层问题是到底什么是教育强国?教育强国的重心是以教育“强”国。只有做如此理解,才可以回答为什么在已有《教育现代化2035》之后没多久还需要一份《教育强国建设规划纲要》。第二个底层问题是什么国家才称得上教育强国?各个国家在教育领域都存在一些共同的挑战,哪个国家能率先攻克这些难题或者做得更好,这个国家就是教育强国。指标不是教育强国的本质,而是对教育强国的解释。第三个底层问题是教育何以强国?所有立志于成为大国的国家都一样,它需要教育从三大方面来“强”国:一是巩固和扩大本国的意识形态优势,二是为产业参与国际竞争提供高质量人才,三是支撑高水平科技自立自强。第四个底层问题是如何实现教育强国?教育强国有三大战略任务,一是把决定一个国家是否能真正成为教育强国的关键内容,定位为主战场任务来正面攻坚。二是抓住智能社会的历史机遇,开辟智能教育新赛道;三是降低教育强国建设征途中的羁绊,打通掣肘点。
