The outbreak of Coronavirus Disease 2019(COVID-19)is of global health concern.It is a serious public health emergency for the entire world,threatening human life and public health security.To address the epidemic,it i...The outbreak of Coronavirus Disease 2019(COVID-19)is of global health concern.It is a serious public health emergency for the entire world,threatening human life and public health security.To address the epidemic,it is necessary not only to take good prevention and treatment measures,but also to have effective and targeted public health emergency governance.That said,reports focusing on governance are scant.In this commentary,we summarize China’s model to combat the COVID-19 epidemic from a public health emergency governance approach.Stemmed from goals and values,a number of mechanisms are put forward,which include:a whole-ofgovernment response and accountability,setting up a multi-sectoral cooperation platform,swiftly scaling up epidemic emergency capacity,whole-of-society actions with engagement of social organizations,and engaging citizens in the epidemic prevention and control.As the epidemic continues to evolve,other countries might learn from China to build their own,context-specific models for better outcomes.展开更多
In traditional urban geography, city contact research is a classic study element in city research. In general, researchers use the traditional gravity model to characterize the contacts that exist between two cities. ...In traditional urban geography, city contact research is a classic study element in city research. In general, researchers use the traditional gravity model to characterize the contacts that exist between two cities. The traditional gravity model assumes ideal conditions, but these preconditions and their results often do not exist in realistic conditions. Thus, we used a modified gravity model to characterize the city contacts within a specific region. This model considers factors such as intercity complementarities, government intervention, and the diversity of the transportation infrastructure which is characterized as the transportation distance instead of the traditional Euclidean distance. We applied this model to an empirical study of city contact in the Zhujiang(Pearl) River Delta(PRD) of China. The regression results indicated that the modified gravity model could measure city contact more accurately and comprehensively than the traditional gravity model, i.e., it yielded a higher adjusted R2 value(0.379) than the traditional gravity model result(0.259). Our study also suggests that, in addition to urban-regional and metropolitan development, the complementarities of the basic functions of cities at the administrative and market levels, as well as the corporeal and immaterial levels, play very significant roles in the characterization of city contact. Given the complexity of city contact, it will be necessary to consider more relevant influential factors in the modified gravity model to characterize the features of city contact in the future.展开更多

The rural social space quality is an important indicator to measure the living standard and thinking ideas and so forth of rural residents in a certain region.In this paper,213 administrative villages in Longxi County...The rural social space quality is an important indicator to measure the living standard and thinking ideas and so forth of rural residents in a certain region.In this paper,213 administrative villages in Longxi County of the Loess Hilly Area,China are taken as evaluation units to construct the evaluation model of the rural social space quality.This paper deeply analyzed the variation patterns and their formation mechanism of the rural social space quality at a village scale,and proposed a governance model based on the rural social space quality.The results show that:(1)the social space quality levels of individual administrative villages show a gradually decreasing trend from the township seats to outward.The eastern part of Longxi County has a relatively high education level and living standard,and the western part has a relatively high population stability level and income level.(2)The rural social space quality is mainly in a ring structure,supplemented by the interlaced structure.The core area is the towns and their surrounding areas,while the transition area,marginal area,and other areas are expanded around the core area.(3)Social forces and spatial effects jointly shape the variation of the rural social space quality.Social organizations provide a driving force for the allocation of elements,and interweaving with the spatial effects lead to the differences in the social space quality.(4)The governance models of the rural social space quality are constructed based on the principles of retaining the rural“people”,optimizing the rural“land”,and developing the rural“industry”,so as to improve the rural centripetal force,core force,inner thrust,and source power.展开更多
Grassland is most important in China due to its multi-functions. However, about 90% of total usable grassland in China has been degraded and the degradation expands at a rate of 2 million ha per year. Western China co...Grassland is most important in China due to its multi-functions. However, about 90% of total usable grassland in China has been degraded and the degradation expands at a rate of 2 million ha per year. Western China covers 6.12 million square kilometers and 63.8% of the total national area with a distribution of 50 minority nationalities and 75% of the minority national population. Ecological environment there is very vulnerable with more than 90% areas of the annually increased degradation taking place. Under the current tenure arrangement, the individual herder households become the main and direct users of grassland, their decision-making on grassland management may have crucial impact on ecological environment as well as their livelihoods. Thus, it is necessary to examine the determinants of their grassland management behaviors. This study applies 231 household field data from 6 provinces of western China and uses econometric models to explore the major constraints for restricting the herd households' grassland management behaviors. Main results show that under the current tenure and other governance measures, institutional factors, market price and herder's farm and household's characteristics affect the grassland management behaviors.展开更多
In this paper,we propose a political-economy model of China that explains both the rapid economic growth and frequent rate of accidents that have occurred in China.The central government delegates authority to the loc...In this paper,we propose a political-economy model of China that explains both the rapid economic growth and frequent rate of accidents that have occurred in China.The central government delegates authority to the local government to regulate the production activities of the firm.Under information asymmetry,the local government can collude with the firm and choose"bad"technology,the use of which will lead to faster economic growth and more accidents than the use of"good"technology.We characterize optimal equilibrium within collusion contracts,under which the central government will allow collusion when the cost to eliminate collusion is high.We also characterize the optimal collusion-proof contract,under which the payments,reprimands,and taxes that take place between the local government and the firm are endogenously determined.Our predictions on collusion and growth are supported by an empirical study on the coal industry.展开更多
Since China began reforming and opening up its economy,and especially since the launch of development projects in western China,province A has attracted an increasing amount of investment,which is the main driving for...Since China began reforming and opening up its economy,and especially since the launch of development projects in western China,province A has attracted an increasing amount of investment,which is the main driving force for provincial economic growth.Hence,this study uses a state space model to examine how government investment has affected economic growth in province A in western China,and explains whether there is a crowding-in effect or a crowding-out effect of local government investment on private investment.The findings indicate that both government and private investments have a positive,stimulating influence on economic growth in province A,with the latter being more impactful than the former.Productive and non-productive investments have different effects on province A’s economic growth.From the perspective of the trajectory of government investment elasticity,the elasticity of government and private investments in province A presents a very large spatio-temporal change.That is,from 1994 to 2009,government investment in province A had a crowding-in effect on private investment,but from 2010 to 2017,a crowding-out effect was observed.展开更多
