The Planning, Organization and Management of Post-disaster Reconstruction of the Lushan Earthquake Based on the Local as the Main Body

A new organization and management mechanism with the local government as the main body was created during the post-disaster reconstruction of the "4. 20 " Lushan earthquake,in which the experiences and lessons were drawn from the "5. 12"Wenchuan earthquake. Correspondingly, the local government conducted an exploration of the organization and management mode in the field of planning and construction. The effective experiences have been accumulated, including working out a full coverage planning,taking the leading part in the urban-rural planning,and exercising whole space control over the disaster area. An innovation management mode named as "Five Generals Pattern"was implemented in the construction projects. In view that the rural housing reconstruction was a weak link, a new approach to improving the construction management was investigated,by means of strengthening on-site supervision,establishing a technical platform,and bolstering public participation.

The Construction of Intensive and Organized Agricultural Industrialization Model with Farmers as the Main Body

The current agricultural conflicts of China are analyzed and the forms and drawbacks of current agricultural industrial structure are listed.The situations for intensifying the farmland with appropriate scale are analyzed from the aspects of policy,farmers,farms and modernization of agriculture.It is pointed out that the situations for the intensive use of land are becoming mature.Taking the single pig-breeding chain as an example,the agricultural industrialization model,which takes farmers as the main body,is expounded.Besides,its functions and significance in solving "the three agriculture problems" and facilitating the modernization of agriculture are discussed.

It is the objects of research of traditional Chinese medicine that origin of a class of traditional Chinese medical literature consisting of herbals which focus on descriptions of individual drugs; the relationship of the technological process of preparing Chinese medicine, as by parching, roasting, baking, steaming, soaking, and simmering, etc.;and technology of separating, extracting and purifying for composition; traditional Chinese medicine dynamics of one of the 12 two-hour periods into which the day was formerly divided before the introduction of western chronology; compatibility of medicines in active compositions; patent, effectiveness for a given period of time and constantly changing of traditional Chinese medicine.The relationship between the main body and the objects was that the former depends on the latter ones and the main body has subjective initiative as fully as possible.

Collaborative Performance Analysis and the Establishement of Main Body of Agricutlural Technology Innovation

Relying on the relevant data from China Statistical Yearbook and Chinese Rural Statistical Yearbook,the coolabarative performance of main body of agricutlural technology innovation is evaluated by taking quaternary-parties innovation body as the sujects and by establishing the index system from the perspectives of input and output.The results show serious dislocation of main body and bad collabrative performance.On the basis,the quaternary-parties motivation system cocerning agricutlural enterpises,agricutlural science and technology acanamy,rural hosueholds and governments is established.The system is capable of integrating market,sciencetific reserch and diffusion collection into a whole part and solving the seperation of agricutlural innovation supply and demand.

Research on Characteristics of Main Body and Role of Farmers and Government in Socialist New Village Construction

This paper expounds the connotation of main body of new socialist village construction,and the duplex main body characteristics of farmers and government.It points out that the main body of society should be the state holding public power,and the main body of nature or practice is the farmer who participates in production and living activities in rural areas and supports the existence of rural society.It also expounds the dominant position of duplex main body in new village construction,wherein the government is the main body which administers public power in the field of public power in new village construction,while the farmer is the main body who administers private rights in the field of non-public rights in new village construction.It generalizes and unravels the role of duplex main body of farmers and government in new village construction,and analyzes the relationship of role of duplex main body between government and farmers as follows:the government dominates over rural development,and the government,as main body,plays dominant role in the field of rural public power and construction of social environment,while the farmers are main participators and constructors,who play significant role;in construction of rural non-public power field,the farmers play the role of main body,and the government plays the role of guidance and service.In new village construction,the government and farmers play the role abreast,which is an important prerequisite and guarantee of constructing new village.In the process of government's fulfilling responsibility in new village construction,the outdated administrative concept exists,and in the process of administering and promoting new village construction,the farmers' quality is yet to be promoted.As for these problems,three countermeasures are put forward as follows:transform concept;transform style of work and transform and exert advantage of organization.

