Problems in the Innovation of Tobacco Production Organization Mode in Sichuan Province and Recommendations

We summarize the main forms of tobacco production organization in Sichuan Province,including traditional peasant households,large scale growers,family farms,tobacco farmers' associations,and specialized tobacco cooperatives.In the process of innovation of production organization mode,some problems are pointed out,such as lack of management talents and long-term incentive mechanism,lack of standardization in operation,bottleneck in land and financing,low economic benefits of cooperatives,and difficulty in protecting farmers' interests and rights.We put forth the following recommendations for advancing the innovation of tobacco production organization mode in Sichuan Province:forming the longterm mechanism for supporting the innovation of production organization forms;standardizing the operation of the specialized cooperative organizations;strengthening personnel training,and establishing tobacco farmers' principal position;expanding cooperative economic production organizations,and achieving moderate concentration of land size;strengthening information services,to boost the development of cooperative production organizations.

Diagnosing the Cause of Scientific Standstill, Unravelling the Needham Puzzle

There are diverse opinions about how to solve the Needham Puzzle. Such opinions or schools of thought can be roughly classified into three theories of a) geographical conditions, b) empirical trial and error, and c) private property rights. Although each school of thought makes sense, they all fail to fully uncover the main reason why, in modern history, China lagged behind western countries in the development of science and technology. In our opinion, the correct solution is to draw on historical experiences, integrate all schools of thought, proceed with an emphasis on the definition and protection of property rights, boost government investment in basic scientific research, strengthen government service functionality, actively develop NGOs, and open more widely to the outside world, with a view of pushing forward China's scientific and technological innovation and accelerating the pace of China's modernization.

The Shift in the Discourse About a Free Trade Area in the Brazilian Amazon： From Progress to Ecological Modernization

The Manaus Free Trade Area （ZFM） will end in 2023, but there is a proposal to amend the Brazilian Federal Constitution so that it lasts until 2073. From the understanding of discourse as a social practice, this paper is based on the analysis of 265 parliamentary pronouncements, 19 numbers of an institutional magazine, and 626 news texts from the most important local newspaper, all published between 2007 and 2010. It reveals a shift in the discourse about the ZFM, guided by ecological modernization. The industries are now presented as responsible for preserving the rainforest： it is said that if the tax incentives stop, there will be unemployment and deforestation. This tragic story line does not recognize the role of traditional peoples and communities in forest conservation and neither is open to the public debate about other models of development for the Amazon.