Looking good and judging gazes: The relationship between body ideals, body satisfaction and body practices among Norwegian men and women

This article compares how people with normal bodies and bodies that deviate from dominant media-depicted body ideals, live with and accept their bodies. Media images of ideal bodies encompass judging gazes. These gazes affect and discipline people and may make it challenging for them to accept their bodies. The data material is part of the interdisciplinary Nordic project called “Beauty comes from within: looking good as a challenge in health promotion”. Based on 20 interviews with Norwegian men and women, of whom 10 have particular appearance-related problems, the article discusses the relationship between the media-depicted body ideals, descriptions by informants of what a good-looking body is, body satisfaction and body practices. The article shows resonance between how people describe good-looking bodies and satisfaction or not with own bodies. Women express more dissatisfaction with their bodies than men, but the article shows that many have strategies for trying to accept their bodies as they are. The comparative perspective highlight that the people having deviant bodies, more than those with normal bodies, balance the idea of “being myself” with the idea of “doing the best out of my (bodily) situation”. Most interestingly, they show that it is harder to accept handicaps that are changeable, like overweight, than harelips, deformed legs and skin injuries. As such, overweight becomes a double burden.

On the Foundations of the Ultrasonic Non-Destructive Determination of Stresses in Near-the-Surface Layers of Materials： Review

The foundation of the ultrasonic non-destructive determination of stresses in near-the-surface layers of solids is presented. The method is based on the regularities of Rayleigh wave propagation in solids with initial （residual） stresses. A description of the above mentioned method and examples of stress determination are presented. Examples are considered as applied to the residual stresses arising at electric welding and the operating stresses arising at loading.

New Agricultural Business Entity and Rural Governance Body against the Backdrop of Rural Revitalization

The new agricultural business entity is the representative of the "new" productive forces in the countryside. Based on the analysis of the connotation of the new agricultural business entity, this paper further explains the new characteristics of the new agricultural business entity, such as internationalization, informatization, greening, ecologization, and organizational integration. The new type of agricultural business entity is the innovation of socialist agricultural management system with Chinese characteristics, which has brought new institutional performance to agricultural and rural modernization, and caused changes in the rural governance body and its structure in terms of production relations. The traditional basic subject "villager" has changed to "professional farmer", "homogenization" to "heterogeneity" and "diversification", and governance pattern to "unitary leading and pluralistic participation". These developments and changes reflect the dialectical relationship movement between rural productive forces and production relations, economic base and superstructure. New agricultural business entity, rural governance body and their structural system have become an important basis for rural revitalization.

基于Wasim的三体船耐波性能的敏感性分析

针对三体船舶在不同海况下的动力响应影响因素进行敏感性分析,并对三体船的主侧体布局进行优化设计。采用三维时域Rankine源法分析一艘典型三体船在不同分离比和不同侧体纵向位置时的耐波性响应特性。采用水动力分析软件Wasim针对3种航速、5个浪向、2个横向位置及5个纵向位置多次进行升沉、横摇和纵摇运动响应模拟,对不规则海域内的响应振幅算子(RAO)进行敏感性分析。布局分析结果表明,在船舶的耐波性能方面,对于所有的航速、浪向和模态周期下,侧体布局并没有保持一致的最佳位置,在常规迎浪条件下,主侧体横向间距小利于耐波性能;垂荡和纵摇运动性能的优劣主要取决于主侧体的纵向相对位置。

Main Problems and Government Action in Rural Land Circulation of China

On the basis of introducing and defining the concept of rural land circulation,this paper discussed the inevitability of rural land circulation in China and analyzed the main problems in the rural land circulation. Finally,it came up with some pertinent recommendations for the government in the rural land circulation in China,including formulating the relevant administrative rules and regulations,improving the rural land circulation policy system,improving the rural social security system and relieving the worry of farmers in land circulation,energetically promoting institutional construction,and actively cultivating rural land circulation market.

Dynamic genetic analysis for body weight and main length ratio in turbot Scophthalmus maximus

The objective of this study was to estimate genetic parameters of body width(BW)to body length(BL)ratio(BW/BL)and of body weight traits(BWT)in turbot,and to elucidate the genetic mechanism of the two traits during ontogeny by dynamic genetic analysis.From 3 to 27 months,BW,BL and BWT of each communally stocked fish were measured every 3 months.The BW/BL ratio was measured at different sampling ages.A twotrait animal model was used for genetic evaluation of traits.The results showed that the heritability values of BW/BL ratio ranged from 0.2168 to 0.3148,corresponding to moderate heritability.The BWT heritability values ranged from 0.2702 to 0.3479 corresponding to moderate heritability.The heritability of BW/BL ratio was lower than that of BWT,except at 3 months of age.Genetic correlation between BW/BL ratio and BWT decreased throughout the measurement period.Genetic correlations were higher than the phenotypic correlations.The current results for estimating genetic parameters demonstrate that the BW/BL ratio could be used as a phenotypic marker of fast-growing turbot,and the BW/BL ratio and BWT could be improved simultaneously through selective breeding.

Study of main body element of crustal strain and its relationship with moderate-strong earthquakes

In this paper, progress in strain study of blocks and faults by GPS data are discussed, and the concept that active structures between blocks are the main body of crustal strain is clarified. By energy transfer principle of elastic mechanics, the relation between strain around faults and tectonic force on fault surfaces is set up and main body element model of crustal strain is constructed. Finally, the relation between mechanical evolution of model and seismogenic process of Kunlun earthquake （Ms=8.1） is discussed by continuous GPS data of datum stations. The result suggests that the relatively relaxed change under background of strong compressing and shearing may help to trigger moderate-strong earthquakes.

公共体育服务体系示范区建设促进了体育市场主体发展吗?——基于准自然实验的实证研究

基于2015年的江苏省公共体育服务体系示范区建设的准自然实验,选取2013—2020年全国12个省份149个城市的面板数据,采用双重差分方法探讨公共体育服务体系示范区建设对当地体育市场主体的影响。研究发现,一是公共体育服务体系示范区建设促进了体育市场主体发展,该结论通过平行趋势检验和稳健性检验后依然成立;二是公共体育服务体系示范区建设对体育市场主体发展的促进效应具有可持续特征,公共体育服务体系示范区建设时间越长,对体育市场主体的推动效应越大。公共体育服务体系示范区建设不仅可以促使相关企业对投入体育领域产生更高预期,也能借助政策支持循环累积有利于体育市场主体发展的要素。

新型农业经营主体会计代理采用意愿及其影响因素实证分析

会计代理可以节约用工成本、提高效率和促进经营目标的实现,是当前推动新型农业经营主体财务规范的重要过渡阶段。基于湖北省891份调研数据,采用有序Logistic模型检验新型农业经营主体采用会计代理意愿的影响因素。结果表明:性别、年龄、受教育水平、流动资金投资、经营类型、产业类型、毛收入、示范级别、农业培训等因素显著影响新型农业经营主体采用会计代理意愿。据此提出加强经营主体会计知识培育,强化财务规范意识,夯实会计代理基础;建立资金管理台账,关注资金流向,推动会计代理行业发展;设立专项资金支持,提供会计代理对接服务,扩大会计代理行业覆盖面等建议。

以糖厂为主体的甘蔗机收推进模式

近年来,我国甘蔗种植面积逐年减少,切段式甘蔗联合收获机保有量大幅增加,机收率却多年低位徘徊。针对这一问题,本文从方法论视角阐明当前甘蔗产业生产关系与新质生产力之间的矛盾,是机收推进缓慢的主要原因。提出以提高甘蔗产业的竞争力和促进产业可持续发展为目标,调整甘蔗产业当前生产关系,将当前生产关系中的各方组成机收推进联合体,构建以糖厂为主体的机收推进模式。该模式以免费或低价机收为杠杆,糖厂组织、协调、管理甘蔗机械化生产,实现了糖厂有稳定优质蔗源、机收组织效益稳定、蔗农获得免费(或低价)砍收甘蔗,达到多方共赢,有利于稳定甘蔗种植面积和甘蔗产业可持续发展。以该模式为抓手,建立试点并推广应用,在当前条件下,有望打破目前机收推进缓慢僵局,实现甘蔗机收快速推进。

三峡库区乡村发展主体获得感现状及提升路径——基于重庆巫溪长红村的个案

让人民有较多的获得感、幸福感是党和国家新时期治国理政的伟大方略。近年来,在乡村振兴战略推动下,三峡库区经济社会取得较快发展,人民生活发生了重大变化。他们的获得感如何?文章选取库区的重庆巫溪县长红村为研究对象,通过获得感问卷调查和会见座谈形式获取第一手资料,分析该村三类主体获得感的差异性,探寻导致这种差异的内外因素,并提出提升不同主体获得感的实施路径:增强个体发展能力,激发获得感提升的内生动能;壮大集体经济实力,夯实获得感提升的经济基础;优化乡村治理模式,确立获得感提升的组织体制机制;持续推进落实乡村振兴各项政策,营造获得感提升的宽松环境。

多层级视角下基础研究社会-技术系统的主体、要素及作用机制

基础研究是整个科学体系的源头,其创新发展和突破将从根本上助推国家创新能力和国际科技竞争力提升,也是中国“加快建设科技强国,实现高水平科技自立自强”的根本前提。本文从社会-技术系统角度出发,运用多层级视角分析框架,探讨中国基础研究社会-技术系统的构成主体和构成要素,在此基础上系统分析基础研究社会-技术系统景观层、体制层和利基层三个层级协同互动推动基础研究创新的作用机制,以及三个层级的多重要素协同并发促进基础研究创新的作用机制。研究结果表明:推进基础研究需要基础研究社会-技术系统各个层级之间相互协调配合,要加强景观环境的引导和利基空间的防护培育,还应当注重体制层系统多维度的变革和调整,以突破基础研究社会-技术体制的路径依赖和锁定。

关于黄河与河套古湖河湖关系演变的假说性分析——兼论对黄河内蒙古段生态治理的启示

黄河曾经在流经河套盆地过程中形成吉兰泰、乌兰布和、巴彦淖尔、呼包4个古湖,且在高湖面时期连成统一的“河套古大湖”,其后4湖分离并分别演绎了自己的河湖关系。在研习前人相关成果基础上,通过建立整体假说性解释框架,试图按照历史顺序与逻辑顺序统一的要求对该河段河湖关系的演变过程进行重建,并为与之相关的生态系统的治理提供借鉴。研究认为:主河道构建是黄河主动实施填湖、建堤、造槽并“甩湖”的过程与结果;冲积扇是黄河填湖的主要模式,而冲积扇顶附近凸起则是湖口淤塞、移动并最终筑成黄河自然堤的主要原因;巴彦木仁与磴口两地控制点对形成鄂尔多斯一侧黄河主河道起到了关键性作用;黄河西派在高湖面期间从巴彦木仁湖口注入吉兰泰-乌兰布和古湖,与从北面入湖的黄河水共同促成贺日木西尼古砂嘴及其延伸砂脊生长,并在低湖面期将这两个湖分离。基于对所述黄河历史过往的认识,须尽可能立足高效集成利用有限水资源这一观念,将减灾与适度重造沿河湖泊和绿洲结合,营建可持续的内蒙古段黄河生态体系。
